The Southern Company is one of the nation's largest electric utilities and is the parent firm of five operating companies: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric and Power. Another subsidiary is Southern Company Services (SCS) which provides engineering and technical sup-port to the five operating companies. This technical support includes the procurement and supply of over 40.9 Mt (45 million st) of coal annually for the 22 coal fired plants in the system. Approximately 80 percent of this tonnage is purchased under long term contracts and the remaining 20 percent is purchased on the spot market. The coal is principally supplied from Alabama, Illinois Basin and the eastern Appalachian coal fields. Most of the coal is delivered by unit train and barge but one plant in Alabama receives all its coal by truck and conveyor belt.

In the past various systems have been used to plan the extraction of ore from block cave operations. These systems have varied from rather sophisticated models with empirical ægravity flowÆ rules applied to the very rudimentary models where only the recorded mined tonnageÆs have been accounted for against the available resource. The normal requirement of these models has been to only plan the movement of ground through the drawpoints. Little cognisance has been taken of the other parameters that affect the total mining operations. The intended purpose of the linear program planning system is to not only include the management, resource availability and geotechnical constraints, but to also include the mining rules. The paper will discuss the various constraints that have been considered, and attempt to illustrate where the system better serves the production system than previous ones. A brief technical discussion on the linear programming system is included.

A new copper continuous converting process was investigated to evaluate the possibility of its application in the commercial operation. The tests were performed both in the laboratory and in pilot plant scale. Bath smelting process with the use of the top submerged lance technology was applied in these tests. Furnace shape was modified to a lengthwise eylindrical one with a settling area. The furnace monitor was put in the settling area to check the furnace from inside, FeOx-Si02, FeOx-CaO and FeOx-CaO-Si02 based slag systems were used to check their efficiency, The optimum slag chemistry to have good metallurgical results was discussed and FeOx-CaO system with some Si02 content turned out to be preferable although it has not been practically used, In this pilot plant test feeding rate of I tIH of solid grain matte was charged consecutively for two weeks and continuous converting could be done successively. This process is expected to overcome the problems of existing processes and be easily applied in existing plants.

The well-established on-line particle size analyzer OPUS manufactured by Sympatec GmbH, has been successfully implemented in several mining and industrial minerals project. OPUS monitors the particle size distribution in 31 fractions as well as the solid concentration in opaque and highly concentrated ore and mineral slurries on-line in real time e.g. behind mills or cyclones applying 31 ultrasonic frequencies for highest resolution. Ultrasonic extinction overcomes all limitations known from optical and mechanical systems like contamination, blockage and wear. OPUS measures slurries in their original state without any dilution, hence no extensive sampling procedure or sample conditioning is required thus no dilution errors occur. Due to the OPUS design and suitable algorithms entrained air bubbles do not affect the quality of analysis at all. The sensor covers particle size distributions from 0,01 to 3.000,00 µm and solid concentrations up to 70 % by volume and can be easily adapted to a number of production lines simultaneously. Jiangxi Copper?s Dexing Mine is one of the biggest copper mines in Asia and among the first users for OPUS on-line particle size and concentration analysis in mining industry. OPUS is connected to 2 process lines. Jiangxi Copper has implemented OPUS for into their central control system for the grinding & classifying circuit of one SAG mill and one ball mill. As the Cadia mill was the first 40ft diameter SAG mill, commissioned in 1998, its performance, liner and discharge design attracted considerable international attention. Twelve years on, the liner design and the control philosophy are being readdressed to further improve the mill?s performance. A comprehensive series of 3D liner scans, over life of the liner, have been used to calibrate liner mass loss and progressive changes in the liner profile. This data is being used to provide true charge mass and mill filling, plus progressive trajectory profiles over life of liner. This information, along with measures of mill performance over liner life, is being used to select the optimal operating conditions as the liner wears, and hopes to inform future liner design.

This paper describes the feasibility and pilot study of of using existing non-destructive testing solutions for evaluating structural integrity and mechanical performance of mass concrete foundations. This paper includes two pilot studies using well-known NDT methods (i.e., Crosshole Sonic Logging and seismic tomography) for new applications (i.e., NDT inspection of mass concrete foundations). In the first case, we will examine an existing mass concrete foundation block with internal cracking, which has negatively impacted the strength and stiffness of the foundation block. A combination of pulse velocity and 2D tomography was used to evaluate the structural integrity in the foundation block. In the second case, the quality and integrity of newly built mass foundations were evaluated using Crosshole Sonic Logging (CSL). The methods are combined to locate potential sub-surface defects such as large voids and discontinuities. This paper aims to study the effectiveness of the NDT methods of Deep Foundations to assess the quality and structural integrity of new and existing mass foundations and explore the opportunity to extend the capabilities of these tests beyond their conventional use.

This paper describes how the author projected the economic benefits of a proposed coal liquefaction project based in Pennsylvania. These benefits were assessed in a successful effort to garner government support for the project. The projections considered such issues as increases in employment, wages, and tax receipts to state and local government, plus other less-obvious benefits, such as site remediation. The paper explains how sponsors of similar projects can use economic projections in making meaningful and compelling presentations to federal, state and local authorities.

"INTRODUCTION The Mineral Ridge-Clay Lick fault system in Crittenden and Livingston Counties, Kentucky, is one of the larger and more important fault systems of the Western Kentucky Fluorspar district. Total production from it up to July 1945 (chiefly since 1900) was approximately 80,000 tons of fluorspar ore, 10,000 tons of which came from the Mineral Ridge Fluorspar Co. tract 1, which was being operated by the Mahoning Mining Co. of Rosiclare, Ill. The fluorspar ore carries lead and zinc that can be recovered by milling, and the Mahoning Co. planned to log-wash the ore at the mine and then mill it in its mill at Rosiclare, The Mineral Ridge Fluorspar Co. properties were examined by O. M. Bishop, an engineer of the, Bureau of Mines, in August 1942. During 1943 and 1314, developments on the properties were under observation by X. B. Starnes, of the Bureau, and it was decided to diamond-drill tracts 1 and 2, as indications seemed favorable for opening up additional fluorspar ore bodies. Drilling was begun March 12, 1945, and was completed July 2, 1945, during which time 12 holed were drilled on tract 1 of the Mahoning Co.'s leases for a total of 3,637.1 feet, and one hole 359 feet deep was drilled on tract 2 of the Jennings lease. The Mineral Ridge-Clay Lick fault system, 4 to 47 feet wide, was encountered in all holes at 126 to 265 feet."

WITH the object of adapting high-school vocational courses to the industrial needs of the community, a few high-school officials in West -Virginia working with the School of Mines of the State university decided to try an innovation this year. The purpose of this experiment was to teach coal mining in two high schools situated in mining communities. We thought that if a course in coal mining would be included in the list of optional courses offered in the high school, it might interest some of the boys, and if the course were properly taught it would undoubtedly be of inestimable value to those boys who later decided to take up mining work as their vocation. This coal-mining course was started last September in the Berwind and Gary high schools in West Virginia. The high-school officials in their conferences with' us decided that we should work up the outline of this course and they would assign the science teachers of the schools as instructors, with ,the understanding that we would help 'these instructors with this work. We consented to all this and submitted -an outline to the school officials which they are following this year.

This publication contains routine analyses and related source data for 547 natural gas samples from 22 States and three foreign countries. Of this total, 340 samples were collected during calendar year 1967. The remaining 207 analyses are of samples collected during previous years, but releases granting, permission to publish the results were not received until 1967. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. The Bureau of Mines has conducted this survey in the United States since 1917, and in 1965 it was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 516.4 Nine previous publications have been made to present results of 7,618 gas analyses made by the Bureau of Mines Helium Activity prior to 1967. The first three, Bulletins 486,5 576,6 and 6177 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other six

Gold and silver often occur finely disseminated in sulphide minerals such as pyrite. The use of biological leaching to dissolve pyrite and liberate gold has been extensively studied for a concentrate from the Porgera deposit, Papua New Guinea. The successful operation of a continuous bioleach circuit has been demonstrated. Bioleach residues were cyanide leached to extract gold and silver, and unreacted pyrite recovered for recycle to the bioleach. A 26 day steady state continuous bioleach test on a concentrate assaying 14.3 g/tonne Au and 87.0 g/tonne Ag produced residues with an average 73.5% weight loss and a pyrite oxidation of 88%. Cyanidation and recovery of pyrite from the cyanide residues for recycle gave overall recoveries of 92.1% gold and 74.6% silver. A proportion of the remaining precious metals was found in the bioleach solutions and may be recoverable. Losses to tails were 3.0% gold and 8.1% silver. Final tails represented 14.3% of the feed weight and averaged 1.84 g/tonne Au. A description of the continuous bioleach circuit and bioleach residue handling procedures, and the results of the study are presented. The features and advantages of biological oxidation as a pretreatment for refractory precious metal ores and concentrates are discussed.

Backfill is usually considered a necessary evil that contributes little to the principal objective of the operation, ore production. Consequently, it is relegated to an auxiliary role in the operation with minimal equipment and resource allocation in planning and is only superficially considered during feasibility studies. In many mines, the inadequacy of the design and operation of the backfill system ultimately leads to frequent delays, excessive costs and, in the worst cases, major instabilities which result in reduced ore production and lost or unrecoverable ore reserves. The primary objective of backfill is to prevent the progressive deterioration of mined out excavations. With the exception of narrow vein operations, it is too weak to alter the mining induced stress regime and control stress concentrations caused by stope extractions. However, the direct benefits of backfill include the possibility to consider a wider range of mining methods, recovery of 100 per cent of the planned resource and the selection of a stoping sequence that minimises the regional stability problems that cause production shortfalls in the later years of mine production. Indirectly, backfill is a practical means of solving other issues, such as waste disposal, that impact the viability of mining. In Australia, the geotechnical conditions of many mines are becoming more difficult and increased attention to the importance of backfill is warranted. This paper describes realistic aspects of backfilling and the positive impacts a well co-ordinated fill system can have on mining activities as a whole. Examples are presented where an integrated approach to backfill systems have offered significant benefits to the operation.

During the later part of 2007 I was lucky enough to visit the Atlas Copco facilities in Sweden, and to see first hand what a large and diverse company Atlas Copco is. The reason this paper calls the Atlas Copco experience a bonanza is that it means a source of great and sudden wealth or luck; a spectacular windfall or a rich mass of ore, as found in mining. I think this aptly describes the scholarship as it has greatly increased my wealth of knowledge of the mining industry. This paper intends to encourage all those eligible to apply for this fantastic scholarship opportunity, and seeks to thank all those involved who made this scholarship the amazing experience that it was. Atlas Copco produces most of its Swedish products in the town of +rebro, and it was here that I spent most of my time, visiting the Underground Rock Excavation group, the Surface Mining Equipment group and Rocktec. I also travelled around Sweden and was able to visit one of OricaÆs manufacturing plants, the Secoroc groupÆs manufacturing plant, the Geotechnical Drilling and Exploration group as well as being fortunate enough to visit the LKAB mine in the Arctic Circle in Sweden. The trip was not all information on Atlas Copco products and services however; I was able to go to the Ice Hotel in JukkasjSrvi and drink Absolut Vodka out of ice glasses, go on a reindeer safari (as well as eat them!), sample the fine meat from a moose, drink local schnapps, attend the Atlas Copco Christmas party, wander around the wonderful city of Stockholm and generally immerse myself in the great Swedish culture.

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

This paper, a follow-up to an earlier study, gives the history of Canadian developments in mineral processing from 1921 to the fall of 1964. It deals extensively with comminution and flotation, and then goes on to cover the fields of gravity concentration, magnetic concentration, cyanidation, the processing of uranium ores, and instrumentation. Several outstanding examples of installations are given. The paper concludes with a discussion of present-day trends in mineral processing. Introduction T HE history of the developments in mineral processing in Canada from its earliest times to 1920 has already been published by one of the authors (1). The present paper is thus a logical follow-up to bring this history to date. From 1834 to 1920, mineral processing in Canada, as elsewhere in the world, was in its formative stage. This, however, prepared the ground for developments that have resulted in a mining empire from the Atlantic to the Pacific, a mining empire which could be said to be almost on par with that in the United States.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

Conventional treatment of oxide and oxidised sulphide minerals by flotation involves the use of sodium sulphide for sulphidisation. Sodium sulphide is generally applied in a "slug" dosing fashion with manual regulation. However, it is recognised that "over addition" or "under addition" of sulphidising reagent can result in poor flotation recoveries. Thus, control of sodium sulphide additions is an important aspect of a sulphidisation circuit, both commercially and metallurgically. In any plant where the flotation feed is "constant" it is possible to operate at a constant rate of addition of sodium sulphide. In actual plant practice, however, it is difficult to maintain a truly constant feed for any reasonable duration because this implies not only a constant feed-rate, but also constant mineral composition and particle size range. These factors can vary significantly and ideally require corresponding variations in the additions of sodium sulphide to maintain optimum recoveries. To cope with variations in the feed, it is essential to have automatic rather than manual regulation of the sulphide reagent addition. The CPS process achieves this control by utilising a sulphide ion-selective electrode as a control instrument in sulphidisation. The CPS process which uses a selective electrode, enables the sulphide ion concentration in the flotation pulp to be monitored and controlled continuously throughout the stage of sulphidisation.

The life cycle of a mining project begins with initial regional exploration and ends with mine closure and rehabilitation. Between resource definition and the commencement of mine construction is the study phase. In this phase technical concepts and processes are defined, evaluated and assessed with the aim of establishing whether the deposit is economically feasible. The study phase usually involves various steps from a concept/scoping study to prefeasibility and ultimately definitive feasibility study. The complete study phase can take several years. Although the costs for studies are low in comparison to actual construction and operating costs of a mining project, they are significant especially for junior exploration and mining companies advancing projects to the point of being funded.The studies aim to determine selected parameters for the project, eg mining and processing methods, operating strategy, etc and provide a roadmap for project development ahead. Although mining studies are of the utmost importance for the mining project and the project owner, they are usually carried out using a conventional engineering approach: the consultant or design engineer works to a defined scope of work. The resulting design might be based on good engineering, but might often also fail to provide the solution for the project owner that delivers the best shareholder value. An alternative to this more traditional approach to project evaluation is what we have termed a value engineering approach. Value engineering is a creative, organised effort, which in the case of a mining study analyses the requirements of the study for the purpose of achieving the essential outcomes with the highest shareholder value. The outcome of a study is a concept that delivers the highest achievable value of the resource project and shows the way ahead to realise this value. Through a group investigation by experienced, multi-disciplinary teams the value of the resource is improved through the study of alternative options, methods and processes. The scope of the study is not limited to a narrowly defined engineering scope, but to the creation of value.The study commences with the identification of key value drivers and risks, based on the available information (drill data, geotechnical data, metallurgical test work, etc). This enables the quantification of key uncertainties, risks and value adding opportunities. Study efforts concentrate on key value drivers and are not unnecessarily spent on side issues. The percentage depletion deduction on Federal Income Tax Returns under the provisions of the 1939 Internal Revenue Code and of Sections 611 to Section 615, inclusive, of the revenue act of 1954, have created innumerable administrative difficulties, and a new interpretation of "gross income from the property" in that the Courts have expanded the ideas of what constitutes "gross income from the property" to a degree unheard of and unthought of prior to the enactment of these two codes. Originally, under the Revenue Acts of 1917, 1918, and 1920 depletion was allowable, based upon mine valuations as of March 1, 1913; if the mine was owned prior to March 1, 1913; upon cost, as of the date of acquisition if purchased subsequent to March 1, 1913; and upon a "discovery" basis if the mine was discovered after March 1, 1913, The "jab" for mine valuations as of March 1, 1913 and for discovery valuations and depletion was not as bad as it has been made out to be. Thousands of valuations and estimates of reserves were made and agreed upon between taxpayers and Internal Revenue Service engineers and as the years went on the answers have been found to be "reasonable." However, human nature being what it is each case was a battle of wits - of a sort - and many resulted in severe differences of opinion and litigation. As tax rates increased the situation was not bettered. I could talk for several hours on this phase of depletion but it is all past now andwould not give any real service or better understanding of the matter.
