"This paper summarizes available information on the characteristics and properties of deep-mixed soilcement produced by the wet method. The topics covered in this paper include: unit weight, unconfined compressive strength, strength variability for field mixed materials, influence of curing time, influence of consolidation pressure, Young’s modulus, differences in strength and stiffness between small and large samples, creep deformations, Poisson’s ratio, and tensile strength. In addition, this paper discusses the development of design considerations and recommended property values for a project that uses soilcement to protect an existing dam penstock from loads applied by an overlying stability berm. Some of the key recommendations for the deep-mixed soil-cement to be used in this project are that (1) a curved strength envelope that includes tensile strength can be used in the analysis, (2) the stress-strain and strength properties can be characterized using Duncan and Chang's (1970) hyperbolic model, and (3) a specification based on the median unconfined compressive strength value is appropriate.INTRODUCTIONFor many projects, including foundation and embankment support, deep mixing can be designed based on simplified procedures and following standardized guidelines (e.g., FHWA 2013). However for unusually complex or critical projects, it is often necessary to perform numerical analyses, and in order to perform these numerical analyses well, a thorough understanding of the material properties is needed.This paper summarizes information on the characteristics and properties of deep-mixed soil-cement produced by the wet method, and it discusses the development of design considerations and recommended property values for a specific project, herein referred to as the penstock project, that requires numerical analyses. For the penstock project, a horseshoe-shaped enclosure of soil-cement is being considered beside and above an existing dam penstock to protect it from loads applied by an overlying stability berm that will be constructed for seismic remediation. The concept is to use soilcement created by the deep mixing method along the sides of the penstock and to use compacted soilcement above the deep mixing to create the crown of the protective soil-cement zone around the penstock. For this application, the soil-cement stiffness, rather than its strength, is the controlling design parameter. To achieve the necessary soil-cement stiffness, the strength will be high enough that the factor-of-safety values against instability along potential failure surfaces passing through the soil-cement are high. Following conventional practice, the soil-cement acceptance criteria will be based on the unconfined compressive strength, and the specified strength will be selected to produce the desired modulus value."

The Mineral King Mine, owned and operated by Sheep Creek Mines is located in the Purcell mountain range of southeastern British Columbia. Production of lead and zinc concentrates commenced in 1954 some 60 years after the initial discovery. Low cost mining methods have been employed to extract 16,0C'O tons of ore monthly from large ore bodies formed by replacement in limestone. Extensive areas in the limestone are yet to be explored and success in the search for new ore bodies is anticipated.

IN these days of the spectacular in research and technological accomplishment, it is easy and natural to overlook some of the applications to everyday life of recent developments of a more pedestrian kind, or to fail to realize that sometimes two or three of the latter may be combined to serve a novel purpose in fields other than those in which they grew. The present remarks are to point out three such developments which might be combined to apply to an everyday function of the A.I.M.E. as an organization. By its Constitution, the A.I.M.E. is organized "to promote the arts and sciences connected with . . . minerals and metals, and the welfare of those employed in these industries . . .; to hold meetings for social intercourse and the reading and discussion of professional papers, and to circulate . . . among its members the information thus obtained . . .; and to . . . maintain . . . a library." By these words of Article I the profession of mining and metallurgy is recognized to involve many arts and sciences, of which the art and science of exchanging information is a leading one. As to methods of preparing or securing papers, the Constitution is silent.

The strategic plan for bridge engineering issued by AASHTO in 2005 identified extending the service life and optimizing structural systems of bridges in the United States as two grand challenges in bridge engineering, with the objective of producing safer bridges that have a minimum service life of 75 years and reduced maintenance cost. Material deterioration was identified as one of the primary challenges to achieving the objective of extended life. In substructural applications (e.g., deep foundations), construction materials such as timber, steel, and concrete are subjected to deterioration due to environmental impacts. Using innovative and new materials for foundation applications makes the AASHTO objective of 75 years service life achievable. Ultra High Performance Concrete (UHPC) with compressive strength of 26,000 psi (180 MPa) and excellent durability has been used in superstructural applications but not in geotechnical and substructural applications. This paper explores the possibility of using precast, prestressed UHPC piles in future bridges. An H-shaped UHPC section, which is 10-in. (250-mm) deep with weight similar to that of an HP10×57 steel pile, was designed for constructability and economical reasons. Instrumented UHPC elements were cast to conduct large-scale field tests. In the field, two UHPC piles have been successfully driven in glacial till clay soil and load tested vertically. Test results, durability, drivability, and other material advantages over normal concrete and steel indicate that UHPC piles are a viable alternative to extend the life of bridge structures.

This report presents findings from a Bureau of Mines study on barriers that may prevent miners from correcting and avoiding groundfall hazards. Such barriers stem from four basic types of problems: (1) inability to recognize groundfall hazards, (2) inability to correct groundfall hazards, (3) lack of motivation to search for groundfall hazards, and (4) lack of motivation to correct groundfall hazards. Data are presented that summarize the views of miners, section supervisors, and mine inspectors about the contribution of these barriers to groundfall accidents and what they think should be done to reduce the frequency of injuries sustained by falls of roof and rib. The report also includes a summary of miners' responses concerning their recent experiences with groundfall accidents, along with industrywide statistics on accidents and injuries caused by ground falls in underground coal mines.

PART I SUMMARY CERTAIN relations between the formation of ore deposits and other geological processes are pretty generally accepted, namely: that many ore deposits are closely associated with igneous activity; that ore deposits accompany certain types of intrusive bodies, notably batholiths and stocks, and that they are concentrated near the tops of such bodies; that igneous activity occurs in belts of strong folding and faulting; that folding and faulting are greatest in basins of extensive sedimentation and least in areas of erosion or slight sedimentation; that areas of erosion or slight sedimentation and of heavy sedimentation persist over long periods and exert a major control over structure, igneous activity, and ore deposition; that cycles of erosion, deposition, folding and faulting, igneous activity, and ore deposition, have been repeated through geologic time resulting in rather definite periods in which metal deposits have formed. In short, ore deposition is but one phase of a series of closely related geological events. It is attempted in this chapter to point out the relations of these interreacting geologic processes to the distribution of ore deposits in the western United States. Three great periods of mineralization are recognized; pre-Cambrian, post-Jurassic, and late Cretaceous-Tertiary. In distribution the deposits of the three periods, with certain exceptions, show a concentration about two large positive areas, the Colorado plateau and the Columbia plateau, which suggests a causal relation. The most general age divisions of the rocks of the Cordilleran region of the United States are (1) pre-Cambrian, and (2) Cambrian and later rocks. The pre-Cambrian rocks are exposed mainly through the Rocky Mountain belt from the Canadian boundary southward to Arizona and westward through Arizona to southern California. They have commonly

The sand and gravel industry in Southern California has made a sizeable contribution to the construction development of the 15 County area in this part of the State. Facing this mineral extraction industry, in the next decade, is a problem of meeting the market demand. The question is, "how can sand, gravel and rock operations be made compatible with goals for sound and attractive community development?" Three basic principal characteristics of the land needed for this-mining industry are: 1. The land must have workable sand, gravel or stone deposits. 2. The land must be properly located for transportation purposes close to the market in order to sell the aggregate at a minimum cost. 3. The land must be zoned so that it will be permissible to mine.

Pictured on these pages are the six RMCMI Scholarship Award Winners for the 1988-89 year followed by a brief profile. All winners were present as guests of the Institute at the June convention in Durango, Colorado to receive recognition at the Welcome Session Monday, June 26, 1989. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Keith McGinnis, each winner receives $500.00 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $500.00 for tuition credit in their senior year if they have maintained good academic standing and have been recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. [The Bureau of Mines has measured the low-temperature heat capacities and high-temperature enthalpies of crystalline K2Si2O5 as part of a program for advancing mineral resources technology with energy economy. High-temperature enthalpies of glassy and liquid K2Si2O5 and crystalline K2SiO3 were also mea¬sured. An adiabatic calorimeter operating over the range 5 to 308 K was used for the heat capacity measurements for K2Si2O5 from which the standard entropy at 298.15 K, S°298 = 45.55 ±0.05 cal/deg-mole, was calculated. Tabulated values of Cp°, S°, -(G° -HO°)/T, and H°-HO° from 5 to 300 K are given for K2Si2O5. A copper-block drop calorimeter was used in the enthalpy measurements, operating from 298.15 to 1,198 K for K2SiO3 and from 298.15 to 1,453.8 K for K2Si2O5. No transitions were found for K2SiO3. The KI2Si2O5 showed two reversible first order transitions, one at 510 K with a heat of transition of 0.29 kcal/mole and one at 867 K with a heat of transition of 0.38 kcal/mole. The heat of fusion for K2Si2O5 20 5 was calculated to be 8.42 kcal/mole. Relative enthalpies are given in equation form, and high-temperature values are tabulated for Cp°, S°, - (G°-H°298 )/T, and H°-H°298 . INTRODUCTION The U.S. Department of Energy's Waste Isolation Pilot Plant (WIPP) is being constructed to provide permanent storage of radioactive TRU waste materials emanating from military weapons production. These wastes are contaminated with radioactive elements heavier than uranium, thus the name trans-(or beyond) uranic (Uranium wastes). The WIPP site, which is located 26 miles east of Carlsbad, New Mexico, was chosen thru a selection process after the National Academy of Sciences recommended salt deposits as a promising host strata for the storage of radioactive wastes. Throughout the United States numerous DOE facilities have produced and stored defense-generated TRU wastes. Once WIPP becomes operational in the fall of 1989, all sites may ship directly to this repository. A companion project has developed special shipping containers (TRUPACT) for safe transport of materials to WIPP. The WIPP facility is currently composed of surface buildings, three shafts, and underground storage and experimental rooms and tunnels. Frontier-Kemper Constructors, Inc. (FKCI) has nearly completed the construction of the fourth shaft, an intake shaft, to provide additional ventilation to the underground workings. PLANNED SHAFT EXCAVATION METHOD Full-face raise boring ( upreaming ) was the allowable method selected by Frontier-Kemper Constructors for the excavation of the shaft. After arrival of an oil-field type rotary drill rig in December 1987, a 9 inch diameter pilot hole was drilled from the surface to the mine level, a depth of approximately 2145 feet.

Since its beginning, the occupation of coal mining has been considered hazardous. It is true that there are hazards inherent in mining, but it is believed that most of them, at least, can be guarded against. Moreover, many man-made hazards can be eliminated by officials and workers adopting safer practices. Notwithstanding the hazards in coal mining, the fatal accident rate in the United States has improved. During the, period from 1911, to 1941, inclusive, the fatal accident rate varied from 5.35 to 2.22 per million tons of coal. With many handicaps during the war period, 1942-45, such as the lack of experienced manpower. and the, employment of untrained men, the increased average age of workers, and the shortage of equipment and supplies, the industry s ill further reduced its accident rate, so that it ranged from 2.30 to 1.724/ deaths per millon tons of coal. During 1944, 684,000,000 tons of coal was produced with a rate of 1.91, and during 1945, 631,000,000 tons was produced with a rate of 1.724/ deaths per millon tons of coal. The accident rate for 1945 was the lowest for the industry since records have been compiled.

The aim of the circular economy is to accelerate the transition from a conventional linear take-make-dispose economic model to a circular model. It is restorative and regenerative by design and aims to keep products, components and materials at their highest utility and value at all times. It is estimated that 10,000 lives were lost and $285,000,000 worth of property was destroyed by fire in 1937. Of the 103 fatalities in tie petroleum industry in 1938, 36 resulted from fires and explosions.3/ Everyone can help to prevent the tremendous losses, both in life and property, caused annually by fires and explosions, Forest fires occur every year, in which the tremendously intense heat wave ahead of the flame turns beautiful green trees into blazing torches like so much gasoline, vapor, and jumps over the tops of trees to start fires behind the firs fighters; prairie-grass fires occur, and a farmer in the path of the fire must plow a furrow around his home and outbuildings before the flame reaches them; and frequently automobiles are burned up in filling stations. Persons who have witnessed such sights know better than to throw a lighted match, cigarette, cigar, or hot coal from a pipe out of an automobile or to discard a fire or flame of any type in the forest, in the country, or in the city.

"As the US coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity.Room-and-pillar mining accounts for approximately 68% of the nations underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-mid-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.IntroductionThe ultimate goal for any coal mining company is to effectively use its human and financial resources to maximize its profits through the extraction of its reserves. Although recent workforce reductions in the industry have resulted in a more efficient use of labor and increased productivity, there comes a point in time when further reductions in the numbers of workers in each operating section are impossible with existing equipment. For example, Farinelli and Bise (1987) found that labor cost constituted 62% - 73% of the cost per ton of coal at the mining section, with a minimum crew size. Thereafter, efforts to increase productivity must focus on more efficient mine plans and technology.The fact that an increase in productivity can be realized by reducing non-productive time (change-out and tram time) and converting it to productive time has been known and demonstrated for quite some time. What has not been demonstrated frequently is the quantification of the potential productivity increase of currently emerging technology or ""add-on"" equipment. It is one thing to be able to say that a piece of equipment will make an operation more productive, but it is another thing to be able to quantify the productivity increase that will justify the purchase of the new equipment. Not only is a financial benefit possible in room-and-pillar mining with an increase in productivity, but a decrease in the time necessary to develop a longwall panel can also occur.The purpose of this paper is an analyze the impacts of a changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to several scenarios incorporating emerging technology. To do this, four cases will be developed. A base case, consisting of the typical manner in which continuous-miner sections are currently operating, is compared to three layouts incorporating: (1) flooded-bed scrubbers on radio remote-controlled continuous miners, (2)a continuous miner with side-mounted roofbolters, and (3) a continuous miner with side-mounted roofbolters used in conjunction with a continuous-haulage system."

Pronounced isothermal martensite formation at room temperature was measured dilatometrically in a steel containing 0.01 pct C, 24.9 pct Ni, 0.26 pctAl, 2.58 pct Ti and 0.25 pct Cb. It is shown that martensite will form isothermally if stabilization of the austenite-martensite transformation is eliminated by removal of carbon. The decarburization of two iron-nickel alloys allows isothermal transformation to martensite to occur at temperatures above their athermal Ms temperatures. In an Fe-22.4 pct Ni alloy, at the 0.008 pct C level, the Ms temperature during air cooling is 85°F higher than that during- water quenching-. At the 0.15 pct C level this difference is reduced to only 5°F. The introduction of carbon causes stabilization during air cooling which lowers the Ms temperature virtually to the same level as determined during mate?. quenching. Thus in the 0.15 pct C alloy, the Ms temperature is almost independent of cooling rate. It is suggested that rival theories of martensite formation should be reexamined in alloys of sufficiently low carbon and nitrogen content to eliminate the complication of stabilization. The Ms temperature of a steel containing 0.01 pct C, 24.9 pct Ni, 0.26 pct Al, 1.58 pct Ti and 0.15 pct Cb, solution treated at 1500°F and air cooled as 1/8-in. diam specimens, was found to be 57 °F. 1 However, when held for several hours at room temperature the steel hardened slightly and became appreciably ferromagnetic. Isothermal transformation to martensite was first revealed by Kurdjumov and Maksimova2 in an iron-base alloy containing 0.6 pct C, 6.0 pct Mn and 2 pct Cu. Most of the other studies of isothermal martensite have also been confined to highly alloyed steels which transform at subzero temperatures; for instance, DasGupta and Lement, 3 Cech and Hollomon, 4 Machlin and Cohen,5 Shih, Averbach, and Cohen.6 Averbach and cohen7 noted a rapidly decaying volume increase at room temperature in a steel containing 1 pct C, 1.5 pct Cr and 0.2 pct V. cina8 and Marshall, Perry, and Harpster9 have described the isothermal transformation to martensite at room and subzero temperature in stainless steels. Kurdjumov10 has recently reviewed the subject, noting that the isothermal formation of martensite can be observed only in the temperature range somewhat below Ms or below -50°C. The isothermal formation of martensite may be characterized as follows: 1) It occurs in steels of widely different compositions, the main prerequisite being a low transformation temperature. 2) The transformation occurs by the formation of new plates and not by the growth of old ones. 3) The isothermal transformation is suppresed by stabilization during slow cooling or holding at temperatures near room temperature. However, the factors governing this mode of transformation are still not fully understood. The formation of martensite isothermally suggests an activated process. The early theories of martensite formation did, in fact, utilize classical nucleation concepts. Kurdjumov 11 first proposed the presence of thermally activated nuclei of different sizes and compositions which would grow if they reached critical size during cooling. This treatment was enlarged and developed quantitatively by Fisher, Holloman, and Turnbull12,13 and was later reviewed by the latter two authors.14 Fisher15 associates Ms with a nucleation rate of one per cc per sec. At slightly higher temperatures the nucleation rate is so low that isothermal formation of martensite is not observed in reasonable times. At slightly lower temperatures the nucleation rate is so high that it could not be suppressed by rapid cooling. By judicious use of parameters Fisher 16 was able to obtain good agreement between classical nucleation theory and the incubation times of martensite formation.4 However the application of these principles to martensite formation in iron-nickel alloys15 predicts that an alloy containing about 30 pct (31 at. pet) Ni would not transform. The presence of an Ms temperature at -223° C in an alloy containing 34.1 pct (33 at. pct) Ni led Kaufman and cohen17 to reject the hypothesis of homogeneous nucleation in favor of the reaction path theory originally proposed by Cohen, Machlin and Paranjpe.18 This theory conveniently explains the formation of martensite athermally but becomes labored when dealing with isothermal formation. Kaufman and cohen19 did explain the isothermal activation of embryos by assuming it to be a result of the expansion of their boundary dislocation loops but this treatment predicts an upper temperature limit of isothermal martensite formation.

At the time of the preparation of the monograph upon the mining legisla- tion of Newfoundland, by the Imperial Institute of London, the existing local statutory law (as distinct from case laws and the applicable English acts) con- sisted of the following legislation: 1. Crown lands act, 1928, together with rules and regulations issued thereunder.
