Genstar's underground mine at Texas, MD experienced a failure of the mine roof and subsequent damage to an underground backfill caused by surface floodwaters. A hydraulic backfilling program was developed in house to stabilize temporary repairs to the mine roof, replace 2300 yards of pneumatically stowed backfill, and complete a permanent repair to the mine roof. A flowable backfill material was developed, tested, and later marketed as the result of experience gained during this project. In addition, Genstar personnel developed backfilling techniques to meet the requirements of the repairs and completed work without the additional expense of non company services or contractors.

During the late 1960s the mining industry became interested in USBM's efforts to develop the gold-silver heap leaching process. In the last 10 years, successful commercial heap leaching applications increased. The process provides a relatively low-capital means of processing treatable ores with reasonable operating costs. Present gold and silver prices compared to capital and operating costs favor the continued growth of the heap leaching method. The heap leaching process is defined as the percolation leaching of relatively coarse gold-silver ore piled on an impervious surface. To date, dilute alkaline cyanide solution is the lixiviant of choice. Other leaching reagents such as thiourea and hypo have been suggested, although they are not currently used in heap leaching practice. Ores may he run-of-mine in size or crushed as fine as about 10 mm. Gold and silver-bearing so¬lutions draining from the heaps may be processed in activated carbon columns to recover the metals, followed by stripping and metal recovery, or treated by the Merrill-Crowe zinc dust precipitation method. All solutions are generally recycled to the leaching step, and the heap leaching system is relatively easy to control from an environmental viewpoint. One advantage of the heap leaching process is its flexibility. Plants may be very simple, comprising leaching of uncrushed ore on a locally-obtained clay-lined pad and shipment of gold and silver recovered in the form of loaded carbon or zinc precipitates; such a plant would have a relatively low capital investment. More elaborate plants for larger ore bodies may be planned to include crushing, cyclic pad use, and done gold-silver recovery. General planning is similar in each case. This article outlines some key factors in designing heap leaching operations and discusses how these factors are applied to develop a working operation. Since individual design requirements and local costs vary so much, only a few general comments on costs are included.

According to general guidelines, deposits suitable for surface mining can be divided into two basic categories: horizontal or flat-bedded deposits and inclined or dip-buried deposits. A series of mathematical models for surface mine long-term planning (SMLTP) has been developed and can be used for any kind of deposit. The basic theory and methodology of the models are oriented- graph simulation which combines graph and network theory with a systems simulation technique to form a new approach. From the viewpoint of surface mining and long-term plan modeling, the main differences between the two categories of deposits are analyzed, an important algorithm is put forward, and the structure of the models and some results of applications are introduced. Dynamic and comprehensive optimizations have been completed by the SMLTP model series. Combining different OR branches, the new approach has been proved to be a powerful tool to solve the strategic problems of surface mine planning.

An advanced coal preparation plant has been built at Homer City, Pennsylvania, by Pennsylvania Electric Company, a subsidiary of General Public Utilities Corporation, and New York State Electric and Gas Corporation, as an alternative to utilizing flue gas desulfurization technology to meet the Federal Environmental Protection Agency and the Pennsylvania Department of Environmental Resources air quality emission regulations of 4.0 lb S02/106BTU for the two (2) existing coal-fired generating station Units No. 1 and No. 2, and a 1.2 lb S02/106BTU for the new Unit No. 3. The coal preparation plant is designed to process 5,200,000 tons of run of the mine coal annually and has a design capability to process 1,200 tons per hour via two (2) equal capacity 600 tons per hour preparation circuits.- The plant is designed to produce multi-product coal streams consisting of a middling product of medium ash and medium sulphur content, which is environmentally compatible to support operation of the two (2) existing generating Units I and 2, and a deep cleaned, low ash, low sulphur coal product capable of environmentally supporting the ambient air quality requirements of the new Unit 3 generating facility. The waste product from the process consists of high ash, high sulphur reject material. The process has the acronym MCCS (Multi-Stream Coal Cleaning System).

"Tunnels designed to NFPA 502 are required to withstand the RWS time-temperature curve, more specifically prevent progressive spalling and loss of strength of steel reinforcement. Fire boards or spray-on layers can be effective, however, these solutions have capital and whole-life cost implications. The use of “fire resistant” concrete based on a suitable aggregate with polypropylene fibers has also increased in recent years. This article presents a new methodology for thermal and structural analysis of segmentally lined tunnels, which permits the analysis of project specific fire curves and an assessment of different fire protection strategies. The effectiveness of fire boards is assessed along with whether “fire resistant” concrete alone is a viable means of achieving the required protection. Finally, since NFPA 502 recommends water-based fixed fire-fighting systems for Category C and D tunnels, we discuss the question of how a fixed fire-fighting system should be addressed within the structural design. INTRODUCTION Protecting road tunnels from structural damage and collapse is a key requirement for both life safety and business continuity. Where road tunnels are part of key highway corridors, protecting business continuity is a high priority for owners, operators and the Authority Having Jurisdiction. For existing tunnels, compliance with NFPA 502 may require upgrades with either passive fire protection and/or water-based fixed firefighting systems. For new tunnels, compliance with NFPA 502 requires a combination of good practice in design and fire testing. A water-based fixed firefighting system is a Conditionally Mandatory Requirement1 for Class C and D tunnels, i.e. all tunnels greater than 300m and 1000m long respectively. The basis for fire safety design of new tunnels and assessment of existing tunnels is the worst-case fire scenario. An expert system is a computer system that performs tasks that are considered by most people to require human expertise. Since their functioning relies heavily on large bodies of knowledge, they are often referred to as knowledge-based systems. These systems can contain the skill and knowledge of an individual human expert or the combined knowledge of a group of experts. The knowledge embodied in an expert system can consist of specific facts, HSHA regulations, heuristics or rules-of-thumb used by the expert, and databases. The purpose of this paper will be to introduce the participants in the ?Increase Competitiveness Thru Innovation? session to expert systems. This introduction will enable the participants to better appreciate the balance of the papers to be presented in this session. These papers will deal with specific mining problems and a proposed innovative solution. This paper will discuss such topics as problem-solving paradigms, rules of inference, knowledge representation, and the structure of expert systems.

The high grade gold and silver Ken Snyder Mine is located in north-central Nevada, in Elko County, adjacent to the town of Midas, approximately 240 miles to the east­northeast of Reno and approximately 60 miles to the northeast of the town of Winnemucca. The Midas Joint Venture (MJV), an equal partnership between Franco-Nevada Mining Corporation, Inc. and Euro­Nevada Mining Corporation, Inc. with Franco-Nevada Mining Corporation, Inc. being the joint venture manager, owns the mine. In May 1997, Kilborn Denver, now SNC-Lavalin America, completed a bankable feasibility study and proceeded with detailed design, procurement and construction management. In mid December 1998, MJV not only poured their first gold several months ahead of schedule, but were already operating at full production. In addition, the construction of this US $84 million mine, mill and related facilities were completed on budget. Operating cash costs are US $78/oz. This paper describes how this was accomplished.

Reduction bleaching is used to improve the brightness and color of the kaolin pigments sold to the paper and speciality industries. The bleach re¬duces the iron oxide associated with kaolin deposits to a colorless form by the following reaction: Na2S2O42+ 6Fe+3 + 4 H2O -> 2 NaHSO4 + 6Fe+2 + 6H+ (Conley et al., 1964). At present, sodium hydrosulfite is used by the kaolin industry as the reductive bleach. It is often purchased commercially as a liquid solution and added into an acidified slurry. Before the use of commercial sodium hydrosulfite, kaolin plants manufactured zinc hydrosulfite on site by adding zinc dust to sulfurous acid made by passing SO2 gas into water. This process was abandoned in the 1970s due to environmental concerns about zinc in waste waters. In the 1970s, Engelhard patented a process that made sodium hydrosulfate from an iron hydrosulfate (Tiethof, 1978). Difficulties with separating the iron hydroxide byproduct from the bleach and a decrease in the cost of commercial bleach caused the project to be abandoned.

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. General. Copper, the first metal used by man, today is the third in consumption after iron and aluminum. Compared to these it is relatively rare, with less than 0.01% of the earth's crust copper, 8% aluminum, and 5% iron. Nevertheless. our modern civilization is heavily dependent upon copper because of its high conductivity and resistance to corrosion, ease of working, durability, wide range of properties by virtue of its readiness to form alloys with other metals, and its attractive colors and texture that make it so desirable for many crafts and arts. These attributes explain why copper is chosen for a long list of uses, including electrical wiring, switchgear, and bus bars; piping, roofing, and siding; and manufactures of brass, bronze, and other alloys. The fact that copper ore is mined in nearly all parts of the world is significant. Its importance is shown in Table I, which gives figures on world production from 1968 to 1977. In the Free World, North and South America and Africa are preeminent. The table also shows the generally upward trend of production in this period; accurate figures for 1978 and 1979 from the same source are not yet available (1980), but it is certain that major environmental, economical, and political factors continued to disturb the industry in those years and into 1980.

The dissolution of gold in cyanide_ leaching has been we11 published with the genera1 acceptance that gold is oxidised by oxygen and stabilized by complexation with cyanide [1]. The dissolution of gold is essentially an electrochemical process. The rate of the anodic gold dissolution is controlled by the cyanide concentration. - (2) While the cathode reduction of oxygen is controlled by dissolved oxygen concentration - (3) There are a number of factors influencing the concentration of oxygen, and if 1owered substanth.lly will effect the efficiency of the leaching plant. These include: "' salinity "' temperature "'partial pressure "'oxygen consumption rate The use of pure oxygen for· cyanidation is only beneficial if oxygen is rate limiting, Conversely a slurry saturated with air (typically 5 - 8 ppm) may not be enough for maximum leach rate. The diagram below shows the maximum dissolved oxygen levels obtainable with pure oxygen and air. DISSOLVED OXYGEN (MAXIMUM) IN WATER At steady state, the rate of the cathodic reaction must equal the rate of the anodic reaction. Thus the rate of gold dissolution is dependent on both the· cyanide and oxygen concentrations. - (4) Using an average of Do/Den =· 1.5 [2] (where Do and Den are the oxygen and cyanide diffusion coefficients) the table below illustrates the maximum effective oxygen concentrations for given cyanide levels in clean water [3].

One of the major criterion of any mechanised tunnelling operation is to minimize downtime of the tunnelling machine by employing the most efficient muck handling system space and economic factors permit. A tunnelling machine which remains idle during a large percentage of the available shift working time is a luxury no contractor can afford. There are several possible reasons for non-productivity of a tunnelling machine ... the inability of the muck handling system to keep pace with the tunnelling machine on a continuous basis is one major cause. In large diameter tunnels, where several trains or more than one muck hauling unit can operate simultaneously, downtime of the tunnelling machine may be kept to an acceptable level. On small to medium diameter tunnels, 8 feet to 14 feet in diameter, the muck removal support system is normally restricted in capacity, resulting in an excessive tunnelling machine downtime as the tunnel extends from the shaft. There is a need for an efficient, continuous and economical muck removal system for small to medium size tunnels being driven by a hard rock machine. This paper is intended to provide an insite into pneumatic conveying, and explain the Radmark System; its development and utilisation in the tunnelling and mining fields. The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95,955 mt (105,770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/mt (0.36 oz/st) silver with 0.94 % copper, 1.10% lead and 11.06% zinc. Ore reserves at El Roble are estimated as 1.1 Mmt (1.21 million st) grading 4.89 % copper and 3.39 g/mt (0.099 oz/st) gold. Geologically possible reserves at Equis may total 1.6 Mmt (1.76 million st). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

Cyprus Pima is a medium-sized open-pit copper mine located 35 km (22 miles) south of Tucson, AZ. The ore body was discovered using geophysical prospecting methods in 1953 and was originally worked as a small underground mine followed by small open-pit operations. As mining equipment grew larger and the economic ore grade dropped, the operation grew in size, through four expansions, to the present 50 500 tpd (56 500 stpd) milling rate. The remaining stripping ratio is about 2.5 to 1. Mining equipment includes 11 electric shovels ranging in size from 6 to 15 m3 (8 to 20 cu yd) and 42 diesel-electric haulage trucks ranging in size from 89 to 223 t (100 to 250 st). Mine planning is performed at Cyprus Pima to serve several functions. The most important is to plan ahead, one year at a time, to predict the ore grade and stripping requirements on a month-by-month schedule. This yearly plan is necessary for budget preparation and is revised once each quarter to incorporate variations in actual production experienced during the preceding quarter.

Introduction United States Steel Corporation's, Texas Uranium Operations operates in-situ mines located approximately 70 miles north of Corpus Christi near the town of George West in Live Oak County, Texas. In 1977, Texas Uranium Operations became the operating entity for the Burns Ranch mines 100% United States Steel ownership and also operates the Clay West mines a 50150 joint venture of United States Steel Corporation and N M Uranium, Inc. Until mid-1982, Texas Uranium operated eight (8) satellites where uranium was captured on resin and two central plants where the loaded resin was eluted, acidized, precipitated and dried to yellowcake. At present, the Clay West Central Plant is operating, as are four (4) satellite plants in a mode designed to optimize results while depleting remaining reserves. United States Steel's Texas Uranium Operations, as have some other uranium producers, managed to continue successful production during the plunge to the recent floor price of $17. Despite the fact that United States Steel does not intend to continue as--a uranium producer beyond the life of its present reserves, we naturally hope the recent trend to the pre- sent price of $24 will continue to increase.

For the last few years, the grinding model first proposed by Andrews and Mika (1975) has regained attention from the scientific community. Though sophisticated identification algorithms have been developed, the number of its parameters that have to be estimated remains huge. Most of these constants (often more than 90%) are for the breakage function. This paper describes a new method for reducing efficiently the number of the breakage function parameters of the Andrews-Mika grinding model. It makes use of second-order statistics and of a stereostochastic model for liberation (for instance, BooKing).

In underground mine production units that employ discrete-vehicle face haulage, feeders are used in the belt network so that vehicles can unload rapidly without transmitting to the conveyor network the high material flow rates that result from rapid unloading. They prevent production bottlenecks at the face, while reducing capacity requirements for downstream materials handling equipment. Similarly, surge bins may be installed at intermediate locations in the network to smooth flows from a number of upstream sources, thereby reducing downstream belt capacity requirements. This paper introduces new stochastic process models to temporally describe loading patterns from unit operations and techniques for computing the probability of various fill levels for the feeder or surge bin. These results may be used to analyze the effect of alternative bin or feeder capacities and discharge rates on the performance and costs of the materials handling system.

Continuous monitoring of carbon monoxide and other fire-related parameters by means of an atmospheric monitoring system (AMS) is used in the mining industry for early fire detection. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) have developed a direct method to calculate the fire heat release rate (HRR) when a mine fire is close to the AMS sensors, but this method is only applicable to the case where a fire occurs in AMS-monitored airways. This paper presents an improved method for determining the fire HRR using AMS sensor data at any location downstream of the fire. The method was validated using a full-scale diesel fire test conducted in the Safety Research Coal Mine at NIOSH’s Pittsburgh Mining Research Division.
