Recent major floods have inundated Historic Ellicott City, Maryland, resulting in loss of life and property damage. Howard County, Maryland, has developed the Ellicott City Safe and Sound Plan to mitigate the risk of flash flooding in the Historic District, including a proposed stormwater conveyance tunnel. Challenges to overcome include thick zones of saprolite along the alignment, multiple near-surface structures, and minimal rock cover under an active railroad, while minimizing impacts to the public and historic structures. The project will also pursue recognition through the ISI Envision verification process.

"INTRODUCTION AND OBJECTIVES The operational safety of long and very long rail tunnels represents a key issue in all development stages, including design, construction, commissioning and operation. The spectrum of potential threats is very broad and challenging. These issues can only be mastered by means of a proper combination of a number of safety measures at various levels. This paper focuses on the specific safety issues and the extremely challenging conditions characterizing very long and deep tunnels. They include a significantly increased risk during operation that the incident train cannot exit the tunnel by its own means, long self-rescue and rescue distances, the presence of a number of trains, possibly mixed traffic as well as significant thermal issues. Amberg Engineering is strongly involved in the design and construction of most long and very long rail tunnels in Europe, including in particular the Gotthard Base Tunnel (GBT), Lyon-Turin Base Tunnel (LTF) and the Brenner Base Tunnel (BBT). The combined experience arising from these tunnels forms an invaluable body of expertise, which is summarized in this paper. The focus is on shared issues with practical relevant examples and project-specific solutions. Special attention will be devoted to the 57 km long Gotthard Base Tunnel, which will be operational by mid-2016 and will be the longest infrastructure tunnel worldwide. VERY LONG TUNNELS IN EUROPE Overview From the point of view of safety, tunnels in excess of about 20 km exhibit a significantly increased risk that incident trains could stop within the tunnel. This is related to the European Technical Specifications for Interoperability (TSI) on rolling stock, to be discussed in the chapter on rescue stations. This paper will specifically focus on the following longest tunnels in construction or operation, listed in Table 1."

The University of Alabama Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of carbonate gangue from sedimentary apatites (francolite) in the pH range of 4-6 without collector conditioning of the pulp. The process, which does not require an apatite depressant, was modified to benepciate a high- MgO siliceous phosphate matrix from south Florida. The modified process includes two flotation stages, one for car- bonate removal and the other for phosphate recovery from the siliceous gangue. The selective flotation separation of the carbonate and phosphate from siliceous constituents of the matrix at various pH levels and collector dosages are discussed. In the carbonate flotation stage, about 70% of the MgO was rejected in the froth. The phosphate flotation stage produced concentrates analyzing about 31% P2O5 0.7% ? 5 MgO, and 4% insol. In the german hard-coal mining industry the mechanization of longwall faces and the machinery used for the extraction process have reached such an extent, that an extensive increase in productivity and face performance is not likely to be expected. At present, the greatest amount of man-shifts is needed for operations such as tunneling, transportation and haulage (fig. 1.). The most restrictive parameter, especially considering the possible ad- [ ] vance rate of faces, is the comparatively low advance rate achieved in drifting operations. Therefore improvements in productivity and advance rates of drifting operations will have considerable influence onto the extraction rate of the faces. The importance of drifting operations - and especially the so-called "conventional drifting by drilling and blasting" within the scope of long- term planning strategy of the german hard-coal mining industry is reflected by the development factor. This factor is given by the ratio: cubic meters of rock excavated in drifting per 1.000 tons saleable coal produced. In 1973, which is considered to be the beginning of the oil-crisis, this factor was determined to be 17.7 m3/ 1.000 tons sale- able coal.

Convergence measurement across the 17.4-m (57-ft) high shaft station/loading pocket at Mt. Taylor provided continuing verification of stability and safety. Three levels of instrumentation, consisting of three lines each, were installed and monitored. The instrumentation showed that the flexible lining restrained the adjacent rock. The flexible lining consisted of pea gravel with neat cement between rock and liner plate, wooden crush blocks between liner plate and steel ring beams. The loading pocket is elliptical, 11.6 x 9.6 m (38 x 31.5 ft) inside diameter. The crush blocks were designed to allow 15 cm (6 in.) of convergence. Maximum predicted convergence was 7.0 cm (2.75 in.), and 5.7 cm (2.25 in.) was measured. Convergence measurements also demonstrated decreasing deformation with respect to elapsed time and distance from the measurement station to the temporary bottom of the shaft excavation.

Underground openings resulting from coal mining activities have been a serious cause of subsidence problems in the Warrior coalfield of Alabama, which is the 11th largest coal-producing state in the United States (National Coal Association, 1986). The problem will be even more serious in the future because 17 Gt (19 billion st) of Alabama's 22 Gt (24 billion st) of coal reserves are classified as an under- ground resource (Tolson et al., 1982). Subsidence data in this area has been scarce com- pared with other coalfields (Conroy, 1980; Dunrud and Osterwald, 1980; Gentry and Able, 1978; Hunt, 1979; King and Gentry, 1979). This paper discusses the results of a study of subsidence overlying two longwall mines that contrast each other. One of them (Mine #1) is a shallow longwall mine where the coal strength is very high, and the other mine (Mine #2) is extremely deep with a low strength of coal.

Overexcavation and ground loss events during pressurized-face TBMadvance in soft ground can result in unplanned deformations above the tunnel and damage to existing infrastructure. Successfully managing the risk of this occurring is crucial for any project in an urban area to proceed. Common risk management approaches include a combination of establishing suitable ranges of TBM operational parameters and using geotechnical instrumentation for deformation monitoring. Another risk management tool is material flow reconciliation, which varies depending on the specified mining method and the equipment choices by the contractor. This paper compares recent and ongoing projects in the Pacific Northwest regarding overexcavation risk management.

Basement rocks in southern Oklahoma are divided into two groups. One group is the Lower Cambrian Wichita Igneous Province, a diverse igneous suite that crops out in the western Arbuckle Mountains and in the Wichita Mountains. These largely bimodal igneous rocks were emplaced in an intracratonic-rift environment. The other group, the older, is a set of Precambrian rocks of the Eastern Arbuckle Province, yielding ages between 1,350 and 1,400 Ma, exposed in the core of the eastern Arbuckle Mountains. These are deeply eroded mesozonal granitic rocks and associated granitic gneisses cut by numerous dikes ranging in composition from diabase to rhyolite. The southern Oklahoma igneous rocks have long been utilized mostly as dimension and crushed stone. Most of the early quarries were in granite of various red hues for monuments and facing stones. Large crushed-stone quarries are now exploiting both granite and rhyolite, which is used chiefly as aggregate and railroad ballast. The exposed basement rocks in Oklahoma represent an underdeveloped and accessible resource.

A detailed breakdown of capital and operating costs is an essential element in the planning and evaluation of any mining project. The OPCOST System was developed by Golder Associates to provide mining engineers with the facility to synthesize detailed cost estimates for all aspects of an operating or potential open pit mine. The system can also be applied to underground mines equally as well. Such estimates can be prepared at a variety of levels depending on the detail required by the project. The OPCOST System is a suite of computer programs linked through a common hierarchical data base. It simulates the thought and reasoning processes within the quantity takeoff and cost estimation phases of a mining project. The removal of arsenic from process streams as ferric arsenate compounds is being practised by mining industries. Therefore, the solubility and stability of these solids is of considerable importance to the mining plants that have to keep the environment free from pollutants. There is some information on the solubility of the ferric arsenate compounds, mainly on scorodite, obtained from synthetic solution. However, there is not so much work on ferric arsenate compounds formed at high temperatures (175 - 230°C) during the leaching process. In the present work, the solubility of the ferric arsenate compounds formed during acidic pressure oxidation of arsenopyrite is presented. The results of the solubility tests showed that the ferric arsenate compounds formed at high temperatures (200 - 230°C) and high pressures (1034 - 1551 kPa 0,) released arsenic into solution in amounts less than 1.2 ppm and iron in amounts no higher than 1.0 ppm. So, they seem to be potential compounds for arsenic and iron disposal.

Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill and blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at approximately 380,000 tons a year generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This paper presents how we collected data, reviewed design standards, and found opportunities to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71% on the mine’s highwalls.

Given that the majority of mine ventilation operating costs are imposed by shafts, the need to predict the resistance of a planned shaft with reasonable accuracy is important. During conceptual design, shaft resistances are usually predicted by use of published friction factors, k, based upon lining and fitting configurations. More often than not, published friction factors do not directly coincide with "real" shafts, so their use is somewhat limited. For more accurate shaft resistance determination, equations both theoretical and empirical may be employed if there is detailed knowledge of the shaft. These equations treat the shaft resistance as discrete components, with their sum being the overall shaft resistance. This paper describes the basic shaft resistance equations and verifies these equations by comparison to field measured shaft resistances. Several shafts were examined which varied in depth, shape and fitting arrangements. Results are presented and conclusions drawn to show that the shaft resistance equations are accurate.

A fully three-dimensional hydraulic fracture propagation model, based on the Displacement Discontinuity Technique, is briefly described. Using this model, it is shown that the geometry of a propagating fracture is dependent on several factors, among which the fluid pressure distribution within the fracture plays an important role. The containment of hydraulic fractures is found to be dependent on stress and toughness barriers in the formation. Containment is also observed to be more effective with a decrease of the viscosity, pressure or flow rate of the injected fluid. The three-dimensional layout of the fracture is shown to have a definite influence on the width and pressure distributions within the fracture. The examples considered indicate the need for fully three-dimensional models, as complements to the commonly used two-dimensional and pseudo-three-dimensional models.

Dust formation and the reaction mechanisms of copper matte particles were investigated in simulated flash-oxidation conditions. The granulated and ground matte consisted of 72% Cu, 4% Fe and 21 % S (by weight). Experiments were conducted by using a laminar flow furnace with a reaction-gas composition ranging from 20% to 75% O2 (by volume) in nitrogen. The particle feeding was carried out by a single-particle method, and samples were quenched after a specified reaction time ([~] 0.05 to 0.4 s) in a cold water film. Experimental temperatures ranged from 800o to 1,300o C. Chemical analysis was used to determine the degree of oxidation, and optical and scanning electron microscopes, combined with energy dispersive analysis, were used for characterization of the reacted particles.

Decision Making (DM) can be defined as a selection process of the best one among the alternatives sets in order to obtain goal, and mostly has an uncertain situation [7]. Every mining engineer is subjected to a number of mining DM problems in daily mining operations. In reality, all stages of mining have its own DM problems. Most of time, engineers do not use scientific methods for DM problems. These problems can mostly be solved by the engineers according to their past experiences and practical studies. Mining engineers often use their intuition in DM process. Experience and intuition have been central to DM because of the frequent lack of quantitative data including geology, grade distribution and ground condition, as well as environmental, social and economic factors [8]. In decision process, linguistic variables become in question and decision makers may not know how these variables are computed [9]. So, the DM process may be qualitative, quantitative or combination of the two. The problem structuring and analysis process is conceptualized in Figure 1 [8]. The qualitative analysis is based primarily on the judgment, knowledge and experience of an expert (or team of experts). In a quantitative analysis, the focus is on facts and the data associated with a problem and a mathematical formulation that encompasses the objectives, variables and constraints of the particular problem. The quantitative analysis has traditionally been the subject of operation research and management science [8].

With the world’s ever-growing push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source of rare earths found in the United States is bastnaesite, a rare-earth-bearing fluorocarbonate, mined at the Mountain Pass Mine in California. To increase production, it has been essential to optimize existing processes and create new ones to capture current reserves. This paper presents the results of a research program conducted to expand the understanding of the bastnaesite leaching system. With the help of prior knowledge and thermodynamic calculations, a novel single-stage hydrochloric acid leach system was created to optimize the extraction of rare earths from bastnaesite. Historically, this extraction has entailed the use of a two-stage leach system involving a high-temperature hydrochloric acid leach followed by a caustic crack. We ran a series of single-stage leach experiments by reacting locked-cycle flotation concentrate with hydrochloric acid to test common leaching parameters. The results of these single-stage tests showed significantly higher rare-earth recoveries than the reported recoveries of the historic two-stage caustic crack processes, all while decreasing the number and amount of reagents needed.

This paper presents the results of laboratory experiments for the detection of electric signals from Fiber Reinforced Polymer (FRP) sheet samples which have undergone a temporally increasing loading of bending type up to fracture. Electric signals that were recorded while the sample was subjected to bending are referred from now on as Bending Stimulated Currents (BSC), in order to differentiate them from the relevant signals emitted by materials that suffer uniaxial compressional stress. The latter signals are referenced as Pressure Stimulated Currents (PSC). BSC emitted from FRP sheet samples presented here, were recorded after applying three successive load steps to samples. The increase rate of applied stress was about 0.15kN/s. Initially starting from low load values to higher load values until the FRP sheet reaches at a state just before its failure. The BSC records from FRP samples are compared to equivalent recordings from cement mortar beam and distinguishable differences are discussed.

This paper presents the results on noise testing of a fan only, as well as the results of a steel silencer and of flexible silencers that were connected directly to a fan. On-site facilities and free-field method set by the British Standards Institution were used to measure and then compare the fan only and different practical silencer configuration setups. In order to determine the fan-silencer combination that would give the maximum noise attenuation, total noise intensity, noise contributed to by the fan motor only, as well as aerodynamical noise created through air interacting with the fan parts were considered to obtain decibel readings for the octave bands. Subsequently, the optimal configuration found was the setup with flexible silencers on the fan inlet and the fan outlet. If only one silencer is used, it should be installed on the fan inlet. The aerodynamic noise affects the low frequencies. The flow noise is then overtaken at 1 kHz by the mechanical noise.
