Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

THE Spanish mine is in Nevada County, California, 21 miles northeast of Nevada City by road, and 3 miles north of the town of Washington. The mill and surface buildings are on Poorman's Creek at an ele¬vation of 3,000 ft. About 35 men are employed at the property, which is producing 50 tons of ore per day. Electric power, purchased from the Pacific Gas and Electric Co., is brought in from Alleghany, seven miles away. In the early days the mine was operated by F. W. and P. R. Bradley. Between 1883 and 1899 the production was approximately $900,0)0 in gold. The ore treated during; that time yielded an average of 60 cents per ton and was mined and milled at a profit. The surface, oxidized, ore deposit was 30 to 100 ft. wide and was mined by the glory-hole method. The milling-plant at first consisted of a Blake crusher an-1 a small Huntington mill; later three large Huntington mills were added to the plant. In 1893 a new mill was built at a lower adit- It consisted of 10 stamps and four Huntington mills. The gold was secured by amalgamation, the recovery being about 50 per rent.

INTRODUCTION Laboratory testing for magnetic concentration circuit design is a requirement, just as it is for most other types of concentration. Natural variations in raw materials allow on1 y the broadest of generalities to be made regarding magnetic separation. Further, magnetic fields are geometry dependent, leaving fundamental models of a separator overly dependent upon the exact conditions for which the models were derived. Despite this, an understanding of the basics of magnetic separation and of the problem to be attacked can result in rapid progress towards the final circuit design with a relatively simple testing program. Magnetic Separation Basic Principles A magnetic field can readily be understood in terms of lines of flux. A familiar demonstration of these lines of flux is the pattern of iron filings on a sheet of paper when a magnet is placed underneath. Lines of flux2 are measured in Gauss (1 line/cm2) or Tesla (10000 gauss). Regions of high field strength have a greater number of lines. Field direction is indicated by a convergence of lines. When a particle is placed in a magnetic field it cuts the lines of flux and alters them in one of three basic patterns. These patterns are referred to as diamagnetic, paramagnetic and ferromagnetic. Diamagnetic materials have electronic structures which react to oppose an applied magnetic field. This opposition acts to locally reduce the applied field slightly. The visualization is that lines of flux diverge and go around the particle. Because of this divergence or opposition, a diamagnetic particle will tend to move towards regions of lower flux density. That is to say that the particle will be repelled by a magnetic field. Aluminum oxide and napthalene are examples of diamagnetic materials. Paramagnetic materials have an electronic structure which increases an applied magnetic field. Although these materials also exhibit diamagnetism, they have randomly oriented impaired electrons which align with the magnetic field. The furnace used for experimental work is shown in Fig. 1. One fireclay sagger, or pot, was set within another and the space between the two filled with Silox heat insulation. The hearth is a cast-iron plate with an imbedded ribbon of nichrome wire; this wire heater is connected to a potential regulator, which permits a very close voltage control. A mechanically driven arm is fitted with rabble blades so arranged that a uniformly thick ore bed may be maintained indefinitely. This arm is usually driven at about one revolution per minute but its speed of rotation can be varied as desired. Compressed air is led into the furnace through a meter, and it was found necessary to preheat the air in order to secure the definitely isothermal conditions sought. Samples of fine coal refuse were obtained from 11 coal preparation plants throughout the United States. These samples were characterized by ash analysis, particle size, and mineral composition. From the characterization, geographical locations, and the dewatering equipment being used by the plants, five sites were selected for obtaining bulk fine refuse samples. The selected coal preparation plants were using for final dewatering thickeners followed by: a vacuum disc filter, a filter press, a belt press filter, a centrifuge, and a settling pond. None were using thermal drying. The moisture content of the final cake varied from approximately 23% to 50% depending upon the feed material, flocculant addition, and the type of equipment. The filter press gave the lowest moisture content followed by a belt press and then either a centrifuge or vacuum filter. The centrifuge products were all dried to an approximate 5% moisture in a thermal dryer.

"Specularite and vanadium-titanomagnetite are difficult to granulate, and with the increase of their proportions, the permeability of sintering bed is deteriorated together with the combustion velocity of fuel for the shortage of air through the sintering bed, which can lower sintering speed and specific production capacity significantly. The biomass fuel has a higher combustion velocity than coke breeze, therefore the productivity of specularite and vanadium-titanomagnetite ore can be improved remarkably by replacing coke breeze partly with biomass fuel .The results showed that, when the proportion of biomass fuel replacing coke is 40%,the sintering speed and specific production capacity of 35% specularite were improved from 19.06mm/min, 1.33 t/(m2·h)to 21.45mm/min, 1.47 t/(m2·h),and that of 55% vanadium-titanomagnetite were improved from 17.23mm/min, 1.11 t/(m2·h)to 22.80mm/min, 1.44 t/(m2·h). As a conclusion, biomass fuel is effective to strengthen sintering of refractory iron ore.IntroductionThe iron and steel industry of our country has achieved significant development in the recent years. In 2010, the output of steel has reached to 0.627 billion tons. The increasing scale of iron and steel has led to rigorous domestic iron ore environment, and the reserves of hematite and magnetite that have superior sintering characteristics are on the decline with continually exploiting and utilizing [1]. Therefore, the RIO (refractory iron ores) SP (specularite) and VT (vanadium-titanomagnetite) have to be applied vastly. However, the quality of sinters can be deteriorated when utilizing RIO in high proportion due to their poor granulation and metallogenic performances [2, 3]. Generally, the ratio of SP is 3~5%,which should not exceed 10% in our country currently [4]. Though high rate of VT is adopted in PZH steel for a long time, the productivity is obviously low compared with normal sintering [5]."

The Mineral Engineering Department of The Pennsylvania State University has developed a suite of computer models for anthracite open pit mining (Fig. 1)1 Individual sub-systems have been developed to (a) interpolate geologic field data to obtain coal tonnages, waste volumes, and strip ratios; (b) simulate equipment performance on selected pit profiles to generate data required to choose coal and waste removal equipment; and (c) evaluate selected cost factors to determine either a rate of return for a specified selling price or vice-versa. This paper describes the application of two of these subsystems, namely, the Reserves Model (GEOL) and the Open Pit Materials Handling Simulator (OPMHS), and how these may be applied for the selection of equipment for a prime anthracite mining site.2

Electrode Columns are commonly used in electric furnaces to deliver current and regulate furnace power to the smelting or melting process. Hatch has developed an innovative patent-pending system for lowering ("slipping") and/or raising ("back-slipping") the electrodes through an electrode column, without requiring the release of any clamping devices. All clamping forces are applied by springs. Unlike systems employing hydraulically applied clamping forces, (e.g., water bladders) the spring system is failsafe. Its inherent simplicity virtually eliminates the need for maintenance. The Hatch system is particularly applicable to Soderberg electrodes, and comprises two axially movable slipping clamps and a stationary power clamp, each of which apply a distributed, radial clamping force to the electrode. The magnitudes of the slipping sleeves' clamping forces and sequencing of their axial movements are selected such that the slipping clamps, in conjunction with the weight of the electrode, provide slipping or back slipping without release of any clamping force.

Since 1962, ferro alloy production in Australia has been concentrated at Bell Bay, Tasmania with a major expansion occurring in 1976. This concentration was based originally on the perceived requirements of the expanding Australian steel industry, but recent stagnation within this industry has seen Temco become progressively more export oriented.In 1984, approval was given for a $47 million uprating of facilities which will allow for the introduction of the latest technology to ensure high quality, low cost production in a highly competitive export market.

Since the passage of the Federal Coal Mine Health and Safety Act of 1969, the need for improved duet control methods has become imperative. It has been proposed that one promising dust control technique would be the application of water through the cutter drum. In November of 1972, the Jeffrey Mining Machinery Co., who had been pursuing the development of wet drum miners since 1969, completed the manufacture of a 120M HELIMINER which had sprays in front of the cutting bits on a fixed width drum. On June 27, 1973 Jeffrey and the Bureau of Mines signed the contract numbered B0232060 for the purpose of evaluating "the effectiveness of respirable dust control on a Jeffrey 120M HELIMINER by use of water piped through the head." This evaluation, as described by the contract, was to be accomplished by the collection and analysis of dust samples at various locations of an operating mine production section.

The 50 million tonne Mount Morgan gold-copper deposit (4.99 g/t Au, 0.72 per cent Cu) was an irregular pipe-like body of quartz and pyrite, with subordinate chalcopyrite, magnetite and gold. Mineralisation was hosted by the Middle Devonian Mine Corridor Volcanics which occur as a roof pendant within the Late Devonian Mount Morgan Tonalite. On three sides, the deposit was enclosed by a series of normal, concave, listric faults and surrounded by outward-dipping Mine Corridor Volcanics. The tonalite which bounded the western side of the deposit transgresses the domal structure with no apparent interference. A pipe of intense, texturally-destructive, quartz-sericite-chlorite ¦ pyrite underlay and partly surrounded the deposit.The volcanic setting of the deposit, its shape, metal content and associated footwall alteration are consistent with a subsea-floor replacement origin for the gold-copper mineralisation. Mineralogical studies have confirmed the deposit has been recrystallised and annealed by a thermal metamorphic event, most likely the intrusion of the Mount Morgan Tonalite. Pyrrhotite Pipe mineralisation replaces annealed massive pyrite, suggesting that it formed during retrogressive metasomatism associated with tonalite emplacement. Telluride minerals have a close association with chalcopyrite, and no evidence for a late telluride paragenetic stage was observed. Telluride mineralisation is inferred to be genetically related to the massive sulphide mineralisation, and a separate magmatogenic origin for this mineralisation is discounted.

Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau's requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.

Underground longwall coal mining sections are operated as sealed gobs if the coal is prone to spontaneous combustion. Sealing along the gate roads during longwall face retreat limits the flow of fresh air (oxygen) into the gob and, thus, deprives the spontaneous combustion reaction of oxygen. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines have used computational fluid dynamics modeling to simulate the flow of gases in sealed longwall gobs. The models were validated using measurements and observations from the field and demonstrate that targeted injection of nitrogen along the gate roads inby the face can be used to control the size and location of explosive methane clouds within the gob and to minimize or eliminate the explosion hazard resulting from the formation of flammable methane-air mixtures.

The mode of propagation of explosions through narrow passages is important for understanding flameproofed equipment employed in mines. Narrow channels have been used in this investigation that connected between a small explosion chamber and a large chamber containing fuel-air mixture. The oxygen index of the mixture in the small chamber was determined which caused an explosion in the outer chamber. Preliminary measurements have already been given in Bureau of Mines Report of Investigations 5457 and suggested that) flames do not pass through narrow channels. The hot, burned gases from the explosion in the small chamber, however, are able to ignite the mixture in the large chamber by a process of hot-gas ignition. Systematic measurements are reported in the present paper that cover the influence of channel length and diameter and the properties of the gas mixtures in the large chamber on the transmission of explosions. The influence of such properties as quenching diameter and flame temperature is also discussed. This paper concludes the work on this problem and presents a theory that describes in detail parameters that influence transmission of explosions through narrow channels. Transport Canada has regulatory requirements that pertain to the transportation of explosives. An important component includes the requirement for an approved Emergency Response Assistance Plan (ERAP). The ERAP may be traced to the recommendations made by Justice Grange following the enquiry into the Mississauga train derailment of December 1979. Justice Grange recommended that any shipper of dangerous goods must have a plan to control any release of dangerous goods in the event of an accident, and that the plan must be submitted to the Minister and approved by the Minister or by an organisation or person designated by the Minister. The right to ship could be withdrawn at any time if the plan is found inadequate either in its conception or in its operation.

The subject of my paper is one which, I am certain, has exercised the mind of every man on whom depends the safe and economical conduct of mining operations; particularly in this district where the enormous size of the ore body has necessitated the mine workings assuming a scale that was hitherto unknown in the history of Australian mining. I, therefore, approach the subject with the feeling that I am displaying considerable t.emerity, knowing as I do that the subject has engaged the earnest attention and thought of everybody immediately concerned in the extraction of the ore of this district, and particularly of the Broken Hill lode.I think I shall not be contradicted in asserting that a very large proportion of eur accidents are distinctly traiceable to inexperience on the part of the miner, and records at the mines and verdicts of coroners' juries in many instances uphold this assertion by showing that the accident under notice was the direct result of lack of knowledge of the conditions of the work, or, at any rate, of an error of judgment hardly conceivable in the experienced miner. That this assertion is correct may also be proved by visiting any of the mines of the district.To the experienced eye it will be evident at once that a very large number are not in way skilful in the use of their tools and, therefore, lack the experience which of necessity must be coincident with the acquirement of skill. Silica and Crystalline Quartz exposure continues to be a serious health threat to nearly 2 million workers in the United States, including more than 100,000 working in high risk jobs such as abrasive blasting, foundry work, stonecutting, rock drilling, quarry work, mining and tunneling. The primary focus of this study is to identify the best methodology to reduce particulate-laden air and limit/eliminate exposure to respirable dust with silica/crystalline quartz during tunneling operations. This study focuses on two de-dusting systems employed on similar tunnel construction projects. The first project is the Coxwell Bypass Tunnel located in Toronto, Ontario Canada. The second project is the Westerly Storage Tunnel located in Cleveland, Ohio. The Toronto project is utilizing a wet de-dusting system. The Cleveland project is using a dry de-dusting system. The objective is to determine which system provides the best protection and suitability to capture, remove and ultimately reduce respirable concentrations of silica/ crystalline quartz to safety and healthy levels in underground tunneling activities.
