"In a very real sense, Butte, MT is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site.One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot smelter operated from 1881 to 1910, moving Upper Silver Bow Creek to the south and depositing approximately 283,000 m3 (370,000 cu yd) of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 171,000 m3 (224,000 cu yd) of contaminated material. As part of the Superfund remedy, the U.S. Environmental Protection Agency (EPA) proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place, which set the stage for a series of studies that continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. History of the Parrott Mine and tailingsPlacer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery led to a stampede of placer and lode claims. One of the first lode claims located was the Parrot lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow, and it was not until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine.The Parrott Mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the district’s rich copper ore. In 1885, the employees of the Parrot smelter bought the Butte Reduction Works, another smelter. In 1885, dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Fig. 1).By 1890, the various smelters in Butte rendered Butte’s air quality as suffocating (Fig. 2). An 1889 funeral procession was rumored to have gotten lost in the thick smelter smoke and somehow ended up at the Centennial Brewery. A city ordinance was passed late in 1890 in an attempt to control smoke. The Parrot smelter employed approximately 500 men by 1890. Through the 1890s, the tailings produced grew from approximately 91 t/d (100 stpd) to more than 181 t/d (200 stpd). Copper values in the tailings were initially as high as 4 percent, but as the processing improved that was reduced to 1.5 percent."

In 1970, of the 603 million tons of coal produced in the United States, 339 million tons, or 56%, were produced by under- ground mines. While the ratio of underground to surface production has been decreasing in the last few years, it is anticipated that a 60:40 ratio of underground to surface-mined coal will remain for some time. Underground coal operators are continuing to invest in new mines and are interested in increasing the efficiency of all their operations. One area for improvement is in mine planning and design, particularly in the area of selection of equipment for operation. Because of the availability of a wide variety of equipment, a fair degree of selectivity can be exercised in the choice of equipment for a particular job. However, such a choice must be made on the basis of technological facts and forecasts related to the mining operation. If the mining conditions can be reasonably predicted, along with a mining plan, it should be possible to insure the selection of the right equipment for the particular application. In order to increase the efficiency of underground coal operations, it is necessary to understand not only the operating system in detail, but the inter-relationships between system components and the operating environment. With such an understanding comes the application of simulation and other operations research techniques to plan and operate mining systems. Computer simulation studies have been successfully adapted to underground coal mining, and applications by Prelaz et al. (1965), and Manula and Sanford (1969) are some that are being used by the mining companies. However, a need still exists for better understanding of certain intra-system and system-environment interactions in order that computer simulation programs may be provided with better input data for more effective application. This paper deals with one aspect of the coal-winning system in need of better definition, namely, studying the performance of continuous miners.

"Among Tokyo Metro’s approximately 200km of subway lines, the Tozai Line that connects Chiba Prefecture and mid-Tokyo experiences congestion of up to 199% at worst and relief of this has become urgent. Therefore, as it is imperative to increase the number of trains operating in the exceptionally congested area from mid-Tokyo going east, a large-scale renovation work is planned between Iidabashi Station and Kudanshita Station that will facilitate turn-back via 3 tracks. While ensuring the safe and stable operation responsible for about 1.35 million passengers daily, this highly difficult work of inner wall demolition and reinforcement of the side walls and floor slabs will only be implemented for 3 hours during late night. This paper discusses large-scale plans to improve turn-back facilities, and the methods of construction therein as an example of operational improvement of a subway network. 1) INTRODUCTION The Tokyo Metro Tozai Line (“Tozai Line”) opened over the entire 30.8 km distance from Nakano to Nishi-funabashi on March 29, 1969. It has the longest operating length of the nine Tokyo Metro lines, and was the first subway line to extend past the borders of the Tokyo Metropolis. Through train services with two other railway companies are available from the Tozai Line. Tozai Line trains join the Sobu Line of the East Japan Railway Company (“JR East”) and the Toyo Rapid Railway Line of Toyo Rapid Railway (“TR”) from Nishi-funabashi Station, and the JR Chuo Line from Nakano Station. The line is structurally distinctive in that 51% of it was built using the open-cut method, 43% of it is elevated and the remaining 6% was built when we used the shield method for the first time 1)2)3)."

Examining a typical curriculum for mineral process engineers shows that traditional subjects remain important, namely, engineering, earth and basic sciences, mathematics and mineral proc¬essing technology. However, Table I shows additional subjects that may be woven into a modern curriculum, because of micro- and macro-engineering advances over the years. The ways to incorporate these subjects into the curriculum will vary from school to school. Such changes are in response to evolutionary technological and political needs as determined by society and business. Recent advancements in computer hardware have led to the development of new ventilation planning software for PC's. These programs now can be run more quickly and can display their outputs with graphical techniques. Only a few of the existing programs have the capability to display the output data graphically on plotters. Graphical presentation of ventilation simulation data is essential for quick and sure comparisons of alternative analyses. Recently a noticeable growth has occurred in the application of graphics for display and interpretation of the data that have been developed by simulation procedures. The process of mine ventilation network analyses used for planning and design can benefit from this development. The authors describe and present graphics-assisted software that has been developed to work with a mine ventilation simulation program. This software has some of the following features: - graphic editor on screen, - graphical display of output data on screen (EGA, VGA), - graphical display on plotter or printer, - scaling capability (desired part of the entire schematic can be displayed), and - such values as flow, pressure loss, gas concentration for branches, and pressure and elevation at junctions can be presented as labels.

One of the most challenging and ambitious dump rehabilitation projects in South Africa’s mining industry is being carried out at Greenside Colliery’s smoldering coal dump, which lies adjacent to the N 12 Johannesburg-Witbank highway. Greenside Colliery is the largest coal mine in the Gold Fields Group. It began operation in 1946, the year in which the burning dump had its origins. Today, Gold Fields plans to spend R16 million (about $USS8 million) to encapsulate the dump, bringing it into compliance with South Africa’s Mining Environmental Management Programme, according to Martin Hamer, engineering manager of the Greenside Colliery. The improved environmental management approach will result in reduced sulfur dioxide gas, smoke and dust emisson into the air and an enhanced aesthetic appearance of the dump from the N 12 highway. The objectives of the project are to place and compact coal discard to within the National Institute of Coal Research specifications in order to prevent spontaneous combustion, and to preserve as an asset the coal portion of the discard.

The use of paste technology for underground cemented backfill is widely accepted in the mining industry today as a potentially cost effective alternative to cemented rock and hydraulic slurry fill. While paste backfill is not the appropriate backfilling method for all mines, there are presently 23 operating tailings paste backfill plants throughout the world. This new technology has gained increasing acceptance as a backfill method over the last decade and its use is now expanding into the surface disposal of tailings using the stacked, thickened tailings disposal concept. Over the next 18 months there will be ten new paste plants commissioned in the world. Five of these ten plants will be used exclusively for surface tailings disposal or a combination of surface disposal and underground backfill production. The thickened tailings disposal concept, developed by Dr. Eli Robinsky in the early 1970's, has been in use for decades at several mine sites throughout the world (Kidd Creek Mine site in Northern Ontario), but always utilizing non segregating high density tailings slurry central discharge, stacked tailings placement. With the use of a higher solids content paste, the typical 2-degree beach angle can be increased to ten degrees or more with no runoff water and minimal shrinkage crack development through desiccation. This paper presents the design of the first mine to implement true surface paste disposal, Barrick Gold Corp's Bulyanhulu Mine in Tanzania. The paste system will be commissioned in the first quarter of 2001 allowing performance data to be collected to define the full potential of paste technology for surface tailings disposal.

Introduction In the same way that a blueprint communicates informa¬tion about a structure, a systems architecture should provide information that guides the construction and implementation of a computing system. Taking the blueprint analogy a step further, a plot plan can also show where, in the "bigger picture," a particular design fits (if in fact it does) and what a builder needs to know about the environment in which he or she will operate. In the context of business systems, a meaningful architecture should convey the following: • the primary purpose of computer-based systems rela¬tive to particular tasks or operations, • the relationship of the systems to each other and an indication of their interaction and dependencies, • the relationship of the systems relative to the organiza¬tion and its objectives, • indications of where IS/IT resources can best be allo¬cated to support the organization and • the overall context in which new systems and technolo¬gies can be assessed for both their impacts on current systems and on the organization itself. In theory, a well-designed systems architecture should allow an organization to focus its resources on those aspects of its business that matter most, thus, leveraging investments in information technology to a competitive advantage. In addition, the way that a computing systems architecture is represented should be un¬derstandable to non-IT staff, and it should be eas¬ily recognized by the people it supports. This pa¬per attempts to show that a meaningful systems model exists and that its applica¬tion to mining can achieve the desired results. The following discus¬sion is based on the au¬thors interpretation of a concept referred to as the computer integrated manu¬acturing (CIM) model, as developed by Allen-Bradley. An inherent strength of the CIM approach is that the model combines aspects of business-reporting structures with the manufacturing process itself. What results is a systems frame¬work that is aligned with relevant business processes and is, therefore, easier for non-IS/IT personnel to interpret. The successful application of the CIM model can be seen in a large number of both discrete and process-manufacturing facilities throughout the United States. This paper provides a brief overview of the CIM model and then describes how the model can be applied at a conceptual level to the mining industry. Finally, this paper proposes an extension to the CIM model that the authors believe will make it easier to understand and apply. CIM model As shown on Fig. 1, the CIM model begins with the most detailed levels of process equipment and works its way up to the highest level of consolidated financial reporting. Systems at each level are characterized by common attributes, users, time frames, etc., providing a clear picture of their interac¬tion. Further analysis of the relationships between systems and between levels provides insight into the opportunities for integration. Regardless of the industry or processes involved, the CIM model provides a framework in which the characteristics of systems and the data they manage can be predicted based on the nature of the business function they support. In general, as data moves upward from the lower rungs of the CIM model, it changes from de¬scribing the physical na¬ture of a process to describ¬ing its financial aspects (e.g., from productivity to cost). The time frame to which data applies also transitions from a very short duration, perhaps only milliseconds, to financial or regulatory reporting time frames that may span years. In a simi¬

Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. Douglas W. Fuerstenau (DWF) grew up on a farm and in several small communities in rural South Dakota during the depression years, where he learned the value of hard work. Working hard can produce results but being clever and hardworking will give you a bright future. In his later school years, Fuerstenau’s family moved to Rapid City where his intellectual curiosity and capacity helped him graduate with a B.S. in Metallurgical Engineering from the South Dakota School of Mines and Technology in 1949. His technical interests led to graduate studies and completion of a master’s degree from the Montana School of Mines in 1950 and Sc.D. degree from the Massachusetts Institute of Technology (MIT) in 1953.

The traditional impeller system for aeration and suspension of slurries, e.g. in bacterial oxidation plants, is the vertical flat blade turbine (VFBT) . This type of impeller is energy-intensive, which results in a heavy-duty design of shaft, gearbox and drive. The Mixtec BX04 agitator development programme is designed to evaluate the use of the new generation of hydrofoil impellers which consume less power and thus have potential for capital and operating cost savings as well as being possibly less damaging to the bacteria. The early tests on pyrite oxidation in a 300 litre laboratory pilot tank using the Thiobacillus ferro oxidans bacteria, showed that hydrofoil impellers had superior characteristics to the VFBT impeller and to air-agitated pachucas, with lower energy input. The geometry of the air sparge ring was found to be very important in optimizing the system. These early successes resulted in a prototype impeller and sparge ring beinq tested in a 9m3 tank where oxygen uptake in water, impeller cavitation at different impeller speeds and air flows were evaluated. Resulting from this work was the supply of an agitator unit to an operating bacterial oxidation plant where it has been successfully evaluated. This paper reviews the successful application of oxime reagents for the solvent extraction of copper and considers the role that well focussed research initiatives can play in bringing further radical change to the metallurgical industry. Particular reference is made to the Cuprex Metal Extraction Process (CMEP), for the treatment of low grade or difficult to treat sulfide concentrates, using the reagent Acorga CLX- 50 to recover the copper and the reagent Acorga ZNX-50 for the recovery of zinc from chloride solutions. Other new extractants, currently in development, are also referenced.

The most important safety aspect associated with great mining height in steeply dipping coal seam mining is the stability and control of the roof. When soft coal and hard gangue make up the immediate roof of a working face, the soft-coal interlayer plays a significant role in gangue damage and can cause problems such as roof collapse in front of the support, collapse of partial area supports and other problems that can affect the stability of the supports and the surrounding rock system. This study found that the first weighting step of a multigangue roof is larger than that of a nongangue roof, but periodic weighting steps are similar. The overburden collapse height is lower in a multigangue roof than in a nongangue roof due to the buffering and supporting function of the collapsed gangue. Failure of the coal interlayer is the key factor in the collapse of multilayer gangue. The limited load of the interlayer and maximum resistance of the support is concluded by the hard gangue and soft coal interlayer mechanical model. The maximum resistance of the support increased with the dip angle of the seam and burial depth. Certain measures are proposed to control the stability of the gangue roof, including zoning control of the mining height and resistance and advancing the support while maintaining roof contact, thus ensuring the integrity of the support and surrounding rock system.

Gold and Resource Developments NL (GRD) operates the Macraes Gold Project in East Otago in the South Island of New Zealand, treating a carbonaceous, refractory sulphidic gold ore. The ore is concentrated by flotation, then reground, followed by CIL cyanidation, to minimise loss to the preg-robbing natural carbonaceous material. As the mine has progressed there has been some variation in the preg-robbing nature of the ore, with average overall gold recovery generally in the range 70- 75 %. The Macraes Gold Project has been operating since 1990 and still has an estimated 11 year mine life, which has stimulated the continuing drive to enhance gold recovery. Testwork in 1994 showed there was no improvement in CIL gold recovery after conventional acid pressure oxidation of Macraes Gold Project flotation concentrate. Hence roasting was initially considered as the preferred option to improve gold recovery, being the only established technology to deal with both carbonaceous preg-robbing and sulphide encapsulation. However Newmont Gold Company pressure oxidation technology, as used at Twin Creeks in Nevada, has proved to be applicable to the Macraes Gold Project concentrate. Pilot scale testwork has shown that both roasting and pressure oxidation could achieve similar CIL gold recoveries on the concentrate. However, capital cost, simpler arsenic stabilisation, the ability to operate autothermally at a lower concentrate sulphur grade and simpler environmental consenting factors, has tipped the balance in favour of pressure oxidation. Overall average gold recovery is expected to improve to approximately 84% with adoption of pressure oxidation. GRD has appointed Minproc Limited as EPCM contractor to install pressure oxidation at the Macraes Gold Project, together with upgrading the existing flotation and grind circuits at a cost of NZ$ 30M (US$ 16M). Construction is 60% complete and on schedule for 1 October 1999 start up.

Forecasts indicate that the acid rain bill currently before Congress is likely to cause an increase in demand of 30 to 40 million tons per year of compliance quality coal from Central Appalachia. This represents a doubling of this segment of the coal business. This paper will examine how this doubling can be met, what the likely implications for pricing are, the major uncertainties associated with these predictions, and the likely outcomes of the growth in compliance coal. Finally, some implications for fuel planners will be discussed.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition.
