The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. Information is categorized by mineral commodity to make it easy to determine what logging techniques have been used for evaluating specific metals and nonmetals. Part 1 discusses logging techniques applied to deposits of the following metals: aluminum, antimony, beryllium, boron, copper, iron, lead and zinc, maganese, mercury, nickel, silver and gold, tin, tungsten, and uranium. This investigation was made to study new methods to prepare high-purity yttrium metal, Various methods were used to prepare pure intermediate compounds, primarily chlorides, bromides, and iodides, which were subsequently reduced to metal. The process found most suitable for the preparation of pure anhydrous yttrium chloride involved thermal dehydration of a mixture of hydrated yttrium chloride and ammonium chloride while under vacuum. Yttrium bromide and iodide were prepared most effectively by the direct halogenation of yttrim carbide. Yttrim carbide was obtained by reacting and melting yttrium oxide-carbon mixtures in a carbon-arc furnace. Yttrium halides were purified by vacuum distillation and reduced by alkali or alkaline-earth metals. Lithium and sodium proved to be the best reductants from the standpoint of yield (>95 pct) and purity (>99.8 pct) of the yttrium. The product of the reduction step was sponge metal, which was consolidated readily by conventional cold-mold, arc-melting procedure. The purest yttrium obtained in laboratory scale work was prepared by sodium reduction of yttrium chloride and contained only 125 pp oxygen; other impurities did not exceed 1,000 ppm. In larger scale tests yttrium containing only 800 to 1,000 ppm total impurities was obtained by lithium reduction of yttrium chloride. The tensile properties of high-purity yttrium were determined. Mechanical tests showed that yttrium can be forged, extruded, rolled, spot welded, and deep drawn.

Airborne coal mine dust is an unintended and unavoidable result of coal extraction operations that raises notable health and safety concerns. Modern mining techniques utilize several dust mitigation strategies, and the flooded-bed dust scrubber (FBS) is one such technology used extensively on continuous miners. The conventional static panel filter, instrumental in most scrubber designs, is fundamentally limited in collection efficiencies due to a high clogging rate and a tradeoff between mesh density and airflow rate. To overcome these deficiencies, a novel vibrating mesh panel is proposed. In this study, a laboratory-scale dust scrubber unit was used to investigate the efficacy of concept as compared to that of a static mesh. A statistical design of experiments study was first used to determine the effective vibrational parameters and scrubber operational parameters on dust collection and clogging mitigation. Optimized results from this study were then evaluated against those of a static mesh to determine performance improvement while investigating the mechanisms controlling dust collection and particle department through the scrubber system. Results show that the vibrating mesh conditions and higher water flow rates led to an improvement in the collection efficiency of the scrubber system. Compares to a static-mesh, the vibrating mesh FBS showed a significant reduction in pressure drop across the mesh screen indicating lower air loss through the test duration. Overall, the findings confirm that vibrating filter mesh reduces filter clogging while maintaining high collection efficiencies. This research supports further technological advancement in mine dust mitigation technologies.

Considering the capital outlay, running costs and inherent difficulties of backfilling operations at depth the benefits need to be clearly established, quantified and then exploited. Expansion of Vaal Reefs Exploration and Mining Company towards even deeper, highly faulted ground, and the process of establishing codes of practice for the management of rockfalls and rockbursts, required that a sound support strategy be formulated. This paper describes the derivation of an overall backfilling strategy on Vaal Reefs. Use was made of experience gained over some 12 years with backfilling. Numerical modelling was used to estimate potential benefits of backfilling the deepest mining areas still to be extracted. In exploiting a probably unique opportunity, two contiguous mining areas bounded by the same major geological structures, were compared. One was extensively backfilled and the other not at all. Shaft sinking through a backfilled stope added another dimension to the database.

My topic for today is the Crown Minerals of the future. New work initiatives are underway and the organisational structure is being overhauled. These are not insignificant changes and in this paper briefly summarises these proposals. These new work initiatives and changes to the organisational structure will have implications for the industry as a whole and also for the way individual clients interact with Crown Minerals.

The flotation chemicals are important in mineral processing, and new progress is made in this area day by day. For sanidine purification, some commercial collectors, which can be harmful to the environment, are used. In that respect, the poly(amidoamine) (PAMAM) dendrimers, which are non-toxic for the environment, are good candidates for flotation applications. In this study, the second-generation PAMAM dendrimer was used as a collector to remove magnetite from sanidine by microflotation method, and obtained results were compared with commercial collectors. The results showed that the PAMAM dendrimer is an efficient and selective collector for magnetite. PAMAM adsorption mechanism was determined by zeta potential and FTIR spectra. According to the microflotation results, 87.76% of magnetite recovered at pH 8 by using PAMAM as a collector. It was found that the flotation recovery with the PAMAM dendrimers is similar to the Aero 704 between pH 2 and 6 but less between pH 6 and 9 and more between pH 9 and 12. All experiments were carried out five times and the standard deviation of all results was evaluated with p = 0.05 confidence interval. The second-generation PAMAM dendrimers can be an alternative flotation chemical to the commercial ones concerning usability at a wide pH range, recovery potential, and environmentally benign.

Between 1927 and 1957, sodium borate minerals were mined by underground methods in the Kramer District, Kern County, Calif. In 1957, surface mining methods were initiated, and during the next two or more decades it is probable that most of the production from the district will be obtained from open pits. However, part of this borate deposit is sufficiently deep that surface mining may not be economical and, hence, at some future date underground methods may again be employed. This report was prepared to document the underground mining methods employed in the district before 1957. The general geology of the district and the detailed geology of each of four mine sites are presented, together with a mineral and mechanical description of the ore and enveloping rock. The report also describes the stoping, extraction, pillar support, methods of artificial support, and other factors that affect the structural characteristics of these mines.

Prefabricated waterproofing sheet membranes are extremely complicated to install in underground sections with complex geometries and, despite being already subjected to quality tests in the factory, the installed membrane often exhibits leakages due to different reasons. Main sources of leaks are the required high amount of welding seams and damages caused during installation of reinforcement, as well as overstretching and poorly installed secondary concrete linings. Also the design of the tunnel lining is strongly influenced and limited by the use of prefabricated waterproofing sheet membranes. The use of sprayed waterproofing membranes for more than a decade has contributed to durability and serviceability, as well as to increasing sustainability of tunnel linings. The presented sprayed waterproofing membrane MasterSeal 345 is an advantageous alternative to prefabricated waterproofing sheet membranes under typical tunnelling conditions, especially in geometrically complex areas, such as in lay-by niches, cross passages and crossover caverns, where installation of conventional waterproofing membranes is inherently difficult, and locating leaks is challenging. This membrane has been successfully used in underground projects with different waterproofing design concepts and under diverse hydro-geological and environmental conditions for over a decade. It provides tunnel designers with different options and optimisation for the design of the tunnel concrete lining. Additional advantages to owners, contractors and designers from the use of the sprayed membrane include flexibility in the design, increased productivity and flexibility in working programming, as well as improved logistics, resulting in significant program and cost savings and reduced long-term maintenance costs. This paper describes the key features of this sprayed waterproofing membrane, its application range and limitations, the waterproofing concept, design options and related benefits. Gold frequently occurs in nature in the form of a gold-silver alloy. Thus, investigation of the electrochemical behavior of gold-silver alloys in cyanide solution has practical significance. In this paper, the potentiodynamic method is used to determine the anodic polarization curves of gold-silver alloys (Au-10% Ag and Au-50% Ag) in cyanide solutions. To facilitate the interpretation of the results, complementary experiments conducted in NaOH solution in the absence of cyanide are also reported. The results for the Au-Ag alloys are compared with the polarization behavior of pure gold and pure silver. With the aid of potential-pH diagrams for the Au- and Ag-CN-H20 systems and electrochemical kinetics concepts, the dissolution mechanism of gold-silver alloys, the effect of the presence of silver on the cyanidation of gold, as well as the factors which control the anodic reaction rate are clarified.

Visando o estudo da sinergia entre abrasão e corrosão concebeu-se um novo instrumento, permitindo a medição das forças que atuam sobre o contacto. O dispositivo consiste de um equipamento de micro-abrasão por esfera fixa dotada de uma célula de carga de três eixos, e uma célula eletroquímica. Uma membrana protetora flexível foi desenvolvida para isolar a célula de carga, situado no exterior da célula eletroquímica, da amostra no interior da célula. Uma solução corrosiva com partículas abrasivas é continuamente alimentada no contacto entre a amostra e a esfera. Os ensaios de abrasão-corrosão foram realizados simultaneamente em aços inoxidáveis e ferríticos. Também foram executados ensaios de micro-abrasão e corrosão separadamente para avaliar a capacidade do equipamento nos estudos da sinergia entre a micro-abrasão e a corrosão. Para as três condições de ensaios (micro-abrasão, corrosão e abrasãocorrosão) o equipamento se mostrou eficiente em evidenciar a variação nas propriedades do material com excelente repetibilidade. Para os aços austeníticos, as mudanças nas condições de carregamento nos ensaios de abrasão-corrosão induziram variações significativas nas curvas de polarização. A capacidade única de acompanhar as forças que atuam sobre o contato dos processos de abrasão-corrosão pode abrir caminho para novas descobertas sobre o estudo da sinergia na abrasão-corrosão, em especial, a dissipação de energia na interface quantificada através do coeficiente de atrito.

"The objective of this study was to develop a laboratory-scale method to rank the ignition and fire hazards of commonly used underground mine materials and to eliminate the need for the expensive large-scale tests that are currently being used. A radiant-panel apparatus was used to determine the materials’ relevant thermal characteristics: time to ignition, critical heat flux for ignition, heat of gasification, and mass-loss rate. Three thermal parameters, TRP, TP1 and TP4, were derived from the data, then developed and subsequently used to rank the combined ignition and fire hazards of the combustible materials from low hazard to high hazard. The results compared favorably with the thermal and ignition hazards of similar materials reported in the literature and support this approach as a simpler one for quantifying these combustible hazards. Resumen ¦ El objetivo de este estudio fue el desarrollo de un método a escala de laboratorio con el fin de clasificar los peligros de ignición y fuego de materiales comúnmente usados en minería subterránea y la eliminación las pruebas costosas y a gran escala que se realizan actualmente. Se usó un aparato de panel radiante con el fin de determinar las características térmicas relevantes de los materiales: tiempo de ignición, flujo de calor crítico para ignición, calor de gasificación y tasa de pérdida de masa. Se derivaron tres parámetros térmicos de los datos: TRP, TP1 y TP4, luego fueron desarrollados y subsecuentemente usados para clasificar los peligros combinados de ignición y fuego de materiales combustibles, de bajo riesgo a alto riesgo. Los resultados tuvieron una comparación favorable con los riesgo/peligro térmicos y de ignición de materiales similares reportados en la literatura y apoyan este enfoque como uno más simple para la cuantificación de estos riesgos combustibles"

The sheet-like NiS-ZnS heterostructured composites were prepared by the microwave hydrothermal. The fabrication of the heterojunctions broadened the range of light response of ZnS. The photoexcited electrons of ZnS migrated to the redox potential of NiS/Ni2S under visible light irradiation, which can facilitate the effective separation of photogenerated electrons and holes in space. The visible photocatalytic activity towards hydrogen production for NiS/ZnS nanosheet heterostructed composites without co-catalyst achieved 0.28 mmol h–1, and the quantum efficiency was up to 18.6% under the wavelength with 420 nm visible light irradiation.

THE present era of exploitation of the Little Long Lac and Sturgeon River areas commenced in 1925, when Beardmore Gold Mines started development of what is now the property of Northern Empire Mines. A shaft was sunk in 1927-28 and a very limited amount of underground work was carried out, following which the property was shut down. It remained idle until 1932, when Empire Star Mines, a Delaware Company, optioned the property. This Company formed the Northern Empire Mines Company, Limited, to operate the mine, and immediately instigated an aggressive programme of surface and underground development. By the summer of 1933, sufficient ore was indicated to justify the installation of a small mill. The decision was also reached to bring in electric power. A power-line was built from Hydro, the Ontario Power Commission's development on the Nipigon river, to the mine, a distance of approximately 50 miles. This work was entirely financed by Northern Empire Mines. Mill construction was commenced in October, 1933, and completed by March, 1934, thus making this mine the first producer in this district.

"Devices and flowsheets for recovering fine placer gold are reviewed. Inefficiencies of gravity processing techniques are documented and discussed. Prospects of combining gravity and froth flotation techniques are presented. Possibilities of using other separation techniques, such as magnetic and electrostatic devices are also discussed.IntroductionSeveral new methods for beneficiating different types of placer ores have been developed in the last two decades. Improved efficiencies in the recovery of fine particles have been achieved by improving gravity flowsheets and machines as well as by developing multiple treatment techniques involving flotation, magnetic and electrostatic separations. Placer gold processing, however, has been an exception to some extent. Gravity concentration using riffled sluices accompanied by mercury amalgamation is still the main method in use today. Because of this, the recoveries of fine gold and the other associated values are often similar to those achieved several decades ago. For example, very few sluice systems recover significant placer gold finer than 100µm in size.Only a few proposals for using alternatives to simple gravity methods for recovering fine placer gold can be found in the published literature. The fixed, low gold price discouraged research in this field for many years. Development of more efficient processes has not kept pace with the recent rapid escalation in the price of gold. Froth flotation for saving fine placer gold might now prove economic, for example. This paper reviews literature published on the recovery of fine placer gold over the period 1907 to 1980. Suggestions for improving the performance in this field, based on the authors' current testwork, are also presented."

Conservation in the utilization of any product is always subject to improvement if the composition and properties of the product are known. Petroleum is no exception, and knowledge of the characteristics of crude oils, even when given on the broad basis of routine type analyses has proved useful to chemists, engineers, and geologists in improving pro- duction and utilization of petroleum. For a quarter of a century the Bureau of Mines has sought to provide such information regarding crude oils and has analyzed many samples of petroleum by its standardized rou- tine method. Most of these analyses have been published, sometimes in special compilations, other times in connection with reports of research on petroleum. This report is a finding index for all analyses published up to January 1, 1948. The routine method used for all these analyses is basically the same as that described by Dean, et al.. Briefly, the procedure consists of testing by standard methods, small samples of a crude oil for gravity, sulfur, color, and viscosity, and of distilling a sample of the crude oil by a standardized procedure and determining certain properties in the sep- arated fractions and residuum. Careful records are made during the proce- dure, and the distillation data obtained are used to calculate the approx- imate amounts of products present in the sample such as percents of gas- oline, kerosine, gas oil, and lubricants. The data obtained are recorded on a standard analytical report form. An analysis of a sample of typical midcontinent crude oil is shown in table 1. Compilation of these analyses, sometimes in tabular form and usually for specific geographic areas, are published from time to time. Analyses are often shown in connection with other studies, such as engineering field reports. In the Scurry Reef field, Scurry County, Tex., a study was made to determine the physical properties of the oil in all parts of the reservoir by a new method developed for this study. The method involved correlation of data from a survey 1 of the gravity of the produced oil, from measurements of gas-oil ratios on key wells selected to give representative data for the entire reservoir, and from laboratory analyses of reservoir oil samples. A field survey was made of the API gravities of the produced oil by testing oil samples from 107 key wells. Precise gas-oil-ratio tests were made on 45 key wells that were producing under comparable separator-operating conditions. Subsurface-oil samples were obtained from seven wells, selected to provide reservoir oils ranging approximately from a minimum to a maximum in saturation pressure. The physical properties of the subsurface-oil samples were determined, and correlations were made of these laboratory data with the field gas-oil-ratio test data. These correlations were then used to estimate physical properties of the oil throughout the reservoir. A logical procedure of determining the variations in physical properties of reservoir oils in most fields is to obtain and analyze subsurface-oil samples from enough key wells to provide an ample coverage of the field. Under this procedure, data from a large number of samples would be needed to provide the desired information on the Scurry Reef field, as it is one of the largest known in the United States.

"The influence of superheat on the solidification structure and ferrite/austenite phase transformation of a novel lean duplex stainless steel (DSS) was investigated on a setup, which designed to thermally simulate the continuous casting process. The results showed that the macrostructure of the samples all exhibited chill zone, columnar zone and equiaxed zone. The distance from chill zone to position of columnar to equiaxed transition (CET) moved from 51.0 mm to 39.8 mm with an decrease of superheat from 70 °C to 10 °C, and that the grains in the chill zone tended to be finer. In equiaxed zone, the fme and uniform grains were observed when superheat higher than 40 °C; while, coarse grains were found in samples poured at low superheat. Generally, the volume fraction of ferrite increased along the dendritic growth direction, and stabilized in equiaxed zone. The high superheat decreased the volume fraction of ferrite in equiaxed zone, while it had indistinctive influence on chill zone and columnar zone.IntroductionDuplex stainless steel with approximately equal volume of ferrite and austenite, offering an attractive combination of corrosion resistance and mechanical properties. [ l]. The production of DSS, worldwide application in structural engineering[2] and petrochemical industry[3], have increase by more than 100% in the latest decade[4]. But due to the sharp prices increase of nickel and chromium, lean duplex stainless steels which have lower contents of alloy elements were developed. They perform well in both mechanical and corrosion resistance[S, 6] and even have TRlP(Transformation Induced Plasticity) effect[?]. Nonetheless , the mechanical properties of DSS was affected greatly by the solidification structure, such as columnar to equiaxed transition (CET), grain size and phase content[8]. So, the solidification behavior of stainless steel was investigated widely"

Os aços de alta resistência microligados ao nióbio tem se demonstrado uma solução ótima na fabricação de aços para utilização em perfis estruturais utilizando os conceitos já desenvolvidos para a indústria de gás e óleo. O nióbio com seu efeito refinador de grãos, com redução da temperatura de transformação entre austenitaferrita, endurecimento por precipitação e retardamento da recristalização da austenita, usado em equilíbrio com titânio, manganês e silício e os novos processos de produção com resfriamento controlado torna possível a obtenção de aços com microestrutura bainítica, baixo carbono e alta resistência mecânica. Este trabalho demonstra os pontos de destaque referentes ao projeto de estruturas utilizando estes aços, bem como uma avaliação quanto ao processo de soldagem durante a fabricação das mesmas. É possível evidenciar que a estrutura final se torna ideal para aplicação em diversos ambientes devido a sua baixa temperatura de transição dúctil-frágil, produção de uma estrutura com cerca de 10% a menos em peso, 5% a menos em custo e com excelente soldabilidade.
