12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

In the production of SmCo permanent magnets with excellent temperature stability, corrosion resistance, and oxidation resistance, samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are employed. Cobalt (Co) is a crucial component in tool materials, nickel-based alloys, tablet and smartphone batteries, and electric car batteries. REEs and Co have been listed as critical raw materials by the European Union Commission for many years. Due to the ever-growing demand for Co and REEs in technological applications, the recovery of these elements from secondary sources has garnered significant interest. There are two types of SmCo magnets, one of which contains a high amount of iron, approximately 15.2%. This paper focuses on the recycling of Fe-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.

The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant project, with verifiable circuit processing performance improvements, requires a significant number of accompanying steps beyond the equation alone. In order to identify and articulate all these steps, a study with plant staff from two milling operations and a grinding media supplier was undertaken. ?Task analysis? of improving plant grinding performance was carried out. This analysis called for the development of a number of system components, and ultimately yielded a ?Plant Grinding Circuit Processing Performance Management/Improvement System.?

"The Soudan Mine was Minnesota’s first iron mine, operating from 1882 to 1962. The mine was donated to the State of Minnesota in 1963 and became a state park in 1965. The mine discharge contains elevated copper and cobalt concentrations and has been treated with an ion-exchange-resin-based system since 2009. The system includes flow equalization tanks, bag and cartridge filters, a carbon tank and two commercial ion exchange tanks. Although effective, the system’s high cost, inefficient removal of suspended material and substantial maintenance have been ongoing and troublesome issues.In November 2012, we initiated a pilot test using a peat-based sorption media. This media is produced from raw reed-sedge peat through a patented, low-temperature carbonization process that produces a hardened granular sorption material. The granules are uniform, have high hydraulic conductivity and maintain the high metal affinity of natural peat.Mine water was pumped through the peat-based sorption media without any pretreatment. Copper input concentrations typically ranged from 30 to 60 µg/L but increased to a high of 364 µg/L in the summer of 2013. Since startup, more than 60 million L (16 million gal or 32,000 bed volumes) have been treated, with average removal rates of 75 percent for particulate copper and 60 percent for dissolved copper. Backwash is required at about 4,000 bed volumes, but with a combination of air sparging and high-flow backwash, the suspended material is removedfrom the media.One tank of the peat-based sorption media was found to remove copper similarly to the first four components of the existing system. By reducing size and complexity, reductions in operation and maintenance costs are possible. A comparison of the estimated costs indicate that replacing the four initial components with the single media tank has the potential to reduce annual operating costs by more than half from around $163,000 to $70,000."

"INTRODUCTION In 1990, the uranium production of SDAG Wismut in East Germany was stopped. 45 years of inconsiderate destructive exploitation had scarred both landscape and nature. With the “Wismut law” which came into force in December 1991, the Federal Republic took responsibility of the remediation of the legacies from former uranium ore mining and milling in Saxony and Thuringia. A unique opportunity turned out in order to remove environmental damage, to enhance the life quality of the local population, to shape new landscapes and to advance the economic restart. (1) The results of nearly 25 years of remediation activity are evidence that this opportunity was used at all former SDAG (Sowjetisch-Deutsche Aktien-gesellschaft) Wismut sites. The reference project “Wismut“ has evolved into a joint project of all parties involved and radiates beyond the affected regions. This is particularly reflected by the Know-how transfer starting from Wismut and the increasing activities for third parties abroad.WATER MANAGEMENT AT WISMUT REHABILITATION Within the Wismut project, water management and conventional technical water treatment are by far the most cost-intensive long-term tasks of the remediation programme. Over the medium term, there is no viable alternative to the operation of active systems to catch and treat contaminated mine waters at the Ronneburg, Schlema, Königstein, Pöhla, Seelingstädt and Helmsdorf sites. Based on the status quo, this paper outlines the key issues of the Wismut GmbH water management strategy over the medium and long term. It is focused primarily on achieving protection goals for potentially impacted water bodies in the surroundings of Wismut sites and on optimising associated remediation expenditures as well as on creating the prerequisites for achieving low post-remedial care and maintenance or walk-away system status over the long term. (2) The applied mining practices during the active SDAG Wismut period have not been up to the high standards of modern mining operations and their requirement to leave former production premises and deposited residues in a condition that was not only physically but also chemically stable. Rather the emission of mine and seepage waters laden with high acidity, metal and salt content is a frequent corollary and difficult legacy of historic mining and processing operations (4, 5). As a consequence, the control or mitigation, respectively, of environmental impacts associated with contaminated mine waters ties up enormous public resources worldwide (6, 7)."

Cathodic Protection using impressed current was employed to reduce the wear of the mill wall during ball mill grinding. Wear rates were determined from weight-loss measurements made on four, I-inch diameter, mild steel coupons installed flush with the interior surface of the mill wall. Grinding tests were conducted on quartz, pyrite and quartz-pyrite mixtures at pH values of 4.6, 7.1 and 9.2. Cathodic protection was shown to reduce mill wear by 40-60010. An examination of the coupon surfaces using scanning electron microscopy showed that cathodic protection greatly reduced pitting corrosion. The presence of a sulfide mineral, such as pyrite, was found to increase the wear rate significantly, possibly due to galvanic interactions. It is also found that the wear rate is significantly higher than the sum of abrasive wear and the corrosive wear, due to a synergistic effect.

"On January 9, 2014, a large chemical spill occurred on the bank of the Elk River near Charleston, WV. Within hours, the potable water supply for more than 300,000 people was contaminated, and the incident captured national headlines for weeks. Although the primary chemical, crude 4-methylcyclohexanemethanol, or MCHM, is deemed nonhazardous, the impacts of the spill are significant – with all stakeholders, including the public, members of industry, and relevant government agencies experiencing losses. This case highlights the need for a more proactive approach to environmental management, shifting from crisis control and remediation to crisis prevention and risk management. INTRODUCTION On the morning of January 9, 2014, approximately 10,000 gallons of crude 4-methylcyclohexanemethanol (MCHM) leaked from a 48,000-gallon storage tank sitting on the bank of the Elk River near Charleston, West Virginia (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal, and is deemed nonhazardous in terms of transportation and storage regulations and also toxicity (CDC, 2014a). Freedom Industries, Inc., a producer and vendor of specialty chemical products, had acquired the storage facility where the spill occurred from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein & McWhirter, 2014). The spill site was located just over a mile upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a “Do Not Use” order was issued for all customers (WVAW, 2014a). With little information readily available regarding the potential human health effects of MCHM, the US Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the “Do Not Use” order remained in effect for a total of eight days, until January 17, when the WVAW distribution water was confirmed to have MCHM concentrations below this level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at concentrations as low as 0.55 ppb by individuals experienced in odor identification (Rosen et al., 2014); and even individuals with no such training can detect pure MCHM at just 7 ppb (WVTAP, 2014). The fact that this chemical can be sensed at such low levels – indeed far below those considered safe – undoubtedly added to growing public concern. In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until February 25 when MCHM levels were measured below 2 ppb (WVAWb, 2014), and eventually replaced the affected filter media (WVAWc, 2014)."

"In response to the severe drought on the Colorado River basin and in order to preserve existing water capacity to the Las Vegas Valley, the Southern Nevada Water Authority contracted a new deep-water intake (Intake No. 3) located in Lake Mead. The current project (Contract No. 070F-01-C1) includes 5 km (3 miles) of tunnel with very difficult geological conditions and a 200- m (650-ft) deep shaft and marine works. This paper will present the current status of the design-build contract being constructed by Vegas Tunnel Constructors and the challenges and problems faced and the innovative solutions developed to handle the difficult conditions encountered during tunneling with up to 15 bars of pressure.ProjectbackgroundThe Las Vegas Valley receives the majority of its water from Lake Mead, which is located approximately 30 km (20 miles) east of the Las Vegas, NV metropolitan area. Due to the severe drought that has hit the southwest region of the United States, the water level in Lake Mead has receded from its high water level of 372 m (1,221 ft) above mean sea level (amsl) to a low of 330 m (1,076 ft) amsl in June 2015. Should the lake level continue to fall, at elevation 320 m (1,050 ft) amsl, the current water intakes will not be able to draw enough water to meet the needs of the local area. The risk of losing water capacity has prompted the construction of a new deeper intake. Not only is the new Intake No. 3 situated at a lower elevation in the lake at 262 m (860 ft) amsl, the new Intake No. 3 is also located to draw better quality (Fig. 1).Project challengesThe project has had several difficult challenges to overcome:• The work consisted of a 1.2 kt (1,300 st) structure constructed on a barge and lowered 100 m (330 ft) into Lake Mead anchored with 9,200 m3 (12,200 cu yd) of tremie concrete.• The drill-and-blast starter tunnel was impacted by three inflow events, resulting in a one-year project delay.• One of the main challenges was selecting the tunnel boring machine (TBM) and excavating the tunnel with expected hydraulic head pressure of as much as 17 bar (16 bar was the highest pressure recorded during the drive), crossing faulted areas, low rock cover and the risk of tunnel instability due to direct connection with the lake.• Extensive pre-excavation grouting with a constant head pressure ranging from 12 bar to 15 bar.• Structural repair of the cutterhead in difficult hydrogeological conditions [water inflow of approx. 800 m3/hr (4,000 gpm)].• Complete repair of the cascade sealing system for the main bearing and two replacements of the pinion bearings.• The TBM approach to the intake structure."

The National Mining Hall of Fame and Museum (NMHF&M) will induct the 2013 National Mining Hall of Fame class on Sept. 14, 2013. The ceremony will take place at the Brown Palace Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s five inductees cover a diverse cross-section of the mining industry. The inductees are: Charles F. Barber, Donald W. Gentry, Patrick H. O?Neill, Milton H. Ward and David A. Zegeer. They will join 218 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 26th Annual Induction Banquet and Ceremony. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Barber was a top executive at leading U.S. metals producer Asarco from 1956 to 1982. During his tenure, Asarco responded successfully to the demanding requirements of new environmental legislation in the United States and to changing concepts of foreign investment in mining, especially in Latin America. Gentry?s career took him from being a working mining engineer, to renowned mining educator, to president and chief executive officer of a mining company. As an educator, he had a positive impact upon hundreds, if not thousands, of new mining engineers and many others who took his short courses in mine economics. During his years in South America, O?Neill did everything from supervising operations of 15-bucket ladder gold dredges to becoming president of International Mining Corp. As an executive, he emphasized provision of education and training to local people working at mine sites for which he had responsibility. Ward?s experience covered the world and spectrum of metals, minerals and ores, ranging from A to Z (antimony to zinc and Australia to Zambia). He was president, chairman and chief executive officer of Cyprus Amax Minerals from 1992 to 1999, and he was president and chief operating officer of Freeport-McMoRan from 1983 to 1992, during which time he was instrumental in developing Freeport?s world-class Indonesian operations. Zegeer dedicated his mining career to protecting the health and safety of miners as a corporate executive, head of the U.S. Mine Safety and Health Administration (MSHA) and community leader. His tenure at MSHA coincided with a period of remarkable progress in U.S. mining safety .NMHF&M Board of Directors Chairman Paul C. Jones said: ?The five outstanding gentlemen being honored this year as inductees into the National Mining Hall of Fame are classic examples of the leadership and work ethic that has made America?s mining industry the world leader in technically sound, environmentally and socially correct, and economical mineral production that sets the standards for mining worldwide. Minera Escondida, located in the Antofagasta Region of northern Chile, is the world’s largest producer of copper as concentrate and SX-EW cathode. Projects to increase mill and flotation capacity began soon after start-up in 1990 to off-set decreasing copper grade. Subsequent projects had the objective to increase copper production through heap leach and SX-EW production and a second concentrator. The mine footprint concurrently expanded peripherally from the central high-grade enriched core of Escondida and then into the separate Escondida Norte deposit. Early in the mine life, metallurgical forecasting that was based on metallurgical composites of presumed ore types and historical plant production was adequate for operational planning, plant design, and project valuation. This approach became unreliable, however, as the increase in mine footprint was accompanied by an increased variability in key ore body characteristics such as hardness, copper-iron sulfide mineralogy, and sulfide liberation textures that were not reflected in the geological criteria used for ore type designation. The project study teams turned to small-scale physical and chemical tests to better characterize the spatial distribution of these key ore characteristics. Programs associated with capital growth projects were carried out through the mid-2000s to sample and construct a three-dimensional spatial model of hardness, copper sulfide mineralogy, and rougher flotation recovery from tests on 15-m drill core composites. Mathematical models were developed from the respective ore characteristic data to calculate throughput, flotation recovery, and concentrate copper grade. The spatial models were integrated with the concurrent mineral resource block model using standard geostatistical methods and the metallurgical process calculations were applied to the block estimates. The geometallurgical model, originally constructed on a project basis, is now managed by a dedicated team reporting to the manager of Geosciences & Resources Definition in the Escondida organization. The model has evolved with increasing complexity of the mine and processing plants and currently includes seven forecasting areas for three concentrators and four areas for two leach plants. Metallurgical forecasts of mill throughput, final flotation recovery, and concentrate copper grade still have the highest relevance to mine planning and optimization. Sample preparation, test procedures, and quality control methods are summarized for the ore characteristic tests important to these forecasts. Analytical results from recent annual sampling programs are presented for the hardness indices, rougher flotation recovery, and partial extraction copper analyses. Geostatistical analysis of the SAG mill hardness index is summarized as an example for the spatial estimation process. Mathematic models are presented for throughput (based on hardness indices), final flotation recovery (based on rougher recovery and plant calibration studies), and concentrate copper grade (based on sulfide mineralogy and empirical pyrite rejection studies).

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices .

It is unlikely that improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel cost/shortages, and increasing haul distances as in the past. Therefore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this Bureau of Mines contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic, and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data were gathered from extensive literature searches, European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configurations.

In this paper, the research effort in simulating the operation of underground coarse-coal hydrotransport systems (UCCHS) is summarized. The equipment of the system to be simulated is already optimally selected by using an analytical optimization model. The purpose of the simulation model is to test the performance of the system and to obtain the distribution of the operating parameters such as water and power consumption, amount of slurry delivered to the preparation plant, etc. Knowledge of the distribution of these parameters is essential for the efficiency of the design and the operation of the system.

"1. INTRODUCTION Grade separation of roads and railway tracks is an effective method for solving traffic-related issues in cities. However, in urban areas where the existing traffic infrastructure is already overcrowded, construction of new roads often faces problems especially in the proximity of existing structures. This paper summarizes the construction plan and results of new road tunnel construction in the proximity of the piers of elevated tracks on the Tokaido Shinkansen railway.2. SUMMARY OF CONSTRUCTION AND ISSUES Auxiliary Route No. 26 as specified in the Tokyo urban plan is a project by the Tokyo Metropolitan Government, covering the construction of a new road with a total length of 22.3 km currently on the way to completion. In Shinagawa Ward, Tokyo, Auxiliary Route No. 26 is designed to cross the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line, so for this project, the East Japan Railway Company (JR East) was commissioned to design and build a road crossing under the railway tracks (Sumiyoshi Underpass). Figures 1 through 3 show a sketch of the Sumiyoshi Underpass. The Sumiyoshi Underpass was planned as a two-lane tunnel for vehicles, which was to cross under the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line at an angle of 70 degrees. The structure concerned is a single-story single-span box culvert structure with the following dimensions: 11.5 m wide, 7.7 m high and 31.6 m long. The Tokaido Shinkansen Line tracks were constructed on a girder-type elevated bridge built in the 1960s, and the foundation piles of the piers (P7 and P8) in the proximity of this crossing box culvert of RC structure were constructed using an earth drill method. The crossing structure for this project is located extremely close to the piers of the Tokaido Shinkansen railway tracks, with a minimal separation of 0.4 m, and the most significant issue of this project was construction in a manner that would not obstruct the normal operations of the Tokaido Shinkansen (Figure 4). Initially, we considered installing a temporary earth retaining structure in the proximity of the piers, cutting the ground and building an RC box, but concluded that it would be very difficult to apply this method because of probable excessive displacements in the Shinkansen railway piers. That is why we decided on the use of a non-open cut method in order to minimize the impact on the piers."

It is the initial mining property in the United States developed by Gold Fields Mining Corporation, a subsidiary of Consolidated Gold Fields, PLC. This paper discusses the evolution of the present mining and ore control procedures as adaptions to the characteristics of both the rock being mined and the orebody, and with respect to the fact that mining is done by a contractor.

The role of pre-conditioning in a caving operation has multiple benefits, ranging from assisting with improved caveability, normalising fragmentation and improving draw point hang-up frequency. At Newcrest Mining’s Cadia Operations, both the Ridgeway Deeps block cave the Cadia East Panel Cave have utilised pre-conditioning using hydraulic fracturing. Seismic response data inside and outside the pre-conditioned volume show the benefit of treating the full caving block. Cadia East has further developed pre-conditioning to mitigate developing seismic hazards associated with major structures (fault-slip events) and managing mine-wide seismic hazards in new caving operations where the potential for large damaging seismic events exists due to high stresses and hard competent rockmasses. A case study reviewing the impact of pre-conditioning to mitigate seismic hazard associated with fault slip is presented. Cadia East operation undertook a targeted hydraulic fracturing program and reduced the overall number of large events as an example of the benefits of pre-conditioning. This paper will review the application of Hydraulic Fracturing at Cadia and discuss the geotechnical and seismological parameters of seismic events that occur within and outside of pre-conditioned rockmass volumes to demonstrate the benefits that Hydraulic Fracturing bring to future caving operations.

"What is your assessment of the minerals business?My experience with mining has been primarily in the coal sector until about 10 years ago, when I also became heavily involved in the aggregates and industrial minerals sectors. I have also had peripheral involvement through family and partners in the gold sector, with just enough exposure to gold to become fascinated. In 1994, I visited Ghana and considered the possibility of taking an expat assignment at a surface gold mine that had just been started.It is not news that the coal sector in this country has suffered tremendously in recent years. Especially hard hit is the central Appalachian region, where a number of factors combined have had a devastating effect on production, jobs and the economy. These factors include federal regulations affecting coal production and use, higher production costs and decreasing market share of Appalachian coal by the switch from lower sulfur coal in favor of lowercost, higher sulfur coal from the Illinois Basin, as utilities have installed scrubbers to comply with Phase II of the 1990 Clean Air Act Amendments. Nationally, the lower cost of natural gas has been a huge factor affecting coal use. In Kentucky, for example, which exports to other states around 70 percent of its coal, those markets are disappearing, as utilities close coal units in favor of natural gas. This is a structural change in the electricity market, and one that will become more pronounced as federal greenhouse gas regulations are implemented.We often hear the phrase, "the war on coal." While there are certainly a number of market factors affecting coal production and use, this phrase captures a different element that is all too real. The attacks have come from environmental activist groups for many years; from some in the media and, in the last few years, from a White House administration that believes strongly in alternatives to coal. Then, there really is an alternative to coal in the form of the previously untapped unconventional gas reserves that allowed utilities to move away from coal.Coal mining will continue in this country. In fact, it appears that our production is holding fairly steady at about a billion tons a year. And predictions that I have seen indicate this will continue for the next few years. What impact the Environmental Protection Agency’s Clean Power Plan will have beyond 2020 is another question.What do you feel is the future of the minerals industry - near term and longer term?Our society depends on the future of minerals in this country being strong. Near term, we are going through some of the typical cycles. Having also been involved in aggregates during the last few years, the business follows government infrastructure projects, such as highway construction and public and private sector development. Those sectors are heavily dependent upon government spending and a strong economy. Increased spending in those sectors, which appears to be on the horizon, should provide additional market shares for aggregates."

The USBH Mining Systems and Ground Control Generic Research Center funded a project leading to the improved planning of airflow and refrigeration in underground mines experiencing hot working conditions. The project was broken down into approximately five phases: 1. Visiting some of the known hot mines in the U.S. and sending out a questionnaire to determine other mines which might be experiencing hot working conditions in the future. 2. Choosing two mines in which to conduct measurements to determine the insitu rock thermal conductivity and diffusivity, and comparing these values with laboratory determined values. 3. Investigating computer programs available for mine climate simulation, and testing these programs with case study examples from the two mines where the rock thermal properties were measured. 4. Considering improved ways of estimating the wetness factor and experimenting with the use of heat flux meters to more directly measure the rock heat inflow into the airstream. 5. Applying the results of these investigations to simulating the climate for future mine development and production areas at the two- mines. The project is approximately two thirds completed. At the time of writing, the insitu measurements at one of the mines are still being recorded. This paper will be describing the procedures and results of the insitu rock thermal property measurements, and give a brief description of some of the simulated results obtained for a mechanised cut and fill stope case study from the Homestake Gold Hine in South Dakota.
