The Afton property is located 180 air miles East-Northeast of Vancouver and nine miles West of Kamloops, a city of 60,000 people, in South Central British Columbia, Canada. The mine is adjacent to the Trans-Canada Highway at an elevation of 2,200 feet above sea level. The orebody is a porphyry, copper deposit that has undergone supergene alteration. The-major economic minerals in the supergene zone are native copper and chalcocite with chalcopyrite and bornite in the hypergene areas. The grade is one percent with an overall copper distribution: 70% native, 25% chalcocite and 5% chalcopyrite with bornite and covellite. The ore also contains important, but variable amounts of gold and silver.

A compact 4.87 m (16 ft) diameter tunnel boring machine (TBM) is capable of boring a 12.2 m (40 ft) radius curve while gripping horizontally, or vertically, as may be required for the excavation of turnouts. The machine's 5.0 m (16.5 ft) length and a patented machine structure allows steering while boring without causing harmful eccentric loads. An extremely stiff thrust system, rigid front and rear grippers, and the torsional stiffness of a front end electric cutterhead drive combine to create superior machine stability and boring efficiency. A 2.2 m (7.2 ft) diameter prototype, complete with a soft ground shield attachment, was used successfully on a tunnel project in Scotland.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. Retreat mining, using yielding steel friction props, over a seven-year period has been successful at a uranium mine operated by Hecla Mining Company in southeast Utah. The support system allow good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered, Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths.

This trend, away from outdoor storage piles, will probably continue at a stronger pace in the 1980's. Approximately sixty, small, surface coal mines in Pennsylvania participated in a program designed to improve safety performance in the workplace. The method involved the use of safety sampling and observation to assess the safe standards of worker behavior and work conditions. Data were collected through the use of operation-specific, on-site safety records covering seven major occupational units. Workplace events observed (acts and conditions) were assigned a hazard classification; feedback, both immediate and delayed was initiated to improve safety performance. The experiences drawn from this pilot project have proven the need to continue to pursue this behavioral approach; however, a stricter methodology needs to be adopted in the collection and analysis of data.

The Mining Division of Utah Power and Light Company is located in the coal fields of southeastern Utah -main office in Huntington, Utah. The Division will produce 6.5 million tons of low sulfur steam coal in 1988, making UP&L the largest underground mining operation west of the Mississippi. Coal is mined from three underground mines utilizing continuous miner and longwall mining methods. All coal produced by the Mining Division is utilized at UP&L's two largest steam-electric power plants, the Hunter and Huntington plants with a combined capability of 1,995,000 Kw. At UP&L we believe that to achieve success a company must have clearly defined goals which are understood, communicated and shared at each level of operation. We have also found from experience that a safe operation is generally an efficient and productive operation. As a Division, we have established a goal to achieve the safest, most efficient operation in the country. This is an ambitious goal. To achieve such a goal requires real commitment and a safety/training program capable of achieving needed results. The following is an overview of the program we have established at UP&L which has enabled us to reduce our accident frequency rate from over 40 in 1980 to 8.00 at present, as illustrated in Figure 1.

"Understanding mill charge motion is important. In the charge, the center of gravity is shifted from the rotational center of the mill system, and its motion is induced by rotation of the mill. At the same time, the charge creates a torque in the mill system. Breakage of ore particles and wear of liners/ball media are closely linked to this motion. To study these phenomena in a physically correct manner, numerical models for different parts of the mill system are needed. Validations of such models are scarce, because of the difficulty of measuring inside a tumbling mill. Experimental measurements in a lab mill were done for a number of load cases: varying feed material, mill filling, mill speed and pulp liquid. The mill is set up to measure the charge-induced torque. The accuracy is good, with relative uncertainty less than ± 2% for relevant load cases. A full three-dimensional numerical model of the whole mill is used to predict induced torque. Agreement between predicted and measured torque at steady-state is good. In addition, the model can accurately predict the mill startup behavior for torque and mill power. This proves that the model is physically correct, and can be used for modeling large-scale mills.IntroductionUnderstanding of the charge motion within the mill is of importance in mill optimization. The breakage of ore particles and the wear of liners/ball media are closely linked to the charge motion. To study these phenomena in a physically correct manner, appropriate numerical models for different parts of the mill system must be used. Validation of these models is of major importance. This has led to an increased interest in obtaining an accurate and direct measurement of mill load and the behavior of the mill charge.For structural analysis, the finite element method (FEM) is the most developed and most frequently used numerical method. FEM is a numerical solution method based on continuum mechanics modeling. A constitutive relation for the actual material is described, and the governing equations are solved in Zienkiewicz and Taylor (2000). Varieties of different constitutive models for a large number of materials are implemented in modern FEM code. The computability of nonlinear problems in solid mechanics is investigated in Belytschko and Mish (2001), among others."

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. The oxidation kinetics of pyrite and refractory gold concentrates in acidified ferrous sulfate solutions in the presence of oxygen-sulfur dioxide gas mixtures has been studied. The effect of temperature, pulp density and gas composition were determined. The optimum oxidation rate was obtained at 80°C and 2 percent sulfur dioxide in the gas mixture. The oxidation of the sulfide minerals is attributed to the presence of ferric ions, which are continuously regenerated by the gas mixture. The objective of this study is to find a new hydrometallurgical method to render sulfidic refractory gold ores amenable to cyanization.

Certain external forces affect the manner in which business is conducted. and in recent years changes in the business environment have altered how some of these external forces affect the management of a business. These changes must be understood and considered in definition of the strategy of the business. Implementation of the strategy must assure commitment from all departments within a company, and this commitment sometimes involves compromises to assure that a department's goals mesh with the overall business objective such compromises must be externally motivated. i.e. for benefit of the customer. Complete implementation transcends internal departments to all aspects of managing the efforts in the marketplace.

Recent research by the investigators has evaluated the oxidation roasting of refractory gold concentrates in the presence of hydrated lime. (Taylor, 1990, 1991, 1992, 1993). These results have indicated that it may be possible to roast concentrates in such a way as to contain nearly all of the sulfur and arsenic in the roaster calcine and that cyanidation may be possible. To further evaluate the behavior of this type of roasting system a laboratory cyclone reactor was built and operated using pyrite and hydrated lime as a .model system. Approximately 50 years ago, the principle of cyclone firing entered practical boiler construction. The appeal of the cyclone configuration was that it afforded the flash combustion process greater efficiency due to turbulence-induced increased mass transfer, heat exchange, and combustion rates.

Over the past five years, the two-fold growth in Canada's coal industry "Figure, 1" results primarily from the coking coal market to Japan and, to a lesser degree, by the increasing use of sub-bituminous and lignite coal for power generation in the Prairie Provinces. This expansion will continue, but production of coal for domestic thermal generation of electricity will grow at a faster rate than coking coal exports "Figure, 2". Half of the 20 million tons of thermal coal used for electrical power generation in Canada during 1974 were imported by Ontario Hydro from U.S. coal companies in West Virginia and Pennsylvania. Ontario Hydro's Nanticoke station on Lake Erie which will consume 7.5 million tons of coal in 1977 when fully operative, as well as other future planned projects, could cause Ontario Hydro's coal consumption to rise from 10 million tons today to 20 to 25 million tons by 1985

Several studies of the fluorite/oleate flotation system have shown that under certain conditions calcium dioleate is formed at or transported to the fluorite surface. Adsorption of significant amounts of calcium dioleate is generally observed above oleate concentrations of -6 -5 between 4 x 10 and 4 x 10 M, yet little explanation of the onset of calcium dioleate adsorption is provided. In this study in-situ and ex-situ FTIR/IRS experiments have been performed in connection with thermodynamic solution phase analysis to better understand oleate adsorption as well as the onset of calcium dioleate formation. Results from this study are analyzed and compared to industrial practice.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 11, 2010 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The 23rd Annual National Mining Hall of Fame and Museum Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The four inductees are: William Wheeler Coleman who served 46 years, from 1911 to 1957, as president and chairman of the company that is now Bucyrus International of South Milwaukee, WI, a world leader in the manufacture of surface and underground mining equipment. Dr. Allen Van Heyl, Jr., an economic geologist who served with the U.S. Geological Survey for nearly 50 years beginning in 1943. He studied more of the nation?s mineral deposits than most could begin to imagine. Arthur Lakes contributed enormously to the geological and mining sciences in the western United States as a geologist, teacher, writer and artist over a period of more than four decades beginning in 1869. The Arthur Lakes Library at the Colorado School of Mines, Golden, CO, is named for him. Samuel Calvin McLanahan, through his inventive genius, changed the direction of his family?s company from that of a foundry to a leading manufacturer of minerals processing equipment to become today?s McLanahan

Hydrometallurgical processes are not free of environmental regulations. A clear understanding of the regulations under which the minerals industry operates delineates processing requirements at early stages. This paper deals' with federal environmental regulations with emphasis on the hazardous waste regulations promulgated in May, 1980. The procedure of EP toxicity test and an example of the test are described. Brief account is given of the current trend and future outlook of regulations.

The growing national concern over energy has aroused a great deal of interest in the most efficient and least costly way to use our remaining fossil fuel reserves. A number of studies have been published which compare the overall thermal efficiency and cost of gas and electric energy. These studies have been carried out by a wide variety of organizations including Oak Ridge National Laboratory, The Rand Corporation, The Stanford Research Institute, and The Institute of Gas Technology. This paper is an attempt, by PGandE, a large combined gas and electric utility serving most of the northern and parts of central California, to compare the cost and efficiency of gas and electric energy for certain residential appliances using actual operating data and financial statistics for the year 1974, and thereby develop some guidelines for future energy developments utilizing these limited fossil resources. The appliances chosen for the study were kitchen ranges, clothes dryers, hot water and space heaters. These appliances were selected because they can be served with either gas or electricity and they account for approximately one-third of PGandE's total residential electric sales and nearly all of PGandE's residential gas sales.

The title of this paper implies the presence of silver, nickel, and cobalt minerals at, the Alhambra mine. Perhaps this should be amplified to include uranium, as pitchblende also occurs, possibly in mineable quantifies. A brief history of the Alhambra mine is of interest, both from a historical angle and as pointing up the importance of geology in the-present development. The Alhambra is one of several mines in the Bullards Peak or Black Hawk dis¬trict, ass it is more familiarly known, in southwestern. New Mexico, which was mined for silver in the 1880?s and 18901s, Silver valued between $500,000 and $1,000,000 was extracted from the mine in the 10 years prior to 1893, when operations ceased. Almost all the silver mined was native silver, although a small quantity of argentite was produced. Nickel and cobalt were recognized in the ores, but they were thought to be of no consequence.

Coal and coal mining is no longer the mighty king of industry and in our daily lives and homes that it once had the privilege of commanding. Many of you will remember that one of the chores of your youth was to bring in the scuttles of coal, morning and night, to feed the heater or stoke the furnace in the morning and bank it at bedtime. Growth of gas and oil have displaced coal in home furnaces and commercial buildings, and have taken over some segments of industrial markets. The coal burning locomotives have virtually disappeared in favor of the more efficient diesel engine. However, coal as a prime mover still holds its strategic position as is evidenced by act that the electric power industry almost entirely depends upon coal for its generation.

The control of pH in solvent extraction circuits is an old technique (1,2) but one which has a large potential for future use. The equilibrium position of any reaction which has hydrogen or hydroxide ions, either as products or as reactants, can be controlled by pH adjustment. Several examples of reaction types which are important in solvent extraction systems and which also show a pH dependence are shown in Figure 1. The examples were chosen to show the wide variety of reactions which fit the above criteria, but it is not meant to be a complete listing of all the possible reaction types, Some of the reactions are presented in a simplified form. It is the intent of this paper to discuss pH controlled solvent extraction reactions for some relatively simple systems through more complex ones.
