Following the driving of each new section of tunnel, a prompt decision is required regarding the type and extent of primary support to control convergence and prevent ground failure. Sometime thereafter, the effectiveness of the in-place support must be evaluated over the entire length of excavation. It is therefore extremely desirable to have available a lightweight, portable, easy to install and interpret, cost effective monitoring system to assist with these ground control functions. Such a system can be assembled based on the acoustic emission (or microseismic) technique. This monitoring technique uses a piezoelectric transducer to detect subaudible noises associated with deformation of and/or crack propagation in the soil or rock being monitored. After detection, the signals are then amplified, filtered and electronically counted to provide a quantified assessment of the stability of the structure. In the simplest sense, the absence of emission, or counts, signifies no deformation and thus stability. Conversely, the occurrance of counts signifies instability to varying degrees. The higher the count rate, the greater the instability and the need for immediate or additional support. Described in this paper is an overview of the acoustic emission (microseismic) method, details of its use in a laboratory study measuring convergence and stand-up time in soil, and the behavior of rock samples under similar stress conditions. Field use of the method is recommended for ground control monitoring in tunnels, and some suggestions regarding monitoring procedure are presented.

International lending institutions have charters requiring projects that are seeking loans to adhere to certain environmental performance standards, including compliance with host-country environmental laws, as well as observance of international environmental policies and guidelines. The most commonly applied international environmental policies and guidelines are those established by The World Bank. Lenders require a review by an independent engineer to determine that the feasibility study plans have been developed in accordance with the applicable environmental commitments. Lender agreements require independent engineer evaluation of environmental performance through the construction phase and initial operations phase of the project, culminating in the issuance of an "Environ- mental Completion Certificate."

Maintenance and inventory are usually the last items considered in mine development. They need to be addressed properly and early. The micro-computer brings sophistication within the reach of even the smallest mines. Maintenance and inventory programs, if properly installed, will reduce costs 15 to 25% and allow management time to address the mining and metallurgical problems at start up. Shops and warehouses are rarely designed properly. Large engineering firms spend 5 to 20 times more than is necessary for first class facilities. There is an optimum design, size, and layout. Take the time necessary to assure you get the right people, programs, and facilities in that order. Maintenance, inventory, and inventory control must be addressed early if a small mine is to have a chance at optimizing costs during the first two years of operation. This is hard work and is usually put on the back burner until the mine is in some degree of trouble. Hiring an experienced maintenance superintendent is important but it is not the complete solution. Maintenance systems, design of facilities, and use of computers are not skills that maintenance people usually have. In addition, the work of ordering spare parts and working with erection people is a full time job and any maintenance people on site during construction are quickly recruited. The end result is that few mines start up with an adequate Maintenance or Inventory System in place. The months, and in some cases years, that the mine attempts to operate without a system are both painful and expensive. Designs of successful integrated maintenance and inventory programs are virtually 100% supported with some outside assistance. Our system is the approach that we are most familiar with and this paper will isolate how Rushton International would go about setting up systems and designing support facilities. Micro-computers are the only way for a small mine to go. ~ini-computers cost more originally and operating costs are many times higher than even the most sophisticated micro system. Micro- computer software is developed further and recent advances in hardware makes medium priced units equal to most mini's in RAW COMPUTER POWER. Mines in general, and especially small mines, have no need for main frame power. MAINTENANCE A good maintenance program has: 1. Equipment Master List a. Equipment Detail Reports 2. In southwest Wyoming lies buried the world's largest source of natural sodium carbonate, or soda ash. Perhaps a hundred billion tons of trona (sodium sesquicarbonate) are contained in ancient lake beds in the Green River basin'). There the Green River Formation encloses more than 40 extensive beds of trona. At least 25 of these exceed 3 feet (1 meter) in thickness and most of them are more than 300 square miles in extent. Five have been exposed in mines and lie between 800 and 1500 feet below the surface. Others lie at depths of from 400 to 3500 feet. Three companies have underground mines that supply trona to adjacent soda ash plants. These are the FMC Corporation, Allied Chemical Corporation, and Stauffer Chemical Company. A fourth, Texasgulf Corporation, has a mine under development. In 1974, annual soda ash capacity in the Green River area was approximately 4,300,000 tons, which requires the mining of about 7,500,000 tons of trona.

Mine managers rely on their experience, section foreman's daily reports and occasional time studies to make important production, maintenance and forecasting decisions. This information is often subjective and imprecise, consumes expensive engineers time, is often biased and is restricted to short time periods. Managers need better information. Furthermore, if a recently purchased machine is being evaluated, a large increase (>10%) in productivity may be obvious, but small increases are usually masked by other variables. In today's highly competitive markets, cumulative small changes are important, especially since managers have already exhausted most available, obvious avenues of improvement. A technique to separate these charges from effects of other variables and to quantify the target effect is necessary. CSM researchers are addressing this need by developing an intelligent decision support system (IDSS). It provides key production and maintenance information to support management decisions by recognizing patterns in mining machine sensor data and representing knowledge about mine management, operations, layout and equipment. A continuous miner section at Western Fuels-Utah Inc.'s Deserado Mine in Rangely, CO is the test facility for the research. Power transducers located in the sections load center provide kilowatt versus time data from continuous section equipment. The IDSS pattern recognition algorithms classify the kilowatt versus time patterns into individual machine operating modes. It produces an output similar to a typical industrial engineering time study but continuously, automatically and without an engineer in the section. It is relatively easy for a time-study engineer to identify the stop and end points of a cycle element and classify it by looking at the machine and glancing at a stop watch. The problem is that monitoring system hardware and software do not have these unique capabilities. Consequently, IDSS algorithms must automatically define the begin and end points of machine tasks and identify the task by recognizing patterns in kilowatt versus time data. However, many mines have file drawers of time-study type data that are not very useful. So, IDSS contains the knowledge representation subsystem (IDSS/KRS) to produce short reports containing only key information. This is difficult because mine environments continually change and information requirements differ for each management level. Consequently, IDSS/KRS must learn and adapt to new conditions in a dynamic mining environment.

The 1980 Mine Dewatering Act was enacted to protect water rights and to allow mine dewatering to proceed where impairment of a water right might have otherwise created a bar to mine development. In New Mexico, new appropriations for beneficial use are subject to the State Engineer's jurisdiction and are granted only upon a showing of non-impairment. Before 1980, mine dewatering was not considered a beneficial use, nor was it considered waste. The Act brings mine dewatering under the jurisdiction of the State Engineer, makes it subject to the same requirements as an application for appropriation for beneficial use, grants the right to replace the water of users whose rights would be impaired by mine dewatering without a plan of replacement, and extends the right of replacement to non-mining appropriations of water for beneficial use, Application of the Act requires determination of the definition of impairment (the threshold of significant impact on existing water rights), hydrologic evaluations to determine the impact of the proposed dewatering, and preparation and execution of a plan of replacement to avoid impairment of existing rights.

The United States is the world's largest producer of hydrofluoric acid (HF), with its 1971 output of 317,000 short tons representing about 40 percent of the estimated Free World production. U. S. production has increased over five fold in the past 20 years, with a growth rate of about 7 percent per year between 1960 and 1970. However, the growth rate to 1977 is expected to be less than 5 percent per year, due primarily to a reduced rate of growth in requirements by the aluminum industry and an expected increase in imports from Canada and Mexico. This discussion will include our analyses of the consumption pattern for HF in 1972 and the factors influencing the demand forecast for 1977.

In response to the underground mining industry's growing concern with the exposure of workers to the diesel particulate matter (DPM) component of diesel exhaust, a method was developed to estimate the average workplace concentration of DPM that could be expected from using the new lower DPMemitting engines now being approved by the US Mine Safety and Health Administration (MSHA) when these new engines are equipped with state-of-the-art exhaustcontrol technology for filtering and combusting DPM. The resulting estimate uses the MSHA-reported particulate index for these engines, the prevailing rule-of-thumb ventilation rate of 150 cfm/hp and the available diesel-exhaust filter technology that has been shown to be at least 80% effective in reducing tailpipe DPM. In the estimate calculation, every engine used in an underground mine is assumed to be equipped with this control technology. Under the stated reasonable conditions, an average DPM level of 90 µg/m3 (mass) is predicted as technically feasible.

The marketability of a large volume bulk material is significantly effected by transportation costs. Hence, it is essential for anyone that deals with minerals or mineral wastes to be able to reliably estimate bulk transport costs. The three types of bulk overland transportation modes that will be discussed are truck, railroad, and pipeline. Contract and private carriage are the two types of truck transport generally suitable for movement of bulk commodities. Contract carriers are those transportation firms that service a limited number of shippers and geographic points, and carry a restricted number of commodities. Private carriage consists of control over drivers and equipment by the shipper, ownership or lease of the transport equipment, and shipment of commodities related to the primary business of the shipper.1 A combination of private and contract carriage may also be used. Depending on the size and regularity of the shipment, rail offers single car, multiple car, or unit train service to move bulk minerals. Both long and short distance pipeline transportation has been shown economically and technically feasible for many different solids such as, mine and quarry products, coal, chemicals, copper concentrates, phosphate rock, and sewage sludge. 2

Design for economical operation, minimum operating labor and minimum maintenance for labor and supplies are virtually inseparable. Each consideration has a vital bearing on the other. Let us assume that we have the design complete for the most economical operation with a minimum of operating personnel. This means, in addition, that we have the fewest number of operating units consistent with the product requirements for a team or metallurgical coal which we are called on to produce. Historically, introducing new technology to the mining industry has been problematic. In general, the industry is reluctant to take risks with new technology because it is already heavily tied to risk, even using existing technology. Risk in the orebody itself can be substantial. The company is dependent on drill hole patterns that are expected to define what is underground, and process test work is often based on drill cores and other samples, which occasionally produce surprises. And even well-proven processing techniques can blindside the producer, resulting in embarrassing and costly difficulties. But if the industry is to grow in knowledge and become more efficient, new ideas must be introduced. How to introduce new technology is the essence of this paper.

Environmental management systems (EMSs) have been in use for more than a decade. US mining companies are only just beginning to adopt EMSs. This lag is primarily due to lack of market forces and lack of evidence that EMSs add value over standard compliance programs. Several recent studies concluded EMSs improve environmental performance and reduce costs. State and federal regulatory agencies are using EMSs as an innovative tool to streamline the regulatory process and achieve continual environmental improvements. The climate is right for the mining industry to adopt an EMS model that improves environmental performance and takes advantage of new regulatory programs.

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

Although there have been great advances regarding the understanding of mine fires in underground mines in the last century, fires remain high risk incidents. During fire scenarios, many crucial decisions and actions can be made that greatly influence the outcomes of these scenarios. Underground worker decisions are mainly based on training and experience, which in some cases can be complemented with previous analysis of fire effects. In order to review the guidelines that should be taken into account for this kind of examination, a numerical analysis of effects produced by a shuttle car fire under five different ventilation conditions was carried out. The analysis provides some insightful recommendations for firefighting personnel such as time for direct attack and best attack position for first responders and fire brigade groups. Also, the most critical parameters for each scenario were determined. Finally, all results were systematically organized and a first approximation of a fire classification based on the tenability limits was provided for first responder and fire brigade groups. The methodology used in this study for the fire classification could allow for the most appropriate decisions by firefighting personnel increasing the probability to put fires out without compromising their health and safety. INTRODUCTION While there have been great advances regarding the causes of mine fires in underground mines in the last century “small fires have occurred and always will occur in underground mines” (Conti, Chasko, Wiehagen, & Lazzara, 2005). The response time and decisions made during an underground mine fire are critical elements that have direct influence on the event outcome. Mine fires can grow in size quickly causing catastrophic consequences, thus rapid and suitable response actions can result in the difference between an minor emergency situation and a disaster. Upon the confirmation of a fire, a decision must be made regarding whether to fight the fire or evacuate the mine. Even though all underground coal mines possess emergency response plans and firefighting personnel are highly trained, decisions can be complemented with previous numerical analyses. Such analyses could contribute with the knowledge of potential fire effects and consequently with fire preparedness in the mine. Preparedness in underground mines is an important element to reduce the probability of the negative consequences of a mine fire. The time elapsed between the detection of the fire and response in the early stage is a serious component since small fires can produce larger and more serious consequences. If a mine fire cannot be put out within the short time after discovery, the chance of getting the system back in balanced or the success of safely controlling and extinguishing a mine fire is reduced (Conti et al., 2005, Conti, Chasko, Wiehagen, & Lazzara, 2000, Trevits, Yuan, Teacoach, Valoski, & Urosek, 2009, Brake, 2013). As confirmed by Conti and others, if a mine fire cannot be controlled by direct firefighting methods the probability of extinguishing the fire, without sealing is greatly reduced (Conti et al., 2005). However, response actions such as direct extinguishment must be carried out without compromising the health and safety of the firefighting personnel (Kim, Lönnermark, & Ingason, 2010).

The theory of ore flotation has developed at a rather fast rate and the application of theory to practice has been successfully investigated. Significant technological advances have been made in such areas as control of the ore grade, automation in metallurgical control through conductivity measurements, and the development of faster and continuous analytical techniques for ore pulp analysis. Further significant improvements in mill control are being_ investigated through the application of a computer control to the process. This represents the more advanced trend in process control. At the heart of a control system installation, the digital computer will communicate directly with process instrumentation, perform' complex calcu¬lations to determine on a timely basis the control settings for attaining optimum results and automatically furnish signals to effect control actions. The process is considered as an integrated unit and economic criteria are used to measure its performance. The approaches to a mathematical model development to describe the process, optimization and control schemes as applied to an ore beneficiation process will be discussed.

Reduced clearance is one of the most important characteristics of encumbered space in underground coal mining. Another key variable is the maximum velocity at which a piece of mobile mining equipment can operate in this limited space. Typical velocity- clearance curves for different mine transportation systems are developed and characterized. Applications of the relationships are examined, emphasizing their significance in the design and control of mine materials handling systems.

Optimization of a process is achieved by selecting, 'from all the known options, the most beneficial method of obtaining a product. It is rare that the optimum process is arrived at by conventional methods, because of the great amount of time required for developing and comparing all the options. On the other hand, it is now possible, by means of an optimization program based on special mathematical formulas involving an algorithm and implemented by a computer, to plot the optimum process realizing considerable savings and in a reasonably short time. The flow sheet arrived at in accordance with the optimization program described in this paper investigates and develops all the possible options and, with the aid of the computer, makes it possible to select the most economical ore beneficiation process. The options in an ore beneficiation process are all the possible trajectories that can be traced through the particle sizes to which the ore is reducible in the extraction of its valuable minerals. Although an ore can have a wide range of composition and several valuable minerals that can be extracted, this paper is concerned with the special case in which only one mineral is extracted from the ore and in which the maximum allowable percentage of impurities in the end product is defined.

The effect of pyrite, pyrrhotite, chalcopyrite, realgar and arsenopyrite on gold dissolution in cyanide media was investigated. The cyanidation of synthetic gold ores, in the presence of various concentrations of sulphides, was studied under constant experimental conditions. A mineralogical analysis of the minerals was performed. The leaching kinetics were determined. The negative effect of sulphides on the gold dissolution rate varies with the sulphide mineral, and decreases according to the following order: realgar > pyrrhotite > chalcopyrite > pyrite > arsenopyrite. The chemical characterization of gold and sulphide minerals surfaces using X-ray photoelectron spectroscopy (XPS) was undertaken to identify the mechanisms involved. XPS analysis showed that a passivation layer of sulphides, arsenic or iron compounds may form on the gold surface as a result of the dissolution of the sulphide minerals.

The demand for thermal coal both nationally and internationally is projected to increase rapidly. The marketability of high ETU thermal coal produced in the USA is, however, limited by its high sulfur content. Fortunately, over 70 percent of the sulfur exists in pyritic form. The research conducted at Southern Illinois University indicates that over 90 percent of the pyrite can be removed by simple devices such as concentrating tables, cyclones, or froth flotation cells and the desulfurized coal can be blended with low sulfur western coal to produce EPA compliance coal. Thus, both the low BTU western coal and the high sulfur midwestern coal can be rendered competitive in the utility markets, here and abroad due to improved utilization.

The compared advantages of digital and analogue computers for solving ventilation problems have for many years been a matter of discussion among the specialists whose respective arguments have prevailed in turn depending on the progress of technology. In the French coal mines however none of these two techniques has superseded the other so far. In France, between 1956 and 1962 only the digital computer and from 1962 to 1967 only the analogue computer was used. Since then they are both used concurrently and complementarily. Depending on the problems dealt with, the most advantageous method is chosen in each case. In the case of ventilation planning for projected workings, it is possible to test variant forms of the development plans and many parameters can be varied. In such a case the flexibility of the analogue computer is a great help. Wrong lines taken will be rapidly abandoned and little by little solutions will be found. By examining the results of a test, new ideas will generally come into the mind and they can be tested right away. Such an investigation is always-carried out in conjunction with the engineers of the mine concerned. In complex networks it often leads to solu¬tions which could not have been devised from the start. The same work could be done by using a numerical method and the digital computers operating in the different coal mine districts, but for the same tests, the time required would be much longer and the participants would not be encouraged to use their imagination so intensively. Or the other hand for calculations of ventilation networks in ventilation surveying, use is made of the digital computer which gives the possibility of storing the data corresponding to the different mines concerned. The questions to be solved concern problems for which the ventilation network is essentially known, and in which only a small number of parameters can be varied. The few possible alternatives to be calculated can therefore be handled by the digital computer in spite of the relative lack of flexibility of the method. To sum up our ventilation studies are conducted in France as follows: - For ventilation studies and modifications due to projected workings use is made of the ana¬logue computer. For a given mine the updating of such ventilation studies is carried out every 3 or 5 years according to the progression of the workings. - For ventilation surveying while normal working operations are in progress, use is made of the digital computer.
