This report is a study of the impact of Federal laws and regulations on the domestic supply of metallic and nonmetallic minerals. The study was confined to pertinent environmental legislation and the recently enacted Federal Mine Safety and Health Act of 1977. Emphasized were the legal requirements placed on individual selected mineral industries, and the economic impact of these requirements. A certain amount of attention was also directed to the particular environmental and health and safety problems generated by selected mineral industries. The study also pinpointed a list of major problem areas having significant impact on the domestic mineral supply.

The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration (nitrogen, air, and oxygen) on ball wear was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. Marked ball grinding tests and electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen toward wear (corrosive wear) is relatively small, and abrasive wear appears to be significant. Rheological properties of the slurry appear to have an important bearing on the abrasive wear of grinding balls.

Seamounts, submarine banks, volcanoes and undercurrent channels are prominent geomorphic features that have become an important target for minerals research and exploration with the goal of future exploitation. Polymetallic ferromanganese deposits are common types of mineralization on these settings. Co-rich ferromanganese crusts are important as potential resources of Mn and Co, but also Ti, Ni, Tl, REEs, PGEs, and other metals. Many seamounts and channels along the Atlantic Spanish continental margin are known to hold mineral deposits but are poorly studied. This work presents and briefly describes the most recent activities of the Spanish Geological Survey (IGME) on exploration and investigation of ferromanganese deposits along the Atlantic Spanish continental margin. Different submarine areas from the northwestern margin of the Iberian Peninsula to the west off Canary Islands have been surveyed by geophysical, sampling and underwater observations from 89 to 4000 m water depth. The mineral deposits cover a large diversity of submarine geological and geomorphical features: mud volcanoes and diapirs related to hydrocarbon seeps, seamounts associated with hot spot volcanism, hydrothermal vents in active magmatic volcanoes, structural basement highs and banks or contourite channels. Considering the collected dataset, we present the preliminary results of the study of these mineral deposits, including ferromanganese nodules and crusts and phosphate pavements and nodules, which can be considered as potential sources of raw materials.

The most recent modernization phase of the wire rod mill at Sterling Steel involved installation of a pre-finishing mill, using a Morgan Vee Mini-Block, a new water box and shear with utility systems and automation. The new mill configuration adds more stands to the mill for better drafting and is designed to improve finished product quality by providing a more uniform entry temperature, better control of the feed section into the No-Twist® mill as well as enhanced surface quality. The new shear improves cut length accuracy as well as decreases the amount of trimming to reduce yield loss. This paper explains the changes made in the mill and the features of the new equipment and automation.

Electrochemical measurements associated with the electrowinning of lead metal from concentrated brine (NaCI) - lead chloride (PbCI,) electrolytes at temperatures in the range 328 to 353°K (55 - 80°C) were conducted. The electrodeposition of lead metal onto a lead rotating-disk electrode may be described by the electrodic reaction: {PbCl 4 2 + 2e- = Pb° + 4Cl-} The deposition-overpotential requirements are low (approximately 41mV per decade of current density - Am+), with a corresponding high exchange current (approximately 0.018 A.cm2). The diffusion coefficient of the electroactive PbC142- species in a 3.5 NaCl electrolyte at 353°K was insensitive to the total PbCI, concentration (0.01 to 0.1M), and its value was found to be (1.21*0.1)~10-5 cm2Is with a temperature-sensitivity coefficient (E,/R) of approximately 1.98x103K-1 (328OK(T<353OK).

This report presents the results of laboratory and continuous mill-beneficiation tests conducted at the Bureau of Mines Northwest Electra Development laboratory, Albany, Oreg., on nonsulfide lead ore from the Sherman mine, Leland district, near Burke, Idaho. The predominant lead-bearing mineral in the ore sample treated was pyromorphite, a minor ore mineral of lead. Known reserves of pyromorphite lead ore in the United States are limited, although an appreciable tonnage of this type of ore is found in the Sherman mine. Very little pyromorphite is being mined in this mine or in the United States. This beneficiation problem presented a unique opportunity to study the mineral-dressing properties of a less widely known lead mineral, and consequently adds valuable knowledge to the ways of beneficiating ores containing nonsulfide lead values. This mineral-dressing problem was successful with conventional concentration methods of flotation and Gravity separation.

Quantifying the performance of a comminution circuit relative to the potential that can be achieved is a standard requirement in justifying operating practice (the stick) and seeking operational upside (the carrot). Historic measures tend to focus on performance relative to laboratory design tests that provide a direct measure of specific grinding energy, such as the Bond Work index; or use dropweight breakage tests calibrated to a substantial database of operating sites, such as the SMC methodology. Although of value, such approaches are flawed in significant aspects. The assumption is that the laboratory prediction is correct and the single sample it is based on is representative. The database benchmarking methods are, by definition, locked into current average operating practice. These approaches do not illuminate upside; can ‘punish’ operations that are actually more efficient, such as grinding finer than standard operation; and reward poor operation that may comfortably produce a coarser grind than optimal for recovery or excess slimes that reduce recovery and increase water consumption and tailings volume. The authors present a set of established and easily applied measures, that draw together daily operation, highlight areas of opportunity and inefficiency, use simple samples and data, and can be used to provide the ‘size of the prize’ in pursuing specific areas of process improvement. These tools include size specific energy (SSE), overall operating effectiveness (OEE) which includes product quality, theory of constraints, and links this to the end objective – maximising the efficient production of valuable metals. Feeds into objective function driven by economics – financial return, energy, environment.

As part of the strategic minerals program, the Bureau of Mines conducted a diamond-drilling project on three barite properties in eastern Tennessee and western North Carolina during the summer and fall of 1944. These properties, the Moccasin Gap prospect and the Krebs property in Cocke County, Tenn., and the Sandy Bottom mine of the Stackhouse group in Madison County, N. C. (fig. 1), are known to have produced some barite. The Bureau of&apos; Mines project was planned to prospect for extensions of the ore bodies. A total of 3,169 feet of diamond drilling was done in 15 holes on the three properties. Tabulations of sample analyses and drill-hole logs are presented in this report. Two other mines of interest in the area are the McCoy and the Williams in Cocke County, Tenn. The Williams adjoins the Krebs. No drilling was done by the bureau in either of these properties.

The Chamber of Minerals and Energy of Western Australia Inc (CME) is the peak resources sector representative body in Western Australia. The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

"Noranda has successfully developed and implemented two leading-edge mineral exploration technologies — hyperspectral remote sensing and 3-D seismic surveying. Airborne hyperspectral imaging provides detailed geological and mineralogical mapping capability at both a regional and project scale that facilitates improved selection of prospective terrain and an accelerated exploration cycle. Noranda, in partnership with Falconbridge, has licensed the exclusive use of the Earth Search Sciences Inc. (ESSI) Probe-1 hyperspectral scanners (128- channel, 0.43 µm to 2.5 µm spectral range) that are capable of mapping in excess of 3500 km2 per day at 10 m pixel resolution. The technology has been successfully deployed on four continents over a broad range of terrain from desert to boreal forest and the high Arctic.To augment the company’s deep search initiatives, Noranda has successfully modified and implemented existing 3-D seismic technology to help targeting massive sulphides located at depths ranging from 500 m to 2000 m. In the fall of 1998 and early 1999, Noranda completed an 18 km2, 3-D seismic program in eastern Canada by successfully drill testing acoustic impedance anomalies locating massive sulphides at depths in excess of 1100 m."

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. Discussion of the paper Of JAMES JOHNSTON, presented at the New York meeting, February, 1914, and printed in Bulletin No. 85, January, 1914, pp. 107 to 133. CHAIRMAN E. GIBBON SPILSBURY.-I would like to call attention to the fact shown in this paper that less than five years or perhaps seven years ago nobody had thought it possible to cyanide with success silver ores. The cyaniding of silver and gold ores was first of all started in Mexico, and gradually extended to this country in the case of the silver ores alone. The average extraction, I think, for the metals in Mexico, in the case of the silver ore, is less than 85 per cent., whereas here, in the case of a very complex ore, carrying a high percentage of sulphur and arsenic, and other objectionable elements, the ore has been treated so as to extract an average of 95 per cent. of the silver contents of the ore. It is really a phenomenal revolution in the metallurgy of silver ores which has been demonstrated and worked out at the Nipissing mines. GEORGE A. PACKARD, Boston, Mass.-I would like to suggest a slight modification, perhaps, of the statement which is made that no one considered cyaniding of silver ores up to five, or perhaps seven years ago, because in 1897, when I was at Mercur, Utah, one mill near there was operating on silver ores. It did not operate very successfully from a commercial standpoint, because they did not have a great deal of ore, but the extraction, I was told, was very satisfactory, and I am quite confident that it was, because, as suggested by the name, Chloride Point, the ores were silver chloride ores, and of course very easily soluble. Some years before that, in 1892, I made some tests myself. I spent three months making tests on more or less complex silver sulphide ores at Virginia City, Mont., and while our tests on the plain sulphide ores, finely ground, were quite successful, on account of the presence of a small amount of copper we did not work out a satisfactory solution of the problem at that time; although since then a cyanide plant has been erected and for at least eight years these ores have been treated by cyaniding at Virginia City, and the mill is still in operation. The period of five to seven years should, therefore, be modified considerably, in justice to the pioneers in the cyanide processes. REGINALD E. Thank you Clark, for that extraordinary introduction, but Paul Harvey would be disappointed if I didn&apos;t tell you ... the rest of the story. It&apos;s true that I began my career at the Boston Traveler newspaper, one of the last of the breed that started as an office boy and eventually advanced to staff reporter. However, what the biography doesn&apos;t tell you is that after that stellar rise to prominence in the Boston financial community, the afternoon Traveler was merged into the morning Boston Herald, and I was out of a job. Between the Traveler - which I closed - and the Brockton Enterprise - where I helped bring about the first labor strike in the newspaper&apos;s 100 year history - for a short period I worked double shifts at a bomb factory where we made beanbag mines for use in Vietnam. That is until the plant blew up one morning between my shifts - my last shift, as you can guess. Incidentally, my job was quality control. Before accepting my first public relations job with Boston Gas Company - and handling the media during that companies longest strike in history - I worked part time as a police officer in the small Massachusetts town of Halifax, during which time I wrecked the town&apos;s only patrol car - twice. Having contributed all I could to Boston Gas Company, I moved on to the parent company - Eastern Gas and Fuel Associates - where I was instrumental in closing down the last remaining coke plant in the Northeast in the Bridesburg section of Philadelphia - and got my first exposure to the coal industry - a visit to Eastern&apos;s last two coal mines in western Pennsylvania, Culver and Delmont - which were closed a month later. With the coal boom at its apex in the late &apos;70s, the bosses thought it would be safe - and safer for the other subsidiary companies - for me to be given the opportunity to establish a formal public relations department at Eastern Associated Coal Corp. In my 10 years with Eastern Associated, I was able to help take the company from 17 operating mines down to 6, from 8 longwall sections down to 5, and eventually have the entire company sold to Peabody, While at the same time, bringing an end to the coal boom. It was at this point that journalism again beckoned, which coincided with COAL magazine purchasing Coal Age from McGraw Hill Publishing. In my l l years with the magazine, we&apos;ve taken it from Coal Mining and Processing, to Coal Mining, to just COAL, and back to Coal Age - which is the best thing we ever did - and we&apos;ve had the company sold ... twice.

CSA Mine, named after the nationalities of the mines first owners being Cornish, Scottish, Australian, is one of Australia’s deepest and highest-grade copper mines. A combination of the modified Avoca method and shrinking was a standard practice where production rings were fired against and bogged to waste fill. This method resulted in dilution and involved rehandling of waste material to refill the bogged stopes in the Western region and the QTS Central. The introduction of pre-charging blastholes using a wireless initiating system (WebGen™) has enabled CSA to design and fire stopes in reverse. This involves the use of a pre-charged Temporary Rib Pillar (TRP) against the waste fill material in a previously mined stope. The temporary pillar reduces dilution and improves conventional bogging as material is blasted towards the drawpoint rather than towards the waste fill material. Additional drill, prep and blast re-work is reduced or completely removed as rings can be charged prior to, in conjunction with, or after, charging of the slot. This is a safer practice as the charge crew spend no time working adjacent to a brow or open void. A TRP trial was conducted in the western orebody at CSA. The risk of exposure to a brow or open void while charging underground, and the bogger rehandling of waste material was successfully eliminated. Once reverse stoping was established in modified avoca stopes at CSA, two TRPs were implemented in challenging ground conditions in the QTS Central region. The TRPs were utilised in a retreating four-way intersection to extract a central diminishing pillar to close the level out. The ore recovered in this stope provided 5 per cent of CSA’s copper for the year. Without pre-charging with a wireless initiating system, two 5 m pillars totalling 6936 t of ore at 7 per cent either side of the stope would not have been recovered. CSA has implemented the practice of reverse stoping in modified avoca stopes using TRP for ten stopes since the successful trial. The development of additional blasting techniques enabled by precharging with wireless initiating systems is currently underway in the QTS North orebody at CSA Mine.

On 8th August, 1973, 57 members of the Institute visited Prieska Copper Mine at Copperton in the North Western Cape. After tea, the group was welcomed by the Management of the Mine, and Mr Grobler, the General Manager, gave an introductory talk. After they had been taken on a bus tour of the property, the members split up into groups and proceeded underground or to the concentrator. Of special interest to the mining members were the rock-handling methods in use at the mine. The stoping method that has been adopted is the continuous, long-hole sub-level open stoping system. The broken ore is moved with rubbertyred front-end loaders from the stope drawpoints to the ore passes. On the main tramming levels, the ore is collected by electric locomotives and discharged into the main shaft system at the bottom. At the shaft ore-pass system, a gyratory crusher that can accept rocks up to 1 m in diameter has been installed. The crushed product (minus 150 mm in diameter) will then be hoisted by a Koepe winder, which has a rated capacity of 900 tons per hour. The mine is also served by a declined roadway from surface, which facilitates the movement of heavy equipment. The most striking aspect is the productivity that can be achieved by the use of a trackless-mining system. For the production of 230 000 tons per month, it is estimated that 6 stopers and 7 developers will be required. The total labour force will be approximately 2500-2000 Bantu, 200 Coloured, and 300 Europeans. Training of maintenance and operating personnel is of the utmost importance, and it was interesting to note the extent to which non-White labour is being used in these occupations. Lunch was served at the single quarters, after which the group proceeded to the airfield for the return trip to Johannesburg. On behalf of the visitors, Professor de V. Lambrechts thanked Mr Grobler and his staff for the most interesting morning and for their hospitality,

Bench-scale beneficiation studies were made on Idaho dolomitic phosphate rock using the TVA carbonate flotation process. The process employed diphosphonic acid as a phosphate mineral depressant and fatty acid as a carbonate mineral collector. Silica was subsequently rejected as float using an amine collector, with phosphate product recovered as the sink fraction. Two samples of prepared flotation feed from commercial operation were used; one contained 21% P205 and 3.2% MgO, and the other contained 26% P205 and 1.8% MgO. The results indicate that concentrates containing 31-33% P205 and 1% or less MgO can be obtained, with P205 recovery of about 80%.

Canadian steel foundry practice has made marked progress during the past decade. Equipment suppliers, development engineers, and foundry personnel have focussed their attention on every phase of the foundry operation, with a resulting lower demand on manpower and materials. Also, more rigid specification requirements as to dimensional tolerances and quality have necessitated improvement and increased control at every stage from the pattern shop to the cleaning room. The growing trend toward mechanization is clearly evident. Equipment such as sand mixers, sand reclamation systems, material handling devices, moulding machines, core blowers, etc., is being increasingly employed by the steel foundryman. This equipment not only increases production but also tends to lessen the human variable so prevalent and disconcerting in the early days of steel founding. The result has been an improved and more reliable steel casting, which is gradually obtaining wider acceptance by design engineers. The purpose of this paper is to discuss briefly some of the practices being used, and also the direction of development that is being pursued by Canadian steel foundrymen.
