Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. This report describes the development of a device for the nondestructive testing of resin grouted roof bolts by means of mechanical frequency response. Various alternative methods were evaluated and the mechanical frequency response method was selected. An interactive program of design, testing, and development culminating in the current prototype instrument demonstrated the capabilities of the method and suggested potential applications of the instrument. The resin bolt testing device utilizes a swept frequency dynamic compliance measurement in the 1 to 2 kHz range which is interpreted by an electronic signal processor to give a "GO" or "NO GO? readout. Field tests have shown that the device can reliably determine the bond quality of the front half of the bolt (nearest the roof surface). Tests were carried out on both experimentally installed bolts and typical mine bolts installed by a conventional bolting machine. The development program has led to recommendations for improvement of the prototype and future development work.

The gold at Giant Yellowknife is intimately associated with a complex mixture of sulphides, including pyrite, arsenopyrite, stibnite, and a wide variety of antimony sulpho-salts. Direct cyanidation has never been feasible. Recovery is almost entirely dependent upon flotation, roasting of flotation concentrate, and cyanidation of calcine. In November 1958, an Edwards-type roaster and an early prototype, two stage Fluosolids roaster, were replaced by a large two-stage Fluosolids roaster of improved design. The new roaster was started at "safe" medium temperatures, but early in 1959, temperatures in both stages were gradually and deliberately lowered to determine whether continuous autogenous roasting could be maintained under exacting low temperature conditions necessary for good extraction. This paper describing the mining practices at the Ray mines at Ray, Arizona, is one of a series being prepared by the Bureau of Mines on mining practices, method and costs in the various mining districts of the United States. At the present time (1929) all mineral Production of the Ray district comes from the Ray Mines of the Nevada Consolidated Copper Co. The ore body is being worked from two shafts, designated as No. 1 and No. 2. An undercut block-caving method of mining is used, variations of which are employed to fit different conditions. The present method has been developed by making improvements as experience was gained or when conditions changed. Refinements in practice are continually being made. The Ray mine was the first in the Southwest to use a caving system of mining on a large scale.

Non-exponential distributions, such as the Weibull and lognormal distributions, for failure and equipment repair times are also considered. The resulting non-homogeneous Markov process is solved by the method of stages. A longwall mining system is analysed as an example.

A major challenge for closure planning at mining operations below the water table is evaporation from final void pit lakes and concentration of salts, which can impact on downstream groundwater (and surface water) flows and quality. Where such impacts are deemed unacceptable, the closure approach that is often adopted is to infill the final voids with waste rock to above the pre-mining water table to prevent the development of a pit lake and subsequent evaporative losses. BHP Billiton Iron OreÆs Marillana Creek (Yandi) mining operations face these issues. The orebody is a channel iron deposit that forms the major aquifer in the region, which will be completely mined as a series of elongated open pits over tens of kilometres. The major constraint on mine closure planning was the stripping ratio of less than one, which means that there is insufficient waste rock to infill all areas to the pre-mining water table. Hydrogeological investigations and groundwater modelling indicated that standard mine closure approaches would result in pit void lakes becoming saline sinks unless the residual void geometry was optimised to minimise evaporation and maximise throughflow. The solution developed is a cost-effective long-term mine plan that meets all mine closure objectives, and involved:the selective infilling of all pits, largely using run-of-mine waste dumping with limited re-handling; the diversion of the major part of up-catchment creek flows around the mining operations to allow mining of the resource under Marillana Creek crossings, which in turn restricted overall aquifer recharge and reduced the elevation of the long-term water table; the diversion of some minor creek tributary flows into specific locations within the mine path to induce hydraulic gradients to maintain groundwater throughflow and water quality; and close integration of mine plan optimisation (mining and waste dumping schedules) with groundwater modelling scenarios to achieve acceptable environmental outcomes. This approach is designed to result in no reduction in downstream surface water flows or quality, maintenance of adequate downstream groundwater throughflow to support groundwater dependent ecosystems, and no reduction in the beneficial use status of the downstream groundwater resource.

(communication to the Secretary*):—Doubtless all engineers who have paid more than a casual visit to Russia have come into contact with that formidable document, the " smieta," or estimate of the Russian manager. It is an institution which seems to be inseparable from Russian mining-methods. As Mr. Shockley points out, the year's costs a agree very closely" with the figures of the smieta made at the beginning of the year. In cases which have come under my notice, I have been satisfied that there had been a good deal of " rigging" of accounts to this end. The sum spent by the manager was carefully kept down to the total of the estimate, because it was well known that no more money would be forthcoming, and when this is done it is not a difficult matter to see that the right amounts come under the right heads in the final accounts. I do not say that this is always the case, but I have come across notable instances. Looking at it from the Russian owner's point of view, I think that the balance of the argument is usually in favor of the smieta as limiting " impulsive indiscretion" on the part of managers. The Russian Mining Code of to-day leaves much to be desired, but this is thoroughly appreciated by the official world there, and great changes are spoken of for the future. In many, if not in most, cases the laws are interpreted liberally, and a great deal is left to the discretion of the district mining engineer or inspector, with whom it is necessary to keep in close touch. As Mr. Shockley points out, the officials of a mine, who are always Russians, are held personally responsible for accidents resulting to employees, quite independently of any compensation which may be made to the sufferer. For the year 1934, there were 382 oi1 wells completed for a total initial of 146,965 bbl. Fifty-three wells were deepened for a total increase of 8363 bbl., bringing the total volume of new oil to 155,328 bbl. As of Jan. 1, 1934, the daily potential of the field as determined by the Texas Railroad Commission was 159,740 bbl. Of this amount 26,429 bbl. is "marginal oil," and 2682 bbl. is exempt on account of water. In December, 1934, the daily potential was established by the Railroad Commission as being 297,501 bbl. with a daily allowable of 56,800 bbl. Of this amount 31,993 bbl. is "marginal oil," and 2183 bbl. is exempt on account of water. There has been no field-wide test made during the year, and as a result the rated potential of the field is in all probability much higher than the actual potential. As each new well comes in, a five-day test is made under the supervision of the Railroad Commission. The potential thus established is added to the field potential and shares its pro rata part of the market outlet, which is the allowable production, no allowance

"The pollution of streams has received much attention during the last few years, and although there are many other and more serious forms of pollution, the problem of acid mine drainage is important in certain sections of the country, particularly in Pennsylvania. At the request of the United States Public Health Service the Bureau of Mines undertook to determine some of the factors contributing to formation of acid mine waters, the yearly variations in quantity and quality of drainage, effect of mining methods, and various other questions arising in connection with the problem; some attention was also given to its economic phases.In acknowledgment, the writer wishes to thank Dr. R. R. Sayers, Chief surgeon; A. C. Fieldner, chief chemist; and W. P. Yant, supervising chemist, health laboratory section of the Pittsburgh Experiment Station, all of the Bureau of Mines, under whose direction the work was conducted.Because no data of a like nature had previously been determined, and with the thought that such data would throw additional light on the general subject, a stream having a number of mines draining into it was selected for observation in both high-sulphur and low-sulphur bituminous-coal districts, as designated in commercial rating. These mines and streams were visited in both wet and dry seasons to note the quantity and variations in acidity of mine drainage and the subsequent effect on streams. Maps of these streams with the sampling points are shown in Figures 1 and 2. In a report of this nature a great deal of tabular data is best emitted, but reference to the maps will serve to indicate the factors that determined sampling points, such as tributary streams and gobs."

The Homer Tunnel is located in a remote area of the South Island of New Zealand and carries large numbers of tourists to Milford Sound through an avalanche prone area. The tunnel is 1280 m long with a steep ten per cent unidirectional grade descending to the west. Construction of the tunnel began in the 1930s and was completed to a nominal 6 m width in 1954. In 1996, two passing bays were stripped-out to accommodate bi-directional flow of tourist coaches. During all phases of construction and widening there have been episodes of strain bursting.The condition of the tunnel and standard of internal services is below current international practice, principally in terms of; in-tunnel air quality, fire life safety, ground support, and road safety. A number of near-miss events have occurred involving coach fires on the approaches and inside the tunnel. The national road authority, NZTA, is considering a substantial investment to improve amenity and safety of the tunnel.This paper describes the rationale for the proposed upgrade works and the investigations undertaken to enable that design. A holistic approach to road tunnel safety has been adopted that balances the key interrelated safety drivers, namely; tunnel lining, traffic operations, ventilation, power supply and egress while ensuring continuity of safe access to Milford Sound.

PRICES of quartz sold in the United States in 1938 ranged from $1.15 to $36,000 a ton. This startling variation was due simply to the differences between glass sand and rock - crystal, materials that are virtually the same in composition. It illustrates the complexities in qualities, uses, and values of industrial minerals. It is generally stated that mineral deposits are exhaustible resources which can never be replaced when depleted. This statement is no longer true with respect to certain industrial minerals now recovered in increasing quantities from that most inexhaustible of all sources of supply, the ocean. Salt has long been obtained from sea water, particularly on the Pacific Coast, and reference was made a year ago to the large bromine recovery plant at Wilmington, N. C. Now the Westvaco Chlorine Products Corp. is operating a large plant at Newark, Calif., having a capacity sufficient to recover daily from the ocean raw materials that will produce 60 tons of various magnesium products. Lime is used to precipitate the magnesia from salt-water bittern. The products are chiefly magnesium carbonate for chemical uses, periclase and other refractories, and oxychloride cement for flooring.

"Die cast aluminum wheels are one of the most difficult automotive castings to produce because of stringent cast surface and internal quality requirements. As part of a collaborative research agreement between researchers at the University of British Columbia and Canadian Auto Parts Toyota Incorporated, work has been underway to predict heat transport and porosity formation in die cast A356 wheels. The basic heat transfer equations have been solved using the commercial finite element package ABAQUS to which specialized routines have been added to predict porosity. Preliminary work on predicting porosity formation focused on using the Niyama parameter as a measure of the probability of porosity. The latest version of the model incorporates a new fundamentally based porosity criterion, which takes into account the effect of hydrogen concentration. The development of this model together with its application to a series of cylindrical test castings as well as a production cast wheel are presented.I. IntroductionDie cast aluminum wheels are one of the most difficult automotive castings to produce because of stringent cast surface and internal quality requirements. Microporosity, in particular, is a common defect that can adversely affect wheel quality. The mechanism of microporosity formation in aluminum alloys is complex owing to its dependence on the interaction of a number of phenomena occurring during solidification including the decrease in hydrogen solubility, the decrease in volume, the development of the solidification structure, and the increase in difficulty in interdendritic feeding [1]. As a result, the amount, size, and distribution of microporosity is affected by a large number of casting parameters including thermal variables, melt composition, grain structure, modification, and inclusion content, making optimization by trial-and-error methodologies difficult.The use of criteria functions, based on thermal conditions during casting, offers a relatively simple approach to predicting microporosity. In practical terms, they are useful because they provide a straightforward method of assessing the impact of varying casting parameters on porosity through various thermal parametersl21 such as thermal gradient, cooling rate, solidification time, and solidus velocity. Drawbacks of criteria functions include insensitivity to varying hydrogen concentration and the limitation to qualitative predictions. Consequently, in aluminum alloys, attempts have been made to develop models incorporating the effects of hydrogen gas and microstructure evolution. However, these types of models represent a significant increase in complexity and sacrifice the simplicity and ease of application of the thermally based criteria functions."

The objective of this study was to investigate the effects of various bisbenzylisoquinoline (BBIQ) alkaloids on respiratory burst activity of alveolar macrophages and to characterize the interaction of these drugs with alveolar phagocytes. BBIQ alkaloids were chosen for study because they exhibit a wide range of antifibrotic potencies in a rat model, with tetrandrine being very effective and tubocurarine being ineffective. These drugs inhibited zymosan-stimulated oxygen consumption with a potency sequence of tetrandrine (IT) = fangchinoline (FA) > berbamine (BE) ., cepharanthine (CE) "" cycleanine (CY} ~ tubocurarine (TU). This inhibition of respiratory burst activity could not be attributed to a drug-induced decline in the ATP content of these pneumocytes. Drug binding to alveolar macrophages was directly dependent on temperature and drug concentration. The sequence for binding capacity was FA > TT = BE = CY > CE ~ TU. Therefore, there was no simple relationship between binding capacity and inhibitory potency. Binding capacity was not related to lipophilicity of these alkaloids. In addition, tetrandrine failed to bind to metabolically dead cells or sonicated macrophage preparations. These data suggest that the interaction of BBIQ alkaloids with phagocytes is not simply nonspecific binding to membrane lipids. Alteration of the cytoskeletal system with vinblastine, taxol, or cytochalasin B decreased tetrandrine binding by approximately 33% when adtkd separately and by 93% when added jointly. Pre-exposure of alveolar macrophages to stimulants increased the ability of BBIQ alkaloids to inhibit both oxygen consumption and superoxide release. These data suggest that the mechanism by which BBIQ alkaloids inhibit activation of phagocytes involves microtubules and bules and microfilaments. Pre-exposure of macrophages to stimulants would change the conformation of cytoskeletal components and may make these structures more susceptible to drug interaction.

No producing mines are in the study area. Sample results indicate the only resources in the study area are low grade phosphate deposits associated with Cuyama Phosphate Mine (fig. 1). Within the study area, are more than 21.4 million tons of inferred subeconomic phosphate rock resources which would be reserves at an 80 percent higher phosphoric acid price; weighted average grade is 4.84 percent phosphorous pentoxide (P205). About 17.6 million tons of similar grade are outside the area to the northwest. The South Cuyama Oil Field, adjacent to the study area (fig. 1), produces petroleum from the Vaqueros Formation which underlies parts of the study area. Oil and gas potential was evaluated by U.S. Geological Survey. INTRODUCTION Location, Size, and Geographic Setting The U.S. Bureau of Mines conducted a mineral survey of the Fox Mountain RARE II area (No. 5120) during the summer of 1981. The area was examined to determine the presence or absence of mineral resources and reserves, and to estimate tonnage and grade where possible.

Numerical simulations of straight tube hydroforming of a dual phase steel were performed using both upper and lower bound constitutive models for porous ductile materials. The Gurson model is based upon an upper bound approximation to the material behavior and thus overestimates formability. Conversely, a lower bound solution to Gurson's unit cell geometry was developed by Sun and Wang to provide a conservative estimate of formability. The effect of a compressive axial load (end-feed) on damage development and tube formability is investigated. The resulting upper and lower bound models successfully captured the experimentally determined burst pressure, formability and failure location.
