The barite industry shares with its associates in the minerals industry the impediments of excessive federal and state regulations. We have learned to exist with the Organic Act of 1976, the Mine Safety and Health Act of 1966, and the Multiple Use Act of 1955. I do not mean to imply by the above that all aspects of mining legislation have been detrimental, however, each of you has been subjected to interpretative restrictions by federal or state bureaucrats. As frustrating and costly as this is to the barite industry, it is not the primary problem facing our segment of the industry at the present time. Our major difficulty today deals not with too much government regulation, but with the lack of a cohesive and consistent government energy program. This administration and those that have preceded it have dealt with intermittent energy crises on an emergency basis. If we remove the political rhetoric which has surrounded each of the more recent major crises, we can liken the action of our federal government to that of a rural volunteer fire department which devotes its entire efforts toward extinguishing existing fires rather than the developing of programs designed to prevent future fires. The lack of a comprehensive energy program has created an environment in which long range planning is extremely difficult, if not impossible.

"Tantalum, a heavy metal with characteristics such as superconductivity and high terminal resistance, nowadays is the most efficient material for production of capacitors, which are essential for production of small electronic applications like notebooks and cell-phones. It is one of the strategic resources for information societies. With supply extracted from Central Africa (Congo / DRC), China, Australia, and Canada, it can serve as an example for sustainability efforts in the management of non-renewable resources in Developing Countries, Newly Industrializing Countries and Industrialized Countries alike. The paper analyzes the life cycle of tantalum in its environmental, social, and economic dimensions. The first section highlights the importance of tantalum, showing a demand-driven market. The second section analyzes current and future supply. The third section tackles environmental and social impacts of tantalum mining in different legislations. The fourth section especially deals with the Case of the Democratic Republic of Congo since companies have been accused of participating in a civil ‘resource war’. Section five will draw conclusions for sustainable resource management. Written in an interdisciplinary manner, the article has a bearing on economics, especially on resource economics and new institutional economics, as well as on geography. It deals with questions such as security implications of physical scarcity in rapidly growing markets. In doing so it can, firstly, be shown that information exchange in combination with reputational risks lead to a shift in extraction activities from a Developing Country (DRC) to an Industrialized Country (Australia); i.e. a ‘race to the bottom’ does not take place. This, however, does not mean that market mechanisms work properly since information exchange (especially with China) is incomplete, moral hazard still prevails, and inadequate institutions hamper development processes in an exporting country like Congo. Any sustainable resource management for tantalum not only should foster gathering and exchanging better information on environmental and social impacts, but also incentives for upstream metal recycling in industry as well as support for governance processes in Developing Countries"

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

Estimating the power draw of a ball mill is of great importance from both operational and control standpoints. There are many factors that affect the power draw, and its prediction is particularly difficult in an operating plant. The important factors that affect power draw are the mill dimensions and operating parameters. Although mill dimensions remain the same for any given mill, the operational factors, such as ball load, mill filling and mill speed, may vary. This makes the modeling effort extremely cumbersome. It is for this reason that an artificial neural network is considered for the development of a black-box-type model to predict power draw. In this work, a total of 48 sets of plant data are used. Using these data, a neural network is built and trained. The trained network is used to predict power that is found to be in good agreement with operating mill power for many situations. In addition, the results of simulations are also com- pared to those obtained from a discrete-element method- based power-draw model.

The lithologic, mineralogic, and magnetic beneficiation characteristics of the iron formation at U. S. Steel's Atlantic City Ore Mine, Fremont County, Wyoming, have been determined. The iron formation averages about 30 percent Fe content, and varies from 125 feet to about 500 feet in thickness. It is composed of interbedded magnetite-rich quartzites, magnetite-quartz-amphibole schists, and amphibole-chlorite schists. Quartz, actinolite-tremolite, chlorite, and magnetite are the essential mineral constituents. These rocks are differentiated into four major ore types on the basis of their relative quartz and amphibole content. The iron content of the magnetic concentrate decreases and the silica content increases with decreasing grain size and increasing amphibole content in each ore type at the same fineness of grind. Criteria were developed to enable the mine operator to recognize the ore types and to blend them to produce a more uniform concentrator feed. This results in less variation in product quality and requires fewer changes in operating conditions-in the concentrator.

"INTRODUCTIONThe shales of the Greater Toronto Area (GTA) have been known to experience time-dependent deformations (TDD); those initiated by excavation-induced stress relief which progress with time as a function of rock porewater salinity, access to freshwater (or air) of lower salinity, clay and calcite content, and the buildup of swelling pressures within the rock mass. These deformations can induce long-term pressures on shaft walls and tunnel linings, especially if the permanent works are constructed soon after excavation, with very little time delay. This paper presents measurements of time dependent deformation of recent shaft and tunnel projects constructed in the GTA, and draws conclusions regarding the main influences on the TDD. The key input parameters for the numerical predictive model are critically assessed. Projects which are discussed include the Billy Bishop Airport Pedestrian Tunnel, Hydro One Midtown Tunnel and Hanlan Feedermain (Contract 3).MECHANISM OF TIME DEPENDENT DEFORMATIONExplanation of MechanismThe Georgian Bay Shale unit consists of typically moderately weathered to fresh, grey to dark grey, fine to very fine grained fissile shale interbedded with slightly weathered to fresh grey, fine grained calcareous siltstone and limestone interbeds. There are two distinctive features of the shale in the Greater Toronto Area (GTA). One is a high horizontal stress regime, and the second is long-term time dependent swelling behavior which develops when the following factors occur (Lo and Micic, 2010):• Stress relief of the rock mass• Outward salt concentration gradient from pore fluid of the rock to the ambient fluid• Availability of fresh waterThe swelling is a consequence of the reduction in confined stress in the rock which occurs upon excavation in combination with a differential gradient in salinity between the saline rock porewater and freshwater or even humid air. Osmotic and diffusive processes result in a decrease in the salinity of the rock porewater achieved by an overall increase in the water content, resulting in volumetric expansion of the shale rock over time. I have to express my surprise and must send a note of warning concerning the use of polyurethane foam as described in a paper by R.N. Torbin and R.F. Kovar, entitled "Innovative Shaft Lining Method," published in your February 1989 edition. In September, 1986, 177 miners lost their lives when they were exposed to fumes downwind from a fire in a tunnel lined with polyurethane foam. Whilst polyurethane exhibits reasonable fire retardent properties in small-scale tests, mass use in a tubular configuration, exacerbated by the furnace effect of cross-radiation, can lead to a rapid, uncontrollable conflagration.

INTRODUCTION Radcont is a program designed by the author of this paper for the industry to use as an instrument for radiation contamination evaluation and ventilation planning system. Radiation in mines are associated with the mining of gold and gold bearing minerals, as uranium and thorium is incorporated in the mining of these minerals. Radiation contamination in South African mines is not a new concept as it was investigated by the Chamber of Mines in the early 1960's and found not to be hazardous at the time. Since some of our mines export scrap metal to customers abroad, it came to light (1991) that some of the scrap metal was radioactive. The authority that oversees the nuclear aspects in South Africa is the Council for Nuclear Safety (CNS). They investigated these matters and found that the mines needed further information regarding radioactive material and the handling of these contaminated materials. As the various mines were licensed (with various conditions incorporated) thereafter, the mines had to do their own investigations as to what extent their properties (Surface and underground) were radioactively contaminated. Some mines were found to be highly contaminated over the years of operation and controlling conditions were installed and measures installed to reduce the contamination levels. One of the conditions when issuing a licence by the Council for Nuclear Safety (CNS), is that a screening survey be carried out to determine the radiation exposure levels and corrective action to be taken if necessary. These surveys must be done by a person trained in the required procedures for such a survey. The person must also measure the risk correctly and assess the results properly. In such a survey, the internal and external exposure levels must be determined to assess the total exposure of persons working in those conditions and take appropriate action if necessary. When doing such a survey, hundreds and more likely, thou- sands of data points are recorded. In order to assess the data recorded, various integrated and difficult calculations need to be made, and takes up enormous amounts of time. (This excludes the interpretation of the results ) The following explanation of the program shows the different parts of such a survey assessment calculations to be done. The paper details the program layout and the different sub- sections within the primary program. It must be stated that the program, as with any other program, is as accurate as the data inserted into the data base. The program and details thereof are given under the following headings: 1. TOTAL EFFECTIVE DOSAGE WITH REGARDS TO: • GME required gravimetric results obtained (mg/m3) • Thick layer or total contamination measured (Bq/m2) • Dry condition surveys with dust loads taken as a Standard l0mg/m3 • Wet conditions survey with dust loads taken as l mg/m3 • Airborne long lived alpha and beta activities as determined by analysis in Bg/m3 • LTD (Thermoluminescent Dosimeter). Results as obtained from the SABS (South African Buro of Standards) are recorded in this section for each month of the year for each individual worker. An average dose is then determined at the end of the year. • Bucket measurements as recorded. • Smear samples (Loose contamination). As determined by Electra or by analysis • Occupational factors for Metallurgical and Engineering occupations in and around the Metallurgical facilities of your mine. • All underground dosage determination and calculations. (Radon and Thoron) 2. INFORMATION REQUIRED WHEN PROGRAM IS INITIALISED: As the program is started, it opens up on the contents page. Here there are various options to choose from, but one is cautioned as a beginner in operating the program, not to perform any tasks before carefully reading these instructions. In order to insert all the required information for the pro- gram to calculate the information required, one must proceed further by entering the area names surveyed in the spaces provided. An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

Since the advent of machine coated paper in the mid 1930's, the kaolin industry has had a remarkable growth, In 1935 the domestic production of kaolin was 500, 000 tons and in 1970 the estimated production was in excess of 3. 5 million tons. The process industries which use kaolin most extensively are paper, rubber, paint, ceramics, plastics, catalyst manufacturers, ink, and pharmaceutical. The paper industry is by far the largest consumer of kaolin using approximately 70 per cent of the total tonnage mined and beneficiated. Up until 1970 the major kaolin producers were able to expand rapidly enough to supply the demand but for the first time in thirty years the demand is expected to be in excess of mining and beneficiation capacity through at least 1975. The major reason for this is the expansion of coated paper production in Europe and Japan. Two areas supply the lion's share of kaolin for the world markets. These are the Cornwall area in extreme southwestern England and a limited area of Georgia and South Carolina in the southeastern U. S. The English kaolins are primary - (found in decomposed granite) whereas the Georgia-South Carolina kaolins are secondary - (found in lenticular, continuous beds in the Tuscaloosa formation of Cretaceous age. ) The English kaolins are mined by hydraulic methods whereas the Georgia-South Carolina kaolins are mined by dragline or shovel and benefidated by using a wet process for the majority of the production and/or a dry

INTRODUCTION Geotechnical models, particularly those based on the finite element method, have been available to aid in en¬gineering design of underground mining excavations for over ten years. Despite this fact there are remarkably few cases of their use in mine design documented in the literature. It is therefore to be anticipated that many potential users of these models are relatively unaware of their capabilities and limitations and also of the form and detail of geotechnical data needed for their success¬ful application. This subsection attempts to address this problem by discussing the different types of numerical models now available and by noting how some of them have been used to study a variety of problems associated with underground mining. The subsection concludes by discussing the applica¬tion of the displacement discontinuity method to the de¬sign of possible mining systems for the copper-nickel deposits of northeastern Minnesota. The object of the analyses, which were nonsite specific, was to determine the significance of geotechnical parameters, such as ini¬tial stress and rock structure, on the stability of under¬ground excavations and hence to provide guidance for future geotechnical investigation. NUMERICAL MODELS In the geomechanical design of underground mining openings, use is made of numerical models that repre¬sent or simulate the large-scale mechanical behavior of rock. There has been less interest in analysis involving fluid flow and heat transfer, but with increasing interest in such areas as in-situ retorting and solution mining it is likely that there will be a growing need for numerical models embracing and coupling all three physical proc¬esses. However, the emphasis in this subsection will be on mechanical behavior. Models which simulate such behavior will be divided into two groups: continuum models and discontinuum models. These will be dis¬cussed in turn in order that some insight into alternative solution strategies and their merits may be gained. Continuum Models Almost all geomechanical numerical models must be classed as continuum models even though particular computer codes incorporate special provisions for rep¬resenting discontinuities such as faults, bedding planes, or joints. They are continuum models because they pro¬vide solutions for cases where material behavior is governed by the differential equations of continuum mechanics. Two basic solution strategies for such equa¬tions may be identified immediately: the differential ap¬proach and the integral approach. In the differential approach a means of approximating the differential equations over the entire region of interest is sought. In the integral approach use is made of fundamental solutions from continuum mechanics, and these are used to construct a solution to the whole problem, making approximations only on the boundaries of the region of interest. The several differential and integral methods are identified in Table 1. Differential Methods: Problems in continuum me¬chanics involve the solution of three types of partial differential equations. Two of these govern the behavior in so-called initial value problems, in which variables change both in time and in space. Examples of such problems include nonsteady heat transfer and fluid flow, and stress wave propagation. The last type of partial differential equation governs the behavior in boundary value problems. In these, variation is in space but not in time. Solution of initial value problems may be achieved in two significantly different methods: implicit and ex¬plicit. The differences between these two methods will be illustrated by considering a very simple initial value problem, that of one-dimensional heat diffusion. The equation governing this process may be written as: [ ] where T is temperature, K is thermal conductivity, p is density, c is specific heat, t is time, and x is the spacial coordinate. In finite difference form this equation might be written as: [ ] where the superscripts refer to the time and the sub¬scripts to the spacial location. Several solution strategies for this equation have been used. Two important ones may be illustrated very simply by discussing the signifi¬cance of the superscript * on the right-hand side of the equation. If i + 1 is substituted for * then the second derivative of the temperature with respect to distance is evaluated at the end of the next time step (using tem¬peratures not already known). Such an approach leads to a set of equations involving unknown temperatures and a solution procedure which is referred to as being implicit. The important characteristic of the implicit procedure is that it leads to a set of equations that must be solved for each time at which the temperature dis¬tribution is required. "Constructed between 1939 and 1945, the Rondout-West Branch Tunnel (RWBT) portion of the Delaware Aqueduct is 45 miles (72 km) long. The New York City Department of Environmental Protection (NYCDEP) first identified suspected areas of leakage from the RWBT in the 1990s. A $1 billion project is underway to mitigate the leakage through the construction of a bypass tunnel around the area of most severe deterioration, a 2.5-mile (4 km) section located beneath the Hudson River. Two shafts, 800 and 900 feet (244 and 274 m) below the ground surface, are being sunk to support the tunnel construction. The deep shafts will be subjected to high groundwater pressures and have been designed to accommodate multiple tunnel portals. This paper discusses the engineering decisions and analyses leading up to the final design. INTRODUCTION Project Background The New York City Department of Environmental Protection (NYCDEP) provides over 1 billion gallons (3.7 billion liters) of water to over 9 million residents of the City of New York and surrounding communities each day. This water is stored in upstate reservoirs and conveyed to the City via a system of aqueducts and tunnels. Water is delivered to the City almost completely by gravity and consists of three systems: the Croton, the Catskill, and the Delaware. The Delaware System is the largest of the three and supplies between 50% and 70% of the City’s daily water supply. In the 1990s, the NYCDEP discovered leaks in the central 45-mile-long (72 km) portion of the Delaware Aqueduct known as the Rondout-West Branch Tunnel (RWBT). The leaks release between 15 and 35 million gallons per day (MGD) (132.5 million liters per day) and are concentrated in two areas near Wawarsing and Roseton, New York. As part of the Rondout-West Branch Bypass Tunnel and Wawarsing Repairs Project (Bypass Tunnel Project), the leaks in the Wawarsing area will be repaired by grouting from inside the existing RWBT, and the leaks in the Roseton area will be mitigated by constructing a bypass tunnel parallel to and 1,750 feet (533 m) north of the leaking portion of the existing RWBT. Two deep shafts will be excavated on either side of the Hudson River: Shaft 5B in Newburgh and Shaft 6B in the Town of Wappinger."

The leaching kinetics of chalcopyrite in ammonium iodide solutions with iodine has been studied using rotating disc. The variables studied J include the concentrations of lixiviants, rotation speed, pH of the solution, reaction temperature, and reaction product layer. The leaching rate was found to be independent with the disc rotating speed. The apparent activation energy was measured to be about 50 kJ/mole from 15°C to 35°C, and 30.3 kJ/mole from 35°C to 60°C. Because of a, work stoppage at the Carlsbad plant, IMC faced the challenge of operating a 24-hour-a-day mine and plant with inexperienced maintenance and production crews. This is an underground mining operation, using the room-and-pillar mining- method. The mine was entirely, mechanized with conventional equipment, was hoisting an average of 13,539 tons off ore per 24 hours, and employed a, mine maintenance group of 100 men. The 100-man, mine maintenance group was equally divided between mechanics and electricians. In re-forming this maintenance group, two main objectives were to be achieved (1) a general upgrading off the intelligence level; and (2) the elimination of craft lines for greater flexibility.

"INTRODUCTION Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.5 million tons of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this paper and include improvements in geo-modeling, mine planning and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution. PROJECT OVERVIEW Peña Colorada is a mining company which produces about 30% of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in the location map below:TECHNOLOGICAL INNOVATIONS Most mining projects around the world typically follow the logic of “mining the next best ore”. Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that unlocked significant project value in many aspects of the mine plan. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. The Bureau of Mines investigated the effects of vibrations from underground blasting in four rock types to define blast parameters that affect vibration amplitudes and to establish means of predicting expected vibration levels. Previous studies of surface blasting indicated that charge weight per delay period had a major influence on vibration amplitudes. Dividing the distance from the blast by the square root of the charge weight scaled the effect of various charge weights, however, and allowed vibration data for a particular site to be represented by a propagation equation of the form v = K(D/W ½ )-n (1) where v = particle velocity, D = distance from the blast, W = maximum charge weight per delay period, and K and n = empirically determined site constants. For square-root scaling, particle velocity and acceleration data from the underground sites appear to follow a similar propagation law. The subsurface data are in good agreement with those of the surface studies and provide a basis for engineering estimates of vibration amplitudes in many different rock types.

Coal mine infrastructure is rarely designed solely on the basis of ventilating the underground workings. Instead the optimization of a mining sequence, the minimization of coal quality variation, reduction of coal losses by adapting to property boundaries and geologic structure (seam inclination, roof conditions, coal thickness, etc.) or other similar considerations have formed the objective for mine plant design and layout. Infrastructure development may also reflect a desire to maximize production early in the life of the mine or to permit flexibility in mining according to market conditions. Requirements for coal mine ventilation, established by the 1969 Coal Mine Health and Safety Act, have mandated changes in the traditional concepts of mine plant design in the United States. Mines, in operation prior to the passage of the Act have experienced severe limitations when attempting to adapt the existing mine infrastructure to meet the requirements of the law. In addition the increased quantities of air required, velocity limitations on trolley haulage and belt lines, the establishment of separate intake escapeways and gob area ventilation have com- pounded the inherent complexity in planning mine ventilation systems. Past practices in mine ventilation planning and design are no longer adequate. Given the complexity of today's ventilation systems, effective planning and design approaches are required. As such, the interrelationship between the overall coal mine plant design and ventilation system design is examined. An approach to ventilation system design constrained by global considerations of mine plant design, is presented. The proposed approach is, however, applicable to the design of new mine ventilation systems as well as to the modification of existing systems.

According to the 2010-2019 Mine Safety and Health Administration (MSHA) accident report database, 91% of reported ground control accidents in U.S. longwall mines were caused by roof instability. Gateroads are subject to significant changes in loading conditions from the development to the longwall abutment loading phases. When combined with thinly bedded shale roof, found in many U.S. longwall coal mines, the design of efficient roof support becomes challenging. In previous work, the Bonded Block Method (BBM) modeling of roof by UDEC was validated against field extensometer measurements in a longwall gateroad entry roof at a 180-m depth of cover. The BBM was shown as capable of capturing delamination and buckling of shale roof, one of the main roof instability mechanisms in longwall mines. This paper presents the recent findings on the roof-support interaction using BBM models of the same longwall entry. The effects of cable bolts, roof bolt density, and strap support on potential roof instability are studied. These types of studies are difficult and costly to conduct in an operating mine. Results show how the contribution of bolts, straps, and cable bolts can be quantified using the BBM models. The study demonstrates the potential for BBM numerical models to help understand the complex roof and support system interactions and to assist with optimizing gateroad support systems.

Sinter mixes of three iron ore types were prepared with a range of water contents in a laboratory investigation. The mean diameter of the granulated mixes and the void fraction of beds of the mixes were determined experimentally. Pressure drop measurements over a range of flow rates were made in a laboratory permeameter with pressure tappings at several depths in the bed. The Ergun equation was applied to the results to determine the shape factor of the granulated mixes. The pressure readings down the bed were used to estimate the local void fraction in the bed using the Ergun equation and the calculated granule shape factors and it was found that there was a decrease in void fraction with depth in the bed. The significance of this and the variation of the shape factor values with the amount of water used for granulation is discussed in relation to the strength of granules of the sinter mixes.

In the Fall of 1987 The Wellmore Coal division of The United Company installed a fines separation circuit in its #20 plant near Big Rock, Va. The addition of the fines circuit included a bank of classifying cyclones and two flotation units; one a conventional 4 cell, 34 m3 Wemco cell, the other an 2.4 meter diameter by 7.6 meter tall, 28.3 m3 column flotation cell. The new fine coal separation circuit is depicted in Figure 1. The column flotation cell is manufactured by the Deister Concentrator Company, Inc., under the trade name Flotaire. The Deister Flotaire column cell utilizes a counter current flow arrangement and a different means of generating air bubbles than that of conventional mechanical flotation cells found in coal processing plants. Other features include diffusers for additional air supply and a froth washer. This cell is one of the few commercial scale column cells processing coal.
