JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

Oil shale may not produce the same excitement of the gold rush days, but presently there is an "oil shale fever" among mining men. Such exotic equipment as 800-ton haul units, 75 ft. boring machines, and huge fully automatic multi-purpose jumbo drill units are only a few of the topics of conversation in the oil shale groups. I am dreaming, perhaps, but this type of exotic thinking will exuberate the advancement in mining technology and will only be tempered by the practicality and the availability of today's equipment.

INTRODUCTION The Soudan 2 Cavern was completed in 1986 as a physics research laboratory located 713 m below ground in northern Minnesota. A paper in the 1985 RETC proceedings presented the background and planned usage for the cavern, site investigation and rock conditions, contract documents, and a bid summary. This is a follow-up paper describing construction of the cavern. The Soudan 2 excavation, 71.8 m long by 13.9 m wide by 11.6 m high, was excavated by drill and blast methods and mucked by crawler tractor and mine hoist. The excavation sequence consisted of twin top-heading pilot tunnels followed by removal of the top heading pillar and finally the bench. Various blasting designs were used to achieve adequate breakage and acceptable levels of blast damage control at the cavern perimeter. The geologic conditions exposed in the cavern, and the support needs of the rock encountered, are compared to the conditions interpreted from the site investigation. The influence of specific geologic features on cavern performance will be described. Initial support and final lining consisted of full length grouted rockbolts and reinforced and plain shotcrete. Trials were conducted with steel-fiber reinforced shotcrete and microsilica additives. The performance of the rock and support systems was tracked with single point extensometers, convergence measurements

The recent increase in development of refractory gold deposits has resulted in changes to the traditional treatment processes. The selection of the preferred refractory treatment process is dependent on the mineralogy of the ore. One process, which has recently gained increasing attention, utilizes dry grinding and roasting of the whole ore. This paper will discuss some of the considerations to be addressed during the design of the process fl owsheet and what the effects of the various alternatives will be on the plant capital and operating costs. The paper will be based, in part, on current experiences with dry grinding, roasting plant design and start-up.

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done. As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal. TECHNOLOGY GAPS TARGETED BY THE MINER ACT The MINER Act addressed several technology challenges: • Problems with donning and switching between self-contained self-rescuers (SCSRs). • Poor visibility in smoke. • No wayfinding assistance for escape from the mine. • Limited breathable air supply. • Inability to locate trapped miners. • Inability to communicate with trapped miners. • Failure of mine seals. The MINER Act had several provisions that prescribed specific safety technologies intended to address these issues. Many of these were directed at post-accident technology requirements — an area in which Congress mandated additional technology investment. Specifically, the Act required mine operators to submit emergency response plans (ERPs) that contained provisions for implementing new or improved post-accident communications, tracking, lifelines, refuge alternatives and breathable air supplies along with training for emergency procedures and local coordination of emergency response. Most of the requirements were to be carried out within three years of the ratification of the MINER Act. In addition to these requirements for mine operators, the Act clarified and expanded NIOSH’s role and authority in enhancing the development of new mine safety technologies and expediting their commercial availability. The MINER Act also required NIOSH to develop research on refuge chambers, mine seals and the use of belt air and fire-retardant belts. Mine seals had to be upgraded and MSHA turned to NIOSH for applied research to establish the new explosion-resistance requirements. Progress toward closing the gaps."

The mining method at the Cannon mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill before pillar removal. The dimensions of the pillars are 7.3 m wide by 19.8 to 28.9 m high (24 ft by 65 to 95 ft). They require careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, and to minimize wall damage and ground vibration. The Cannon mine is a joint venture between Asamera Minerals (US) Inc., a 92% owned subsidiary of Gulf Canada Ltd., and Breakwater Ltd. Asamera is the operator. The mine is located at the south end of Wenatchee, WA, a town of roughly 45,000 people on the eastern flanks of the Cascade Mountains. Gold is the primary product at the mine. The rock is extracted using a sublevel end-slicing method on 15 m (50 ft) lifts, with subsequent backfilling and pillar removal. The stope widths, dictated by rock conditions at 7.3 m (24 ft), are the same in the primaries as in the pillars, or secondaries.

The Mojave Desert province is comprised of a diverse group of mountains that range in elevation from about 2,000' (600 m) to 3,000' (900 m), separated by tracts of alluvial cover. The province is bounded on the southwest by the San Andreas fault, on the north by the Garlock fault, on the east by the Death Valley- Granite Mountains fault. Rocks preserved in the Mojave Desert Province collectively record a rich assemblage of Precambrian crystalline basement' ranging in age from ca. 1.8 to 1.35 Ga, upper Precambrian and Paleozoic Cordilleran miogeoclinal sediments and platform rocks, Mesozoic backarc and interarc shallow marine and continental sequences, locally emplaced Permian- Triassic syenitic plutons, extruded hypabyssal volcanic rocks of the ?Jurassic "Sidewinder Volcanic Series," and regionally intruded late Mesozoic granitoid batholithic rocks (Dokka et al., 1988). The Mojave block apparently was a high-standing element for much of the early Tertiary, with strata of Late Cretaceous or early Tertiary age preserved only on its margins. Beginning about in the late Oligocene an intense episode of regional north-south extension was developed in a roughly east- west trending belt that traversed the central part of the province. This extensional belt has been termed the Mojave Extensional Belt. The extensional regime lasted from about 22-17 Ma, and is generally divided into two phases. The first, from about 22-20 Ma records intense extension via the activity of crustal-scale, simple shear, low- angle normal faults, high-angle normal faults, and extensional fracturing, along with intrusion of intermediate to silicic volcanic rocks, including episodes of explosive volcanic activity. The Peach Springs Tuff, a major regional marker unit that extends across the Mojave from Arizona to about Barstow, forms an effective stratigraphic lid on the extensional interval, (i.e., is not rotated) and is dated isotopically at about 18.5 Ma. The extensional episode was followed by an interval of high- angle normal faulting and dike emplacement from about 19 to 17 Ma, and was accompanied by at least local uplift and volcanism. Most volcaniclastic and epiclastic sedimentary units of the central Mojave block post-date the interval of extension and normal faulting, and occur as a complex of marginal alluvial and more interior lacustrine facies that formed as recently as late Miocene (ca 13 Ma). Local sequences (e.g., Lava Mountains) record deposition up to about 8 Ma, but there appears to be a regional "gap" from then until at least local successions record Pleistocene deposition. Magnetic and isotopic age studies indicate a complex history of crustal rotations, distributed across a number of discrete domains, during the past 10 Ma. Some of the youngest volcanic and geomorphic features apparently developed at "holes" formed at the edges of rotated blocks.

The first phase of an investigation of the chemical composition of subsurface water and the hydrochemical processes in and near the abandoned Nordic tailings at Elliot Lake, Ontario, was conducted in 1979. The Nordic area, which covers 85 hectares with an average thickness of 10 m and overlies deposits of permeable glaciofluvial sand, contains 15 million tonnes of tailings with 4-7% pyrite. Nests of standpipe piezometers installed at three locations on the tailings indicate that seepage through the tailings is predominantly downward. The water table in the tailings slopes from the north side of the tailings dam, where it is within a metre of surface to the south side near the tailings dam, where it is approximately 10 m below surface. When they were deposited during the period from 1957 to 1968, the tailings contained pore water at a pH of about 8 resulting from neutralization treatment in the mill. At the three piezometer nests, the pH increases from 3 near the water table to 7 near the bottom of the tailings. The pore water in the tailings is gradually becoming acidic because of oxidation of pyrite in the zone above the water table. The concentrations of Fe, Mn, Ni, Co, Zn and Pb are high in the shallow acidic zone and much lower in the deeper neutral zone. Concentrations of 226Ra range from 30 to 230 pCi/L. At the three sites concentrations of major ions in the permeable sand a short interval beneath the tailings indicate 226Ra presence of tailings seepage, but Ra concentrations are only 2 to 8 pCi/L. Greater downward penetration of 226Ra probably occurs in the area closer to the tailings dam. Monitoring of a network of multilevel bundle piezometers installed in permeable sand that extends southward from beneath the tailings indicates the occurrence of a plume of tailingsderived water containing high concentrations of Ca, Mg, Fe and S04 that extend 400 m downgradient from the tailings dam. The total dissolved solids decline from 20,000 at the dam to less than 500 mg/L at the identifiable downgradient periphery of the plume. A much smaller but distinct plume of water with high heavy metal concentrations and 226Ra in the range of 10 to 130 pCi/L extends from beneath the dam for a distance of 15 m. The pH of the groundwater in this heavy metal-radium plume is 4 to 5, whereas elsewhere in zone of groundwater with high dissolved solids, the pH is above 6. Interferometric Synthetic Aperture Radar (InSAR) is a satellite-based monitoring technique that complements other in-situ methods for detecting and measuring surface displacement. Recent advances in data processing algorithms, coupled with the use of high-resolution satellite systems, make it possible to now provide high-frequency InSAR monitoring services, with updated results delivered every time a new satellite image is acquired. The advent of large, continuously updated data sets, however, brings new challenges, including the need to rapidly sift through the data to identify only those points showing relevant ground displacement information. This has been achieved by using trend variation analysis tools, that quickly isolate and highlight only areas of anomalous behavior. The paper focuses on project case studies where continuous InSAR monitoring has proven to be key in identifying displacement trend changes near tunnel alignments.

The expanding: demand for ilmenite for use in the manufacture of titanium pigments, the knowledge that much of this raw material comes from distant points and therefore has to include a heavy freight charge in the price of the delivered product, and the further knowledge that ilmenite occurs both in the crystalline rocks of northern New Jersey and also in some of the Triassic igneous rocks, were considerations which led to a search for ilmenite-bearing sands in southern New Jersey. That this search was successful is now history, and it is the senior author's privilege to state here that most of the credit belongs to his associates who did all of the heavy work of hand-augering for samples, and who made all of the heavy-mineral separations. We all are grateful to members of the Department of Geology at Rutgers and Princeton Universities for the use of equipment which enabled us to evaluate certain samples from our ilmenite exploration program. In addition, we wish to express our appreciation to many companies for their cooperation and for their permission to publish mineral and chemical analyses. The products of the coming decade will possess such stringent design criteria that it is unlikely today's monolithic materials will be able to meet them. The discovery, characterization and cost- effective manufacture of a whole new generation of highly engineered materials therefore have become essential requirements for participation in the materials marketplace of the 1990s and beyond. Meeting these challenges will require advances on a broad variety of scientific and engineering fronts, including: strengthened fundamental understanding of materials behavior; composite and laminate programs offering the compatible and synergistic combination of metals, ceramics and polymers; advanced engineering and structural design techniques; processing technologies capable of producing advanced materials efficiently; and, the development of new products taking advantage of the availability and cost-effectiveness of these highly engineered, advanced materials.

The RiverRenew Tunnel System project in Alexandria, VA forms part of a CSO scheme aimed at reducing overflows of combined stormwater and sewage into the Potomac River during storm events. A major piece of the project is a 12-foot internal diameter tunnel of approximately 12,000 feet length lined with a single-pass precast concrete segmental liner and excavated by an Earth-Pressure Balanced Shield TBM. The tunnel lies between 120 to 140 feet below grade in the clays of the Upper Potomac Formation with occasional dips of more granular, saturated soils of the Terrace Formation and the Alluvium. The TBM is launched from a figure-8 configuration Pumping/Screening Shaft located within AlexRenew’s operational Water Resource Recovery Facility. This paper discusses the challenges encountered during the launch of the TBM in short mode within a highly congested site and from narrow deep shafts.

The Sunshine Mining Co. has recently started up its new silver refinery in Kellogg, ID. The new plant recovers silver anc copper values from a high grade tetrahedrite concentrate using hydro- metallurgical processes. The plant and process are both new and have gone through the initial startup phase during the first six months of 1985. The full scale plant was developed from laboratory test work. While the metallurgy of the process worked as expected, the material handling problems were difficult to over-come. As might be expected, those parts of the plant that represented available technology started up easily, while the parts that represented new technology presented the most difficulty. Topics covered in this paper include: 1) insufficient type and amount of agitation in the leach vessels, 2) discharge of a non- homogeneous slurry from the leach vessels, and 3) problems associated with very low flow rates in slurry lines.

INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980's. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that 'larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. The Metropolitan Water District of Southern California has undertaken the Lake Mathews Outlet Facilities project to replace the existing outlet facilities. In the late1990s, consulting engineers for the District determined that the Lake Mathews Outlet Facilities were susceptible to a catastrophic failure during a seismic event. To ensure a reliable supply of water to Metropolitan’s customers in the Los Angeles area, the District decided to construct new outlet facilities. This Project consists of excavating a large diameter junction shaft, a 6.10 m (20 ft.) horseshoe tunnel, three short 4.88 m(16 ft.) horseshoe bypass tunnels, and a large excavation within a cofferdam that were all driven in difficult rock conditions. Additionally, a new concrete outlet tower was constructed and connected to the existing tunnel by the new bypass tunnels and through the junction shaft. The J.F. Shea Co., Inc. of Walnut, California, is currently finishing the construction of the Lake Mathews Outlet Facilities Project for Metropolitan. The large diameter junction shaft is 50.60 m (166 ft.) deep, excavated 16.15 m (52 ft.) in diameter and lined with a61 cm (2´-0?) thick steel reinforced concrete lining to a finished diameter of 14.63 m (48ft.). The shaft was excavated full face with one stationary shaft three-boom jumbo, modified for the large diameter. The shaft also consists of four sets of gate guides extruding from the shaft wall towards the center of the shaft that provide the ability to operate up to four mechanical gates at any time, to open or close each tunnel. This paper will present the junction shaft excavation and concrete construction techniques, including the innovative slip form method utilized to construct the junction shaft.

Ventilation and refrigeration strategies for the 3000/3500 orebodies, Mount Isa Mines, Australia were reviewed. The orebodies lie between 1,200 and 1,800 m below surface and are characterised by steep geothermal gradients, intensively mechanised stoping methods and high ambient air temperatures in summer. Providing acceptable working conditions under these situations is difficult and costly. The ventilation air quantity required in the 3000/3500 orebodies exceeds 550 m3/s when the production rate is greater than 2.5 million tonnes per year. The maximum quantity that can be supplied and exhausted using the existing intake and return ventilation system is estimated at about 630 m3/s. For production rates greater than 3 million tonnes per year, either new intake and return airways will need to be developed or innovative approaches such as controlled partial recirculation used. A description is given of technical and economic investigations conducted at Mount Isa into controlled partial recirculation. During these investigations, a major field trial of a controlled partial recirculation system was undertaken with results indicating that an acceptable working environment can be achieved practically and economically utilising this approach. The cost involved in controlled partial recirculation for supplying the required ventilation quantity when the production of 3000/3500 orebodies exceeds 3 million tonnes per year is examined. A cost comparison between recirculation and other conventional alternatives such as new surface shaft or underground booster fans is included. The results indicate that the option of a new surface shaft will incur a high initial capital cost and moderate annual operating costs. The alternative of underground booster fans will necessitate a moderate capital cost and very high operating costs. Controlled partial recirculation, in this case, offers both the lowest capital and operating costs of the three options evaluated.

In several previous studies from this laboratory (1-4) the autophobicity concept of Zisman and co-workers (5, 6) has been extended to gas phase adsorption processes. Low molecular weight alcohols adsorb on silica or alumina to yield novel isotherms in that monolayer adsorption occurs at low relative pressures indicative of strong bonding, but subsequently multilayer adsorption is quite sparse and diminishes with molecular weight of the alcohol. Such isotherms fit no standard classification scheme, however, in the vacinity of monolayer coverage alcohol isotherms give an excellent fit to the Langmuir or B. E. T. , Type I model (7). Monolayer adsorption is relatively irreversible and it is thus possible to prepare these chemisorbed layers and perform subsequent adsorption studies thereon. All indications are that the adsorptive properties on such films is radically different from that on the underlying alumina (4, 8) and in one study finite contact angles for hydrocarbon fluids were observed. One perennial conceptual difficulty is that there is no observed upper bound to the adsorption isotherm which would be necessary for autophobic adsorption to occur. The cause for this has been studied, and it is currently believed that adsorption is complicated by reversible capillary condensation at contact points between powder particles. The evidence for this is that large particle powders give less "apparent" adsorption at high relative pressures and in one very tedious study adsorption on planar sheets, oxidized aluminum displayed similar reduced uptake at high relative pressures when compared with high specific surface area powders (3).

Laboratory tests were conducted by the U.S. Bureau of Mines to determine the respirable dust reduction effectiveness of and interaction between face airflow and water sprays for a continuous miner. Exhausting face ventilation was varied from 3,000 to 9,000 cfm (1.42 to 4.25 m3/sec). Spray-water-flow was varied from 15 to 35 gpm (0.057 to 0.132 m3/min), while nozzle operating pressure was varied from 80 to 200 psi (5.62 to 14.06 kg/cm2). Results from gravimetric dust samples indicated that airflow had the greatest individual impact on reducing dust levels, with return and operator concentrations reduced by as much as 57% and 99%, respectively. Interactions between dust control parameters were found to be significant. Often, these interactions defined a level of application for a control parameter where further increases in that parameter failed to produce additional reductions in dust concentrations. In several cases, increases in a control parameter resulted in higher dust levels at the operator's location. These higher dust levels were attributed to additional rollback and/or airflow turbulence. Regression modeling indicated that increases in airflow to 8,400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.84 kg/cm2) typically were beneficial at the operator and return sampling locations.

Emerging from discussions of U.S. energy policy: from the Project Independence Blueprint; from President Ford's statements to Congress; and from several independent appraisals of the situation; there is a clear objective to achieve an appropriate balance of supply and demand in the near term future (1) by developing more efficient ways of using energy and (2) by extending domestic sources of energy. More specifically, the strategy for achieving this goal has three parts (1) Conservation of energy through greater efficiencies in automobiles, appliances, lighting, heating, and industrial processes. (2) Increased domestic production of oil and gas through new sources such as the outer continental shelf and new efficiencies such as tertiary recovery. (3) Substitution of coal and uranium for oil and gas in utility power plants and industrial heating. The goal of energy research and development is to help achieve these goals and to help minimize the economic, environmental and social impact of our shift from imported energy to domestic sources. The focus of this paper is the implications of the expanded use of coal, and the research and development which may help achieve the above goals in so far as coal is concerned.
