Introduction The 150 MW circulating fluidized bed (CFB) power plant described in this article is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The ability of CFB boilers to burn low grade fuels makes it possible to burn low ranking coals or coal wastes. These include anthracite culm, coal mine rejects, and coal wash-plant-waste slurries. This article also addresses the impact of fuel characteristics on plant design. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements. The uncertain economic environment in which utilities must now operate has shifted the industry's interest away from large, base-loaded generating units to small, more versatile installations. Utilities now consider purchasing new generating capacity in smaller increments and staging its deployment to correspond with demand increases. In this way, they lower their risk in the increasingly hazardous art of long-range load forecasting. This strategy has many advantages. Multiple, smaller units have inherently greater turndown capability and better availability than a single larger unit of the same size. In addition, the smaller units will each have better cycling capability. And, with CFB combustion, the smaller units will have greater fuel flexibility. General plant description The 150 MW powerplant described here is a grassroots CFB unit. Fluidized bed technology differs from conventional combustion techniques. With CFB, solid fuel, together with inert material such as sand, gypsum, limestone, or ash from the fuel, is kept suspended in the combustion chamber. This is done by using the action of the fluidizing air distributed below the bed. Fluidization promotes the turbulent mixing conditions required for good combustion. The turbulence causes the entire mass of solids to behave like a liquid. The result is improved mixing. This allows heat to be generated at a lower and more uniformly distributed temperature that is below the ash fusion temperature of most coals. The fluidizing mechanism offers several other advantages over conventional combustion. There is less volatilization of alkali compounds, which cause deposits on boiler tube surfaces. And there is less sensitivity to the quantity and nature of the ash in the fuel. The low combustion temperatures prevent vitrification of the ash particles and minimize problems associated with furnace slagging. The ability to select from many fuels is one of the major advantages of CFB combustor technology. Fuels that can be burned in CFB plants to produce steam and electricity include: low grade coals with high ash or sulfur, lignite, peat, wood and pulp products, biomass, refuse, anthracite culm, petroleum coke, and oil shales. The plant's turbine cycle uses superheated steam at 12.4 MPa (1800 psi) and 538°C (1000°F), with single reheat to 538°C (1000°F). Two high pressure and three low pressure, closed, feedwater heaters are furnished. So is a deaerator, which is an open, direct-contact heater. The CFB plant exceeds EPA's New Source Performance Standards (NSPS) for air emissions. The design limits sulfur dioxide (SO,) emissions to 0.25 kg/GJ (0.6 lb per million Btu). "Owners constructing new combined sewer overflow (CSO) systems increasingly seek to have project design lives of 100 or more years in response to the growing size, complexity, and cost to construct and operate these systems. However, a codified and universally accepted approach to achieving this goal in the United States does not currently exist since service life prediction is a relatively new technical field. This paper discusses how the 100-year design life requirement was met for the design of tunnels, drop shafts, and diversion structures in the DC Clean Rivers Program (DCCRP). The authors identify some commonly referenced publications, present the testing framework used by the program manager to characterize the CSOs, review the design criteria used to guide the 100-year design life development, and establish guidelines to be considered by program managers and designers when implementing similar extended design life requirements in other CSO control programs.INTRODUCTIONLike many older cities in the United States, the sewer system in the District of Columbia consists of both combined sewers and separate sanitary sewers. When the capacity of a combined sewer is exceeded during storm events, the excess flow, which is a mixture of sewage and storm water runoff, is discharged to the District’s receiving water bodies (Anacostia River, Potomac River, and Rock Creek) and tributaries through outfall structures. This excess discharge during storm events is called a combined sewer overflow or CSO. A total of 53 CSO outfalls for the combined sewer system are listed in DC Water’s National Pollutant Discharge Elimination System (NPDES) Permit issued by the U.S. Environmental Protection Agency (EPA). The DC Clean Rivers Program (DCCRP) will reduce the number of CSO outfalls into the Potomac and Anacostia Rivers and decrease flooding in DC neighborhoods during extreme rain events by capturing, storing, and conveying diverted CSOs to the Blue Plains Advanced Wastewater Treatment Plant."

The sand and gravel industry provides an enormous quantity of materials vital to the maintenance of low-cost construction. There has been little effort to conserve this valuable natural resource. In fact, existing regulations which affect sand and gravel operations act more to waste these materials than to conserve them. Another factor affecting the industry is new legislation requiring the reclamation of worked-out pits. Although such legislation creates many administrative headaches for a sand and gravel operator, there exists the possibility through such legislation of gaining some conservation measures that could be helpful to the industry.

There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. Prior to 1903, the world's supply of sulphur was primarily from surface deposits in Sicily. The discovery of the first salt dome sulphur deposit in 1867 and successful development of the Frasch process for recovering the sulphur resulted in a large part of this essential element being supplied from these mines since 1920. Although the basic process is the same today, engineering and technological developments have evolved to allow its application under many adverse conditions. These and other challenges for the industry in today's environment will be discussed in the paper.

In continuing its long range studies of methods of treating low-grade iron ores, the Bureau of Mines has developed a new selective flocculation, desliming, and flotation procedure that enables effective beneficiation of the finely disseminated ferruginous jaspers of the Marquette range, Mich. The process, developed on a bench scale and later confirmed in the 800-lb/hr pilot plant, comprises dispersion, selective flocculation, desliming to reject fine silica and clay, and flotation of silica from the remainder of minus 400-mesh pulps. Pilot plant flotation of two Marquette range ores, using the selective flocculation procedure on feeds containing 36 percent Fe, yielded iron recoveries of about 84 percent in concentrates containing 65 to 66 percent Fe and 4 to 5 percent silica. These results were metallurgically superior to those obtained when selective flocculation was not used. Also operating characteristics were better, and reagent costs were lower.

The installed world steel capacity remains 20% above the present world steel demand. Energy costs have risen enormously in recent years, as illustrated in Figures 1 and 2. The role of the sinter plant is becoming more exacting as it becomes vital to minimize energy consumption. Continuous grate sintering, although pioneered in the United States, has always been the second grade burden preparation route, due to the predominance of easily up- graded ores which were more readily agglomerated by pelletizing. To achieve blast furnace performance up to best world standards, sinter of consistent high quality must be produced with virtually no atmospheric pollution. The plants must be capable of achieving this demanding level of quality whilst utilizing high proportions of revert materials, iron ore concentrates and fluxes . However, with the present difficult economic climate in the iron and steel industry, the economic production of sinter and ultimately steel is becoming increasingly important. The iron and steel industry is looking closely at costs and is identifying the need for sinter plants that will cope with a wide range of sintering materials to give the cheapest blend at varying output levels dependent upon demand. In order to meet these requirements, sinter plant builders are designing plants with particular attention on flexibility.

To mining people who have experienced the tremendous expansion of existing operations and the development of new properties over the last several years we do not have to point out the difficulties in hiring skilled equipment operators. To those of you who have opened operations in some of the more remote places in the world this is not just a difficulty. It is an impossibility. Your only recourse has been to try and train whatever manpower has been available. Depending upon your success in training, the next problem has been to keep them. On todays modern equipment, the skill of the operator remains as the greatest single variable affecting the performance of the machine. On a blast hole drill, for example, a skilled operator will get good production footage, acceptable bit life and minimal machine downtime The unskilled operator will not only fail to get the acceptable production footage but all too frequently this failure is coupled with low bit life, high repair costs and excessive machine downtime. Even between experienced operators, on identical machines, in the same kind of material we find significant variations in performance. It is, therefore, the skill of the operator, not just his experience, which makes the difference. The problem, as presented to us by our customers, has been to find a way for the unskilled man, with minimal training, to match the performance of the most skilled and experienced operator. The obvious answer is automation.

Divided opinions concerning dredging-permit locations and boating uses on the Kansas River in northeastern Kansas led to a study of the recreation potential on the river by a legislatively mandated interagency group (five agencies) that included the Kansas Geological Survey (KGS). In addition, the KGS conducted its own study of the river corridor, encompassing the development, geology, and economic resources of the corridor (Brady and others, 1998). The corridor area is 12 mi wide and 140 mi long (171 river miles). Included in the study was the potential impact of restric¬tions to river dredging. The Kansas River and its floodplain in northeastern Kansas are underlain by Lower Permian and Upper Pennsylvanian limestones and shales. The river and its floodplain are the major sources of sand and gravel for northeastern Kansas, and the limestones along the river bluffs supply crushed stone and building stone. The population of the 10-county area bordering the river has grown by 20% since 1980, and now comprises nearly 40% of the state's population (U.S. Bureau of the Census, 1996). Projections (Floerchinger, 1992) indicate close to 50% of the Kansas population will reside in these counties by 2025, with a continued increase in the demand for aggregates. Factors such as floodplain width, price and availability of land, and overburden ratios tend to favor river dredging on the lower part of the river, and floodplain or pit dredging on the upper portion. The use of alternate sources of sand and gravel such as the Missouri and Arkansas Rivers would increase sand prices due to transportation costs to much of the 10-county area. In 1996, river and pit dredges along the Kansas River supplied more than 3 million tons of sand and gravel valued at about $8 million to northeastern Kansas. As a result of its study, the KGS had concerns with the idea of large recreation zones on the river that excluded river dredging in areas of presently large population and projected population growth. This controversial issue is likely to recur elsewhere.

Research investigations on the chemistry of the adsorption of gold cyanide on activated carbon have mostly reduced the role of activated carbon as the provider of the large surface area needed for adsorption. Most do not go beyond suggesting that oxygen functional groups on carbon play a key role in the adsorption process. Our research shows that the nature of the material, specifically its structure, is a crucial factor in the adsorption equation. To delineate the effect of adsorbent properties, gold cyanide was adsorbed on a series of carbonaceous adsorbents, including lignite, coals, anthracites, carbon blacks, graphite and activated carbon, which covers wide variations of composition, surface acid group content, and degree of graphitization. The results show that the adsorption of gold cyanide per unit area of adsorbent is not related to the amount of oxygen groups on the surface or even the total oxygen content of the material. However, they show very strong correlation with the degree of graphitization of the adsorbent, which indicates that the graphitic plates of activated carbon play the most important role. The findings suggest that majority of the adsorption occurs on the plate faces of the graphite crystallites of activated carbon.

The Mine Safety and Health Administration, in cooperation with IMC Global Operations, Inc., conducted a joint study to determine the effectiveness of the technology currently in use at the mine to control diesel particulate exposures. IMC Global operates an underground potash mine using diesel-powered equipment to extract minerals. IMC uses a variety of technologies to control worker exposures to diesel particulate. These technologies include: ventilation, low sulfur fuel, oxidation catalytic converters (OCC), maintenance and work practices. The study was conducted over a two-week period, two shifts per day. During the first week (six shifts), baseline data on exposures and diesel particulate emissions were obtained. New OCC's were installed over the weekend on all equipment on the test section. During the second week (six shifts), data were collected to assess the effectiveness of the new OCC devices. In addition to exposure and diesel particulate emissions data, mine ventilation, engine exhaust temperatures and mine operational data were obtained. The primary means of determining diesel particulate concentrations was the respirable combustible dust (RCD) method. Gas concentrations carbon monoxide (CO), carbon dioxide (CO,), and nitrogen dioxide (NO,) were measured using passive dosimeter badges and gas bottles. Results of measurements of diesel particulate, gases, and air- flows were analyzed to determine the effectiveness of airflow and oxidation catalytic converters for controlling diesel particulate exposures. The use of oxidation catalytic converters resulted in reductions of both workers' exposures and diesel emissions.

A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the ''fixer" of performance issues-and seen their performance deteriorate further. They failed to realize that the entire human resource strategy must be connected to the goals of performance improvement and that greater employee involvement is only one tool in that strategy. So what are Human Resource Systems? These are systems that all managers use to get work done. Most of us are familiar with basics such as planning, assigning work, checking progress (auditing), completing assignments. We also commonly think in terms of staffing, training, compensation, or corrective action. All of these are human resource systems. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. Let's examine one part of a total strategy intended to support more employee involvement at Kennecott Utah Copper-the hourly job structure. The design of hourly jobs directly affects how many employees of different capabilities are required to get the work done. It begins to answer some fundamental questions: • What are the roles and accountabilities of each employee? Do they have enough information to make decisions, to take responsibility for their work?

Variable airway is controllable, which is an important discovery in ventilation research in recent years. For this reason, conventional calculating methods are no longer suitable to solve this problem. I used Mayeda-Seshu and Newton methods to solve the above problem before, they have been proved feasible. However, it is troublesome and difficult to apply to operation with a large amount of calculations. In this paper combination theory and simplified formula are used in determine all control plans and its parameters. This new method with less calculation is easy to understand and master, so it is more important in research and application.

Communication about the energy problem has come at us in great profusion during the last couple of years--reports, speeches, editorials, advertisements--and events. Events such as the Arab embargo on oil exports which vividly demonstrated the world's dependence on oil, a finite and nonrenewable resource. And the three-fold increase in the price of oil which provides a constant reminder of the political and economic implications of dependence on foreign oil. A distinction among countries exists today which was almost inconsequential two years ago--the oil exporting nations and the oil consuming nations. The only rational way for the consuming countries to lessen the political and economic clout of the OPEC group is to reduce their dependence on oil. The United States is capable of playing a significant part in such a move for several reasons.

"It is expected that more than 10 Billion USD will be spent in Istanbul in coming years on tunnel boring especially with EPB-TBMs. However, the geology of Istanbul is very complex. Geologic formations changing from Paleozoic to Cenozoic ages cause tremendous problems due to frequently changed rock formations and andesite and diabase dykes. This paper summarizes a universal model to predict the performance of EPB-TBMs which is created upon the data base collected from several projects. The model first is based on predicting field specific energy and power consumed of TBMs using geo-mechanical properties of the excavated material and TBM diameter. Later net production rate is calculated using field specific energy and power consumed by TBM. A methodology to predict machine utilization factor permits to calculate daily advance rates. The validity of the model is tested using the data obtained from two recent metro tunnel projects. 1. INTRODUCTION It is expected that in a near future a total length of 400 km will be excavated in Istanbul in a complex geology. Selecting proper tunneling equipment, organizing an effective operational management with the right tunneling crew will be a major concern for an efficient scheduling of the future projects necessitating to create a model to estimate daily advance rates. Several TBM performance prediction models with few on the prediction of machine utilization time were realized in the past. However, there is quite limited number of research studies on predicting the performance of EPB TBMs. Specially predicting daily advance rates in complex geology, in mixed face, in fractured rocks, in transition zones etc. are in big concern (Namli et al. 2013, 2014). The first experiences in Istanbul with a gripper type TBM was a nightmare, roof collapses caused big delays in tunnel excavation (Bilgin 1993). A typical example to EPB-TBM was Kadikoy-Kozyatagi tunnel, changing TBM from opened mode to closed mode with few modifications on the cutterhead resulted a tremendous increase in the daily advance rates (Bilgin et al. 2009). The data collected from several tunnelling projects served a basis to create a model to predict daily advance rates of EPB TBMs. Within the frame of a research program the validity of the model was tested in Uskudar-Umraniye–Cekmekoy-Sancaktepe metro project and very recently in Mecidiyekoy-Mahmutbey project."

This paper describes the geology of the Kalamazoo copper orebody discovered in the course of an exploration project carried out by Quintana Minerals Corporation under the author's direction in an area immediately southwest of the San Manuel mine, Pinal County, Arizona. In the period 1943-1947, exploration projects were carried out in the San Manuel area by the U.S. Bureau of Mines and Magma Copper Company which resulted in the development of the San Manuel underground block-cave mine which is now in production at a rate of 41, 000 tons per day. Mining claims covering the area immediately west of the San Manuel orebody were staked in 1946 by Frank F. Salas, R. A. Buzan, H. G. Buzan, and W. C. Buzan of Mammoth, Arizona. These claims were optioned to Martha Purcell in 1946, and in the period of 1947-1958 seven churn drill holes ranging in depth from 1,400 to 2,950 feet were drilled by Mrs. Purcell. These holes did not intersect ore and no further deep exploration was attempted prior to the Quintana Minerals project which began in August, 1965, and which is described in this report. The Kalamazoo deposit is in Sections 3, 4, 9, and 10, T 9 S, R 16 E, Pinal County, Arizona, and it is reached by driving seven miles east from Oracle, Arizona (Figure 1) . The semi-autogenous grinding circuit at the Utah Mines Limited, Island Copper Operation, located on Vancouver Island, British Columbia, is described. Since start-up of the operation in 1971 grinding circuit throughput has been progressively increased from the initial design rate of 30,000 to the current average 45,000 tonnes per day (t/d) of porphyry copper ore. Key developments and modifications in operating and maintenance practice that have contributed to this increase are reviewed.

Small seams of fibrous tremolite and actinolite commonly occur in many California counties. A number of larger seams of this fibrous material were mined from 1882 until about 1955. The fibers from these mines were used for making acid filters, battery cases and fire-resistant paint. With increasing population, new residential areas are being developed in the foothill regions, leading to increased contact with seams of fibrous amphiboles. These forms of asbestos can be particularly dangerous to human health. Thus, it is necessary to determine the locations of these mines and adjacent veins and to identify the specific amphibole minerals present.

The concrete masonry industry, represented by the National Concrete Masonry Association has significantly expanded its markets since the industry's inception. The concrete masonry industry has developed and refined concrete masonry units by producing a variety of quality products on automated machines. In the sixties, architectural concrete masonry units gained popularity. In the seventies, the concrete paver market expanded. In the eighties, segmental retaining wall units became popular. The industry continues to research and develop new products and applications for concrete masonry to satisfy the needs of designers, specifiers, installers and owners. Both existing and innovative technologies in the concrete masonry industry are discussed.
