To mitigate and control the combined sewer over-flows from 17 outfalls in Detroit, MI, three outfalls in Dearborn Heights, MI and eight outfalls in Redford Township MI, the Detroit Water and Sewerage Department (DWSD) completed the preliminary design of a storage tunnel in 2005. In 2006, a final design revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km (7-mile) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each and 14 drop shafts with various IDs. A small portion of combined sanitary and storm sewers serve the majority of the Rouge Valley water-shed. This includes Detroit, MI and most of the western suburbs. The Northwest Interceptor (NWI), that extends between Eight Mile Road and Ford Road and roughly parallel to the Rouge River, intercepts sanitary sewage and some wet weather flows from trunk sewers in the tributary areas for transport to the wastewater treatment plant (WWTP) for treatment. During extreme storm events, when the capacity of the NWI is exceeded, the excess combined sewer and overflow (CSO) over-flows into the Rouge River through 17 outfalls to local rivers. Environmental and economic costs related to equipment fuel consumption and carbon dioxide (CO2) emission present a substantial challenge to the mining industry. Haul trucks are an integral part of the overall surface mining system and they consume a substantial quantity of fuel. Consequently, they produce a significant amount of CO2. The objective of this research is to (i) establish a mathematical relationship among a truck?s fuel consumption, power and engine load factors and (ii) determine the amount of a truck?s CO2 emission and the associated cost that may arise from potential CO2 legislation. In order to achieve these objectives we have considered original equipment manufacturer (OEM) haul trucks, commonly used in surface mining operations. The research presented here may be used by mining professionals to help determine the cost and environmental burden of the trucks? application, and efficiently manage energy consumption.

The subsurface investigation for the Reach 4 Tunnel was expected to be completed in a single phase. This assumed that data from two nearby previous tunnels, combined with limited new subsurface information and surface mapping would be sufficient to characterize the rock behavior. Unforeseen rock conditions and complex faulting led to the recommendation for a second phase. This decision was not reached easily, as much of the follow-on work required helicopter support, and associated costs. The second phase of drilling found significantly more variability than the first phase and led to a very different and better understanding of the geologic and geotechnical conditions, and rock characterization.

The surge of activity in the solar energy market, spurred by government incentives, has created new and more efficient solar technologies, but issues surrounding land- and water-use have backlogged the full-scale development of solar farms. This paper explores siting solar power plants on degraded or polluted lands, such as mine tailings impoundments. Historically, mining and has been integral to Arizona?s economy, but has dwindled in relevance due to urban pressures and environmental regulations. Currently, it is legal to site solar power plants on degraded or polluted lands, but the question remains whether the economics of this degraded lands solar development is more favorable than developing pristine land. Therefore, we explore economics of developing mine tailings impoundments at both the institutional and financial level. Methods of research for this paper were interviews with government regulators, environmental advocacy organizations, farmers, and mining company executives. Financial models using extant tax incentives show a positive net present value for the installation of solar power plants, even when accounting for the costs of land remediation.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

Starting in 1980, a committee of the National Research Council studied the question of why some underground coal mines are safer than others and what could be done to improve the ones with poorer performance. The results indicated that safety is improved by management commitment to safety, by cooperation between labor and management on safety matters, and by quality training of employees and managers. Younger miners have higher accident frequencies, but are less likely to be killed or permanently disabled by a lost-time accident. Methods for improving safety performance are proposed.

It is important to study the ventilation system in order to better design and control of the working environment in deep underground mines. With increasing depth, heat, and humidity performance may be reduced and impair the attention of workers. The purpose of this paper is to apply a complex; development-end model configured in the MULTIFLUX program, developed at the University of Nevada, Reno, USA. The MULTIFLUX development-end model template has been benchmarked against measurement results from two UK coal mines in previous studies. The present study is a test of MULTIFLUX application in a metal mine. The model incorporates the simulation of the air flow field in the drift and the auxiliary air duct; simultaneous heat and humidity transport from the drift wall; heat and mass exchange between the air in the drift and the ducts; and the evaporation of process water and/or condensation of vapor as governed by the psychometric conditions. The results are compared with field data, measured at the Lucky Friday Mine (LF) in Idaho, USA, an underground mine and also shown between the results from the MULTIFLUX-based model, and those from another program, Kduct, developed at the Kyushu University in Japan.. The Bureau of Mines, U.S. Department of the Interior, is investigating chemical and biological decontamination of complex wastewaters such as tailings pond water containing 280 ppm CN and 5 ppm Se as well as significant concentrations of arsenic, copper, iron, silver, and zinc. The most effective chemical procedure involves cyanide oxidation using hydrogen peroxide or sodium hypochlorite followed by selenium reduction using ferrous hydroxide. The effluent contains ?1 ppm CN and 20 ppb Se; concentrations of other - major contaminants meet National Drinking Water Standards. Preliminary research indicates that biological cyanide oxidation is possible even in highly alkaline solutions (pH 10.5) containing high cyanide concentrations; indigenous bacteria destroyed 85% of the cyanide. Exploratory research shows that other bacteria removed up to 79% of the selenium from chemically oxidized, low- cyanide water. These promising results may lead to a final processing scheme that involves a combination of chemical and biological techniques.

Based on X-ray phase analysis and exploratory experiments, a new technology was developed to recycle multiple valuable elements in spent Al2O3-based catalyst. The experimental results showed that after roasting at 750°C for 30 minutes at an Na2O:Al2O3 mol ratio of 1.2, the leaching recoveries of alumina, vanadium and molybdenum from the spent catalyst were 97.2%, 95.8% and 98.9%, respectively. Vanadium and molybdenum in sodium aluminate solution can be recovered by barium hydroxide and barium aluminate. The precipitation recovery of vanadium and molybdenum was 94.8% and 92.6%, respectively. Al(OH)3 is prepared from sodium aluminate solution using the carbonation decomposition process. The purity of Al2O3 is 99.9% after calcinations, and the recovery of alumina can reach 90.6% in the whole process. The Ni-Co concentrate was leached with sulfuric acid, and a nickel recovery of 98.2% and a cobalt recovery of more than 98.5% were obtained under the experimental condition of 30% (w/w) H2SO4, 80°C, a liquid: solid ratio of 8:1 (by weight), a reaction time of 4 hours and a stirring rate of 800 rpm.

In China, the total reserves of vanadium, reported as V2O5, in stone coal is 118 Mt (130 million st). Recovering vanadium from such a large resource is very important to China?s vanadium industry. The technology now being used to recover vanadium from stone coal has the following two problems in the leaching process: a low recovery of vanadium and high acid consumption. To resolve these problems, a new leaching technology is proposed. The effects of factors such as H2SO4 concentration, liquid-solid ratio, temperature and time, and the types and additions of additives were studied. By adding 1.5% (by weight) CaF2 and leaching the roasted residue of stone coal with 5.4% (by weight) sulfuric acid at 90°C for 12 hours at a liquid-solid ratio of 2 mL/g, the leaching degree of vanadium reached 83.10%. This proposed leaching technology gives a feasible alternative for the processing of roasting residue of stone coal and can be applied in the comprehensive utilization of stone coal ores in China.

Since the beginning of Aluminum mining and refining the industry has lived with distributed control rooms and suffered from many behavioral problems common with this design. When Human Factor/Ergonomic design is introduced to a Western Australian installation a common centralized control room realized many improvements including economic payback. Communications issues were resolved, better coordination of materials, improved situation awareness during startups, abnormal operations and an opportunity to make improvements during normal operations characterize the changes at the Worsley Refinery. This presentation will review the reasons for the change. Since the beginning of Aluminum mining and refining the industry has lived with distributed control rooms and suffered from many behavioral problems common with this design. When Human Factor/Ergonomic design is introduced to a Western Australian installation a common centralized control room realized many improvements including economic payback. This presentation will review the reasons for the change, what changed and the process of changing the culture from reactive to predictive and what difference that has made.

The National Mining Hall of Fame will hold its 13thAnnual Induction Banquet during MINExpo International 2000 in Las Vegas, NV. The gala black-tie (optional) event will honor eight legendary leaders of the mining industry. The event will take place at the Las Vegas Hilton Hotel on Sunday, Oct. 8. The induction ceremonies will salute mining greats elected by the board of governors from a list of nominees submitted by mining industry partners and the public. The members of the Class of 2000 will join 151 other inductees enshrined in the Mining Hall of Fame in Leadville, CO. The evening will begin at 6 pm with a cash bar reception followed by the banquet and program at 7 pm. Keynoting the banquet program will be Harrison (Jack) Schmitt. He was the geologist/astronaut of the Apollo 17 mission to the moon in 1972 (see related story on page 26). And he is the only scientist to “kick rocks on the moon.” Schmitt is also a member of the Mining Hall’s board of governors. Schmitt was also the keynote speaker at the First Annual Induction Banquet in Denver, CO in 1988.

Many subsidence researchers in the U. S. have developed new empirical function methods to predict subsidence, or attempted to validate some empirical functions developed by foreign researchers for use in the U. S. An attempt is made in this paper to develop a new empirical function to predict a surface subsidence basin due to longwall mining. In the U. S., the emphasis of empirical methods for the subsidence prediction over longwall panels has been in large part on determining the profile functions for the major cross-sections of a subsidence basin. In this approach, the surface monuments are usually laid out along the major cross-sections and thus, the subsidence profiles developed are restricted for subsidence prediction along the major cross-sections. However in practice many monuments or surface structures for which subsidence prediction for damage evaluation is required, are not laid out along the major cross-section of the basin. In such cases, it is difficult to get either the empirical profile function for the cross-sections where these structures are located or to predict their subsidence based on the profile function developed for the major cross-sections. Therefore, there exists a strong need to develop a subsidence basin function with a reasonable degree of accuracy, which can be determined or confirmed by the data of scattered monuments on a surface basin. The same subsidence basin function can also be used for prediction of subsidence for any arbitrary points over a longwall panel. In 1982, He (1) proposed the clastic theory, for which he developed the basic differential equations describing the movement and deformation of overburden due to underground mining, and performed the selection of best solution for the equations. He found that the Weibull dietribution is the optimal solution. The Los Angeles Metro Eastside Extension light rail project included a 1.5 mile underground segment, which consisted of twin 18'?10" ID tunnels, bored with two EPB-TBMs. One of the major project challenges after the completion of the bored tunnels was the excavation of six cross passages within alluvial geology below the water table and with low ground cover. Sequential excavation methods were employed and this paper details the design, ground treatment, support measures, and construction methods used to mine these cross passages beneath the congested urban streets of the City of Los Angeles.

The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

China’s vibrant economic growth is built on coal, the source of two thirds of the country’s electricity. Over 95 percent of China’s coal is mined underground with the average mining depth at 410 m and in-creasing at 10 m per year; today, the deepest Chinese coal mines have exceeded 1,000 m. With increasing mining depths, there are greater challenges including increased methane emissions and spontaneous combustion. According to the government, nearly half of China’s coal mines are classified as gassy (with specific gas content at least 10 m3/mt). Coalbed methane (CBM) is a clean energy source. However, only a small percentage of the methane is captured, and the rest is vented directly to the atmosphere. This paper describes China’s CBM resource, its production and utilization.

Ventilation is an essential part of any underground mining operation. It provides fresh air for workers and machinery, keeps up an adequate mine climate and dilutes and dissipates noxious gases. Possible changes in the economic environment for mining in the future, e.g. increasing energy costs, will necessitate optimization of distribution of airflow within most mines. This paper discusses the scientific set-up for measurements as well as the behavior and influence of parameters of ventilation according to airflow distribution under consideration of technically possible set-ups of mine fans. This study was done in an underground mine with a flat seam room and pillar mining method.

Water spray applications are one of the principal means of controlling airborne respirable dust in coal mines. Since many coals are hydrophobic and not easily wetted by water, wetting agents can be added to the spray water in an effort to improve coal wetting and assist with dust capture. In order to study wetting agent effects on coal dust capture, laboratory experiments were conducted with three wetting agents used by the coal industry on -325 mesh sized Pocahontas No. 3 coal dust. Significant differences in coal dust sinktimes were observed among the three wetting agents at water mixture concentrations of 0.05%, 0.1%, and 0.2%. The best wetting agent as identified by the coal dust sink test was only tested at the lowest 0.05% water mixture concentration and was found to have a negligible effect on spray airborne dust capture. Water spray airborne dust capture results for all three wetting agents tested at a 0.2% water mixture concentration showed that all three wetting agents exhibit similar but small improvements in dust capture efficiency as compared with water. These results indicate that the coal dust sink test may not be a good predictor for the capture of airborne dust. Additional research is needed to examine if the coal dust sink test is a better predictor of wetting agent dust suppression effects during cutting, loading, conveying, and dumping of coal products by comparison to airborne dust capture from sprays.

German manufacturer DBT signed a contract to supply a sixth automated-plow long-wall system to Shenyang Coal in Liaoning province in northeastern China. This most recent order occurred just weeks after DBT signed a contract to deliver a fifth automated-plow longwall system to Datong Coal in Shanxi province. The plow will go into service at Shenyang Coal’s Hongyang Mine. Mining conditions at the mine, coupled with DBT’s advanced automated-plow technology, means that the system has the potential to become one of the world’s most productive thin-seam longwalls.
