INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. RAPID TRANSIT PROJECT BACKGROUND Rapid Transit studies have been going c in the. Las Angeles area since 1925. In 1969 and 1974, sales tax ballot issues were not adopted by the electorate of the county mainly because the pre-ponderous of County voters are outside the City of Los Angeles.

The simulation of randomness in a system of components is important in certain types of systems analyses. This paper presents procedures for generating ventilation networks that are random in many of their characteristics and which can be used to study the performance characteristics of various mine ventilation network analysis procedures without introducing undue bias as a result of the nature of the network. Among the parameters of a network that affect the efficiency of a network analysis procedure are: (1) the interconnection pattern of airways, (2) the distribution of resistances in the network, (3) the number and location of fans, (4) the fan characteristic curve, (5) the size of the network (number of branches), and (6) the density of the network (number of nodes compared with the number of branches). In the procedures proposed here, a single fan with a fixed characteristic is used to simplify the problem and eliminate the fan as a source of variation. The resistances of the airways, the pattern of interconnection of the airways, and the fan location are randomly chosen in an attempt to eliminate the bias in the performance characteristics of the network analysis methods caused by these parameters. A method of generating biconnected networks while keeping the "randomness" of these other parameters is suggested. At the same time, the size and the density of networks are controlled to investigate their impacts on the performances of the network analysis procedures. The combination of these two variables has been termed the "level of complexity" of the network in this paper. Finally, a summary and conclusions section outlines some characteristics of the networks generated, using the random generation procedures outlined in the paper.

The current economic climate of low commodity prices and increasing costs has put a lot of pressure on mining companies to ensure their operations will survive through the current economic downturn. While history tells us that the cycle will turn around and prices will go back up again, how many mining companies will be left to take advantage of the next upturn? On average in Australia, the maintenance of mining equipment accounts for up to 50% of operating costs; which equates to nearly $15bn per year. In addition to trying to boost productivity, mining companies are also putting a lot of pressure on reducing costs; all with the intention of maintaining/increasing profit margins and thereby keeping shareholders ?happy?. The whole premise of our economy is based on ?growth? and ?profits?. Movements in the market place force mine owners to ?react? to short term fluctuations. And if that movement is downward; operations people at the sites are forced to start reducing costs. Is this cost reduction done in a logical, systematic way where all risks (short-, medium- and long term) are considered? Invariably, the answer is no! Short term ?fixes? are normally implemented with little, or no, regard for medium- and long-term impact. And the reason for this is that management is not fully focused on the long term; focus is mainly on survival. Decision making is driven by shareholder sentiment and history tells us that this is largely short-term. So given these paramteres to work within, what role can ?Asset Management? play in assisting management to meet shareholder and market requirements whilst still maintaining long-term viability of their operations (to the long-term benefit of shareholders dare I say). As maintenance costs account for nearly half the operating costs of mining companies; the ?smart? management of assets is not only crucial; it is essential for survival in today?s economic climate. What is asset management? Asset Management, according to the UK-based Institute of Asset Management (IAM) is ?the systematic and coordinated activities and practices through which an organization optimally and sustainably manages its assets and asset systems, their associated performance, risks and expenditures over their life cycles for the purpose of achieving its organizational strategic plan.? How important is asset management in today?s mining companies? IAM goes on to say: ?This definition of asset management represents a significantly greater scope than just the maintenance or care of physical assets, and is closer to the central purpose of an organization. Good asset management considers and optimizes the conflicting priorities of asset utilization and asset care, of short-term performance opportunities and long-term sustainability, and between capital investments and subsequent operating costs, risks and performance. ?Life cycle? asset management is also more than simply the consideration of capital costs and operating costs over pre-determined asset ?life? assumptions. Truly optimized, whole life asset management includes risk exposures and performance attributes, and considers the asset?s economic life as the result of an optimization process (depending upon the design, utilization, maintenance, obsolescence and other factors).?

Modern coal processing plants utilize multiple cleaning circuits to efficiently beneficiate different size coal fractions of run-of-mine coal. An older plant optimization approach is to maintain average product quality from individual cleaning circuits at the same level as the given product specifications for the overall plant. However, many past studies indicate that the equalization of product quality approach fails to produce the maximum plant-yield. A newer approach, known as equalization of incremental product quality, requires that the incremental product quality obtained from each circuit be maintained at the same level to satisfy the overall plant product quality. This approach ensures the maximization of plant yield while satisfying a single product quality constraint. However, while dealing with multiple product quality constraints, this approach by itself may not be sufficient to obtain the desired maximum yield. For the simple reason that the dirtiest particle (or group of particles) with respect to one quality constraint may not be the same particle (or group of particles) with respect to another quality constraint, the mass yield versus product quality relationship generated by equalizing different incremental product quality may not be exactly the same. Therefore, an additional search technique has to be utilized to determine the global-maximum value of plant yield. Thus, the main objective of this study was to utilize an emerging optimization technique, known as genetic algorithms (GA) to maximize plant yield while satisfying multiple product quality constraints. The maximum plant yield obtained from this approach was nearly same as the maximum yield obtained by the incremental product quality approach while satisfying one specific product quality constraint. The GA was applied on a coal preparation plant that utilizes four circuit operations - heavy medium bath, heavy medium cyclone, spiral and froth flotation. The results showed that using GA as an optimization process gives 2.56% higher yield that will result in additional revenue generation of $5,120,000 per annum than average product quality approach.

Spatial relationships among physical 'and chemical properties pertinent to economic development of sand and gravel deposits have been little studied. Models need to address trends or zonation of material properties applicable to mine evaluation and planning or as a guide among deposits for use in regional assessment Models can then be utilized to design sampling programs to optimize additional data acquisition. Development of a preliminary methodology in the lower Boise River Valley, western Idaho, will utilize historical and recent data from a terrace-gravel deposit. Classical statistics and techniques of spatial data analysis will be evaluated as a precursor to formal geostatistical evaluation.

Sixty-five simulation exercises were developed for teaching and testing problem solving and decision making skills to miners and mining engineers. The exercises focused on judgment and decision making for preventing and controlling mine emergencies. The structure and field testing of the exercises are described, and sample frames of individual exercises are presented. Empirical data are summarized about the effectiveness of these simulations based on the performance scores of a national sample of miners and mining engineers.

Large excavations are well known to result in rock mass deformations which can present challenging situations for mine personnel. Most of the currently available ground movement monitoring devices fail to adequately provide mine operators with highly accurate and meaningful insights into rock mass deformation or displacement. The use of distributed fiber optic sensors (DFOS) in industries such as oil and gas and civil engineering has shown the potential of these sensors to deliver real-time, highly accurate, and long-range distributed strain measurements with great success. However, the use of these sensors in underground mining is limited to a few case studies.

Prologue Antoine Marc Gaudin (Fig. 1) was truly a giant in the field of mineral processing, and his shadow is still cast long on our profession. "Tony," as his students affectionately called him (but never to his face), came to the United States in 1917 and enrolled at Columbia University where he studied under Professor Arthur F. Taggart. Later, as a lecturer, he wrote his classic comminution paper (Gaudin, 1926). This important work led to his appointment as an associate professor at The University of Utah, where he conducted highly original work on flotation fundamentals that is still widely quoted today (Gaudin et al., 1928-30). In 1929, he was appointed Research Professor of Ore Dressing at the Montana School of Mines in Butte. Shortly thereafter, he published his first book, Flotation (Gaudin, 1932). Because Gaudin could so quickly cut through the fog to get to the essence of a problem, this is still a valuable reference book. It is a valued part of my personal library, and I consult it frequently. Over the next decade, he conducted an outstanding graduate research program at Butte, but, more importantly, he honed his undergraduate lectures and produced the century's outstanding text in the field, Elements of Mineral Dressing (Gaudin, 1939). Stope width was controlled around 3.5 feet for the narrow high grade vein system at Hollister Gold Mine. Without top access, backfill material was pumped from bottom access up into stope through a series of pipes after ore had been slushed out in each mining cycle. Backfill material was changed from one layer of low strength concrete plus one layer of high strength concrete cap to one layer of low strength cellular concrete plus one layer of high strength concrete cap. Backfill cost was cut down to 30 percent during this process. To reduce the steel concrete pipe set up and tear down time which was about 2 to 3 shifts in each mining cycle, steel pipes were left in man-way between mining cycles. Cellular concrete was firstly introduced into backfilling stopes at Hollister mine in Nevada Mining. This process including concrete pump selection, pumping pipe selection, material mixing, material mechanics and quality control were fully covered in this paper. CUT AND FILL MINING CYCLE The most flexible mining method, cut and fill (Figure 1), was used to mine the high grade, narrow steep vein system on this Northern Nevada property which is located eighty miles north east of Winnemucca. Without top access, stopes were accessed through two man-ways on each end, in which people travel ladders and material transport slides were set up (Figure 2). Each mining cycle was called a cut, from 6 to 8 feet high. Overhand sequence was used. Mining cycle started with drill and blast the middle portion of the stope, then expanded towards both ends. Broken ore was slushed into mill hole located at middle of the stope and then mucked out through bottom access into main haulage. Stope length was about 300 feet, which was restricted by slushing distance. Timber man-ways and mill hole would be raised and established for backfill and ready for the next mining cycle.

Using pure albite and quartz minerals, the separation of albite from quartz using mixed cationic/anionic reagent schemes is assessed through Hallimond flotation, zeta potential and diffuse reflectance FTIR studies. The reagent schemes are tested in bench-scale flotation for the separation of albite from Greek Stefania feldspar ore. The single mineral flotation tests showed the feasibility of selective albite flotation from quartz at around pH 2 using a mixture of cationic diamine and anionic sulfonate collectors or a combined cationic-anionic collector of diamine-dioleate. In contrast to the selective flotation response of albite at pH 2, where albite is slightly negatively charged and quartz possess zero charge, the zeta potential and FTIR studies elucidate similar adsorption behavior of mixed collectors on both of the minerals. The infrared spectra not only showed the co-adsorption of anionic sulfonate or oleate with diamine on the surface but also showed that the diamine adsorption increases with the presence of anionic collector. The intrusion of anionic collector in between adjacent surface alkyl ammonium ions decreases electrostatic head-head repulsion, thereby increasing the diamine adsorption by increasing the hydrophobic tail-tail bonds. The discrepancy in the flotation and adsorption results at pH 2 is attributed to the coarse and fine size particles employed in these studies, respectively. The comparable adsorption on fine particles of albite and quartz at pH 2 is explained by the interaction of ammonium ions on silanol groups by hydrogen bonding besides electrostatic interactions. The bench-scale flotation results indeed showed that selective albite flotation takes place only after desliming the feed material. An albite concentrate exceeding 10% (by weight) Na20 is produced from a material containing about 6.5% (by weight) Na20, where an albite product of more than 9% (by weight) Na20 is considered to be valuable. The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

A column reactor was applied for leaching with simultaneous flotation a complex sulfide ore in ferric sulfate-solution under oxygen pressure. Elemental sulfur and the flotable, nonreacted sulfides were collected in the froth and separated from the insoluble, nonflotable gangue minerals and solid particles formed during pressure leaching. The two-stage laboratory unit, built from Corning-glass elements is described. Results of the continuous leaching/flotation experiments conducted under 20-40 psig of oxygen pressure are presented, as are supplementary batch leaching experiments with iron precipitation under 150 psig oxygen pressure. High zinc extraction to solution and near total accumulation of lead sulfate in the nonflotable fraction are easily attainable. Relatively poor flotation of pyrite is probably caused by the partial oxidation of its sulfidic sulfur to sulfate.

A decision support system for the management of the mineral resources of a developing country has been derived. The system allows the evaluation of the impact of a mineral project in a developing country in the broad context of its economy. The analysis permits the assessment of the overall socio-economic consequences of mineral prospects and allows incorporation in the evaluation of issues that are broader in scope than the pure financial objectives. The system is built around the Leontief framework of economic analysis. The original input-output model, enhanced to incorporate country-specific behaviour is integrated with cost-benefit analysis and shadow pricing. The analysis leads to synthetic measures of profitability at market and shadow prices. These measures are useful to direct the mineral policy of a developing country through the exploitation of those mineral resources which are most likely to bring about economic growth and social advancement.

Refdist is a simple but valid approach to planning or analyzing a test-vs-control plant trial that uses accumulated plant performance data to calculate objective criteria for judging the trial outcome. Refdist calculations and results are explained and illustrated with data typical of the mining industry. Findings from a simulation study of Refdist statistical properties are reported. Suggestions for dealing with messy data situations are offered.

For the past four years the U.S. Bureau of Mines has investigated the early detection of insulation failure in squirrel cage induction motors. Data modeling techniques based on values calculated from a motor's voltage and current phasors were used to produce a pair of polynomial equations that calculate a motor's insulation leakage current and power. This paper describes a prototype system using these models that monitors six motors on a continuous miner for insulation leakage in order to anticipate insulation failure. The system consists of a motor-data system for each motor on the machine, a control computer located some ' distance from the miner, and a serial bus to interconnect these items. Each motor-data system consists of an analog interface to the motor's voltages and currents, a single-board computer that reads digitized data and calculates voltage and current phasors, and a bus node that interfaces the single-board computer with the serial bus. The control computer can request and receive phasor data from any motor-data system on the bus. Using models developed at the Bureau, the control computer calculates and displays two deterioration values for each motor, one for leakage current and the other for leakage power. These values are then stored into a database from which the user can display them over time.

The expansion of gold production in Nevada's Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. The Middle Mississippi River extends from the mouth of the Ohio River to the mouth of the Missouri River, a distance of about 310 kilometers (km) measured along the river. From its founding in 1764 to the first steamboat arrival in 1817, the City of St. Louis was little more than a trading post. However, with the advent of the shallow-draft steamboat, the Middle Mississippi River rapidly became a major thoroughfare of commerce. In this regard, its importance has been reflected by the development of port facilities at St. Louis and by Federal activity relating to channel maintenance and improvement. First Federal work on the Middle Mississippi River was autho¬rized by Congress in 1824. This work was for snag removal and bank clearing and was directed at reducing the hazards to steamboat traffic, particularly during low-flow periods. During the 1820's and early 1830's, the main channel threatened to move toward the Illinois shore and abandon the St. Louis port facilities. In 1836 and 1837, Congress authorized construction of permanent improvements to keep-the river next to St. Louis (Missouri shore).
