This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. A week-long selective overburden handling dragline op ration was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to hvdrologically isolate a saline overburden zone during placement in the spoil piles. The saline zone had concentrations considered inimical to successful reclamation and was potentially dangerous to future water quality in the spoils aquifer. The zone was identified after review of chemical data for overburden samples collected from the intense 60 m grid drilling pattern. The saline zone in the overburden was: 1) handled in a normal manner; 2) segregated and buried; and 3) segregated, buried, and covered with a relatively impermeable 1.0 m thick clay cap. The method used to formulate this demonstration, the demonstration itself, and the monitoring and evaluation techniques are described in this report. Observation wells were installed to monitor ground water in the overburden, Rosebud coal, and McKay coal. Data from these wells were, used to estimate post reclamation water levels and to evaluate recharge and water movement characteristics in the vicinity of the demonstrations. The inimical zone was successfully handled in a selective manner with a minimum of delays. Economic analysis indicated cost of these selective burial operations to be about 1.1 to 1.5 times the cost of the normal operation at this particular mine site. Long term monitoring will be required to evaluate the effectiveness of these handling techniques in hydrologically isolating undesirable overburden materials.

Grade control is a process of maximising value and reducing risk, through the delivery of quality tonnes to the mill via the accurate definition of ore and waste. It essentially comprises data collection, integration and interpretation; local resource estimation; stope design; supervision of mining and stockpile management. The foundation of all grade control programs should be that of geological understanding led by high-quality mapping and sampling to drive appropriate estimation strategies and mining. Gold veins show various complex features relating to erratic grade distribution (nugget effect), variable geometry and internal architecture. These include variations in dip, strike and width, late-stage faulting/shearing effects and geometallurgy. Such variations generally require close geological understanding to ensure optimum grade, minimal dilution and maximum mining recovery. A well designed grade control program will prove to management and stakeholders that by applying geological knowledge, the mining process can be more efficient and cost effective. This paper reviews the issues of grade control in underground gold mines and focuses on integrated mapping and sampling through three case studies.

This report is Volume II of a three volume final report dealing with the microseismic monitoring of a longwall coal mine. The research presented in Volume II is concerned with the evaluation of field techniques for obtaining seismic velocity data required for computing microseismic source locations. The report describes the evaluation of a number of different field techniques and the seismic velocity data obtained at the Greenwich mine site where the micro-seismic studies, described in Volume I of the final report, were carried out. Three different methods were employed to evaluate seismic velocities, namely; surface refraction, down-hole, and transmission. In all cases the seismic sources were either located on surface (mechanical impact) or near-surface (explosive charges). It was found that a mechanical energy source could be conveniently utilized to determine shallow velocities and make bedrock-regolith interface depth determinations. For deeper velocity determinations suitable explosive charge sources Here required. In general, refraction data did not always plot in a linear manner and some subjective interpretation was necessary. The down-hole method was found to be useful for incremental vertical velocity evaluation, however, the transmission method provided the most consistent average vertical velocity data. At the Greenwich site seismic velocities were found to be anisotropic with values ranging from 9,551 to 10,739 feet per second depending on direction.

The Tessenderlo-Kerley Leachprocess has been shown to be effective in the removal of residual copper from molybdenite concentrates. Concentrates of varying mineralogy, including those containing relatively large amounts of chalcopyrite, have been successfully leached on laboratory and pilot plant scales. The lixiviant system is ammonia andammonium bisulfite with air / oxygen addition. An abrasive is added which greatly enhances the kinetics, and it is subsequently screened out and reused. The dissolved copper is easily recovered using existing technology. Extraction profiles, reagent consumptions, and mineralogical data are presented.

A review and synthesis of literature pertaining to biological consequences of submarine mine-tailings disposal (STD) was conducted. STD can result in massive sea floor sediment deposition. STD may also increase suspended sediment, trace metals, and residual milling reagents in receiving waters. These perturbations, which are highly site dependent, invariably smother benthic organisms, and could potentially affect or alter fish, plankton, and benthos through acute and chronic toxicity, bioaccumulation, behavioral changes, smothering, derived secondary effects, and habitat alteration. Much of the available information concerning STD is unpublished and limited to a restricted number of sites. From this information and related research, it appears that benthic smothering is the only major consequence of a properly designed STD system. There have been cases of metal bioaccumulation due to inadequate preliminary evaluation, Also, shallow water habitat alteration has resulted from STD. Reductions in biological production are likely due to benthic smothering. The rate of ecological recovery after termination of an STD operation varies and is difficult to assess, The consequences of STD are site specific. Additional research is needed concerning possible consequences of milling reagents and the broad implications of benthic smothering. Also, methodologies are needed to allow better prediction of benthic recolonization and ecological implications of metal bioaccumulation.

This paper has formulated the methods, both medical and engineering, for the control of pneumokoniosis in the haematite-mining industry in West Cumberland, but this is only part of a general service to improve the lot of the worker in these mines, to make him a better and happier workman, and to permit him to enjoy his work and leisure in comfort and good health. This organization has now been functioning for more than ten years and the results are indeed heartening, but it is only as a result of constant vigilance from the mining and medical point of view that such a plan can operate efficiently. The human element and its full understanding is by no means the least of the problems.

TOMBSTONE, a name not exactly full of cheerful suggestion, has a great record as a mineral producer and a colorful history as a frontier mining camp. The only practical route to Tombstone in the early 80's was by way of San Francisco and Los Angeles. The Southern Pacific was building across Arizona, and a sleeper was attached to a construction and freight train at Los Angeles, and was trailed slowly across the Colorado Desert to Benson in the San Pedro Valley. Thence one staged 26 miles to Tombstone, which is located near the foot of a range of hills at an altitude of about 4500 ft.

"SUMMARYMagnetic and gravimetric surveys wore conducted over an area of ap¬proximately 1,400 square miles in the bauxite district of central Arkansas. The primary purpose of these surveys was to discover any possible buried and hitherto unknown syenite masses favorable for the occurrence of bauxite and to determine the approximate position of the buried flanks of the known syenite masses which might offer conditions favorable for the discovery of new ore bodies.Those surveys indicated that the various syenite outcrops were domes or bosses on a large batholith and that ether similar domes occurred on the batholith but did net outcrop.Drilling on the local geophysical anomalies proved the presence of 10 buried domes, but only 2 of them were found to project above the upper surface of the Midway clays, a requisite of conditions favorable for the occurrence of bauxite ore bodies. The geophysical data indicated the approximate configuration of the buried flanks of the known syenite coutcrops, and the portions of these flanks that project above the Midway have now been outlined more accurately by drilling.The geophysical surveys have produced evidence permitting the elimi¬nation of a large area as unfavorable for the occurrence of bauxite.Magnetic surveys extending along the Midway-Wilcox contact from Gurdon, in Clark County, on the southwest to Searcy, in White County, on the northwest have proved the improbability of the existence of other syenite masses similar to those found in Pulaski and Saline Counties. A detailed magnetic survey of the Magnet Cove area in Hot Spring County has proved that the syenite mass exposed in that locality is an isolated intrusion and entirely unrelated to those of Pulaski and Saline Counties. This syenite mass does not occur under conditions believed to be favorable for the occurrence of bauxite."

THE CHAIRMAN.- This meeting is under the auspices of the American Institute of Mining and Metallurgical Engineers, and I think the germ of the idea originated in the steel business. Last year there was a meeting of prominent people in the steel industry with the idea of getting together and discussing practical phases of their business, so that everybody could contribute and from that there might be benefit derived for the industry. Several months ago when Mr. Bain was in Salt Lake City, he and Mr. Oldright asked me what I, as an individual, thought of it. From that originated this idea of having the copper people come together to discuss reverberatory smelting and all its phases. In starting out, it seemed the best plan to ask members what particular subjects they wished to discuss first; that is, the ones that would be considered more important. We asked Mr. Oldright, or suggested sometime ago that the meeting be postponed until May because May is a lovely month in Salt Lake. There are a number of attractive features around the city. We have a number of smelters here and I think that probably the most of the benefit will be derived from talking in an informal way and visiting the various plants around. the valley. At any rate, speaking as a resident of Salt Lake, I am glad to see all of you gentlemen here, and hope you have an interesting and instructive time. The tentative list of subjects for discussion at this conference is as follows: Construction Walls, etc. Walls, proper design and thickness of brick for various types of charging. Bottoms, construction of. Binding steel, correct weight and arrangement, where thrust of arch should be taken. Refractory materials, feasibility of using different material in various parts of the furnace. Water jackets, where applicable. Should bricks be used inside of same. Gas space, proper design for, height of roof above bath, etc. Roof Shape of Roof, in hot zone and elsewhere, longitudinally. Construction of roof, in various zones, around openings.

ALTHOUGH the contribution of Algeria, including the Sahara, to the local economy and to world mineral supply was small for many years, the spectacular development of an important petroleum and natural-gas industry has changed the position of the country. In 1963 there were decreases in output of most mineral commodities, however oil and gas production forged ahead and established new records. The impact of adverse market conditions and especially the competition from lower cost producing areas was felt by both the metals and nonmetals industries. This and the general economic conditions related to the recovery of the country following the years of strife attending its emergence as an independent state combined to hold back production and development commensurate with resources. The principal events of the year were in the petroleum sector and included the first commercial production from several new fields, some new discoveries, the virtual completion of the first petroleum refinery in the country, and installation of additional pipelines. Progress was made toward the further utilization of the vast resources of natural gas and the provision of additional transportation and refining facilities. In the mining domain the government took over two iron-mining operations, and progress was made towards expanding production of phosphate rock and determining methods of upgrading the Tindouf Iron ores. Completion of the iron and steel plant near Bone was further delayed. The only coal mine reportedly closed down in late 1963.

The current global economic climate has adversely affected the resources industry in general. For the gold mining industry, even though the gold price has been stable as compared to other resources, there is still a need to cut costs even further in order to be profitable and sustainable. Of all the costs that are associated with mining, comminution of ore accounts for the majority. Comminution costs constitute mainly electricity, grinding balls and liners. Of these three components, grinding balls form the major portion of the consumable costs, and can be as high as 40%?45% of the total. As a result, proper grinding ball selection is a key consideration towards reducing mining costs. This paper discusses quality control procedures that can be conducted in order to select the best grinding balls for a particular application. Sheryl Sandberg, the COO of Facebook, published a book titled 'Lean In', where she invites women to sit at the table. In summary, to 'sit at the table' entails not only embracing opportunity, but to actively seek out opportunities in leadership positions. Sandberg points out that, unfortunately, apart from institutional obstacles, a woman's own perceived limitations have a negative impact on her leadership ambitions. To create an environment where diversity will flourish, where everyone has a seat at the table and everyone has a voice, safety must be established first. To establish safety within a diverse team, there is power in relationships and connections. This study will first and foremost review theories in literature as to why diversity and inclusion are so important and the value that diversity brings to our industry. The study also recommends a few focus areas for improving diversity and inclusion in the industry.

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

ABSTRACT A methodology based on a two-stage approach was developed for process technology selection. The first stage includes evaluation of available technologies, followed by shortlisting the best technologies based on mass and energy balance modelling, financial analysis, and risk analysis. The second stage involves detailed analysis using refined input data, mass and energy balance modelling, and capital and operating cost estimation, as well as a more detailed financial analysis. A case study covering the selection of ironmaking technologies for a company in the Russian Federation is presented to illustrate the critical elements of the methodology and the analysis process.

The South American mining community leads the world in recognition and adoption of the latest grinding mill relining technologies. Clearly this region has recognised the benefits of improved relining performance as a defence against the Global Economic Crisis. Five of the six RUSSELL TWIN 8 Mill Relining Systems, ordered to date, are either operating or being manufactured for South American mine sites. The sixth is for Sino IronÆs Cape Preston Project in Western Australia. This paradigm shift, towards very short relining times, aims at displacing mill relining activities from the critical path of concentrator maintenance shutdown schedules. The first uses of the RUSSELL TWIN 8 Mill Relining System have seen some of the highest semi-autogenous grinding (SAG) mill new liner placement rates ever observed by Russell Mineral Equipment (RME), as would be expected with two, independent Machines working simultaneously in the one mill. The liner replacement rate, averaged over the whole reline is good (27 per cent improvement over single Machine System in the same mill) but short of full potential. This modest result can be attributed to reline crews unfamiliarity with RUSSELL TWIN 8 System operation. This paper compares a sample of conventional (single machine) RME Mill Relining System performance data with one ædouble headÆ mill liner handler by others. Early performance of EscondidaÆs new RUSSELL TWIN 8 System performance is then compared with recent single machine data from Escondida, immediately prior to RUSSELL TWIN 8 commissioning. RME and Escondida look to constantly improving RUSSELL TWIN 8 System performance as full operational familiarity is achieved. The preparation of this paper revealed a need to develop a global industry standard for mill relining data collection. A web based platform to develop data collection templates is also discussed in Appendix 1.

"How well is the Canadian coal industry able to expand in the tough competition with other fuels in Canada and with other suppliers in the international, metallurgical and thermal coal trade? Coal production as a whole decreased between 1950and 1960 and, although there has been a tripling of production since then, underground production continued to decrease until 1975. This trend has been reversed to a certain extent as a result of the modernization of mines in Cape Breton, but in 1978 over 85% of coal production came from surface mining.Against this background, the paper reviews current Canadian mining operations as described in papers presented at the 1979 CIM Annual General Meeting. Conclusions are then drawn regarding some of the longer-term mining applications in relation to the latest coal demand forecast, which indicates a potential Canadian production requirement of 160 million tonnes per year by 2000. IntroductionThe Canadian 'coal industry is experiencing a period of expansion and a new record for production is set with each passing year. This growth pattern over the last IS years has been based on two main markets-the generation of electricity in Canada and the export of coking coal to Japan. Supply to those markets has entailed either the development of mining, coal preparation and transportation systems for the delivery of large volumes of products with predetermined specifications or the establishment of minesite plants designed specifically to suit the characteristics of the coal in the adjacent deposits (Fig. I).Coal is a low-value commodity in relation to its bulk, and the economics of coal use become progressively less attractive with increasing distance from the producing mine. The transportation component in the export trade and in the movement of western coal to Ontario is a major cost factor. In the latter case, it approaches the cost of coal produced at the mine. In addition, the .international competition among coking coal producers chasing diminishing markets in a worldwide steel recession as well as the competition from U.S. coals and other fuel s for Canadian thermal coal have introduced a tight set of parameters to govern mining practices in all parts of the country. Some appreciation of the required changes in mining techniques brought about by declining traditional markets and the rigorous demands of the new bulk markets can be gained by comparing production from surface and underground mines over the past 25 years (Fig . 2)."
