The attention of the members of the Institute of Mining Engineers is asked to a description of the minerals of Southwestern Pennsylvania, as representing the minerals of an enormous area, stretching continuotisly, with local variations, along the western slopes, and at the base of the Alleghany Mountains, through Western Pennsylvania, West Virginia, and Kentucky, and destined to play no mean part in the future of the iron trade of the country. The particular locality is at and near Donbar, in Fayette County, where the most careful examinations and extensive developments have been made. The deep gorges cut by the Youghiogheny and Monongahela Rivers, in their passage through the mountains and lower lands, give admirable facilities for observing the measures lying between the sandstones of No. 11 and the upper coal measures. Apart from its varied mineral and agricultural resources this section of country has great historic interest attaching to it. It was down the Monongahela that Braddock led his ill-fated army to its defeat under the wails of Port Duquesne, and it was up the Youghiogheny River and Dunbar Creek that the shattered remnants hastily fled to gain the camp of Colonel Dunbar, the second in command, who was entrenched upon a high knob, at the head of the creek which bears his name, and which is still known and visited as Dunbar's Camp. The early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 3½ million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20" to 90° and some are on the invert in many sharp folds and faults. Planning The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been maintained. Locations of stripping areas are determined as follows: I. By constructing cross sections over the areas and drilling sufficient diamond-drill or well drill holes to study the strata and to determine the location, thickness and pitch of the beds.

MINING, in contrast to manufacturing, deals with a wasting asset. That which is taken out of the ground is gone, the property is depleted to that extent, and will eventually become exhausted of profitable ore. So the life of a mining company is dependent upon the ability of its management to develop improved methods to permit extraction at a profit of the lower-grade ores which remain, to extend by intelligent exploration the limits of its known ore bodies, and to find and acquire new properties to take the place of those that, for one reason or another, are no longer operated. In its largest product launch in company history, Cummins Engines welcomed more than 200 customers, vendors and media to witness the unveiling of its new QSK95 engine at its Seymour Engine Plant in Seymour, IN on Nov. 1. It took the efforts of 150 engineers to design the QSK95 and more than $100 million in investments to establish a new production line and test facility at Cummins? Seymour Engine plant. The result of these efforts is a new platform of engines that Cummins says will provide as much as 2,983 kW (4,000 hp) and will be the most powerful, high-speed diesel engine ever built.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and' Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented was more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the Competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592, an increase of more than 100 per cent over the previous year's total of 2,259,572 hours. The frequency of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930. The actual number of accidents reported for 1930 by 76 plants included four deaths and 206 injuries whereas the 26 plants that were enrolled in 1929 reported three fatalities and 165 injuries. Under the rules of the contest all "lost-time" injuries are reported--that is, all injuries that disable an employee for more than the remainder of the day on which the accident occurred. If the employee is physically able to resume his work on the day following the accident, the injury is not classed as a lost-time injury. The contest covered accidents and man-hours worked by all employees at the plant who were employed by the same company, and included work up to the point of delivery of the material directly to consumer or to independent agency of transportation--in other words, to point of relinquishment of control of the material by the producer.

This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. The Bureau of Mines produced several series of titanium castings in order to investigate the feasibility of producing commercial-grade titanium castings in bentonite-bonded olivine or zircon sand molds. The use of these molds for titanium casting was investigated as a possible alternative to the industrially used rammed graphite process. Parameters investigated were mold mixtures, mulling, gating, venting, drying, and mold washing. The investigators found that castings with superior ductility and fatigue life, compared with rammed graphite castings, could be made by fume-free pro-cesses in molds bonded by western bentonite, using either olivine or zircon sand. Zircon molds were satisfactory for both light-and heavy-sectioned castings. However, olivine molds were suitable only for light-sectioned castings because the mold-metal reaction became excessive during the pouring of heavy-sectioned castings.

Pricing for tantalum raw materials experienced explosive increases in the period 1978-1979, and-similar declines over 1980-1982. The causes for this are examined. Negative effects on the industry are highlighted. Analysis is provided of subsequent structural changes within the industry which minimize probability of future pricing excursions. Data on markets, sources of material, and outlines of concentration and extractive processes are reviewed. The conclusion is reached that expanded sources, future flat demand, and a broader international base of industry participants are principal forces in this restructure. Flat demand is reviewed as a function of increasing application of tantalum, but in more cost effective forms. This is driven by technical advance, notably in electronics applications.

In spite of the fact that mining has been more or less active in the northern part of Vancouver island since the late 'nineties', there seems to be a remarkable lack of information regarding the nature and development of the region. Recently the operations at the Old Sport mine of the Coast Copper Company, Limited, and spectacular copper discoveries in the vicinity of Nimpkish lake, have directed the attention of the mining fraternity to the district. The writer spent the summer of 1929 making a reconnaissance examination of the general geology and mining properties of the area between Quatsino sound and Nimpkish lake, and he feels that a short paper describing the nature and mining possibilities of the region should be of interest at this time. A more detailed account of the ?geology and of the mining properties will be published in the forth- coming Summary Report of the Geological Survey. A short paper dealing with the Nimpkish Lake district was presented at the Annual Meeting of the British Columbia Division, held recently in Vancouver.

"Phosphate ore is one of the most significant secondary resources for rare earth elements (REEs), and Florida phosphate is of particular interest due to its much higher ratio of heavy REEs, especially yttrium. Analyses of numerous samples from different phosphate processing streams in Florida showed that heavy REEs account for about 50% of the total REEs in Florida phosphate with yttrium accounting for approximately 30%. It was estimated that the amount of yttrium from US phosphate processing could meet the world demand for this critical element. This research aimed at recovering both REEs and phosphorus from a phosphate flotation tails. This tails is composed of mainly silica and phosphate with a small fraction of heavy minerals including monazite and xenotime. Since the specific gravity of silica is 2.6 versus 3.2 for phosphate and 4.5-5 for rare earth minerals, pre-concentration of the minerals of interest by gravity separation was investigated first. A pilot scale shaking table was used in this study. One pass gravity concentration achieved a shaking table concentrate analyzing over 600 ppm REEs at about 40% recovery. Flotation of the shaking table concentrate resulted in a product containing 1809 ppm REEs and 26.37% P2O5 with corresponding recoveries of 73% and 82%. Sulfuric acid leaching at 75oC could recover over 60% REE and nearly all the P2O5. Higher REEs (>90%) recovery was achieved by conducting leaching at higher temperature with concentrated sulfuric acid. The phosphoric acid from leaching of the flotation concentrate is of superior quality compared with that generated from regular phosphate rock.INTRODUCTION Rare earths are a group of 17 elements including those of the lanthanum series, as well as the non-lanthanides, yttrium and scandium. These elements have very specific critical uses in a multitude of markets. For example, lanthanum is used as a catalyst in breaking down crude oil to produce gasoline, diesel and jet fuel and neodymium is the core magnetic component in high-strength magnets for electric car batteries, wind turbines and hard disk drives. Rare earths are also essential for many military applications. Many of these applications have no substitute materials and the move to green technologies has dramatically increased their demand."

In these times of increasing costs and diminished returns, energy consumption is one source of savings that remains relatively untapped in the mining sector. Typically, 15% to 40% of operational costs can be attributed to energy in mining operations. This ?process variable? is a complex, multi-faceted variable that involves government regulations, societal pressures, cost and competitiveness. A mining company able to successfully embrace an energy efficiency program is more often than not a successful mining company. Production optimization programs, relatively common today, provide increased production, increased availability of assets and, in many cases, improved quality. They generally ignore the energy question altogether. Production Energy Optimization combines reductions in energy consumption with production improvements to reduce the cost per unit of production while improving emissions reporting. An energy strategy in mining and mineral processing operations is a critical component of Production Energy Optimization. This strategy must support the financial and operational integrity of the business. Developing a successful energy strategy requires a well structured approach such as following: ??Understanding where energy is being used and why, ??Recommending and implementing energy conservation measures, ??Driving visibility to targets and results, ??Re-evaluating continuously. A teoria de Kubelka-Munk é bastante genérica e abrangente. A sua aplicabilidade já foi estudada nas mais diversas áreas, como tintas especiais [1], plásticos [2,3], produtos farmacêuticos [4] e alimentícios [5], e também no caolim [6-8]. A partir da teoria pode se relacionar a reflectância difusa com a função de Kubelka-Munk É também notável que carvões com elevados teores de cinza possuem propriedades colorimétricas diferentes de carvões com baixos teores de cinza. Em função dessa notável diferença acredita-se poder quantificar a quantidade de cinzas a partir da reflectância em diversos comprimentos de onda. Para isso foi elaborado um roteiro de retirada da amostra e confecção de pastilhas de carvão pulverizado onde foram medidos a reflectância e o percentual de cinzas. A partir dessas medidas foi possível a obtenção de equações que modelam a função de Kubelka-Munk em função do percentual de cinzas. Apesar do baixo número de amostras coletadas foi possível se obter funções de Kubelka-Munk que se encaixaram nos dados coletados. Por fim, foi possível concluir que há possibilidade de inferir o teor de cinzas de carvão por meio da reflectância.

INTRODUCTORY PROSPECTING for aluminum has always been, and still is, a peculiar combination of the technical with the physical approach, and 1 want to explain my conception of the term 'prospecting' when applied to aluminum, which differs in some respects from the ordinarily accepted idea of prospecting. In the early days of gold mining, prospecting was a search in the hills and the river beds for the metal, not for its chemical combinations. And so it was in the early days of aluminum, with the difference that the search for the metal was carried on, not in the hills and dales, but in chemical laboratories. Aluminum is never found in the elemental state and at that time the metal bad never been seen, but scientists of that day bad forecast that such a metal must exist and in 1807 Sir Humphrey Davy went so far as to give this unseen metal a name, aluminum, from the Greek word alumen. This word applies to our alum, and it was from alum that Davy sought to produce the metal. It is strange to think that, in laboratories throughout England and on the continent, prospecting for aluminum was busily under way by men who had never seen the metal they were searching for. Their situation was something like that of the fisherman and the 'big one' that got away. They could describe the metal, give its exact weight, and even name it, but they could not produce visual evidence of its existence. Eventually, however, the efforts of the scientist 'prospectors' were rewarded and in 1826 the metal was actually produced, possibly first by Wohler, though Oerstedt, a Danish chemist, is usually credited with the achievement.

What is required for the mining industry to grow and prosper in a politically challenging world? The answer to this can be summarized as “the industry’s three priorities.” The first priority is gaining access to the world’s mineralized jurisdictions. The second is establishing a measure of security and predictability in government treatment of mining. Confidence in the stability of the fiscal and legal framework within which mining operates is necessary to encourage the investment of large amounts of capital in mine development. The third priority is sustaining the industry’s welcome during the long term in those jurisdictions worthy of investment.

According to the literature, material transportation represents 50 per cent of the operating costs for an open pit mine. In this context, this paper proposes a multistage approach for dynamic truck dispatching in real open pit mine environments, implemented in the commercial package SmartMine®, marketed by Devex SA. The first stage of this approach defines the optimal number of trucks that maximises the tonnage production by means of a robust linear programming model, which considers the operational constraints of a real mining process. The second stage uses a dynamic dispatching heuristic joining computational simulation and multicriterion optimisation techniques for decision making for truck dispatching. Another relevant contribution of this work is the publication of realistic instances collected from a dispatching system managing an iron mine, containing information about the hauling and loading fleet, the equipment situation when the working shift starts, cycle times, the time line of special occurrences (such as equipment stoppages and loading equipment reallocation in order to satisfy the mine planning) and the tonnage produced. These instances were generated with the purpose of submitting the method to the test of a real situation that considers the uncertainties existing in the process studied. The proposed approach was validated by means of a discrete event simulation model applied to the previously designated instances. Using this multistage approach as a mechanism for dispatch decision making, it is shown that the haulage fleet productivity increased when compared with the real values reported from the instances. These results are important because they show that the proposed approach generates efficient dispatch decisions for trucks operating in a real environment, reducing operating costs, increasing production and making the mine more competitive.

Surface subsidence induced by underground coal mining activities, especially longwall mining operations, can cause various problems to interstate highways ranging from structural integrity, drivability to safety. Accurate subsidence prediction, correct influence assessments, and effective mitigation measures are the keys to ensure the safety of highway traffic. The surface subsidence prediction program, called comprehensive and integrated subsidence prediction model (CISPM), was developed based on the principle of influence function method and has been validated with a large number of subsidence measurements. In this paper, the techniques to use the predicted final surface movements and deformations for assessing their influence on the integrity and functionality of highway structures (e.g., road surface pavements, concrete slabs, transverse joints, etc.), vehicle dynamics, comfort level, and drivability are presented. A number of mitigation measures to protect the highway structures and to ensure traffic safety are proposed along with an application case.

A description is given of a detailed examination of a coal bore core and of attempts to predict properties of equivalent "as-mined" coal using the bore core data so obtained. The accuracy of the prediction was measured by testing independently a large sample of coal which was produced under near mining conditions from a site adjacent to the bore core. Very encouraging results were obtained particularly in the prediction of size and ash distributions and washability characteristics of run-of-mine Coal.

Throughout the 2016/2017 financial year, the NSW Resources Regulator conducted an assessment of each underground metalliferous operation across the state to assess how each operation managed the principal mining hazard of ground and strata control. The assessment considered all aspects of the mining process, including all aspects of managing geotechnical risk within drawpoints. This assessment is ongoing and, therefore, this paper is limited to the first six mines assessed in the program.In 2015 there were three fatalities in and around underground drawpoints in Australian metalliferous mines. Whilst many of the systems of work around underground development are consistent across the industry, there are large discrepancies around how each underground mining operation manage the risks associated with drawpoints.For drawpoints to be effectively managed, their management needs to be considered at the earliest stages of the mine planning process. By using downholes and adopting remote systems of work – systems that are continuing to improve with technology – the risks drawpoints posed can be greatly reduced.The assessment by the NSW Resources Regulator revealed a number of common failings across the state in the management of the risks that drawpoints pose. The assessment also observed a number of innovative practices that particular operations have adopted in the wake of serious incidents occurring within drawpoints at their operation; however, these practices have not been communicated to other operations.It is hoped the learnings from the assessment can be considered by industry and reduce the risks drawpoints pose in underground metalliferous mines.CITATION:Hill, X, 2017.
