As the new millennium approaches, it is appropriate to assess the progress that has been made in mine health and safety, a matter of concern to management, labor and government. One can hardly look at the major events of the last century — from the birth of the US Bureau of Mines through the enactment of the modern health and safety laws — without realizing that the march has been relentless toward eradication of health and safety threats in mining. The progress is spectacular in mine safety and significant in mine health. In looking at the future, it is safe to assume that societal demands will increase for improved health and safety conditions in the workplace. So will the demands for greater technological leaps. The standards will for measuring success and the expectations of progress in creating a safer and healthier mine environment will grow. The possibilities are enormous of meeting these exacting requirements in the 21st century.

To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

At the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied prospects, claims, and mineralized sites in a 43,053-acre portion of the 51,262-acre Desatoya Mountains Wilderness Study Area (NV-030-l10) in 1985. The study area, located 50 miles east of Fallon, NV, is underlain by alluvial deposits of Quaternary age and volcanic and volcanic-derived sedimentary rock of Tertiary age. No mines or recent exploration activity were identified within the area studied. The Gold Basin area, located 1/2 mile to the south has produced 982 ounces of gold and 10,086 ounces of silver. The Cold Springs area, located 1/2 mile to the west, has recently been explored for gold-silver. Mineralization at these two areas apparently did not extend into the study area, but future mining at these areas would likely impact it.

The design and fabrication of an engineering model and three prototypes of a portable gas analyzer and sapling system is herein described. This design effort has provided a battery operated system which will indicate the degree of explosivity of return air and in the air beyond the seal during the course of fighting, sealing and quenching a mine fire. Performance tests, design criticisms and recommendations for designs are also included. The system is based on two analyzers: the MSA Catalytic Combustible Gas Analyzer for indication of total combustible gas concentration and a modified, totally automated version of an Analytical Instrument Development Corporation Model 622 gas chromatograph (CC) for analysis of individual gases. The system provides continuous monitoring of combustible gas level in the range of 0 to 100% LEL. The GC automatic analysis requires a 5 minute cycle time to update the concentration indications for: hydrogen @ 0 to 10% oxygen @ 0 to 25% nitrogen @ 0 to 100%, methane @ 0 to 10 or 0 to 50%, carbon monoxide @ 0 to 5% and carbon dioxide @ 0 to 10%. CC peak heights are translated into concentration units which are memorized and continuously displayed on Integral meter readouts. The underground analyzer system design was reviewed and tested by the MESA Approval and Certification Group and found to meet intrinsic safety requirements. The three underground packages consists of: a gas chromatograph with dimensions of 11" X 12" X 16" and weighing 25 lbs. , an electronics unit 10" X 14" X 19" in size and weighing 30 lbs., and a power pack 6" X 14" X 16" in size and weighing 45 lbs. Two AC/DC power supplies are provided for aboveground battery charging and system operation in the laboratory. This report presents a survey of published novel coal cutting (mining) concepts and a brief discussion of each one. A preliminary evaluation follows which identifies promising concepts, emphasizing reduced dust generation and economic production potentials. Deep tunnels have been used for decades for the temporary storage of large volumes of urban runoff, both storm water and combined sewer overflow (CSO). Tunnels are attractive because they reduce surface disruption and do double duty as storage and conveyance systems, collecting overflows from multiple locations and transporting them for treatment to various facilities. Like any hydraulic system, however, there are dynamic effects that must be fully understood during the design phase so that the final constructed product does not have unintended negative consequences. Preliminary sizing of storage tunnels is typically based on the total volume required. For example, if studies have determined that a volume of 56.8 ML (15 million gal) will provide the intended level of control, then that figure can be used, along with a preliminary idea of the desired tunnel length, to compute the required diameter. Of course, filling a long tube with water from various points along the way is not at all the same as pouring water into a bucket, and these dynamic effects require additional attention from design engineers. The rapid filling of storage tunnels can lead to the formation of bores, which are essentially moving walls of water. An open channel bore can build in height until it reaches the crown of the tunnel, at which point it becomes a pipe-filling bore. Figure 1 depicts both kinds of bores moving upwards in a rapidly filling tunnel. Bores can strike the ends of tun-nels with tremendous force, driving water and entrained air upwards into dropshafts and creating strong pressure surges in portions of the tunnel that are already filled. If the hydraulic surges are high enough to reach grade, they can cause overflows and/or damage structures at the surface. Trapped air pockets can occur through several phenomena, including the reflection of bores off dropshaft structures and the occurrence of ?premature pressurization.? The latter refers to the situation where the inflow to a tunnel is increasing more rapidly than the tunnel can convey it, such that the pipe becomes surcharged at an upstream point while points downstream are still flowing as an open channel. These air pockets are a great nuisance as they migrate toward points in the tunnel where they can rise to the surface, which are often shafts that are already filled with water (Fig. 2). The ?geyersing? that results can be hazardous and costly.

The Scanning Electron Microscope – Mineral Liberation Analyzer (SEM-MLA) laboratory, as part of the Core Research Equipment and Instrument Training (CREAIT) network of laboratories at Memorial University, NL, Canada, has recently published efforts towards increasing the throughput of automated mineralogy systems by producing single-step trans-vertical moulds, rather than traditional 30 mm polished epoxy moulds. Due to the small particle size of iron ore grains in the -200 mesh size fraction (<75 µm), not all of the surface area on a mould is needed for measurement in achieving good statistical representation. In a new study, trimming of the excess area of a mould results in a smaller sample and increases the quantity of unique samples that can fit in a newly designed trans-vertical adapter for a FEITM MLA 650 field emission gun (FEG) scanning electron microscope. The complete analysis, using a newly designed sample block holder capable of holding 98 samples, required 57 hours of running time where each sample had an average of 33?400 particles measured and identified. The analysis was calibrated to allow for off-line discrimination of hematite/magnetite. The calculated Fe-assay values derived from MLA results were compared to those from bulk sample chemical assay. This shows the Fe assay having a correlation coefficient of >0.99 when the particle count is greater than 20?000. This study represents the most expedient method yet reported to prepare well-polished samples and analyse them in a timely manner that can allow for quicker results in process mineralogy.CITATION:Grant, D C, Goudie, D J and Baird, E, 2017. Outburst of gas, coal and rock can be defined as sudden release of coal and rock accompanied by large quantities of gas into the working face or other mine workings. The outburst events appeared rarely in some metal mines has generally occurred in salt and coal mines especially bituminous coal mining. The most important factors that influence the occurrence of outbursts are gassiness of the coal seam, tectonics, properties of the coal and rock and vertical and lateral stresses occurring in the seam and or rock or part of the coal seam. This paper describes the problem of gas and coal outbursts in underground coal mines. The outburst events occurred in Zonguldak Coal Basin located on the Black Sea coast was investigated since 1969. Geological and gas conditions of Zonguldak Coal Basin are described. The incidents are analyzed statistically with the criteria such as amount of coal and gas outburst, depth of workings, effect of tectonism, thickness and inclination of coal seams.

The U.S. Bureau of Mines conducted a water-jet-studies program using a single-bit, in-seam test unit to determine effects of a moderately high-pressure (up to 10,000 psi) water-jet-assisted cutting system on rock weakening. The in-seam test unit was used to obtain cutting force data in tangential, normal, and side force directions. Conical continuous miner and radial longwall miner bits were used to penetrate test samples of coalcrete, Berea sandstone, and Indiana limestone with unconfined compressive strengths of 4,600, 8,000 and 10,000 psi, respectively. Depth of cut in the coalcrete tests was 1 in, with 2-in cut spacing (2:1 ratio). Because of cutting equipment and instrumentation limitations, the Berea sandstone and Indiana lime-stone were cut using a 0.5-in depth of cut and 2-in spacing (4;1 ratio). Bit velocity was maintained at 25 ft/min for both bits. Each specimen and bit type was tested using 0.3-, 0.6-, 0.8-, and 1.0-mm-diam nozzles and water-jet pressures of 2,500, 5,000, 7,500, and 10,000 psig. Water-jet-assisted cutting decreased average resultant conical and radiallongwall bit cutting forces 6.4 and 8.4 pct in coalcrete, 5.5 and 1.4 pct in Berea sandstone, and 2.0 and 5.5 pct in Indiana limestone. Slight reductions of power requirements resulting from water-jet assist were ascertained during these experiments.

In-place leaching is being actively utilized to extract uranium, copper, and evaporites from low-grade and difficult-to-mine ores. The purpose of this report is to discuss in-place leaching technology, its advantages and disadvantages, and to give an overview of past, current, and envisioned in-place leaching operations in the U.S.A. Application of in-place leaching to uranium ores has been particularly successful because the conditions for leaching are nearly ideal. The ores are generally in highly permeable sandstone aquifers bounded above and below by impermeable shales. The uranium ore minerals are easily leached with oxidizing acid or base solution and the pregnant solutions are amenable to ion exchange concentration and purification prior to conventional solution neutralization for recovery of yellow cake. Copper is routinely recovered from sub-grade rock by dump leaching at most major copper mines. Acidified ferric sulfate is either sprayed on the surface of the dumps or is ponded on top of the dumps. The leaching solution migrates down through the rock and dissolves copper. The solution is collected from the base of the dumps and copper is recovered by solvent extraction-electrowinning or by cementation on detinned steel cans. True in-place copper leaching is being practiced in the caved stopes of an exhausted underground copper mine. Other innovative in-place copper leaching techniques have been tested commercially and laboratory- and pilot-scale experiments have been conducted to investigate proposed in-place leaching techniques for extracting copper from difficult-to-treat chalcopyrite ores. Solution mining of evaporites is being conducted commercially for the extraction of sodium chloride and potassium chloride. A large-scale experimental project for solution mining of trona has been undertaken.

The effects of hydrogen chloride (HCI) concentration and temperature on the solubility and hydration state of the alkali chlorides LiCI, NaCI, and KCI and the alkaline-earth chlorides, MgCI2, and CaCl2 were investigated by the Bureau of Mines. Saturated aqueous solutions of the chlorides were sparged with HCI gas at temperatures of 20°, 40°, and 60° C. Increased HCI concentration caused decreased salt solubility be-cause of the common ion effect. Aqueous solubilities for the chlorides of Ca, Li, Mg, K, and Na ranged from 42.6, 45.2, 35.2, 25.5, and 26.1 pct, respectively, at 20° C to 56.9, 49.4, 37.6, 31.0, and 27.0 pct, re-spectively, at 60° C. In solutions sparged to HCI saturation, solubili-ties for these chlorides ranged from 22.4, 26.5, 3.0, 1.3, and 0.05 pct, respectively, at 20° C to 53.2, 48.8, 28.3, 2.6, and 0.8 pct, respec-tively, at 60° C. The solubilities of LiCI and CaCl2 in HCI solution were high because HCI solubility is low in these solutions. The chlo-ride salts of Ca, Li, and Mg formed hydrates, which depended on tempera-ture and HCI concentration. Monohydrates for LiCI, tetrahydrates and hexahydrates for MgCI2, and dihydrates, tetrahydrates, and hexahydrates for CaCl2 were obtained.

Tin deposits in Catron County, New Mexico, were explored by the Bureau of Mines under authority of the Strategic Minerals Act of August 1939. The investigation covered both lode and placer deposits and was later extended to deposits in Sierra County. Six of the known deposits were examined by E. D. Gardner, supervising engineer of the Southwest Experiment Station of the Bureau of Mines, and S. G. Lasky, a geologist of the Federal Geological Survey, in June and July 1939. It was recommended that the more promising occurrences be explored by test pitting, trenching, and sampling. Field work, under supervision of M. E. Volin, began in September and continued through December 1939. The area was mapped by Carl Fries, Jr., of the Federal Geological Survey, in 1939 and 1940. The La Cruz Development Co. acquired control of the Squaw Creek placer claims in 1942 and began active sampling and development preliminary to large-scale operations. The result of this work showed a considerably higher tin content than that found by the Bureau of Mines in 1939. Because of this report and reports from other parts of the district that large-scale operations for the production of tin from lode deposits were possible, it was recommended that the Bureau of Mines resample parts of Squaw Creek and conduct a mill test of lode material to determine whether a concentrate could be made that was high enough in tin and low enough in iron to be acceptable in American smelting practice. This work, under the supervision of Paul L. Russell, was begun in November 1942 and completed in January 1943, during which time the Sierra Metals Co. acquired control of a large area in Sawmill Canyon. At the suggestion of the Federal Geological Survey and the War Production Board, which had reason to believe that a great deal of commercial material existed on certain flatlands and gully slopes, the project was extended to include test pitting and sampling of those areas. This work was completed in February 1943.

The contract objective was to evaluate sources of airborne quartz and research control methods that would assist underground mine operators in complying with respirable dust standards which have been reduced because of quartz in the dust exceeding five percent. The work involved: Phase I -evaluate sources of quartz dust at the roof bolter work location; Phase II -evaluate the relationship between the quartz content of the coal and adjoining rock strata and quartz exposure at the roof bolter and continuous miner locations Phase III -conduct laboratory tests to determine performance parameters for roof bolter dust collector systems. The underground surveys for Phases I and II determined: (1) the continuous miner typically is the greatest source of quartz exposure for the miner and roof bolter operators when single-split ventilation is utilized, (2) a statistically significant relationship be­tween quartz content in face material and operator exposure was not determined and data suggested mining equipment and procedures may be more critical. The Phase III lab tests indicated the use of dust hog-type bits, filter cartridges, maximized collector airflow, and reduced bit rpm should be utilized to minimize dust liberation at the roof bolter.

It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.
