The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. The study covers 2D and 3D finite element models used to: analyze various failure modes, evaluate the shaft liner and internal structures? response to seismic loading, assist in segment design, and assess final structural design tradeoffs. Efforts to achieve economic advantage over conventional heavy civil practices have prompted innovative solutions for ring and segment design, ring build assembly, and annulus backfill grouting. Intended for soft ground conditions, relationships between soil parameters and structure design are also explored.

It is known that Mg can act as a catalyst/solvent in the high pressure high temperature diamond synthesis. However, above pressure levels of the order of 7 GPa, and temperatures from 1700 ? 1800oC, it was not possible yet to use Mg for the industrial production of diamond. A possible alternative is the use of MgNi based alloys. However, owing to the great Mg reactivity, it was consider, so far, a difficult task to deal with such alloys. The present work presents successful results regarding the production of MgNi alloys, with different composition, at high pressure conditions. The behavior of the alloys and their microstructural characterization is analyzed.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. In the past decade several significant intrusion-related gold deposits have been discovered in terranes historically exploited for tin-tungsten mineralization (eg Tintina Gold Province, Yukon and Alaska, Tasman Fold Belt, Australia and the Altaid orogenic collage in central Eurasia). This paper presents new data on the geological and geochemical characteristics of these deposits that links them to magmatic-hydrothermal processes and highlights their implications for exploration. New data from several intrusion-related gold provinces suggest that these deposits are found in areas that contain granodiorite to granite, but with a locally significant mafic component, have Rb/Sr ratios ranging between 0.1 and 1.0, and are moderately reduced (Fe2O3/FeO ~ 0.1 to 0.6) ilmenite series, metaluminous, I-types. The intrusions are distinct from porphyry copper intrusions and tin granites, but are more akin to tungsten granites. Hydrothermal fluid types vary with depth of emplacement in intrusion-related gold deposits and new proton induced X-ray emission (PIXE) data from syn-ore fluid inclusions in shallow and deep deposits provide fascinating insight into the variation in metal content between the different settings consistent with observed deposit metal associations. Exploration for intrusion-related gold deposits in tintungsten terranes should focus on regions that contain both mafic and felsic intrusion that are moderately reduced, metaluminous, I-type granites rather than terranes with dominantly highly fractionated, strongly reduced, peraluminous S-types. Intrusion-related gold systems occur in variety of deposit styles (in part controlled by host rock, proximity to granite, and depth of emplacement) and exploration geologists need to be aware of the variety of target types in and around the intrusive environment, and be able to recognise whether they are exploring a shallow or deep intrusion-related gold setting.

Due to population growth and rapid urbanization in Turkey, the need for the construction of residential units, transportation and infrastructure facilities has become increasingly more pressing. Since rock units encountered in the surface and underground in the construction of the subway, infrastructure and housing facilities, it is a necessity to use blast excavation methods. In recent years, large housing construction projects have been carried out especially in Turkish metropolitan areas, involving foundation excavations giving rise to great amounts of earthmoving. Since rock units encountered during foundation excavations are usually hard and solid, excavation with conventional machinery proves to be inadequate and unproductive, hence the necessity for the application of blasting technology.

Underhand mining with cemented mill tailings for backfill has proven to be a safe and effective alternative to conventional overhand mining for rockburst prone mines. The ability of the cemented sandfill to survive a rockburst shock wave without failing has been observed at mines in the Coeur d?Alene Mining District many times in the last twenty years. To better understand the dynamic loading of this commonly used support material the National Institute for Occupational Safety and Health (NIOSH) performed laboratory experiments using a split Hopkinson Pressure Bar (SHPB) to quantify the maximum stress and energy absorption of cemented mill tailings from the Galena mine. Cylindrically shaped cemented backfill specimens aged 28 days were placed in the split Hopkinson pressure bar testing apparatus and a dynamic load was applied. The measured peak dynamic compressive strength of the cemented sandfill was 10.6 MPa (1540 psi) and is approximately twice the static unconfined compressive strength (UCS) of 5.5 MPa (800 psi). These test data showed about 95% of the initial energy was reflected away from the backfill and only 5% of the energy was absorbed. This may help to explain why backfilled stopes could withstand seismic events up to 3.5 Richter magnitude (Ml). When a compressive rockburst wave impacts a stope a large amount of the stress and energy is reflected away. The reflected wave is a tensile wave which creates tensile cracks and spalling in the entire wall of the stope. The backfill supports the damaged wall rock and holds it in place. Some of the stress and energy of the rockburst is transmitted into the backfill and because the backfill is being dynamically loaded it has a strength that is twice its static value and absorbs a substantial amount of rockburst energy. Although mining in deep underground mines is an extremely hazardous occupation, the use of underhand mining with cemented backfill for static and dynamic ground control increases the safety of the workers.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

New technology projects, particularly those involving first-of-a-kind metallurgical facilities, have a poor track record of achieving their overall financial targets, as they incorporate technological risks in addition to normal project risks. Traditional project management tools focus on risk from concept development through implementation, but typically fail to address the additional risks associated with a new technology project including slow start-up, slow ramp-up, and failure to achieve design performance (quality or throughput). These additional risks affect future cash flows produced by the project and hence its value, typically measured as net present value (NPV) or internal rate of return (IRR). Common accounting practice is to reduce the present value of future cash flows by applying a chosen discount rate, often reflecting the corporation?s cost of capital. This discount rate does not contain an allowance for technological risk, which is often underestimated or misunderstood by both the financial and engineering project managers. This paper will focus on the topic of project risk and new technology, and how these play a role in the probability of achieving the predicted future cash flows. By properly addressing technological risk in the form of risk-weighted returns, marginal projects can be prevented from proceeding, while sound projects can be given the additional time and resources required to achieve the optimal level of front-end-loading (the level which returns the maximum risk-weighted net present value). A simple set of mathematical tools should enable engineers and financial professionals to establish a common level of understanding, thereby leading to a more accurate assessment whether a new technology project is ready to pass through its next level of approvals.

"Gold and silver nanoparticles (NPs) were deposited on pyrite at ambient temperature from colloidal solutions prepared by reduction of hydrogen tetrachloroaurate or silver nitrate by sodium sulfide or sodium tetrahydridoborate. The nanoparticles were characterized using Ultraviolet-Visible (UV-Vis) spectroscopy and the experimental spectra were fitted using Mie - Gans modeling. The modified pyrite was investigated using Electrochemical Impedance Spectroscopy (EIS). Electrodes were prepared from both natural and modified pyrite samples and were modeled using an equivalent circuit (EC) based on the EIS data. The comparison of the results revealed a decrease in charge transfer resistance for the ferric ferrous redox couple associated with the modified pyrite. From this behavior it is concluded that the electronic transport between the nanoparticles and the electrode surface over distances in nanometer scale is enhanced. Nanoparticles below a certain size act as quantum dots due to electronic confmement. Decreased charged transfer resistance at the nanometer scale may be caused by electron transport through tunneling mechanism via quantum dots.IntroductionIn recent years, considerable attention has been focused on the synthesis and study of Metal nanoparticles due to their potential applications in the fields of physics, chemistry, biology, medicine, material science and their interdisciplinary fields[!]. When material is nano-sized, the physical properties deviate markedly from those of bulk material, however, this effect is highly dependent on the particle size, interparticle distance, and morphology of the nanoparticles [2].An extremely small region of space defmed in a semiconductor material in order of nanometers is called a quantum dot, a term coined by Reed [3]. The three dimensional confinement of quantum dots can change properties of the excitons in comparison to free excitons in a bulk material [4]. Nanoparticles behave electronically as zero-dimensional (restricted in all three dimensions) quantum dots when the de Broglie wavelength of the valence electrons and the particle are in the same size range.As Reed [3] explains electrons confined in a plane have no freedom to move the third dimension. Those confined in a quantum wire are only free to move in one dimension, and those confined in a quantum dot are not free in to move in any dimension. An electron inside a cube of material IO nm on a side is confined to a point."

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

"The Dumont deposit is a large (1066 Mt probable reserve) low grade (0.27% nickel), nickel sulphide project located in the Abitibi region 25km west of Amos, Quebec. Royal Nickel Corporation acquired the project in 2007 and has since taken the deposit through pre-feasibility. And updated, revised pre-feasibility was released in July 2012.The disseminated nickel sulphide and alloy mineralization is hosted within the serpentinized dunite subzone of the Dumont Sill; a differentiated, pervasively serpentinized, ultramafic sill of komatitic affinity. Pentlandite, heazlewoodite and awaruite are the dominant nickel-bearing, metallic phases and can be recovered by conventional methods (flotation, mag separation). Non-recoverable nickel is also present within the silicate matrix of the serpentinized dunite and is locked in serpentine (Fe and Mg-rich variants) and minor olivine.A detailed mineralogical program including 1097 QEMSCAN® samples and 4300 electron microprobe points were undertaken to increase the understanding of the nickel deportment in the various recoverable and non-recoverable phases in a spatial context across the deposit. Eighty-three (83) metallurgical tests performed under a standard procedure have linked the mineralogy to metallurgical performance. This has allowed the creation and modelling of geometallurgical domains on a block by block basis to understand the recovery variation and metallurgical performance throughout the deposit. Understanding the spatial variability of Ni deportment in recoverable and non-recoverable phases through mineralogy is the key to understanding metallurgical performance thus, unlocking the value of the Dumont deposit and other large tonnage low grade ultramafic nickel deposits."

Stability condition of underground excavations have to be assessed to guarantee safe operations within the quarrying working areas. This objective requires a reliable assessment of the rock mass natural state of stress and of the stress redistribution induced by the excavations. This goal is often complicated by difficult geological conditions induced by tectonic stresses, complex topographies and large and irregular excavation geometries. Consequently, the acting state of stress needs to be measured by specific in situ measurement devices. This work refers on an in situ measurements campaign carried out by CSIRO tests in an underground quarry located in the Carrara marble basin. The difficult path carried out for interpretation of the measurements is described in this paper. In particular, the numerical modeling performed using the Boundary Element Method (BEM) first, to study the influence of both surface topography and excavation geometry and then the Distinct Element Method (DEM) to evaluate the influence of rock discontinuities in the measurement zone are illustrated in this work. Parametrical analysis of the rock mass mechanical features is also described in order to calibrate the numerical models and analyze the experimental results. The work has been carried out trough several phases, which are: characterization of the rock mass through geostructural surveys: this allowed us to classify the rock mass and determine the mechanical and physical parameters necessary for modeling; on-site measurement of stress levels through the application of over coring techniques; numerical analyses for the simulation of excavation phases, using the Examine3D (BEM) engineering analysis code. comparison between the measured stress levels and those numerically calculated and subsequent calibration of the BEM model; Numerical model of the forecasted excavation based on the calibrated (BEM) model.

Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

A paper was presented by Bateman Minerals and Metals at INFACONX (2004) describing a simplified Computational Fluid Dynamics (CFD) Model for predicting the temperature and velocity distributions in all the fluid zones of a single electrode DC Furnace simultaneously with the temperature distributions in the refractory lining of the vessel. The boundary conditions imposed on the model consisted of the arc current, external surface film coefficients and ambient temperatures. The temperature and velocity distributions in the free-board, slag and metal were solved simultaneously by coupling across the interfaces between the fluids and transportation phenomena developing in the plasma arc. A simplified model was used to describe the ex-change of energy by radiation between the arc and surfaces enclosing the freeboard region. The strengths of this model were reported as being the ability to: ?Solve the different zones and transportation phenomena simultaneously without the need to transfer partial numerical results between different numerical analysis applications. ?Solve velocity and temperature distributions without assumptions regarding internal film coefficients and additional internal temperature boundary conditions. One of the disadvantages of the model was that the energy absorbed by the process was not modelled, resulting in vessel performance predictions under heat loss conditions only. Whilst this allowed potential problem areas such as localized refractory heating to be identified, the model was only capable of predicting how these could be improved by varying the overall geometry and materials of construction. This paper presents improvements in the application software and user defined subroutines of the model as follows: ?Incorporation of surface to gas, gas to gas and gas to surface radiation models to improve the accuracy of radiative heat transfer mechanisms within the freeboard. ?Incorporation of a process energy absorption model based on a theoretical temperature dependant enthalpy curve which incorporates melting, smelting and superheating in selected areas of the bath. This enables the effect of feed distribution and power to feed ratio changes to be estimated. The effects of a commercial arc at full power on the freeboard and slag can now be simulated with increased accuracy.

They can be used as coatings on all kind of pipelines varying from the mainline coating to the field joint coating. Compared with traditional systems like dual layer FBE and 3-layer polyolefin there are some benefits to be considered like easiness of repairs, amount of coats, application temperature and film thickness. The interior coating renders the pipe surface so much smoother that considerable savings can be realized in pump stations. Apart from the interior of the pipeline, the industry is faced with new challenges like higher operating temperatures of lines and an emphasis on product benefits in order to save money. Mechanization has been at the core of productivity improvements since the industrial revolution. During the past 20 years, mining has derived spectacular progress from mechanization. In the future, however, mechanization alone will not be enough. In the next few decades, automation will bring about new generations of highly productive and safe machines, with low operating costs. Increased use of new and better technology is generally accepted as the prime factor capable of closing the productivity gap. The productivity gap is the difference between inflation and metal prices. The three S-curves in Fig. I represent the evolution of technology in general, and mining in particular. TI represents incremental changes. the dominant sort of technology changes in the mining industry: - Better drills, electric hydraulic drills vs. pneumatic drills, the drilling rate is twice as fast. - Better steel and bits, to accommodate the higher performance drills. - Improved chemical explosives. - Bigger trucks in open pits.

This infers failure through intact rock. Failure mechanisms have been postulated resulting from circumferential stress, extensional strain and brittle flexure. These will be discussed in the context of the failures and the associated monitoring. The implications of failure initiating on ?unknown? features has a significant impact for deep open pit mines where designs are based on the expected structural regime. Being able to anticipate such failures is important for design. Equally important is management of such changes as they arise. In this context, monitoring using high resolution microseismic techniques will be discussed as a means of providing early warning of such failures.
