This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. This paper considers the integration of uncertain real-time logistics data for reactive construction scheduling. In order to manage a construction project efficiently, an accurate schedule representing the current project progress is inevitable. The quality and up-to-dateness of such a schedule depends on the availability of real-time data. Typically, real-time logistics data contain information about the availability of material, equipment and personnel as well as delivery dates and site conditions. The accuracy and inherent uncertainty depends on the location where the real-time data was acquired. Currently, the integration of such data into a construction schedule is a very time-consuming, manual and, thus, errorprone process. Therefore, this paper proposes a methodology that enables an automatic integration of such uncertain data into construction schedules. By integrating uncertainties into the existing schedule their impacts on the construction work can be evaluated. For this, discrete event simulation is applied. In order to model uncertain input parameters for simulation models this methodology applies the fuzzy sets theory. In combination with alpha-cut sampling technique, discrete model input parameters are obtained. By applying reactive scheduling with several discrete event simulation experiments, the results can be used to modify construction schedules according to agreed timeframes and costs. In order to demonstrate and validate the presented approach an example is conducted.

Being a mining company, Assarel-Medet has a significant impact upon the environmental components. In order to meet the legal requirements and the requirements stipulated by the effective permits as well as to reduce the environmental imprint throughout the years, the policy of the company to implement a number of projects to improve the environmental components quality and the environmental state in the company?s region. The projects associated with atmospheric air quality management and reduction of the impact exercised by Assarel-Medet JSC by implementing various measures to eliminate the potential sources of the impact, preventive and rehabilitation initiatives as well as organizational and administrative activities are among the most important ones. A stable improvement of atmospheric air quality in the region and minimization of the company impact upon the ground air state in the region was observed in the period from 2005 to 2012 due to the applied measures. This project is a contribution to the environmental protection, in particular to atmospheric air protection, by applying integral monitoring and modeling methods to identify the negative impact by the mining companies and plan measures to reduce and restrict it as well as to improve the quality of the environment and living area of people working and living in the impact range as an element of sustainable development.

Nuclear techniques have been used to determine the solids weight fraction (W) and ash content of (fine) coal in slurries independent of voidage variations. The method is based on the correlation between W and the hydrogen concentration Hsl (wt/wt) of the slurry. Hsl is determined by combining measurements of neutron moderation and ?-ray transmission. Both Wand ash content are determined by combining the above measurements with the ash-sensitive measurement of X-ray backscatter compensated by a measurement of iron K X-ray intensity.The nuclear analysis system, called the SIRO coal slurry gauge, has been proved in a six-week plant trial at the BHP Steelworks washery at Newcastle, NSW. Several probes, each containing a radioisotope source and scintillation detector, were immersed directly into the coal slurry in the feed box upstream from the bank of flotation cells. For 140 samples W, ash and voidage varied in the ranges of 0 to 13 wt percent, 26 to 41 wt per cent and 0 to 4 vol. per cent, respectively. The r.m.s. difference in solids weight fraction, determined by probe measurements and conventional assay, was 0·52 wt per cent. Ash was determined with an r.m.s. difference of 2·0 wt percent in the coal. Better sampling techniques were used in the last half of the plant trial, and r.m.s. differences were 0.35 wt per cent solids and 1·5 wt per cent ash.

"INTRODUCTION Feldspars represent one of the most abundant groups of minerals and constitute nearly Go percent of the material contained in the igneous rocks. They are grouped in a series of related aluminum silicates with varying amounts of potash, soda, and lime. .Approximately 85 percent of the feldspar produced in the United States is used as a flux in the production of glass, pottery, enamel and sanitary ware, brick, and tile. Notwithstanding the abundance of feldspar in the earth's crust, the only deposits that are worked to any extent are the pegmatites or coarsely crystalline dikes where natural segregation of the constituents facilitates recovery of the feldspar with a minimum of free quartz, mica, tourmaline, garnet, and other iron-bearing minerals that are detrimental in most ceramic industries.Although there are three glassplants and numerous other ceramic industries in Texas, all of the feldspar used in these plants is from other States. In the Llano region of central Texas, however, there are numerous coarse pegmatite dikes consisting primarily of feldspar and quartz in ratios up to 3 to 1. One of the more important of these dikes is the Badu Hill deposit in Llano County, Tex., which was first described by Carl Chelf 4/ in 1942. Following an examination of the deposit by W. D. McMillan, engineer in charge of the Texas field office of the Bureau of Mines, in January 1946, a proposal was made to investigate the deposit by core drilling in cooperation with the Department of Ceramic Engineering, University of Texas. This report presents the results of the cooperative investigation, which was begun April 24, 1946, and completed May 17, 1946."

In January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it mas impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of .obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are due to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the eight years the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened. ORES OF THE DISTRICT The ores of the district are of two general classes: (1) clean lead ores, such as those from the Bunker Hill and Hecla mines, and (2) complex lead-zinc ores. The general impression prevails that the clean lead ores, class 1, are simple and that it is easy to obtain high recoveries and good grade products. This, in a way, is a false impression; there is quite a high percentage of locked middling in these ores at 100 and 150-mesh sizes. Improved classification preparatory to table treatment of this type of ore has made it possible to segregate effectively a high-grade middling which is further comminuted and floated. The complex lead-zinc ores of the district, of which the ore from the Morning mine of the Federal Mining & Smelting Co. is a typical example, always have presented a difficult problem. It always has been comparatively easy to make a clean lead concentrate, but it never has been possible to concentrate sphalerite with a-specific gravity of 4.10 from siderite of gravity 3.88. Also, a large percentage of the galena and sphalerite of this class of ore refuses to separate out until the crushing has been carried

"Multiple-point simulation (MPS) methods have been developed over the last decade as a means of reproducing complex geological patterns while generating stochastic simulations. Some geological spatial configurations are complex, such as the spatial geometries and patterns of diamondbearing kimberlite pipes and their internal facies controlling diamond quality and distribution.Two MPS methods were tested for modelling the geology of a diamond pipe located at the Ekati mine, NT, Canada. These are the single normal equation simulation algorithm SNESIM, which captures different patterns from a training image (TI), and the filter simulation algorithm FILTERSIM, which classifies the patterns founded on the TI. Both methods were tested in the stochastic simulation of a four-category geology model: crater, diatreme, xenoliths, and host rock. Soft information about the location of host rock was also used. The validation of the simulation results shows a reasonable reproduction of the geometry and data proportions for all geological units considered; the validation of spatial statistics, however, shows that although simulated realizations from both methods reasonably reproduce the fourth-order spatial statistics of the TI, they do not reproduce well the same spatial statistics of the available data (when this differs from the TI). An interesting observation is that SNESIM better imitated the shape of the pipe, while FILTERSIM yielded a better reproduction of the xenolith bodies. IntroductionThe simulation of geological units poses several technical problems that challenge the capabilities of available geostatistical simulation approaches and their ability to deal with spatial complexity of categorical variables. The spatial geometry of diamondbearing pipes and their internal facies controlling diamond distributions are a specific and well-known difficult modelling problem. The geometry of a kimberlite pipe is typically like an inverted cone (Figure 1); the wider part is known as the crater and is located near the surface, and the narrower, deeper part is known as the diatreme. Xenolith bodies can also be found inside the pipe. A very important contribution to the geological modelling of the contours of the pipe is the measure of uncertainty about the location of the contact between the kimberlite pipe and the host rock."

A quantitative model based on strain accumulation in multi-pass rolling is developed to overcome a large critical strain for dynamic recrystallisation in a Nb microalloyed steel with high Mn content (HTP steel). The larger the critical strain for dynamic recrystallisation, the finer is the dynamically recrystallised grain size. The initial mill trial showed that it is feasible to achieve ultra-fine grain size by dynamic recrystallisation but the prevention of static recrystallisation in between passes is identified as an essential condition to suppress mixed grain size. The data-base on static softening kinetics at short interpass time was experimentally determined on WUMSI and incorporated in the model. The model is used to optimise the strip rolling schedule to prevent static recrystallisation in the interpass time. The rolling simulation of strip rolling schedule has validated the model prediction that it is possible to obtain a uniform ultra-fine ferrite grain size of about 1-2 micrometer diameter in final ferrite microstructure for industrial rolling parameters. A user friendly software package has been developed to apply the model for off-line control of mill processing parameters, i.e., time-temperature-deformation schedule of finish rolling in order to accumulate large strain to overcome a large critical strain for dynamic recrystallisation. The model is a powerful predictive tool for grain size control in multi-pass rolling.

Laboratory tests on three commercial methane detectors, two combustion- type detectors and one interferometer-type detector, were made by the Bureau of Mines to determine their response to certain single and multiple flammable gases mixed with normal and abnormal air atmospheres. Although both types of detectors responded accurately to methane-normal air mixtures, they did not show correct concentrations for other single flammable gases in air. Uniquely, the response of the interferometer-type detector to hydrogen was in a negative direction. The effects of individual gases in multiple flammable gas mixtures were approximately additive. In oxygen-deficient atmospheres the methane response of the interferometer-type detector erred on the high side, but only in very low oxygen concentrations were the combustion-type detectors affected-- showing low, erratic methane readings.

"The Bureau of Mines conducted research on the flocculation of various minerals with insoluble cross-linked starch xanthate (ISX) to determine its potential as a beneficiation technique for low-grade, highly disseminated ores and for selective desliming. Covellite, chalcocite, pyrite, pyrrhotite, chalcopyrite, bornite, sphalerite, galena, and molybdenite fines flocculate with ISX. Floc formation, floc size, and settling rate are dependent on pH, with the pH dependence differing for each mineral. Quartz is not flocculated by ISX. Experiments to obtain selective flocculation of sulfides from quartz were attempted. Good selectivity was only obtained for the bornite-quartz system. Post flocculation separations resulted in flocculated bornite in grades as high as 92 pct. Evidence is presented that the flocculation of many of the sulfide minerals with ISX may involve covalent bonding of the xanthate group to lattice metal site(s). INTRODUCTIONBecause of the increasing interest in selective flocculation as a beneficiation technique for low-grade, highly disseminated ores and for selective desliming, the Bureau of Mines has been investigating the flocculation behavior of several cross-linked starch derivatives containing chelating groups. This report dis cusses the flocculation of sulfide mineral fines by insoluble cross-linked starch xanthate (ISX).Polymeric materials such as ISX, which contain a chelating group of known re¬activity towards specific mineral surfaces, were first proposed by Slater, Clark, and Kitchener (1), 3 Kitchener (2), and Attia and Kitchener (3) as selective flocculants for mineral fines with particle aggregation possible through a bridging mechanism. ISX appeared to be attractive as a sulfide mineral flocculant because (1) alkyl xanthates are known to react selectively with sulfide minerals"

1. The investigation shows that the Wilder (locally known as the Bon Air No. 2) is the only known bed of commercial importance in Putnam County, although at least 5 coal horizons are known. All of the coal production now reported comes from this bed, which is found In a basin with no known coal outcrops. Further drilling in the east end of the basin should disclose the location of the eastern end of the axial trough and the lateral extent of the basin in Putnam County and adjoining areas in Cumberland County. Continuity of this deposit with that in the area in Putnam County north of Monterey is not conclusively established but may exist. 2 Known (measured plus indicated) reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot in place, are estimated at 29 million tons, as of January 1, 1953. Of this total, 28 million tons are in beds 28 inches and more thick. All born coal reserves in Putnam County me under less than 400 feet of overburden.

Barite Worldwide barite production for 1985 decreased 1.3%, while US barite production increased 1.4%, according to US Bureau of Mines statistics. The increase in US production is attributed to heavy demand for oil and gas drilling during the first quarter and an unrealized heavy expected demand in oil and gas markets for the last quarter. Nevada accounted for 82.1% of the 807 kt (890,000 st) of barite produced in the US last year, according to the Bureau. Other producing states were California, Georgia, Illinois, Missouri, Montana, Tennessee, and Washington. In 1985, the US imported 1.8 Mt (2 million st) of crude barite and 64 kt (71,000 st) of ground barite. China led the way with 43.3% of the total. Imports from India accounted for 21.6%; Morocco, 15.5%; and Thailand, 5.6%. The 1.8 Mt (2 million st) of crude barite imported is an 18.8% increase over 1984. Apparent consumption of barite for 1985 was about 2.6 Mt (2.9 million st), a 15.7% increase from 1984. Due to very low drilling rig activity during the last quarter of 1985, actual consumption is probably less as crude barite inventories at mines and plants increased. According to the Bureau, 90% of barite consumed in 1985 was for the oil and gas market. Paints, rubber, glass, and other chemical uses consumed the other 10%. With the price of oil falling dramatically early in 1986, the outlook for oil and gas drilling looks to be significantly lower than 1985. This lower demand for barite, coupled with the high year-end inventories, should lower both imports and domestic production. Significant lower prices on imported barite are expected, especially from China, Morocco, and India. This also could further lower US production of barite this year.

Rampura Agucha open pit mine has successfully been excavated to a depth of 320 m, incorporating multistage working. The key to success is the implementation of presplitting as control blast measures at every stage of mining, including intermediate cut backs, in addition to the final wall. The major challenges encountered in establishing presplitting in the hang wall as compared to the footwall of the mine are:reversely dipping foliation, ie dipping into the hang wall itselfstriking obliquely at an angle of 20–30° with regards to the general strike of the pit wallthe presence of numerous geological planes of weaknesses like major faults, slips, etc.Control blast parameters like hole inclination, spacing and stand-off with buffer row were chosen initially from the literature survey and were subsequently fine-tuned by field trials to the mine geo-mining conditions of the hang wall. "Southern Peru Copper Corporation's Ilo Refinery, the largest in Peru, began operations in 1975 with a production capacity of 165,000 stpy. Southern Peru bought the Refinery from the state owned Minero Peru SA on June 1, 1994.The Refinery processes blister from Southern Peru's I/o Smelter. Blister copper is processed in an anode plant equipped with two 365 st tilting reverberatory furnaces, a 26 mold casting wheel and an anode press machine. Copper is electrorefined in a tank house equipped with 768 commercial cells, 44 stripper cells, and 40 liberator cells, utilizing two electrolyte circuits and a 21,000 Ampere rectifier.During 1989 through 1994 a program for improving productivity was carried out by increasing the number of cells and increasing current density to the total rectifier capacity. As a result, a capacity 215,000 stpy of refined copper, 2 million tr. oz silver and 6,000 tr. oz gold per year was achieved. In 1994 Southern Peru announced plans to increase capacity to 250,000 stpy of cathode with a US$ 18 million investment and a US$ 2 million investment in environmental improvement projects, as part of the purchase agreement with the Peruvian government.This paper outlines the scope of the SPCC lio Refinery modernization and environmental program. It describes the implementation of the Electrolytic Plant expansion based on instaliation of polymer concrete cells, a new rectifier, a new selenium roaster and a Precious Metal Plant upgrades."

The author has prepared this paper with the help and permission of J. B. Tyrrell and W. M. Sixt, the managing director and the mine manager, respectively. This mine is operating at a daily rate of about 150 tons.

L. D. GODSHALL, Everett, Washington: This very interesting paper cannot fail to command the attention of every one who has ever had experience in the amalgamation of gold-ores. I wish to call attention to three very important facts brought out very prominently by the paper, namely: 1. The extent of accumulation of amalgam on copper plates in the form of scale, not removable in the ordinary manner; 2. The change in the relative quantity of the two metals in the amalgam as we. recede from the battery-discharge; 3. The difference in fineness of the bullion obtained from the above-mentioned scale as compared with the bullion from the daily clean-ups. From Mr. Bayliss's figures we find that during the life of the plate in question 14,942 tons of ore were crushed, yielding amalgam of the value of $5.03 per ton, or a total value of $75,158.26. The amalgam accumulating on the plate during this time as scale, we find to have had a value of $8340.54, or $0.558 per ton of ore treated, representing 11.09 per cent. of the total amount of amalgam saved in the ordinary clean-up; or, taking the amalgam saved by daily clean-up plus the amalgam-scale as representing the total saved on this plate, or 100 per cent., we find that the daily clean-up saved 90.01 per cent., while the scale represented 9.99 per cent. The above figures do not include some additional amalgam still adhering to the plate after scale had been removed. We are told that this was not an exceptional case at the Drum Lummon, but that other plates have even yielded a third more than the one in question. The interesting query now comes up, whether this experience at the Drum Lummon is exceptional or universal at all mills; and another question arises, as to how long such an accumulation might continue,

An underground mining method for extracting an eight metre (26') coal horizon, containing a sandstone layer. A decrease in the thickness of the rock strata between the number two and number three seams of the Sasolburg Coal Field, has resulted in a total mining horizon approximately eight metres (26') thick. This parting varies in thickness and competency and in some areas is impractical to cut with a continuous miner. In addition, the general mining area is highly jointed. The top seam is first mined to a normal bord and pillar plan with a continuous miner. The bottom seam is then mined by selectively undercutting the stone parting constituting the floor of the top seam. In areas where this parting is between 0.75 - 2.50 metres (29.5" - 98") thick, it is suspended from the primary roof support installed when mining the top seam. Secondary, high extraction retreat mining is then undertaken in the coal pillars adjacent to the suspension supported headings in the bottom seam. Left in-situ, the parting provides lateral support to the pillar sidewalls in both the top and bottom seams, enabling high percentage extraction rates in what was previously thought an uneconomically mineable area. The paper proposed, presents the challenges and practical implications of executing the mining method, including the primary roof control of the top seam and the stone parting between scams.

Clement Le Neve Foster was born at Camberwell on March 23, 1841, his father being Peter Le Neve Foster, who was secretary of the Society of Arts for 26 years. As a boy of 12 he was sent to school at Boulogne, receiving a preliminary education there; and in 1857, when only 16 years old, he took his degree of Bachelor of Science from the University of France. In October of the same year he returned to London and entered the Royal School of Mines, which was then in Jermyn Street. He distinguished himself by winning a scholarship and a medal, and by securing his degree as Associate of the Royal School of Mines in the abbreviated period of two years. This was followed by a year at the Bergakademie at Freiberg; subseque1:tly he visited several mining districts in Germany and Hungary. On returning to England, in November, 1860, he received from Sir Roderick Murchison an appointment upon the Geological Survey. During five years he was engaged in field-work, first on the Wealden beds in Kent and Sussex, and then in Derbyshire and Yorkshire. At this time his evenings were largely devoted to reading for a degree from London University. In 1861 he matriculated, obtaining the Bachelor of Science in 1863, with honors in biology and a University scholarship in geology; in 1864 he passed the two examinations entitling him to the Bachelor of Arts degree, and in 1865 he received the degree of Doctor of Science. In 1865 he succeeded Mr. Richard Pearce as lecturer to the Miners' Association of Cornwall and Devon. At the same time he became the curator to the museum of the Royal Geological Society of Cornwall at Penzance, a member of the council in 1873, and a life-member in 1874; he made frequent donations to the museum, besides contributing several valuable papers to
