By executive order of the President, dated June 25, 1918, the investigation of matters relating to gas warfare, which had been initiated by the Director of the U. S. Bureau of Mines early in 1917, and had been continuously maintained and improved since, that time, was transferred to the recently created Division of Gas Warfare of the War Department. On the occasion of this transfer, both the President and the Secretary of War took occasion to speak most highly of the efficient service that had been rendered by the Bureau of Mines. It gives us great pleasure to reproduce here a letter from the President and from the Secretary of War, bearing on this subject and also to append a brief review of the work of the Bureau of Mines, prepared by its Director, Mr. Van H. Manning. The White House, Washington. June 26, 1918. MY DEAR MR. MANNING: I have had before me for some days the-question presented by the Secretary of War involving the transfer of the chemical section established by you at the American University from the Bureau of Mines to the newly organized Division-of Gas Warfare in which the War Department is now concentrating all the various facilities for offensive and defensive gas operations. I am satisfied that a more efficient organization can he effected by having these various activities under one direction and control, and my hesitation about acting in the matter has grown only out of a reluctance to take away from the Bureau of Mines a piece of work which thus far it has so effectively performed. The Secretary of War has assured me of his own recognition of the splendid work you have been able to do, and I am taking the liberty of enclosing a letter which I have received from him, in order that you may-see how fully the War Department recognizes the value of the services. I am to-day signing the order directing the transfer. I want, however, to express to you my own-appreciation of the fine and helpful piece of work which you-have-done, and to. say that this sort of team work by the bureaus outside of the direct war-making agency is one of the cheering and gratifying evidences of the way our official forces are inspired by the presence of a great national task. PRESIDENT: In connection with the proposed transfer of the chemical section at. American University from the Bureau of Mines to the newly constituted and consolidated Gas Service of the War Department, which you are considering, I am specially concerned to have you know how much the War Department appreciates the splendid services which have been rendered to the country and to the Army by the Department of the Interior, and especially by the Bureau of Mines under the direction of Dr. Manning. In the early days of preparation and organization, Dr. Manning's contact with scientific men throughout the country was indispensably valuable. He was able to summon from the universities and the technical laboratories of the country men of the highest quality and to inspire them with enthusiastic zeal in attacking new and difficult problems which had to be solved with the utmost speed. I do not see how the work could have been better done than he did it, and the present suggestion that the section now pass under the direction and control of the War Department grows out of the fact that the whole subject of gas warfare has assumed a fresh pressure and intensity, and the director of it must have the widest control so as to be able to use the resources at his command in the most effective way possible. The proposal does not involve the disruption of the fine group of scientific men Dr. Manning has brought together, but merely their transfer to General Sibert's direction. AFTER the phenomenal development of the new mine, the United Eastern Mining Co., with Mr. Frank A. Keith as President, decided to install a reduction plant. The character of the ore, closely resembling the product of other mines in the district, did not offer any particular metallurgical problems, since these neighboring mines had been operating milling plants very successfully for several years. Thus, with the general metallurgical treatment fairly well-defined, the matter of next importance was to design and construct a plant as economically as possible, that would give the best results obtainable. The ore consists of a mixture of calcite and quartz in about equal quantities with some decomposed andesite, while the average value of mill heads were calculated to be $20 plus in gold, no silver being present. The tonnage to be treated at ,the start was fixed at 200 tons, but, in view of the favorable condition of the mine, it was considered advisable to arrange facilities, for increasing the capacity to 400 tons. . While it is best in some cases to adopt a distinct independent unit system where future enlargement is contemplated, in this instance the plans worked out differently. Summarized, the treatment adopted consists of coarse crushing, coarse grinding, fine grinding and cyanidation. For coarse crushing the selection of the No. 6 size gyratory crusher was governed not so much by its capacity as by the size of the feed openings to properly receive the run-of-mine material, which was too coarse for a No. 5 crusher. To accomplish the coarse grinding to. best advantage, a careful comparison was made between the modern steel ball mill-the last word in crushing and grinding-and one of its older, and, at that time better-established, competitors, the rolls.' The following conclusion was reached: While it is possible that for the sized plant under consideration the cost of operating rolls might be a little cheaper, it is preferable to use ball mills because a simpler arrangement is possible, and1 because. the handling of, ball mills is preferred by the operator.

Profiled on these pages are the eight RMCMI 1994-95 Scholarship Award Winners. Six of the eight winners were present as guests of the Institute at the June convention in Crested Butte, Colorado. Each received recognition at the Institute Awards Luncheon Monday. June 26, 1995. Each state vice president served as the host for the collegiate winner. The first and last winners - Arizona and Wyoming - were absent. Besides receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. This latter portion is paid by each state vice president. Because this is a continuing award, the winners from the previous year also receive a second $750 for tuition credit in their senior year. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. New Mexico produced 83% of domestic potash and 27% of domestic consumption in 1992. The potash industry of New Mexico produces sylvite (KCI), langbeinite (K2SO4-2Mg(SO4)2), and artificial K2SO4. Average sylvite grade in New Mexico today is about 14%. The average grade of langbeinite is 8-10% Kp. Commercial potash occurs in the middle or McNutt Member of the Salado Formation (Upper Permian Ochoan Series). The 120-m-thick McNutt Member dips about 1° east and contains 11 of 12 potential ore zones in the Salado. The mineralogy and proportion of clay minerals, up to 7% of the ore, influence optimum milling procedures and ore grade cutoff.

SEVERAL years ago Zener and Hollomon1 suggested that the flow stress of metals might be related to the temperature and strain rate in accord with the functional equation: s=s(eeh/rt) [1] at the same state. The Zener-Hollomon relation also contains the significant tacit implication that the energy for activation, AH, is substantially independent of the state of the material. The utility of this method for correlating creep data with tensile data was illustrated in a preliminary reportL on the effect of alloying additions on the secondary creep rates of binary a solid solutions in aluminum as shown for Al-Mg alloys in Fig. 1. Not only do the secondary creep and ultimate tensile properties for each alloy correlate well on this plot but in addition the activation energy, AH = 17,900 R cal per mol. is identical for the various compositions. Similar types of curves correlating the secondary creep rates at 422°K (300°F) with ultimate tensile data were also obtained for a series of dilute a solid solutions of copper, germanium, zinc, and silver in aluminum. In all cases the activation energy for creep, AH, was found to be equal to about 17,900 R cal per mol independent of the type of alloying element or its concentration. The coincidence of the activation energies for these alloys is probably due to the fact that the activation energies for creep are rather insensitive to small composition changes. Alloying additions, as shown in Fig. 1, however, increased the stress necessary to obtain equivalent values of ee?H/RT. Thus the stress level in curves of the type represented by Fig. 1 gives the relative creep strengths of the various alloys. Inasmuch as these correlations between creep and tensile data were obtained for creep tests at 422°K, it appeared advisable to ascertain the range of secondary creep rates and temperatures over which correlations between creep and tensile data could be made on the basis of the Zener-Hollomon relationship. If, for example, the activation energy changes with different ranges of creep temperatures, the utility of the proposed analysis would be severely weakened. But if AH is constant not only for all dilute alloys, but also over wide ranges of temperature and secondary creep rates, confidence will be developed not only in the broad utility of the Zener- Table I. The following investigation was instituted in order to ascertain the range of validity of the Zener-Hollomon relationship when it is applied to creep and tension data. Materials, Equipment, Technique In view of rather extensive correlatable data now available on the plastic properties of a series of binary a solid solutions of magnesium, copper, germanium, zinc, and silver in aluminum, these alloys were again selected for the present investigation. Previous reports have already covered the tensile properties of these alloys at subatmospheric temperatures," and at elevated temperature," as well as their fatigue properties at atmospheric temperatures, nd their creep properties at 422°K.' Resistivity measurementsa as well as precision lattice constant determinations? evealed that these alloys are a solid solutions. After homogenization. 0.100 in. thick sheets were rolled to 0.070 in. in thickness and recrystallized to about the same grain size. Since the details of these treatments were reported previously," they will not be repeated here. In order to appropriately reduce the scope of creep tests in this investigation only the typical alloys shown in Table I were investigated. All creep specimens were machined such that their tensile axes were in the rolling direction of the 0.070 in. sheet stock. The gage section was 2 in. long and 0.500 in. wide with a reduced section of 3.50 in. The Kilmar dolomitic magnesite deposit~ in sourhwesr Quebec lie in Grenville Province sedimentary rocks that strike north and dip steeply west. The sediments comprise quartzitic, carbonate and argillaceous members. The middle or carbonate member hosts the magnesite and, like the two other members, has been intensely mewmorphosed. Magnesite occurs as lenticular shaped zones of altered limestone and is mixed with 5 to 30% dolomite crystals. Diopside, serpentine and mica are common accessory minerals. Magnesite appears to have formed from merasomarism of all or part of the carbonate member due to intrusion of hot magnesia-rich solutions. Magnesite is mined from a 490 m vertical shaf1 and is milled and burned into clinkers, which then are shipped 10 pyroprocessing industries around the world.

STRATEGICALLY situated in almost the heart of the leading fertilizer-consuming area of the United States, Tennessee long has ranked second only to Florida as a phosphate-producing state. Since 1932 its share of the national output of phosphate rock has increased steadily, and in 1937 its production mounted to an all-time record. More significant even than the increase in tonnage are the forward strides in technology. The Tennessee Valley Authority's research program has led to quasicommer-cial operations using hydroelectric power to manufacture concentrated phosphatic fertilizer that is used to further the farmer education program designed to streamline the fertilizer business and halt the appalling waste of farm land by soil erosion. Even more stimulating to chemically minded imaginations is the production of elemental phosphorus by a private company that not only has succeeded in extracting it from the phosphate rock in electric furnaces but actually has contrived to capture it and to transport it safely in tank cars. New values have been created for low-grade phosphate deposits, and the economic life of reserves has been lengthened while the waste of former years goes back into the mills for recovery of its values by modernized methods. Tennesse's phosphate-mining industry dates from the discovery of blue rock in Lewis County in December 1893. Its known reserves are of the order of 101,500,000 tons, which compares with the production of 825,099 tons in 1937; that is, 21 per cent of the phosphate-rock output of the whole nation. The total output reported from 1894 until July 1, 1938, was approximately 19,000,000 tons. Official estimates of reserves are overly conservative and evidence submitted before a joint Con-gressional committee in November 1938 places "probable" reserves at more than 6,000,000,000 tons.

"An experimental study of chemically enhanced filtration and dewatering of fine coal slurry with and without additives was carried out. The experiment involved determination of effect of slurry concentration, additives (cationic, anionic and nonionic), filter area, filtration velocity, particle size and cake resistance on dewatering and filtration using vacuum filtration cell. Finally, the rate of filtration and dewatering and optimum amount of additives used were determined under suitable filtration condition. Overall, it was found that the filtration and dewatering characteristics were enhanced by increased slurry concentration, larger filter area and larger particle size. In addition of additives, the kerosene was found to be best for enhancing the filtration which yielded cake moisture reductions of approximately 17% by weight. At optimum dosages, the final cake moisture contents were reduced by 3.6% and 5.8% by weight using the appropriate surfactant and flocculent, respectively.INTRODUCTIONFor India, it is estimated that coal constitute a principal source of energy for the next several decades. It is majorly used at thermal power plants to generate electricity and also to a great extent in steel and cement industry. It has been observed that its consumption is increasing so as to meet the energy requirements of the country. It has been found that in a coal preparation plant; approximately 20-25 percent coal is of the mined coal of the range below minus 0.5 mm (28 meshes). Generally, this fine fraction is discarded due to its high cost of processing and further utilisatisation is very minimal. But with ongoing research and development for advanced clean coal technology, various new techniques have been evolved to maximize the utilization of available coal. In recent time technologies such as column flotation, cleaning of fine size coal to lower the ash content and low pyretic sulfur is feasible at high recovery value. But in various researches it is found that one of the biggest hurdles in utilization of fine coal cleaning technology by the coal industry is the economic dewatering of the fine clean coal product. Thus, until an economical and practical solution to dewatering of fine clean coal is achieved, the efforts devoted to developing fine clean coal technology will be wasted. In this paper an effort toward enhancing and developing the optimum technique of dewatering and filtration of fine coal slurry has been made."

Continued Discussion of the Paper of Messrs. von Jonstorff, Blair, Dillner and Stead, presented at the New York Meeting of the Iron and Steel Institute, October, 1904.* (Bethlehem Meeting, February, 1906.) CLEMENS C. JONES, Richmond, Va. (communication to the Secretary+) :-In the chapter of this paper entitled "Method for the Determination of Phosphorus," by Andrew A. Blair, a form of the reductor used by Mr. Blair is illustrated. This form was employed by me in my earliest experiments, and abandoned after my adoption of the final apparatus described in my paper on the subject in 1889. The results reported by Mr. Blair are very closely accordant; but my experience was that, in the use of this form, a loss of the solution, amounting to almost a cubic centimeter, was occasioned by minute bubbles of hydrogen rising to the surface, and there exploding. My final reductor was designed to prevent this loss; and the most satisfactory results were obtained with a reductor having the open cup replaced by a bulb-shaped receptacle, provided with a glass stopper, similar to that of a separatory funnel of similar capacity, as suggested in a foot-note in my original paper. In my experience, the use of this later form of reductor repeatedly gave duplicate results which were, coincident to the fourth decimal place. R. W. RAYMOND, New York, N. "Introduction.During recent months the Bureau of Mines has conducted a detailed study of the slate industry with special reference to increased efficiency in its production, preparation and utilization. The results of these investigations will be incorporated in a forthcoming bulletin. The purpose of this preliminary paper is three-fold. One object is to bring to the attention of slate producers certain modifications in manufacture and classification which would encourage a wider use of slate. A second purpose is to direct the thought of roofers toward the importance of proper laying of slate, and the third object is to acquaint the general public with its enduring qualities.Origin and character.Without entering into any detailed discussion of the origin and history of slate, a subject to be covered in the bulletin mentioned, it may be of interest to the general reader to know that slate is originally formed from mud or soft clay, carried down by streams and laid down in successive layers in deep water. The pressure of superimposed materials gradually compresses the clay into a firm rock known as shale. In many places this shale was, during the succeeding ages, subjected to intense pressure and folding due to mountain-building forces within the earth. This intense pressure, together with high temperature, changed the clay into other minerals such as mica, chlorite, and silica, which are very resistant to weathering, and also developed a very definite cleavage or splitting direction which characterizes the rock as slate. It is this property which renders slate of value for roofing, for, by using a broad chisel and a wooden mallet, a slate worker can readily split it into thin sheets which are later trimmed into rectangles of various sizes."

Branch and needle-shaped intermctallic compounds of iron, silicon and aluminum normally exist in the molten aluminum. If a suitable amount of manganese metal is added into molten aluminum, the shape of the intermallie compound particlcs may become lumpish and spherical. According to the difference in electric and magnetic properties of these impurity particles and molten aluminum, these impurity intermctallie compound particles can be separated by applying an alternating magnetic field. In this experiment the alternating magnetic field was formed by a "C" type loop with AC (50Hz) current. The inner vacuum of the fireclay refractory separator is 25>< 15" 130mm3 with a lateral baffle inside. The separator was put into the interspace of the "C" type loop. It was found that the longer the separation time, the larger the amount transferred of impurities. The amount of transferred impurities increases with the increase of separation time and intensity of magnetic field. The addition of manganese metal enhanees signifieantly the efficiency of impurity separation.

"The Virginia Department of Transportation (VDOT) undertook a program to replace four bridges along approximately 4 mi (6.4 km) of US 340 in Northwest Virginia. Two of these bridges, which span Compton Creek and the Norfolk Southern Railroad respectively, are the subject of this article. HDR provided roadway and structural design as well as geotechnical engineering services for the Norfolk Southern Railroad Bridge while their subconsultant, Saeed Associates, provided structural engineering services in support of the HDR roadway and geotechnical team for the Compton Creek Bridge.The project is located in the Valley and Ridge Geologic Province of Virginia, on an alignment that is adjacent to the Shenandoah River. The project lies within the Beekmantown Group consisting of limestone and dolostone that are prevalent and prone to karstic activity in a band that passes through the project area and north into Central and Eastern Pennsylvania. This area has been impacted by karst limestone conditions where caves and sinkhole activity is common. Caves at Luray and Front Royal, located to the south and north of the project, respectively, are popular public attractions.Since the potential for variability of subsurface conditions can be, and often is, greater in karst terrain, the need to develop a design that provides as much flexibility as possible during construction, and then to be prepared to efficiently review and respond to construction questions is heightened. Coordination and communication among the design staff, VDOT’s design and construction staff, and the contractor was a key factor in completion of this project.Compton Creek BridgeThe alignment for the new Compton Creek Bridge is located about 125 ft (38 m) west of the existing bridge, placing it between that bridge and the existing Norfolk Southern Railroad Bridge. No information about the foundations was available for the existing bridges. Borings in the Compton Creek valley encountered extensive voids (some clay filled and some open) with numerous boulders, rock ledges and pinnacles, particularly on the north side of the creek. Geophysical and geotechnical investigations indicated that below a poor and variable upper zone of rock was a layer of more competent and consistent limestone, which appeared to contain little or no voids."

The motivation for the art of dredging for placer mining can be compared in a slight degree to the spread of civilization which started in the Near East and spread both east and west. Dredging started with the "bag and spoon" dredge in the lowlands of Europe reportedly about 1565, went southeast to New Zealand where designs were developed for a bucket-line mining dredge known as the New Zealand type, and westward to the eastern United States where a dredge was developed and used exclusively for excavating. Then it moved to Montana, where it was first used for mining in 1895. The New Zealand-type dredge was imported into California in 1898 (Fig. 1) and was followed shortly by the Montana design. As today, these early dredges were equipped with continuous bucket- line chains, a treatment plant, and a means of waste disposal mounted on a wooden hull. Both types of dredges are complete mining units: they dig the formation, transport the dug materials, and concentrate the valuable ore. After sizing, the fines containing the ore are passed by gravity to the treatment unit, while the barren materials are discharged overboard. By digging the materials to be treated at the bow and depositing all the waste, at the stern, the dredges automatically advance to new reserves without presenting any transportation problems. The main differences between the two types are in the method of holding the dredge in the digging position and in the disposal of the tailings to the rear. The New Zealand type (Fig. 2) uses the headline system with a bow anchor for holding the dredge in the digging position and long tailing flumes or short stackers off the stern for disposal of the barren materials. THE construction industry normally contributes extensively to the general economic welfare of all sections of the country. Billions of dollars are spent for materials and labor, and the success or failure of many business enterprises depends upon the volume of construction. The steel, aluminum, copper, cement, brick and tile, lime, gypsum, stone, sand and gravel, and several of the less prominent mineral industries are vitally concerned. Of great interest, therefore, is the accumulation of needed construction following the relative inactivity of the past five years, the recent moderate revival in building, and the prospect of a broader and more definite upturn. One may judge the magnitude of possible expenditure for construction by what has occurred in the past. The peak years were 1925 to 1928, inclusive, when the annual values of con- tracts awarded amounted to over six billion dollars. In marked contrast was the 1933 total of about 1% billion, the lowest level shown in the Federal Reserve Board Index, which goes back to 1919, and the more favorable 1935 figure of about 1.7 billion. An increase of nearly four billion over the 1935 volume would be necessary to equal the peak year 1928.

The iron ore industry in Australia has, in recent years, experienced an unprecedented growth phase. But now that major expansions are moving into the operation phase, new challenges have emerged. Whereas initial planning may involve a few modelling studies, ongoing performance monitoring and improvement requires a different, more intense approach. This is especially important in the face of changing factors such as commodity prices, exchange rates and labour markets. Response time is key. As a mining operation proceeds from initial planning to daily operations, the time window for analysis shortens, going from months to weeks to days as the business matures.Simulation models and analysis tools are typically built and run by specialists in the planning phase, but then what? The investment has been made, but realised only once. What if further analysis could be carried out in-house, re-using existing models using up-to-the-minute data? Can we create virtual mines that run in parallel to live operations that allow computers to identify areas of a value creation or operational improvement? These questions can be answered by the innovative application of big data, simulation and predictive analytics. The future will be having this all integrated into one platform that offers, for the first time, an opportunity for non-experts to apply existing modelling and analysis assets – combined with live data – to deliver support for continuous improvement, and the ability to respond quickly to external changes in the best possible way, before they become big problems. FOR years the expression "except rubber, tin, and manganese" has appeared in practically every discussion of the natural resources of the United States. Knowledge that natural rubber is not produced in the United States has now spread from the relatively few who have reason to be interested in the country&apos;s basic raw material supplies to all those who ride in automobiles, which means everybody. This "everybody" reads in the daily papers that we have a stock pile of natural rubber and that plenty of synthetic rubber is just around the corner. Statistics as to the United States&apos; rubber requirements and sources of supply are of interest to him only to arrive at an answer to the question : "After taking care of rubber requirements for military purposes, will there be rubber for my automobile and the many other rubber articles I want?" More than 30,000 different rubber articles are manufactured in addition to the tires and tubes which use up about 70 per cent of the rubber supply.

FREE competition, long the controlling ideal of domestic trade within the United States, has had the fundamental geographical advantage of functioning in the world&apos;s largest area of unrestricted commerce. Goods moved back and forth across state lines, unimpeded by customs, and industrial operations have developed rapidly to meet the expanding needs of a pioneer country richly endowed with natural resources. Fifty years ago, antitrust laws were adopted to protect the competitive private enterprise principle. It became illegal for one person to combine with another to restrain trade or commerce among the several states or with foreign nations. The original legislative measures defining this philosophy were the Sherman Act of 1890 and the Clay- ton Act passed in 1914. The development of Europe and other parts of the world was influenced by different conditions which led to a different theory of trade. Here were many small nations, with limited natural resources and a thin market, and they attempted to protect their national economy by tariff walls. International business arrangements for the purpose of diminishing the ups and downs of the more competitive system --crux of the modern cartel operations-seemed a logical device to stabilize production and guard the interests of both workers and consumers. European governments as well as European industrial interests became convinced that if com- petition could be held in bounds the danger of business depressions and un- employment could be reduced.

This publication contains routine analyses and related source data for 278 natural gas samples from 14 States. All of the samples were collected during calendar year 1973 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 Fifteen previous publications have presented the results of 10,201 gas analyses prior to 1973. The first three, Bulletins 486,4 576,6 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 12 publications,7 which were issued as information circulars, supplement the three bulletins and contain 4,983 analyses of samples collected since 1960. This publication is the 13th publication supplementing the three bulletins.
