Initial reserves were proven and bulk ore samples sent to the U.S.A. for pilot plant testwork. Cliffs Western Australian Mining Company Pty. Limited (30%) manages the project in joint venture with Mitsui Iron Ore Development Pty. Limited (30%), Robe River Limited (35%) and Cape Lambert Iron Associates (5%).

Americans are taking a more critical view of various environmental laws because the effects of those laws are becoming more pervasive and intrusive, according to William Perry Pendley. And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

Artisanal and small-scale mining (ASM) involves a wide range of practices, from highly informal and minimally mechanized mining operations with predominantly manual work to formal practices carried out by small but high-tech industrial mining operations [1]. ASM may be a traditional practice, with skills passed from one generation to another. It can be an important driver of local economic development, while simultaneously contributing to a complex array of positive and negative socioeconomic and environmental impacts. There are more than 100 million artisanal and small-scale miners in 80 countries worldwide, and they supply around 20% of the worldwide gold production [2]. According to the Peruvian Ministry of Energy and Mining (MINEM), in 2020, 32% of fatal accidents in formal (legal) Peruvian mining operations were caused by groundfall events [3].The lack of resources, knowledge of best practices in health and safety, and insufficient equipment used in ASM make the probability of suffering work accidents very high. Furthermore, groundfall is one of the main causes of accidents and injuries in underground mines around the world [4], and it is also a concerning problem in ASM, where the associated fatality rate is similarly high. Unfortunately, a proper record of accidents in ASM is not kept, so an estimate of the actual number of groundfall accidents cannot be accurately developed [5]. Currently miners rely on empirical and observational tools acquired through previous experience to assess groundfall risks. The risks for artisanal miners can tend to be significantly greater than risks for those from the mining industry. This is due to the lack of regulation of ASM, which tends to operate outside the legal framework and the regulations lack of enforcement in force for occupational health and safety regulations.

Computer-aided design drafting systems have been employed in plant design for nearly ten years. Current and future systems will include computer-aided engineering as well. This paper will explore the history and development of such systems including computer and workstation hardware, graphics software, and plant design applications software. The paper will also address future systems and will present both the system vendor and the mine mill designer's view. Specific examples of particularly successful applications will be included.

Due to the growing market of Electric Vehicles (EVs), there is a rise in battery demand. Nickel can be used as a potential element in cathode for lithium-ion batteries. Nickel can provide thermal stability, high energy density, and conductivity in cathodes of lithium-ion batteries. Low-grade chromite overburden from Sukinda mines contains less than 1 wt% of nickel, which can be utilized to extract nickel. Recovery of nickel from such low-grade overburden can help in value addition. The present study provides deeper insight into the aspects of extraction of nickel product derivatives (NPDs), mainly mixed hydroxide product (MHP), through the hydrometallurgical route. The current study focuses on extracting nickel and cobalt from a mine overburden with 0.41% nickel with major silicate gangue. MHP can be processed further for nickel sulfate production, a potential raw material for cathodes in EV batteries. The study discusses a process flowsheet to recover nickel and cobalt from overburden through atmospheric leaching with pre-calcination. It is observed that the step of pre-calcination improves the effective recovery of nickel from overburden. The leaching reactions are effective at a temperature of 90 °C and 1 atmosphere pressure. The orthophosphoric acid was used as a lixiviant for the selective recovery of nickel and cobalt from overburden. Recovery of nickel and cobalt obtained at optimum conditions is 84.0% and 39.9%, respectively. The iron impurity in the leachate solution is 1.27%. It is concluded that the process with pre-calcination along with acid leaching is effective for extracting nickel and cobalt at atmospheric pressure.

"The Ruhr region in Germany’s North-Rhine Westphalia is going through significant change. By the end of 2018, the last two underground hard coal mines in the Ruhr, Ibbenbüren and Prosper-Haniel collieries, will close their portals and bring an end to more than 200 years of coal mining and an industry that was once the economic and cultural backbone of the area. Ruhr is undergoing an impressive economic and cultural transformation, as it gradually shifts from being a region once dependent on coal and steelmaking to a post-mining region focused on redesigning itself as a cultural center. This article focuses on the socioeconomic impacts of the transformation into post-mining and the roles of the government, labor unions and local community to aid the transformation from the perspective of an American student. It will look into the cultural values that are helping to drive the transformation and compare them to American standards and values in order to determine if a similar approach can be used in the United States and its coal industry. History and backgroundUnderground hard coal mining has had a long history and a significant impact on the culture and economy in Ruhr since the early 19th 20century. The Ruhr region is located in the heart of the German state of North- Rhine Westphalia. Ruhr is bounded by the Rhine River in the west, the Ruhr River in the south and the Lippe River in the north, with the Emscher River running through its center.The Ruhr is home to around 5.1 million people and spans an area of approximately 4,500 km2 (1,730 sq miles). Before the era of industrialization, the Ruhr was a rural, agricultural region. Small-scale coal mining began in the 13th century, with coal being used for heating, cooking and metallurgical processes, including steelmaking. With 19th-century industrialization, coal mining became a significant driver of the region’s economic structure. Steam engines, and soon, electric motors, allowed for the pumping of mine water and for powerful hoists hauling from deep shafts, enabling miners to reach deeper coal seams that were once thought impossible to mine. The Ruhr mining boom began in the 1850s, supported by Prussian economic policies that attracted many workers and their families to the region. The population grew from 400,000 in 1850 to 5.7 million in 1957. The coal and steel industries were key contributors to Germany’s “Wirtschaftswunder” — or “miraculous economic recovery”— in the 1950s. In 1956, the coal industry reached its peak production of around 112 Mt/a (124 million stpy) of coal and employed almost 600,000 miners."

The Mount Royal Tunnel (MRT) is a 100-year-old railway tunnel located in Montreal, Canada. The tunnel is approximately 5 km long, 8.7 m wide and 5.5 m high, with a constant 0.6% grade. This existing tunnel will be used by the new Montreal light rail transit network, Réseau Express Métropolitain (REM). This requires the tunnel to be inspected, rehabilitated and made compliant to the recent safety standards. This paper presents the details of the structural inspection and rehabilitation of the tunnel along with the repair methods, addition of a center wall as well as the enlargement of the tunnel section.

Chalcopyrite (CuFeS2) is the most refractory copper mineral when treated in conventional sulfate media leaching systems. This is the first study to examine the use of a dimethyl sulfoxide (CH3SOCH3, DMSO) solution containing copper chloride (CuCl2) for the leaching of chalcopyrite. Leaching experiments for a copper concentrate composed mainly of chalcopyrite were conducted at ambient pressure at 313–413 K. The leaching fractions of Cu, Fe, S, Au, and As were investigated. It was found that 90% of the Cu was extracted in 2 h, and 94% was extracted in 4 h at 373 K, which is competitive with other conventional processes. A DMSO solution containing CuCl2 could selectively dissolve the valuable metals Cu and Au from chalcopyrite, but leave minerals with little economic value such as pyrite (FeS2) and As in the residue. Chalcopyrite is oxidized by cupric ion in proportion to the stoichiometric ratio of Cu in the concentrate to the initial cupric ion in the DMSO solution, which is enhanced by the presence of oxygen below 373 K.

The western united States is not usually noted for the production of fluorspar; however, many significant fluorspar districts do occur in the Rocky Mountain region and constitute a resource of sizable dimension and major potential. This is particularly true within the area of the West served by the rail lines of the Union Pacific Railroad (see Figure 1). Fluorspar deposits near the Union Pacific have produced over 1.3 million tons of finished fluorspar products from 2.3 million tons of ore. Approximately 80% of this production was of acid-grade and 20% of metallurgical-grade fluorspar. Production of ceramic-grade was negligible. Through the years substantial production has come from eight mining districts. Five of these have produced metallurgical-grade and three acid-grade. The best-known fluorspar producing area in the West is the Jamestown Mining District. It was one of the first producers of fluorspar in the western United States and is estimated to have produced over 500,000 tons of finished fluorspar from over a million tons of ore. The district encompasses approximately 36 square miles in central Boulder County, Colorado, about 9 miles northwest of the City of Boulder. "Sierra Gorda SCM is a joint venture partnership of KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining and Sumitomo Corp. (Japan) operating in northern Chile. The Sierra Gorda openpit mine and coppermolybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, wellinstrumented mine in Chile. This article contains a general review of the project including geology and history.This was a fast-track project going from greenfield site acquisition to mill startup in 10 years. Highly experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied.The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (Fig. 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km (3 miles) from the village of Sierra Gorda at an elevation of approximately 1,700 m (5,600 ft) above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km (37 miles) northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic and Escondida, to name a few.The primary organizational value at Sierra Gorda is "Zero Harm." This includes employees, contractors, the environment, the community, plant facilities and mine equipment. A cornerstone of this program is called 5X5S (five by five S), which combines the lean principles of 5S with the safety model of taking five steps back and thinking about the task at hand for five seconds, five minutes, the time it takes to assess and manage the risk. "People caring about people" promotes proactive engagement in the safety of coworkers and others at work and at home."

Granitic Pegmatite deposits are the chief source of commercial feldspar, micas, lithium minerals, tantalum-columbium, beryl, and certain types of kaolin. The output from pegmatite mines in the United States is small compared to other mineral products in terms of bulk or value, and much of it comprises only minor metals and nonmetals. Nevertheless, pegmatite minerals play a vital part in our domestic industrial economy, particularly in the ceramic and electrical industries. Numerous special purpose uses also are important, even though they require small quantities of raw materials. In recent years, realizing the potential importance of the pegmatite minerals, the U.S. Geological Survey, the United States Bureau of Mines, several state Bureaus of Mines, and a few private companies have carried on extensive programs of pegmatite studies in the New England and southeastern states, in the Black Hills area of South Dakota, in the Rocky Mountain region of Wyoming, Colorado, and New Mexico, and in various parts of Washington, Idaho, Utah, Nevada, Arizona, and California. Currently, some of the pegmatite minerals such as micas and spodumene are selectively separated by the flotation process. To a lesser extent a few plants are selectively floating feldspar and quartz. Much of the credit for the above progress goes to the fine work done by U.S. Bureau of Mines (1), and companies such as Foote Minerals (2). Additional research efforts by the New Mexico Bureau of Mines (3) has successfully demonstrated selective separation of micas, beryl, spodumene, lepidolite, microlite, quartz and feldspar from a complex Pegmatite containing all these minerals. Since the nature of the mineralization of various valuable components of a pegmatite deposit is such that selective separation of some of these can be carried out at a coarse size using the Heavy Media Separation technique, it was felt that such a system should be investigated for selective preconcentration of their minerals. It was also felt that of all the :MS systems available, the DYNA WHIRLPOOL (DWP) device which allows a close control and adjustment of specific gravity should provide a means of achieving the above goal. Once the desired preconcentration of one or more of the pegmatite mineral assemblage is achieved, the available selective flotation techniques should provide effective recovery of various minerals into marketable products. This paper presents technical and economic aspects of selective preconcentration of some of the pegmatite minerals followed by selective flotation to produce marketable products.

The use of cyanides in the extraction of gold and silver is well known.1 Such extractions employ con¬centrations of cyanide in the range of 0.02-0.25 % sodium cyanide equivalent in leaching cycles of 24-48 hours and frequently longer. Copper minerals, even though minor components of precious metal ores, dissolve in these cyanide leaching solutions, consume cyanide, cause fouling of mill solutions, and thus interfere with the precipitation and recovery of gold and silver. 2,3,4 This paper presents a summary of laboratory investigations on the use of cyanide solutions as extractants for copper from various copper-bearing ore fractions. In view of the metal contents involved, it will be apparent that larger quantities of cyanide are required to extract copper than for the extraction of precious metals. In cyanide solutions of concentrations generally favorable to copper extraction, sulfide and oxide copper minerals were found to dissolve rapidly at room temperature and atmospheric pressure. For example, on products in the flotation size range, the major portions (e.g. 65-85%) of the extractable copper frequently dissolved in 2-10 minutes. At coarser grinds, e.g. 100% minus 28 mesh and 100% minus 10 mesh, 75-85% of the total copper was extracted in 30 minutes.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. Nassau County, New York, is undertaking several projects to improve the water quality in the Western Bays of Long Island. A major step forward will be the completion of the Bay Park Conveyance Project, which will divert most treated effluent away from the Western Bays to an existing ocean outfall at the Cedar Creek Water Pollution Control Plant. The ongoing works include 3.6 miles of microtunneling, 7 miles of sliplining, 14 shafts, and a 75 MGD pump station. This paper provides an overview of the design and an update on construction progress through December 2022. The project is a collaborative effort between Nassau County, New York State Department of Environmental Conservation, the design-builder, and various consultants.

The Boliden Aitik concentrator in Sweden processes 2,000 tph of low grade copper ore. The plant consists of five grinding lines feeding four bulk flotation banks with a scavenger concentrate regrind mill, and a column cleaner circuit with a regrind mill. The authors installed a model-based expert, optimizing control system to maximize copper recovery in the bulk flotation circuit while maintaining an appropriate copper grade in the cleaner feed. The optimizing control system uses on-line assays and calculates and implements set points for cell pulp levels, air rates and reagent addition rates. It combines the power of a dynamic population balance model which estimates mineral liberation in each stream, an optimizer which computes appropriate set points and a rule-based module which implements the strategy. The benefits have been evaluated over three months. The model-based expert, optimizing control system generates a measurable increase in copper recovery, around 0.5 per cent and an optimized bulk concentrate grade. The need to maintain the optimizing control system and other practical aspects are discussed.

Potassium fertilizers (potash) are mined in a handful of countries in the Northern Hemisphere. Potash is either expensive or unavailable to the farmers of the Southern Hemisphere. Alkaline alteration of K-feldspar rock (ultrapotassic syenite) in autoclave in the presence of Ca2+ generates a mixture of K-bearing calcium-aluminum-silicate-hydrate (C-A-S-H) minerals that potentially can be used as an alternative local fertilizer. This work investigates the effect of processing temperature (200 °C, 220 °C, and 230 °C) and time (from 0.5 to 3.0 h) on pH, mineralogy, and elemental availability of the C-A-S-H mineral mixture. Increasing temperature results in an increased conversion of K-feldspar and increased content of both the mineral tobermorite (Ca5Si6O16(OH)2·4H2O) and amorphous phase in the resulting C-A-S-H mixture; increasing time results in an increased conversion of α-dicalcium silicate hydrate into tobermorite. The amount of K leached from the mixture is relatively constant across all processing conditions. Hydrothermal alteration in autoclave of K-feldspar-bearing rocks such as ultrapotassic syenite permits the synthesis of a potential potassium fertilizer which alkalinity and mineralogy can be tailored according to soil requirements.

The decision to accelerate development of Stillwater Mining’s East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and RailSystems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km(3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

A system of models which simulate surface coal mining operations has been developed for use in mine planning and economic evaluations. Micromodels simulate individual mine operations for equipment selection and mine planning. Macromodels simulate all operations in the complete mine for economic evaluation of reserves. A cash flow analysis model makes a complete discounted cash flow analysis to deter-mine a required coal sales price or return on investment for evaluation of any mining project.

The Bagdad solvent extraction plant was commissioned in 1969 and was the second solvent extraction-electrowinning (SX-EW) operation to be built following the Ranchers Bluebird SX-EW plant near Miami, AZ. The current operation still resembles its original form, with four independent sections that run in parallel with each consisting of many long and narrow settlers. Through its 40-year history, the Bagdad SX circuit has experienced a range of pregnant leach solution flows and grades. The unique design of the Bagdad circuit has allowed for numerous configuration changes to accommodate the changing operational conditions, while maintaining an extraction recognized in the industry as excellent.
