This is one of a series of papers written for the consideration of operators of small gold and silver mines in the West. The paper discusses smelting schedules, general smelting practices that have a bearing on rates, and the reasons for penalties or credits for certain constituents of ores. Crude gold and silver ores generally are shipped to smelters only when milling facilities are not available; however, high tailing losses in milling a high-grade or refractory ore or low smelting rates because of the fluxing value of an are may make direct smelting more economical.

Real gross national product (GNP) grew at a seasonally adjusted annual rate of 2.2% in the third quarter, down from a revised 3.0% in the second quarter, according to preliminary data from the U.S. Department of Commerce (table 1). The slowdown in the rate of growth was attributed to the summer drought, a larger trade deficit, and a decline in Federal spending for defense. Exports slowed from the second quarter, as the dollar, compared with other industrial country currencies, edged up. Imports of both consumer goods and capital goods rose sharply, with consumers buying more foreign cars, computers, and electrical machinery. Although net exports of goods and services deteriorated slightly from the second quarter, the U.S. trade position continues to be much improved from 1987 and first quarter, 1988. Business spending for new plant and equipment rose at a 4.6% pace, well below that recorded earlier in the year. The 3.5% increase in consumer expenditure was accounted for mainly by nondurable goods and services; expenditure for durable goods--those products lasting more than 3 years--rose only 0.4%. Inflation, as measured by the fixed-weighted GNP price index, rose at an annual rate of 4.9% in the third quarter. Prices rose slightly less than they had in the second quarter, when inflation reached a 6-year high. In September, 1988, the President signed a U.S.-Canada free trade agreement (FTA) which will eliminate all tariffs and most nontariff barriers between the two countries by 1999, thereby creating the world's largest open market. In 1987, U.S.-Canadian bilateral trade totaled $161 billion. The expansion of trade is expected to generate 5% higher growth for Canada and up to 1 % higher growth for the United States by the end of the century. The higher growth for the United States translates into an estimated 750,000 jobs, and $2.4 billion in exports. Canadian parliamentary approval of the agreement is still required before the treaty can take effect. The debate in Parliament is continuing, and the issue is not expected to be resolved until after the November 21 election.

Mine life cycle planning and enduring value are taking centre stage to meet corporate goals and deliver socio-economic outcomes for communities over the life of a mine. There is a general agreement in the literature about mining-induced effects on locals adjacent to mining operations and subsequent closure. In response, international regulatory bodies, through the implementation of global agendas, encourage exploration and mining companies to embrace the concept of corporate social responsibility. This concept is designed to provide sustainable outcomes and maintain a social license to operate over the life of a mine. This paper proposes a practical application of the sustainable livelihood approach as a tool for international planning. With this approach as the governing framework, this paper proposes an innovative tool for mine life cycle planning. Based on the findings, this paper discusses the socio-economic impacts of mining and mine closure. It also argues that transferring some of the benefits from mining to create lasting value for communities needs to be considered at the initial stages of planning for the mine and the community. Findings also indicate that conditions such as a strong local government, good governance arrangements, relevant capacity-building for sustainable livelihoods and a diversified economy are important to transferring some of the benefits from mining to create lasting value for communities. The paper is based on a mixed research technique for data analysis and a case study methodology. Methods of chemical analysis of clays for the following constituents are presented: moisture, ignition loss Fe2O3, TiO2, P2O5, CaO, MgO, Na2O, K2O, total. carbon, carbonate carbon total sulfur, soluble salts, and soluble sulfate. In these procedures the attainment of accuracy has been the primary consideration sample was taken to insure accuracy, with ordinary precautions. The procedures may therefore be somewhat somewhat and will not be suited for routine work on samples for which the approximate analysis is already known and in which the need for accuracy is not very exacting. However, the method shod be as a set of detailed directions, that have been tested and shown to yield accurate results with clays and other aluminum silicate minerals. Among these minerals are clays of all types, bentonite bauxite, shale, brick; soil, calcined refractory, and sand. Although some of the methods are Unusual, no particular claim is laid to originality. The material was drawn frail many sources, put together and tested.

A series of laboratory evaluations examined the impact of water spray pressure, curtain setback distance, and external and underboom spray use for controlling respirable dust levels and sulfur hexafluoride tracer gas concentrations around a continuous mining machine. This mining machine was equipped with a flooded-bed dust scrubber and was positioned in the box or slab cut. Exhaust line brattice was used for all tests. Dust levels were measured in the return airway and at locations representing the operators of the continuous mining machine and the standard and off-standard shuttle cars. Increasing water pressure or using the underboom sprays produced no significant impacts on dust levels, although their interactions did produce some significant impacts. Increasing curtain setback distance often elevated dust levels, likely by reducing the amount of airflow reaching the face. Use of the external sprays created additional airflow around the mining machine that pushed the dust cloud past the scrubber inlets. This significantly increased dust levels at all sampling locations. Tracer gas levels were measured on the off-curtain and curtain sides of the cutter head and in the return airway. Increasing water pressure generally led to significantly increased gas levels on the curtain side, although a slight decrease was observed on the off-curtain side with the machine in the box cut. Increasing setback distance elevated gas levels on both sides of the cutter head and in the return by limiting the quantity of ventilation airflow reaching the face. Use of the external sprays provided additional airflow along the off-curtain side of the machine, significantly reducing gas levels in this region. These sprays adversely impacted the dilution and removal of gas on the curtain side of the cutter head. Use of the underboom sprays adversely impacted gas levels on both sides of the cutter head. Use of the external sprays provided the best control of respirable dust and face gas concentrations. The smaller increases in miner operator dust levels produced by these sprays were offset by larger reductions in face gas levels on the off-curtain side of the cutter head. Although the underboom sprays minimally impacted respirable dust levels, use of these sprays was not recommended because they increased face gas levels.

The mining industry has much potential for automation. A great deal of work has been done on this subject and is still ongoing. With automation comes the possibility for optimization, because more information is available and actions can be repeated with more accuracy. This paper looks at possible solutions to the problem of optimizing the autonomous vehicle dispatch system in an underground mine. Possible optimization strategies are evaluated using a simulated environment. The majority of the results indicate that improvements on current methods are possible. MOST OF THE key items in the bituminous-coal and Lignite industry declined in 1954 compared with 1953. Production, consumption, exports, average value per ton, men working, and days worked all declined; however, in the field of mechanization, the percentages mechanically loaded, mechanically cleaned, mined by auger, and mined by stripping all increased, as did production per men per day. Production.-The output of soft coal in 1954-391.7 million tons- was 14 percent less than the 457.3 million tons produced in 1953. The lower production in 1954 was due largely to a sharp reduction in consumption in the United States and to a drop in exports.

The use of electricity in coal mines dates almost from the time when it was realized chat it could be used to produce mechanical power. The first motor put in service underground was installed to drive a small pump nearly 40 years ago, and since then the use of electricity in mines has reached an extent undreamed of at that time. We now find its universal adoption in all the mining countries of the world. Great progress has been made in the development of mining electrical apparatus in the last decade, and excellent and adequate material is now available for the use of electricity underground. Although mining accidents, due to the use of electricity, are not frequent, the miner is justified in demanding chat all electrical apparatus for installation below ground be constructed with a greater degree of safety than that used on the surface. That this view is shared by the authorities of the different mining countries is evidenced by governmental regulations relative to the use, erection, and maintenance of electrical apparatus below ground. Those with which we are specially concerned are the regulations for the installation and use of electricity in the coal mines of Nova Scotia. The potential dangers of electricity in coal mines are: Shock or burns by contact from live parts. Shock or burns by contact with parts which, although normally dead, have become accidentally alive. "This paper presents a case study for optimizing water management at Gregg River Coal Mine located near Hinton, Alberta. The optimization study was derived based on a review and assessment of existing management practices and plans for future operation and final reclamation. A proactive water management strategy was developed to assist mine staff in adopting a rational, environmentally sound, and economical approach to water management. A plan was developed to provide for safe operation, self-sustaining operation, low maintenance, minimum negative environmental impacts, and anticipation of future needs for existing and future operations. A plan for final reclamation drainage was developed including establishment of effective, sustainable, and maintenance-free water management systems. The study demonstrated the importance and benefits of a proactive approach for integrated mine water management. This approach is recommended for other similar mine operations because it will improve environmental compliance and reduce costs of water management. IntroductionGregg River Resources Ltd. (GRRL) operates an open pit coal mine on the eastern slopes of the Rocky Mountains, located about 45 km south of Hinton, Alberta. GRRL opened the mine in 1982 and expects to continue operations after Year 2000. GRRL has progressively reclaimed the disturbed area and expects to complete mine-land reclamation shortly after mining in the area is complete. The existing disturbed area and reclaimed area covers approximately 9.5 km2 and will expand to about 10.5 km2 upon mine closure.Like other coal mines in the mountainous areas of Alberta and British Columbia, the GRRL coal mine is subject to highly variable temperatures and moisture conditions. Average monthly precipitation varies from a low of 12.6 mm in January to a high of 113.0 mm in August, based on the precipitation record at the mine site since 1982. Despite the relatively high rainfall during the spring and summer months, excess water problems during rainfall events are quickly replaced by water deficit conditions during periodic droughts. Surface runoff varies from near zero in the winter to a mean annual monthly maximum of 78 mm during the month of June. The mean annual surface water yield is 345 mm."

Calculated equilibrium data are presented for three phases in the flue gas stream from a hypothetical open cycle MHD generator. A typical coal is "burned" with 1.0 gram-mole K2O seed per kilogram coal and with 101 percent of stoichiometric air. Tables of composition and the overt thermodynamic properties, enthalpy and entropy, are given for the temperatures 2200 (-100) 1100 kelvins, pressures 1.0 and 1.5 atmospheres, and slag rejection figures of 90 and 75 percent.

The emulsion conditions, the technological factors such as ratios of oil to the internal aqueous phase and water to emulsion, and the extraction time etc. were investigated.

The United States Geological Survey has estimated 1 that the State of Washington contains 11,412,000,000 tons of bituminous coal and 52,442,000,000 tons of subbituminous coal, in beds more than 14 inches thick. As the present rate of production is about 4,000,000 tons a year, Washington apparently contains coal enough to supply Pacific coast markets for many years. The character of the coal beds of Washington renders the production of clean coal very difficult, and a considerable proportion of the output is washed before it is marketed. In 1915 Washington ranked fifth among the States in the amount of coal washed, though only twentieth in total output. In that year 37.9 per cent of the coal produced in the State was treated in surface cleaning plants.

The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

The order-disorder transition in Ag-Mg alloys in the range 17 to 26 at. pct Mg was investigated and some thermodynamic, electrical and mechanical properties of ordered Ag-Mg alloys were measured. A modification of the phase diagram is proposed on the basis of measured transition temperatures. The stability of the ordered structure is analyzed in terms of the quasichemical theory. Kinetic aspects of the order-disorder transition were also investigated. The energies of ordering at 273°K of Ag-Mg alloys were measured by liquid metal solution calorimetry. The electrical resistivities and the tensile Properties of the ordered alloys were measured. The exothermic energy of ordering increased with magnesium concentration up to the composition Ag3Mg; it is discussed in terms of the quasichemical theory. Pronounced order hardening was observed and can be explained by several strengthening mechanisms, which are particularly effective because of a change in crystal structure associated with the ordering transition. IN silver-rich solid solutions containing approximately 17 to 26 at. pct Mg, long- range ordering may occur during appropriate therma1 treatments. Clare-brough and Nicholas1 first detected such long-range order in the solid solution of composition Ag3Mg and suggested that the unit cell of the superlattice contained 256 atoms. x-ray2 and electron diffraction3 investigations confirmed the occurrence of long-range order, but indicated a shifted Ll2-type structure. On the basis of recent X-ray measurements the crystal structure of ordered Ag3Mg has been confirmed as type D023.4 The present paper is concerned with the order-disorder transition in silver-rich Ag-Mg solid solutions and some thermodynamic, electrical, and mechanical properties of the ordered alloys. The effects of short-range order on the properties of silver-rich solid solutions containing up to 26 at. pct Mg are discussed in a concurrent paper.5 1) EXPERIMENTAL PROCEDURES 1.1) Preparation of Specimens. Specimens of Ag-Mg alloys containing from 18 to 26 at. pct Mg were prepared in the form of 1.0-mm-diam wires as described in Section 1.1 of Ref. 5. Disordered specimens were prepared by annealing at 773°K for 1 hr and quenching into iced brine. Ordered specimens were prepared by annealing at 773°K for 1 hr and slowly cooling to room temperature over a period of 15 days. The specimens were stored at 78°K. 1.2) Resistivity Measurements. Electrical resistivi- ties were measured by a potentiometric method.' Equilibrium values were obtained at several temperatures. The kinetics of ordering were investigated by following the time-dependent changes of the resistivity of initially disordered specimens during annealing. The specimens were enclosed in copper capsules and immersed in salt pots; the heating up was accelerated by injecting preheated helium into the capsules. 1.3) Calorimetry. The energies of ordering of the alloys were measured in a tin solution calorimeter as the difference between the heat effects of additions of completely ordered and disordered specimens of the same composition. The procedure and the method of calculation have been described.6 Magnesium was used for thermal compensation in most calorimetric runs in order to improve the accuracy.677 1.4) Mechanical Tests. Tensile tests were carried out with wire specimens at room temperature as described in Section 1.5 of Ref. 5. Microhardness measurements were also made.? 2) RESULTS AND DISCUSSION The characteristics of the order-disorder transition of silver-rich Ag-Mg solid solutions will be discussed first. Some thermodynamic, electrical, and mechanical properties of the ordered alloys will then be considered and compared with the corresponding properties of dis-disordered alloys. 2.1) The Order-Disorder Transition. 2.1.1) Thermodynamic and Structural Aspects. The transition temperatures Tt were determined from discontinuities in the slope of the equilibrium resistivity vs temperature curves. Normalized curves for three compositions are shown in Fig. 1. The transition temperature increases with the magnesium concentration and reaches a maximum at the stoichiometric composition Ag3Mg. The transition temperature of the alloy Ag3Mg was measured as 665° ± 2°K and compares with published values of 660°,1 663°,8 and 66°k.3 In the slopes of the resistivity vs temperature curves of alloys containing 22.2 and 22.5 at. pct Mg, discontinuities were observed at two temperatures. Such upper and lower discontinuities indicate a two-phase field. A modified form of the published phase diagram9 is shown in Fig. 2. A two-phase field was found only on the low-magnesium side of the composition Ag3Mg. On the high-magnesium side, the existence of a two-phase field could not be established because of insufficient resolution, but such a field must be present. This part of the phase diagram can be made complete by a eutec-toid-type reaction a = (a' + ß). The existence of a boundary between the two-phase fields (a + ß) and (a' + ß) is also in accord with published lattice parameters.3 The crystal structure of ordered Ag3Mg (type Do23)

IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the' utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up ' the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.

DURING the development of froth flotation for the treatment of sulphide ores, a certain amount of information was collected about a few of the nonmetallic minerals, and occasionally the gangue minerals in the sulphide ores showed an embarrassing tendency to float. However, for many years efforts were expended to develop reagents that would cause wetting and depression of these minerals. Among the nonmetallics, the minerals sulphur, graphite, and talc probably should be classified as 'natural floaters', and perhaps sericite. They respond to almost any type of flotation reagent, and their beneficiation by flotation had been attempted years ago. Flotation of sulphur is now common practice, and graphite was concentrated during the World War in many mills, most of which have now closed down. A talc mill has just been constructed, and another may soon be erected. Second to the 'natural floaters' come the 'easy floaters', cassiterite, fluorite, barite, mica, colloidal gangue, and paper pulp from white water of paper mills. That these materials responded to some of the early flotation reagents, as oleic acid, has long been known; occasional references to their behaviour are found in the very early flotation literature and in that of today. In general, however, nonmetallic minerals, valued at $2.00 to $15.00 per ton, have for a long time been regarded as cheap products and not worth much beneficiation. Consequently, only high-grade natural deposits suitable for direct mining and sale have been gouged out. Furthermore, the mining of these minerals has too frequently been in the hands of 'super-practical' men-men of no technical or other training, willing to work for a very low compensation. From the social standpoint, nonmetallics has been the field for small, untrained enterprisers with little money to spend on plant or equipment. But times have been changing. The impact of technically trained men on the old industry has revealed appalling losses and inefficien-cies and proved the value of processing materials discarded or avoided by the old regime.

Specific data are presented on the paraffinic, unsaturated, aromatic, and alicyclic hydrocarbons, alcohols, ethers, aldehydes, ketones, and sulfur compounds, and an assortment of fuels, fuel blends, hydraulic fluids, engine oils, and miscellaneous combustible gases and vapors.

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason".
