Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

Gold is commonly associated with copper minerals, particu­larly in the more geologically recent rocks of Northern Australia, Chile and the Pacific Rim. Traditionally, oxidised copper-gold ores are selectively mined and processed for gold by cyanidation, ensuring that levels of reactive copper in the ore are kept low to minimise cyanide consumption; whilst sulphide copper-gold ores are floated and gold is ultimately recovered as the by-product from copper smelting and refining (La Brooy, 1992). Very few process­ing options exist for treating copper ores which cannot be selec­tively mined or floated, and for treating floation tailings which often contain significant gold (Muir et.al.,1989). The ammonia-cyanide leach system stands out as a unique method of selectively extracting gold without copper using economic levels of cyanide (1-2 kg/t NaCN) and ammonia (1-5 kg/t). Although first patented in 1904, it proved difficult to control and predict per formance with different ores. However, recent research and development in Western Australia by Ruane (1991), Hayes and Corrans (1992), La Brooy et.al.(1991), Muir et.al.(1993), Muir and La Brooy (1993), has led to an under­standing of the mechanism, and the commercialisation of the process at the Paris Dump (W.A.), Akjoujt (Mauritania), and in the Eastern Transvaal (Laxen,1994). Efforts are now underway to pilot and develop a tailings treatment plant at Telfer following successful laboratory trials. To date, process optimisation has relied on trial and error and large numbers of tests covering a range of conditions. Thus the results are specific to the ore. At Murdoch University, process optimisation is now focused on measuring and control­ ling Eh, pH, NH3 [Cu(II)], and Cu-CN species at the optimum levels identified from the recent mechanistic studies. In this way, the optimum composition required to process any ore should be readily established and maintained.

Low world gold prices stimulate development and introduction of economically efficient ( cost saving) technology for operating gold mills. This report covers the results of testing and introduction of CIL technology to recover gold from flotation concentrate of Samarta gold concentration plant located in Buryatia (Russia). This plant is treated the ore of Zun Kholba gold deposit using gravity and flotation of gravity tails as preconcentration processes. Till recently high grade gold gravity concentrate was smelted to gold bullion and shipped to gold refinery, gravity middlings were leached by cyanidation in cone type equipment developed by Irgiredmet and flotation concentrate shipped to copper smelter. The disadvantages of flotation concentrate shipping to copper smelter are following: high concentrate transport cost; problem with gold shipped balance; high cost of flotation concentrate treatment; comparatively low gold recovery. In this connection IRGIREDMET developed the hydrometalurgical technology for gold recovery from flotation concentrate. The flowsheet was developed on the base of laboratory, pilot plant and industrial scale tests conducted by IRGIREDMET in 1987-1997 and lrgiredmet experience on CIP process testing and industrial scale introduction in Yakutia [1-6]. The U.S. Geological Survey (USGS) in cooperation with the New Mexico Bureau of Mines is conducting an assessment of mineral resources in the 36,800 km2 Mimbres Resource Area, southwestern New Mexico. Included in the assessment is a literature-based evaluation of sand and gravel that utilizes third party geologic information. The USGS has developed a method based on existing 1:500,000 scale geologic maps supplemented by remote sensing, statistical models, and point data such as test hole or pit records. The method defines the areal extent, quality, and quantity of aggregate.

Industrial growth and survival in today's competitive world means both economic efficiency and technological superiority. Superior technology includes not only exploiting the best methodologies and techniques presently available, but also a continuous search for and development of, better ones. In practical terms this translates into an investment of substantial sums of money. Of course, even a relatively small investment will not be justified if the fruits of the project cannot be secured to the investor and the inventor alike. There are at least three ways to protect new or improved technology. If the improvement reaches the height of an invention, "patenting" usually is the preferred mode of protection. If, however, the improvement is novel and valuable but does not satisfy the requirements of the patent laws, one may then consider "trade secret" agreements as a means of obtaining appropriate return for the investment made so long as the improvement is capable of being maintained in secret and cannot be "reverse engineered." If one develops a new and useful organism and seeks immediate protection from infringers, current thinking is that the copyright law may afford such protection simply by publishing the genetic code. Here is one instance where you may publish without perishing! This paper will endeavor to highlight the pros and cons of various legal mechanisms and their applicability to the frontiers of technology.

Tests at the VP-5 "C" shaft fan installation of Island Creek Coal's Virginia Pocahontas Mines were performed to determine pressure drop due to the design of the shaft collar and ductwork leading to the fan. Data from the test locations in the shaft, duct and fan indicate significant pressure losses in the system as well as significant turbulence in the flow. Data taken with a 3-D probe in the fan annulus confirmed the importance of using this type of instrument in turbulent flow applications. This data will be later supplemented with data taken after addition of turning vanes in the 45° turn adjacent to the fan inlet.

This paper presents a comparison study done at VTT's new pilot plant facilities in Outokumpu, Finland, for chromite ore. The ore was ground in a rod mill -, a ball mill - and high pressure roller mill - ball mill circuit in the capacity range of 0.5 - 3.0 t / h. The main grinding characteristics are discussed and the quality of the products are compared from the mineralogical point of view. The benefits of high pressure roller mill comminution for further mineral processing of chromite is also discussed.

A description of a coal washing spiral is presented, together with a discussion of the parameters which define the envelope within which the spiral can be successfully applied. The correct process engineering, installation, operating and maintenance parameters are addressed as well as actual results for new and retrofit installations on USA coal capital and operating costs of spiral circuits are compared to those of traditional fine coal circuitry.

A combination of a slurry trench with dewatering successfully controlled groundwater for a large sloped excavation immediately adjacent to the Arkansas River. The Murray Hydro Electric Project required excavation through sand and gravel to bedrock, 85 feet below high water in the River. The perimeter system of deep wells pumping up to 25,000 GPM (1,600 1/sec) lowered the water level to 15 feet (4.6 m) above bedrock. A short soil/bentonite slurry trench near the toe of the slope cut off the residual head. The method cut six weeks from the critical path. Design of the slopes and the dewatering system demanded high safety factors because of risk to existing Lock and Dam No. 7. A localized pocket of soft organic clay was supported by a rock filled bolster. A major flood event was successfully withstood. The method can be applied to large civil excavations and open pit mines.

Ground deformations are of major concern during tunneling, especially in downtown environments, since they have a significant impact on the costs and practicality of tunneling. This case history describes soil and groundwater conditions and ground behavior during the construction of twin transit tunnels for the Downtown Seattle Transit Project (DSTP). The tunnels were excavated through complex glacial soils ranging from hard glaciomarine drift to flowing sand. The tunneling process was greatly facilitated by the prediction of soil layer positions to an accuracy of ±0.6 m (2 ft). Tunneling was complicated by the presence of over 500 temporary tiebacks and by disturbed ground overlying an operating railroad tunnel. A variety of ground improvement techniques were used to successfully minimize settlements, which ranged from 1 cm (0.4 in.) in glaciomarine drift to 6 cm (2.4 in.) in flowing sands. Ground improvement techniques included compaction grouting, chemical grouting, jet grouting, and eductor well systems.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development, and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made, and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been- in progress for seven years and the writer of this chapter has been intimately associated with the project during the five years of exploration and seven years of exploitation. The Woodsreef mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and fiber. Because of the latter feature, much research has been undertaken by Woods- reef and other scientific organizations in Australia, England, and Canada regarding the Woodsreef fiber. The answers to some of the problems have negated some accepted concepts of asbestos ore milling and led to the development of new techniques. Some of these new techniques include the adoption of microscopic fiber counts as a routine procedure, the modification of accepted evaluation procedures, the development of new machines for dedusting fibers, and the recognition of a fiber with a unique milling behavior pattern and, possibly, properties. The problems experienced can be broadly divided into those associated with the geology and the physical properties of the fiber. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognized during the exploration stages, a feasiblity evaluation may be just a little closer to the actual. The Woodsreef chrysotile asbestos deposit (latitude 30°24' S, longitude 150°44' E) is located 80 km north of Tamworth, NSW, Australia. The mine has been in production for six years and has a present scheduled mining rate of 33.11 Mt/y. An eight rock line mill treats an average of 7000 t/day, after beneficiation, and yields fiber grades in the range of group 4 to group 6 with some floats. The estimated re- serves of 30.56 Mt, with an ore to waste ratio of 1:3.0, are contained in two main zones that are designated the North and South zones. Mining started in the South Zone in 1972 and then, be- cause of the higher ore value, moved to the North Zone in 1975. Presently, there are two distinct open cuts referred to as the South and North pits that will eventually be worked together. The Woodsreef mine is owned by Woodsreef Mines Ltd. and is operated by Chrysotile Corp. of Australia Pty. Ltd., and is one of only two producing asbestos mines in Australia. The second mine is at Baryulgil, (latitude 29°13' S, longitude 152°37' E), and is operated by a subsidiary of Woodsreef Mines Ltd. This operation produces about 500 t/y for a captive market. An exploration program is being conducted in the area surrounding this small producer with a significant degree of success. The concepts developed during the exploitation of the Woodsreef deposit are being incorporated in the evaluation of the Baryulgil area, and if the Baryulgil deposit proves to be eco- nomic it is hoped that this approach will eliminate some of the major crises that have beset the production at Woodsreef during the first four years of operation. Transportation tunnels are highly sensitive to ground movements and are required to be stable and secure for safe operation. In urban areas, the interaction between tunnels and adjacent piles, which are widely used to support buildings and other structures, requires careful consideration. The seismic response of tunnels may vary depending on the lateral stiffness and strength of the tunnel walls, while the axial loading and seismic impact of adjacent piles may cause soil displacement and stress changes that can damage the tunnel lining. As a result, tunnel owners often impose strict limits on the design of new piles lying close to existing tunnels including maximum allowable tunnel deformation, stress change limits, and minimum tunnel to pile separation distances. This paper describes a numerical analysis of the inuence of the axial loading and seismic impact of bored pile foundations on subway tunnels, undertaen using the nite element software laxis D. ased on the results of the numerical analysis, the paper suggests a more realistic and less conservative approach for designing piles in close proximity to transportation tunnels. Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

A longwall face conveyor system serves the primary function as all material handling systems; i.e., to transport material between the source and its destination. However, the conveyor system must provide many other functions as opposed to the traditional belt conveyor system. In this paper, we will attempt to contrast the longwall face conveyor system with a belt conveyor system. In addition, the unique problems encountered along with the solutions to these problems will be covered. Table 1 lists the characteristics required of each conveyor system. The table demonstrates the contrast in the two systems. Both must be designed specifically to encounter its unique problems. The balance of this paper will explain how the longwall face conveyor is designed to address its requirements.

Grinding process optimization is an exciting new tool for maximizing the performance of existing mineral processing plants. This paper discusses the methodology of optimization which involves plant sampling, pilot tests, modeling, computer simulation and plant verification. The methodology developed emphasizes the interactions among operating variables and design options. Two example applications demonstrate that AG and SAG optimization provides the basis to increase grinding throughput up to 10 percent. This sys- tem optimization technology has been proven to be very cost effective for grinding plant performance improvement.

By 1980, the US mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength could be estimated from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large databases of real-world pillar successes and failures. These include the analysis of retreat mining pillar stability (ARMPS), the analysis of longwall pillar stability (ALPS), the Mark-Bieniawski rectan¬gular pillar strength formula and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, the understanding of pillar mechanics has been greatly enriched. A new paradigm identifies three categories of pillars according to the types of failure that are associated with them. These categories are slender pillars (w/h < 3.0), which are subject to sudden collapse; intermediate pillars, in which pillar squeezes seem to be the most common failure mode; and squat pillars (w/h > 10), which are dominated by entry failure (rib, roof or floor) and coal bumps.

The number of uranium in situ leach operations has increased significantly since 1975. As of May, 1980, there were a total of 27 active projects, including 16 commercial scale operations (or under construction) and 11 pilot scale operations. The south Texas uranium district and Wyoming have been the most prominent areas in early field experiments as well as in commercial application of this new recovery technique, although in situ leach tests are now being conducted in Colorado and New Mexico. The growing number of commercial-scale operations is accepted as prima facie evidence that in situ mining now offers a third option along with open pit and underground mining for winning uranium from sandstone host rocks. It is estimated that in 1979 about 9 percent of the nation&apos;s total uranium production was from in situ mining. However in situ mining of uranium is not without its environmental controls. The primary emphasis of environmental controls falls into two catagories; namely, control of the leach solutions during mining and demonstration of ground water restoration. Finally this paper briefly reviews the Bureau of Mines research program in uranium in situ mining.

The Alligator Ridge Mine was discovered in 1976 by a prospector grubstaked by Amselco Exploration Inc. in eastern Nevada 116 km (72 mi.) northwest of Ely in White Pine County. The mine is operated as a 50-50 Joint Venture by BP Gold, the operator, which is a subsidiary of British Petroleum Minerals America and Nerco Inc., a subsidiary of Pacific Power and Light.
