Introduction A study was completed that investigated the enrollment in mining engineering programs in 24 universities and colleges. All programs considered in the study award four-year bachelor of science degrees in mining engineering. They also provide all the engineers for the mining industry and a large portion of the geotechnical engineers working on environmental problems, storage of hazardous waste, civic, and Federal government underground projects. The numbers used as the base for the study are those reported by each program to SME-AIME and published yearly (SME, 1986). Data for the study came from the period 1975-1985. Also, since some programs include students in related disciplines and special categories, such as cooperative students, a few inaccuracies were unavoidable. A 23-page document has been prepared that reports on the overall picture of current enrollment, the trends, and discusses the results, perceived effects, and what can, or should, be done. There has been an obvious, and dramatic decrease in total undergraduate enrollment since the late 1970s. In 1978, 3117 students were enrolled. In the 1985 fall semester, enrollment was 1022, less than one-third. There were 485 seniors, 265 juniors, 147 sophomores, and 125 freshmen. The downward trend in total enrollment is likely to continue for at least another two years. Class size The catastrophic drop in enrollment is shared by all programs across the country. It does not discriminate between types of programs, coal or hard rock mining, or location. In general, 1985's enrollment is about 30% of whatever the maximum enrollment was in any program, though this varies from the teens to 50%. The latter percentage occurs only for some programs with special circumstances, particularly new programs not well established in the late 1970s. The beginning of the decline in enrollment has occurred at slightly different times as affected by the demise of each program's local industry. The numbers in each class produced from a specific freshmen year (Fig. 1) are worthy of comment. The dramatic drop in enrollment for all classes after 1982 is clearly demonstrated. The timing coincides with the general downturn in the mining industry, when many employed engineers were laid off and new graduates could not find jobs. Also, significantly fewer students are being attracted to mining programs as freshmen. The number of seniors shown seems inappropriate. Where did so many seniors come from and why are so few graduates produced? There is an increasing trend for students to take four-and-a-half or five years to graduate. Therefore, they are counted twice, once when they are first classed as seniors and again the following year. Some students purposely delay graduation to obtain more summer work experience and take additional courses. They believe that this gives them a better

The Bousquet #2 deposit, located within the Blake River Group in the Abitibi Greenstone belt, midway between the towns of Val d'Or and Rouyn-Noranda, exhibits all of the distinguishing characteristics of volcanogenic massive sulfide (VMS) deposits. As such, the deposit can be compared with other gold-rich VMS deposits such as the world-class Home deposit in Rouyn-Noranda, Quebec, Canada and the Mount Morgan deposit near Rockhampton, Queensland, Australia.

The object of this study was to evaluate the oxidized taconites of the western Mesabi iron range and to establish a correlation between the various basic taconite types and their concentratability. This study was made at the Mines Experiment Station of the University of Minnesota under the sponsorship of the Great Northern Railway Company. The initial work included a study of the original mineralogical and stratigraphic facies of the fresh taconite and traced the oxidation and leaching patterns developed during the conversion of this material to oxidized taconite. Subsequent studies have extended this work to include the semi- taconites and also the wash and heavy media ore types widely developed in the area. Each basic, original mineralogical facies or taconite type produces during alteration an equivalent secondary oxidized facies which has a unique mineralogical composition and texture. These control the concentratability of the oxidized taconites. Actually the influence of the original mineralogical composition of the iron formation extends even further and determines whether the most likely product of oxidation and leaching will be a wash ore or a heavy media ore and even to the direct shipping ores where the ratio of hematite to goethite is largely determined by the original taconite type.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

Mining coal under deep cover conditions is certainly the proper phrase to use in describing one of our newest operations. Located in the southwest corner of Virginia is this operation which is the Beatrice Mine of the Beatrice Pocahontas Company, a joint venture of Republic Steel Corporation and Island Creek Coal Company. The mine is working in the No. 3 Pocahontas seam in an assigned area of over 9500 acres containing over 60 million tons of recoverable, high quality, low volatile coal. The site of the mine opening was at Keen Mountain, Virginia, where the seam lay 1350 feet below the surface. This depth, greater than anything attempted thus far in the coal industry on this continent, would pose some problems, we felt, with which we had not previously had to contend.

Technology and economies of scale have, in the past decade, brought about the emergence of giant vessels. Meanwhile, to answer the need for rapid dispatch, as a means of combating the proportionately far greater demurrage charges, shiploading and unloading speeds have soared (Ref. 1, 2, 3). As the loading and unloading rates have dramatically increased, so has the cloud of dust grown in unbearable proportions. It not only has threatened to be a real menace to machinery and men, but in certain instances has also seriously jeopardized fish and marine life (Ref. 4). In an era when ecology is king, dust in shiploading and unloading can no longer be shrugged off as a mere public nuisance, and its control is now duly recognized as of grave concern to all. Even if public outcry were not a problem, from the operator's own parochial point of view, dust can adversely affect productivity and the well-being of the operating personnel. Without adequate control, it can also result in costly equipment maintenance, particularly when the dust is micronic in size, and abrasive. The Hierarchy of Control Techniques Given the great fortune of not yet having to deal with gas and odors, in the jargon of pollution control, our problem is confined to having to control "particulates" only. To deal with "particulates", the myriad of dust control techniques can be utterly confusing to those who are not entirely well versed in the methodology. Our analysis of what is available to date results in the following hierarchy of logical preferences: 1. Prevention 2. Removal 3. Suppression 4. Containment 5. This United States Bureau of Mines study is based on a review of U.S. mine fire accidents that occurred from 1970 through 1989. Information on these accidents was obtained through investigative reports written by Mine Safety and Health Administration personnel. For this study, 260 mine fire accident reports were examined. A previous Bureau research effort established that fires causing fatalities were more likely to occur in haulage entries than at any other underground location. This study has found that the most prolific source of haulage entry fires was the inadvertent grounding of trolley wires. The largest segment (15 out of 40 trolley wire fires) resulted from not maintaining adequate clearance between the trolley wire and the vehicle. Several novel fire prevention and control ideas have evolved in response to frequently occurring fire-related problems. These included; discriminating power isolation devices, wire cutting devices, more accessible fire extinguishers, vehicle overcurrent protection, and vehicle fire suppression.

Rich iron ore deposits were discovered during the 1960's in the mountain range of Serra dos Carajas, State of Para, Brazil, near the headwaters of the Tocantins River some 400 miles southwest from the state capital of Belem. (See Fig. 1 and 2). The key to the successful exploitation of this deposit was the development of an efficient an economical transportation system. The rugged terrain, and the dense tropical vegetation of the Amazonian jungle and the irregular coastline with its high tidal range presented severe obstacles to the planning and building of such system. Starting in 1972 extensive surveys and studies were carried out by Soros Associates on behalf of CVRD to determine the optimum way of transporting the ore from the mine site to the markets, most of which are located overseas. Overland transportation to the coast, loading into seagoing vessels and the ocean voyage to the ports of destination was treated as an integrated system in these studies.

Revolutionary electronic monitoring and control systems provide a gold mine of diagnostic and prognostic information. Lower cost per ton results from timely operator action, increased visibility of information to production and maintenance personnel, and better fleet management. When information is effectively integrated into fleet management systems lower costs result from higher availability, longer component life and reduced repair cost. This paper will present the objectives of the Caterpillar Vital Information Management System (VIMS) and provide actual examples of successful use.

Blast vibrations induce sounds within neighboring residences. A house wide vibration and sound monitoring system was installed in a West Virginia home which was subjected to blasts at varied distances and direction. Eighty-nine blast events were monitored and analyzed for this case study. Fifteen channels of data were collected including three triaxial geophones, one airblast microphone, one uniaxial geophone mounted to the wall of the house (response channel), and four microphones that recorded CD quality sound waves inside the house. Each of these channels was recorded on the same time reference and scale allowing for direct comparison of the waveforms. The response channel signal was easily separated into ground vibration induced and airblast induced movement due to the differences in their times of arrival. This response channel was then compared to the sounds recorded inside the home to determine which component of blast vibration induced the maximum sound response inside the home. Blasts at distances less than 762 meters (2,500 feet) had maximum sound responses from both ground vibration and airblast. While for blasts beyond 762 meters (2,500 feet), the maximum sound response inside the home was caused by ground vibration without exception. When airblast was identified as the dominant sound generator in the house, the peak amplitude of the sound was directly related to the amplitude of airblast. When ground vibration was identified as the dominant sound generator in the house, the peak amplitude of sound was not related to the amplitude of ground vibration. In these cases, sound amplitude was driven by the conditions present in the house such as loose items, doors, and windows creating sudden peaks from falling or slamming. In the same respect, sound amplitudes varied depending on where the sound was recorded. Different rooms generated very different sounds based on the contents of the room. Findings from frequency analysis showed that the frequency content of sounds inside the house were not related to frequency content of airblast or ground vibration regardless of source suggesting that residents would have difficulty determining the source of blast induced noise in their homes.

The Pachuca-Real Del Monte district, Hidalgo, Mexico (Figure 1) has produced roughly 1,500,000,000 oz Ag., 6,000,000 oz Au. and minor Pb., Zn, and Cu from about 100,000,000 tons of ore since discovery early in the 16th century. Production has come from epithermal vein deposits that have been up to 8 km in length, 650 m in vertical extent and 45 m in width but which averaged 200-400 m in length and vertical extent and 2-4 m in width. Ore deposits occur through-out an area about 12 km E-W by 10 km N-S (Figure 2) and between the elevations of 2000 and 2800 m above sea level. The deposits occur as shoots in the veins and terminate laterally where the veins narrow, upward where the veins pinch out and downward where the veins decrease in silver con-tent to below the cut-off grade; the veins are known to extend 500 m below the bottoms of the ore bodies and probably extend to much greater depths. The district lies wholly within a mid-to-late Tertiary volcanic rock sequence that is made up principally of andesite and dacite lava flows and flow-breccias. Although the bottom of the sequence is not exposed in the district, stratigraphic constructions indicate the volcanic rocks to have an aggregate thickness of 2000 to 2500 m. Structurally, the area is characterized by gentil warping and normal faulting of the volcanic rocks. Pre-ore modifications to the volcanic rock sequence consisted mainly of faulting along west-trending, south-dipping normal faults and north-trending high-angle faults.

Recent regulatory and policy initiatives under the Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), will have a significant effect in risk reduction requirements for the mining and minerals processing industry. For example, Congress is considering regulating 20 special wastes from the processing of ore and minerals through RCRA Subtitle D and TSCA. The performance of risk analyses and environmental planning at mining projects is often driven by Federal and state regulatory standards. Recent regulatory and policy initiatives by the Environmental Protection Agency under the Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), will have a significant effect on environmental planning and risk reduction programs for mining and minerals processing. Regulatory programs implemented under other Federal laws including the Safe Drinking Water Act, Clean Water Act, and Clean Air Act will also impact industry practices. This paper provides: 1) a brief overview of mining waste and mining waste management, and 2) a description of these regulatory initiatives and a discussion on the impacts of new requirements on environmental and risk reduction programs in the mining industry.

Diesel powered underground mining equipment is presently the most productive, safest and efficient equipment used in underground mining operations. The widespread application of this equipment to underground mining is restricted, however, largely because of the difficulty of controlling the diesel engine exhaust emissions. This paper briefly examines control devices currently available for underground application, and also discusses the theory and mechanics of controlling diesel missions with particulate traps and filters.

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical gold mine.

In 1970, recognizing the great need for an economical, high capacity chemical oxidation process for wastewater treatment, Houston Research began a fundamental study of the available technology, Included was waste characterization; oxidation chemistry for molecular oxygen, ozone and catalyst initiators; kinetics of reaction; gas-liquid contacting methods; and optimization of staged reactors for mixed wastes. Although ozone is the most powerful oxidizer available, the literature contains contradictory reports of its speed and effectiveness. It is now felt to be most likely that many of these early investigations were limited by the ineffectual transfer of ozone from the gas phase into the liquid, and so the investigators were really observing the effects of mass transfer and erroneously trying to interpret the results as if they were chemical reaction data. HR's work considered the cost and effectiveness of gas-liquid contacting in a packed tower, gas sparged contactor, ejector with hold-up tank, and a completely mixed, sparged contactor. The sparged, mixed contactor was found to be most effective and least expensive, and a later investigation settled on the reactor configuration shown in Figure 1 because of its effectiveness of mass transfer and because it lends itself to direct scale-up techniques using laboratory data to design larger reactors.

Teeter-bed (i.e., hindered-bed) separators are used throughout the mineral processing industry for both classification and density separation. The high capacity and sizing characteristics of these units make them ideal for feed preparation prior to coarse flotation (+0.100 mm) circuits. Teeter-bed separators are typically easy to control with two basic operating parameters, including fluidization water rate and bed level. However, data show that these two parameters greatly interact with one another. Given this finding, a high-level automatic control scheme was developed and implemented on a full-scale separator. In addition, dialogue with plant operators has led to several simple changes to an already established design that improves operational and maintenance characteristics.

Diesel particulate matter (DPM) is a common and well-known health hazard in the mining environment. The current approved method for monitoring both the organic and elemental carbon (OC, EC) portions of DPM is a laboratory method with a turnaround time of approximately one week. In order to evaluate exposure levels and take corrective action before overexposures occur, a portable real-time device capable of quantifying both OC and EC is needed. To that end, researchers from the National Institute for Occupational Safety and Health (NIOSH) designed and tested a device based on narrow bandpass optical filters that is capable of targeting infrared absorbance bands associated with DPM. Five optical bandpass filters were chosen based on previous work quantifying DPM using Fourier-transform infrared (FT-IR) spectrometry. The resulting device, referred to as a filtometer, is optimized to exclusively determine DPM and could serve as a cost-effective, field-portable alternative to laboratory-grade FT-IR analysis and instrumentation. The performance of the filtometer was investigated by calibrating FT-IR data from DPM (dependent variable) to the filtometer spectra (predictor variables) using a partial leastsquares (PLS) and ordinary least squares (OLS) approach. The Bureau of Mines' Tuscaloosa Research Center has developed a field test unit (FTU) which dewaters mine and/or mineral processing by-product slurries. The feed material (by-product slurry) is mixed with a known quantity and specific type of synthetic polymer (usually a polyacrylamide) to induce flocculation in a continuous operation. The flocculated material passes over a specific number and size of slotted stationary screens which separates the flocculated solid material from the "clean" water. The "static screens" are positioned at a fixed angle to maximize flow capacity and capture of the solids content. An investigation was conducted at an industrial crushed stone operation located near Birmingham, AL, to determine if the Bureau's FTU could successfully dewater the waste slurry generated during grinding and sizing operations at this facility. The investigation showed that waste slurries could be dewatered to 50 pct solids, at a polymer cost of approximately $0.85/ton of dry solids treated, and resulted in approximately 85 to 95 pct solids recovery. The dewatered material continued to consolidate and reached 69 pct solids in 24 h. Presently, the waste slurry generated at this facility is discarded into impoundments. However, this research has identified the recovered waste as an economically marketable product.

MSHA has prepared two pamphlets that provide guidelines for selecting dust control parameters for underground coal mining sections. These guidelines are based on research conducted by the Bureau of Mines and underground studies conducted by MSHA. One set of guidelines is specific for longwall mining operations. Another set of guidelines covers room-and-pillar operations. The guidelines contain a general discussion on the appropriate use of ventilation and water to optimize the control of dust.

The Amax Gold Guanaco mine is located in the Atacama Desert, approximately 260 km southeast of Antofagasta, Chile. The 6,000 tpd leach operation produces approximately 90,000 oz of gold, and 360,000 oz of silver per year. Production began in 1987, and the operation has been managed by Amax Gold since 1992. The mine has been plagued in the past by high operating costs and low production. Several significant changes have been made to the operations which have resulted in lower costs and higher operating efficiencies. A review of these changes is presented herein.
