Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL's residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990's. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

The past decade has seen remarkable progress by the railroads both in equipment and concepts in the handling of dry bulk. materials. While such shipments have always been an important part of the traffic handled by the railroads I little was done to improve the efficiency of handling or toward attempted optimization of equipment design before 1960. Several developments at about that time turned attention to this important segment of railroad traffic. One was the construction of a successful coal slurry pipe-line. Another was the promise of substantial economy in electric power transmission by ultrahigh voltage systems and finally, came the growing technological and economic feasibility of nuclear fuel electric generating plants. Each of these developments was a threat to the coal traffic of the railroads --the most important single commodity they handled in terms of revenue and tonnage. By the mid-1950's I Southern Railway management had become most concerned with its growing investment in freight car equipment and the declining revenue productivity of the capital employed. Additionally I there was substantial concern with the loss of business and potential losses in the area of the railroad's greatest economic advantage --bulk commodity movements. In 1958 a small team was established to study this problem. They arrived at two conclusions. The first conclusion was that within limits of maximum gross allowable weight on rail the lowest unit net capacity cost of investment came at maximum allowable gross weight per car unit. Global public mineral reporting codes have driven strong governance of public disclosures of minerals information. Recently, we have seen an increase in disclosure of information related to Environmental, Social and Governance (ESG) issues, and governance of ESG information in mining companies has arguably reached a similar level of governance and diligence afforded mineral reporting. We define Resource Governance as the conjunction of environmental, social and minerals governance. A modern systems approach to Resource Governance, which combines mineral and ESG information, would provide not only reporting and governance capability, but also has the potential to sense/respond, predict, and manage ESG risks.

Sulfur is a nonmetallic element widely distributed in nature and of great physical and economic importance. It is the 14th most abundant element in the Earth's crust (0.06%) and an important constituent of animal and plant life. Sulfur has been known and used since ancient times for a number of medicinal and industrial uses. At present, most sulfur is used to generate sulfuric acid that is used in a wide variety of industrial processes, particularly the production of fertilizer. Because of this, sulfuric acid (and hence sulfur) consumption is often regarded as a good index of a nation's industrial development. In the past, sulfur was mined from surface occurrences in several geologic environments, and was used in relatively small amounts. With time, the uses of sulfur and sulfuric acid expanded, as has the need for larger quantities of these commodities. Sulfur is now mined from both surface and underground deposits, and is recovered as a byproduct from a number of industrial processes. Despite valiant efforts and years of work by sulfur explorationists and others, many aspects of sulfur mineralization remain controversial. Almost as controversial is the spelling of the word sulfur. The English spelling sulphur commonly is used outside America and in the American sulfur mining industry, but sulfur is the correct American spelling as approved by the American Chemical Society, the American Geological Institute, and many others. Those new to the American sulfur industry often find it puzzling to be reprimanded for using the correct American spelling. Sulfur resources are abundant and widespread, but the extent to which they can be classified as reserves is constrained by pre- vailing prices and extraction technologies. At present, sulfur can be economically mined from very few deposits. The sulfur industry is roughly divisible into two sectors: voluntary (or discretionary) and involuntary (or nondiscretionary). In voluntary production, the mining of sulfur or pyrites is the sole objective, and the recovery of the resource is as complete as economic conditions will allow. During involuntary production, sulfur or sulfuric acid (termed recovered sulfur) are produced as byproducts, and the quantity of the output is dictated by the demand for the primary product. Voluntary sulfur now accounts for only about 35% of the elemental sulfur produced worldwide, and most inves- tigators believe that voluntary sulfur will be less important in the future. Sulfur sources and products are described as follows (after Barker, 1983): Sulfur Sources: Combined sulfur-sulfur that occurs in nature combined with other elements, commonly referring to sulfides and sulfates. Cupriferous pyrites-pyrite containing minor amounts of cop- per sulfides. Hydrogen sulfide-a toxic gas that occurs in petroleum and natural gas. Involuntary sulfur-sulfur produced as a byproduct in response to legislative or process mandates. Native sulfur-naturally occurring elemental sulfur. Nonferrous metal sulfides-opper, lead, zinc, nickel, and molybdenum sulfides that are processed for their metal content. Organic sulfur complex organic sulfur compounds that occur in petroleum, coal, oil shale, and tar sands. Pyrites-iron sulfide minerals that include pyrite, marcasite, and pyrrhotite. Sulfate sulfur-sulfur contained in anhydrite and gypsum. Voluntary sulfur-sulfur produced in response to market demand. Basic Sulfur Products: Acid sludge-contaminated sulfuric acid usually returned to acid plants for reconstitution. Brimstone-synonymous with crude sulfur. Bright sulfur-crude sulfur free of discoloring impurities and bright yellow in color. Broken sulfur-solid crude sulfur crushed to -8 in. Byproduct sulfuric acid-sulfuric acid produced as a byproduct of a metallurgical or industrial process, generally relating to combined sulfur sources. Crude sulfur-commercial nomenclature for elemental sulfur. Dark sulfur-crude sulfur discolored by minor quantities of hydrocarbons, ranging up to 0.3% carbon content. Elemental sulfur-processed sulfur in the elemental form produced from native sulfur or combined sulfur sources, generally with a minimum sulfur content of 99.5%. Formed sulfur-elemental sulfur cast or pressed into particular shapes to enhance handling and to suppress dust generation and moisture retention. Frasch sulfur-elemental sulfur produced from native sulfur sources by the Frasch mining process. Liquid sulfur-synonymous with molten sulfur. Liquid sulfur dioxide-purified sulfur dioxide compressed to the liquid phase. Molten sulfur-crude sulfur in the molten state. Prilled sulfur-solid crude sulfur in the form of pellets produced by cooling molten sulfur in air or water. Recovered sulfur-elemental sulfur produced from combined sulfur sources (including byproduct hydrogen sulfide, but sometimes referring only to sulfur from fossil fuels) by any method. Slated sulfur-solid crude sulfur in the form of slate-like lumps, produced by allowing molten sulfur to solidify on a moving belt. In June, 1980, Reserve Mining Company completed a 370 million dollar construction project which included process modifications required to reduce the silica content from nine to five percent by weight and increase the iron con- tent of Reserve's pellets from 62.5 to 65.8 percent by weight (dry basis); process modifications and additions required to implement "best available technology" water quality controls; and installation of "best available technology" air emission controls. The new process began operation on June 24, 1980 and is being optimized to meet design objectives. Dry cobbing, fine screening and flotation additions to the concentrating process have reduced the silica content of Reserve's pellet from nine percent to five percent by weight. The process reclaims and reuses all process waters, stores all tailings in a zero discharge tailings basin and meets all air emission standards.

This paper presents an overall stabilization method to eliminate the potential of reoccurrence of subsidence over abandoned mine lands. The method considers column grouting at the specific locations inside the subsidence influence areas including the distressed and stress concentration zones instead of grouting' around and beneath the damaged structures. The later method is commonly used for AML subsidence abatement at the present. By using finite element method the conditions of stress distribution in the strata before and after grouting can be calculated. The design of grout pattern includes the location and number of the grouting holes. Based on the calculation, the proposed method significantly reduces the stress concentration, i.e., the potential of reoccurrence of subsidence can be reduced or eliminated. A comparative analysis including number of grouting holes, grout affected area, stress level, and potential of subsidence reoccurrence will also be presented.

"INTRODUCTION During the last decades, many underground facilities for the storage of hydrocarbons have been excavated worldwide and the technology is fully mature. Similarly to other underground structures, the initial basic design has to be adapted along with the work progress, in order to cope with the actual site conditions and in particular the geology, hydrogeology and associated rockmass quality. In addition, Client’s or underground Contractor’s constraints (such as resources availability, schedule or cost impact) may vary from design to construction and require last minute adjustments. Engineers are required to introduce flexibility and anticipation of unexpected situations (similar to the above-mentioned) while conceiving large underground facilities. Although most of the cases require only minor adaptations, crucial parts of the facility have sometimes to be considerably modified and reviewed. This article will present four cases evidencing how the design of one of these essential structures - the concrete plug – has been adjusted during site implementation without impairing the initial performances. Hydrodynamic containment The product containment of the unlined caverns discussed here is ensured by the principle of hydrodynamic containment. A permanent water flow is naturally or artificially maintained with an orientation toward the storage cavern and then, neither product-tight membrane nor lining are required. The hydraulic gradient (and the associated water flow lines), being directed from the surrounding mass toward the cavern, prevent from outward migration of the product. If the hydraulic gradient is not sufficient or if the water table is evidencing instability, water can be artificially injected into the rockmass through purpose-built boreholes, drilled from dedicated galleries. This water injection system, called the water curtain, is generally located several tens of meters above the level of the cavern. This principle is illustrated here after."

The extraction and recovery of gold from copper electrorefining slimes by leaching and solvent extraction using dibutyl carbitol (DBC) has been practiced for several decades. Yet, the deportment of some common elements in this process has not been reported. The focus of this paper is to report the behavior of copper, bismuth, silver and selenium during the processing of industrial solutions by batch and continuous extraction on the laboratory scale. It was found that DBC, while an excellent extractor of gold from a highly oxidative chloride leach solution, also loads significant quantities of Cu, Bi, and Se. Silver was not present in significant quantities in the leach solution nor did it load appreciably. The deportment of gold and impurities are reported for batch and continuous operations of a two-stage extraction process using distribution ratios and separation factors.

Abstract. Dynamic experiments were performed in a continuous open-circuit 40x40 cm ball mill using a pseudo-random binary sequence of the feed rate and measuring the variations of the discharge particle-size distribution. The impulse response is calculated by a cross-correlation technique. Then a model involving a discrete transfer function and a time-series stochastic equation is calibrated using maximum likelihood methods. Based on this empirical model. a minimum variance controller with constrained input is designed and its performances are compared. by simulation, to the performances of a conventional PID regulator.

In this chapter, I shall discuss railroad con¬struction for modern underground coal mines. Because men, materials, and supplies are being moved more often and farther by rail, the ef¬ficient and safe construction of the system takes on new importance. Most large coal mines are opting to use track haulage over other support transportation systems because of cost, ease of installation, reliability, and other factors. En¬gineers tackling the problem of designing such a transportation network must be aware of all the steps required for an effective transportation system design. This chapter discusses all aspects of efficient trackwork construction. The areas covered in¬clude design factors, laying the track, installing turnouts and switches, and installing trolley wire. Each area includes a description of the steps needed to complete the work.

The paper presents an innovative directional controlled blasting (DCB) technique for excavating unstable slopes along the Konkan railway in India without disturbing the traffic. New empirical formulae for small geometry blasting to estimate burden and throw were developed. A unique sequence of firing and excavation with powder factor varying between 0.04 and 0.39 kg/m3, irrespective of the actual free face, was used for rock blasting. The process controlled the throw of blasted material over the track and resulted in a smooth and stable wall. The slope angle was changed from 80–82 to 45–47 degrees, and possible wedge, planar and toppling failures were eliminated. No incident of rockfall and slope failure along these slopes has been observed after the stabilization.

This study examines a process for the recovery of precious metals from difficult minerals that exhibit refractory characteristics to cyanidation: low extraction of metals and high consumption of leaching reagent. A mineral sample from Monte del Favor Mine, located in Hostotipaquillo, Jalisco, Mexico, was physically and chemically characterized by X-ray powder diffraction (XRPD), scanning electron microscopy (SEM), energy-dispersive X-ray spectroscopy (EDS), fire assay and atomic absorption spectroscopy (AAS). Two stages of leaching were carried out, first to eliminate manganese from the sample using sodium sulfite (Na2SO3) as a reductive reagent along with sulfuric acid (H2SO4), and second to dissolve gold and silver with hydrochloric acid (HCl) and sodium hypochlorite (NaClO). The results show extractions of around 96 percent for manganese (Mn), 98.73 percent for silver (Ag) and 83 percent for gold (Au). The usefulness of high acidity and Na2SO3 to obtain better results in Mn and Ag leaching are discussed along with the roles that HCl and NaClO play in Ag and Au dissolution values.

Early in the design stage of their new concentrator for the Mount Wright Plant, Quebec Cartier Mining decided to use a process computer for total control of crushing, grinding and concentrating. A map of the area is given in figure 1 and a view of the plant in figure 2. Although the use of process computers is not a new idea in petrochemical and chemical industries, their use in the mining industry is very limited. We innovated in using the computer, not only for data logging, as we have seen in some other plants, but a sole operator located in the administration building, starts and stops mill lines, crushers, load-out system, tailings, thickeners, etc ... by means of a CRT console. Our process is fairly simple as can be seen on the schematic process flow diagram (figure 3). .The ore, carried by 136t diesel electric trucks, is dumped through ore pockets onto two primary pan feeders. The feeders supply two 1,52mx2,79m gyratory crushers which reduce the ore to minus 20,32 cm. Each crushing line have a capacity of 5600t per hour and feed a shuttle conveyor distributing the crude ore into six silos.

How many times have you said or heard someone say, 'What are you doing right now?" And how many times have you heard the reply, "Breathing air!" Probably never, or at most only a few times in a facetious vein. Breathing air is absolutely necessary to sustain human life, and yet most of us take it completely for granted. Beginning ten to fifteen years ago there was growing concern on the part of the general public that pollution of the air is a threat to man's health and welfare. Concurrently much thought and effort was devoted to the task of defining and resolving the problem of air pollution. In the course of this effort it has become quite clear that our National policy in this regard should be founded upon three basic axioms: (1) Action should not be postponed until emergency conditions make it compulsory; (2) The air cannot be purified after it is polluted, and (3) Air pollution control cannot be accomplished without close cooperation among all levels of government, industry, and the public.

In many ways, conveyors are the lifeline of mining and processing operations. Like arteries in the human body, they continuously supply materials to and carry finished products and waste away from vital on-going operations. And like arteries, when the conveyors are running with less than maximum efficiency and productivity, it spells serious trouble for the operation's overall health. Inefficient conveyors suffer carryback, leading to the build-up of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points, causing accumulations that can damage the belt, wear moving components, and increase both clean-up labor and maintenance expense. They wander or mistrack, spilling material and endangering personnel and conveyor components including the belt itself. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses are created in lost production, increased downtime for service and maintenance, and the cost of the replacement of prematurely worn equipment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization; as a result, other departments relax or operate at less than peak performance. Quality goes down and with it employee morale.

The Cave-In-Rock Flourspar District is located in the northeast part of Hardin County, Illinois and is the most northeasterly occurrence of flour spar of the Illinois-Kentucky Flour spar Area. The occurrence of these deposits is confined to an area about one and one-half miles wide and five miles long parallel to the Peters Creek Fault (Fig. 1) The delineation of several features that may be described as breccia pipes has permitted the definition of the point of ascent of solutions to the host horizon and the lateral spread from these points.

The Electric Power Research Institute (EPRI) initiated a program in 1976 to develop and demonstrate an instrument system for on-line continuous measurement of coal properties. The program has focused on the use of Prompt Neutron Activation Analysis (PNAA) for elemental determinations and microwave absorption for moisture determination. One of the major results of the EPRI program is the development of the CONAC (Continuous On-Line Analysis of Coal) instrument, with Science Applications, Inc. (SAI) as the prime contractor and Kennedy Van Saun Corporation as a subcontractor.

"Refuge alternatives provide shelter to miners trapped underground during a disaster. Manufacturers must demonstrate that their refuge alternatives meet the U.S. Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and management of heat from the occupants and mechanical/chemical systems. In this study, miner size and activity level were used to determine the metabolic heat rate, oxygen requirements and carbon dioxide generation that are representative of miners in a refuge situation. A convenience sample of 198 male miners was used for the distribution of current U.S. coal miners, and the composite 95th percentile height and weight were determined to be 193 cm (76 in.) and 133 kg (293 lb). The resting metabolic rate (RMR) was determined to be representative of activity level in a refuge alternative. The highest likely metabolic heat generation ranged from 113 to 134 W, depending on occupancy. The highest required oxygen supply and carbon dioxide removal were estimated to be 23 L (0.81 cu ft) of oxygen per hour per person and 20 L (0.71 cu ft) of carbon dioxide per hour per person, which means the margin of safety is 50 percent or more compared with the MSHA requirements. The information on metabolic heat generation can be used to assess refuge alternative thermal environments by testing or simulation. The required oxygen supply and carbon dioxide removal can be used to assess refuge alternative requirements. ?Energy-related systems: wind, solar, electric are typically materials intensive. As new technologies are widely deployed, significant quantities of the elements required to manufacture them will be needed. However, many of these unfamiliar elements are not presently mined, refined or traded in large quantities, and, as a result, their availability might be constrained by many complex factors. A shortage of these ?energy-critical elements? could significantly inhibit the adoption of otherwise game-changing energy technologies. The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.
