In the last decade there is a growing interest from the society about the rational use of raw material resources and the minimization of the environmental impact of production processes and products when they reach the end of their life cycle and are disposed in the environment. In order to respond to this societal request industrial and scientific community have made considerable effort to optimize the environmental performance of the production processes and products and also to develop the necessary tools to quantify the environmental impact over their entire life cycle. In this framework the methodology of Life Cycle Assessment (LCA) has been developed about fifteen years ago and since then it has become a widely acceptable tool to quantify and assess the environmental impacts. The application of the LCA methodology can significantly assist the mining and mineral processing sector in the development of a strategy concerning the rational exploitation of raw material resources, the management of solid and liquid wastes and the optimization of the metal and mineral production processes. In this paper the work that is currently being done in the Laboratory of Metallurgy of the National Technical University of Athens concerning the Life Cycle Analysis of the production processes of basic metals, as copper, nickel, lead, zinc, aluminum etc is presented.

The effect of cooling rate on the flotation behaviour of copper slags of flash smelter plant in Samsun was investigated. Fresh molten slag was solidified in laboratory scale in three different ways. All the samples were characterized by chemical and mineralogical analyses. The chemical analyses showed that samples prepared from fresh slag had 0.9 to 1 % Cu with 40 % Fe and 30 to 32 % SO2. Old pit slag samples contained between 1 to 3% copper. Microphotographs showed that rapidly cooled slags showed fine size distributions, e.g. the copper grains in granulated slag had sizes in 1-2 microns. On the other hand, the size of copper grains in slowly cooled slags increased above 40 microns. Flotation tests carried out by using potassium amyl xanthate and Flotanol-C showed that slowly cooled slag reduced the copper losses in the tailing and improved the grade of concentrate. Under the light of laboratory investigation, the pit dimensions of Samsun Plant have been modified which resulted in a pronounced improvement of the grade and recovery of concentrate produced at Samsun slag flotation circuit.

A study was conducted to develop a fundamental understanding of the relationship between the size of an advancing tunnel face, the rate of excavation, and stand-up time in squeezing ground. Stand-up time is defined as the time elapsed after excavation that an unsupported tunnel face will remain stable. Squeezing ground is argillaceous rock or soil that exhibits pronounced time dependence of deformation and strength properties in-situ. A case history study documented the nature, causes, and solutions of several cases of stand-up time problems observed in the field. Then, in the laboratory, a series of physical model tests were performed in which model tunnel size, face advance rate, material properties, and pressure (representing overburden pressure) were varied. Stand-up time was found to increase as advance rate was increased or tunnel size decreased. In addition, an influence of advance rate on the definition of stability ratios was established.

The design of a cost effective backfill system involves many aspects and various inputs from different engineering disciplines. Backfilling is a very significant mining cost and efforts need to be made in the design stage to maximise efficiency and flexibility whilst minimising costs. The aspects that need to be considered include the following: Required fill performance underground Peak and average fill tonnage requirements Backfill scheduling in the mining cycle Material selection, testing and preliminary costing Plant design and storage needs Infrastructure requirements Implications on surface waste/tailings disposal and costs Total backfill costs In order to produce a cost effective and efficient backfill operation, a multi-disciplinary project team is required that should include the following skills and functions: Mine Planning Rock Engineering Metallurgy Mechanical Engineering Environmental Health and Safety Tailings Disposal/Waste Management This paper discusses the above and indicates important aspects that should be considered.

Although the health effects of airborne dust in underground coal mines are well recognized, a lack of understanding remains about the fundamental mechanisms of dust generation, transportation, deposition and dust-lung reaction. This study was intended to contribute to the understanding of dust transportation and deposition mechanisms in underground mine airways. Data from in-mine experiments carried out under controlled conditions in a straight section of a longwall panel with three different airflow velocities and two different types of coal dust (bituminous and semi-anthracite) were used to determine the turbulent deposition rate of dust particles. Measurements of ambient dust concentrations and deposition along the mine airway were obtained and the total dust deposition velocity (rate) was calculated. The deposition velocity of turbulent diffusion was estimated based on the experimental data and theoretical equations. The effects of airflow velocity, particle size, particle density and distance from the dust source on gravitational, turbulent and total dust deposition are discussed along with related conclusions.

Selective flotation of muscovite from a material containing muscovite (15.4%), biotite (13%), and siliceous gangue (quartz and feldspar), using a mixed collector system of sodium oleate and dodecylamine acetate has been described. Muscovite is found to float in preference to biotite, when the pulp is initially conditioned with oleate followed by amine at basic pH values. The results indicate that a product containing 63% muscovite with a recovery of 93% can be obtained, while using 75-150glt of oleate and 96 g/t of amine. The biotite grade and recovery are found to be around 30% and 20%, respectively. A good selectivity between muscovite and siliceous gangue is obtained. A final product containing 95% muscovite with an overall recovery of 75% is obtained when the flotation concentrate is subjected to magnetic separation. These studies indicate the possibility of separating muscovite from biotite by using a mixture of collectors.

Prior to January, 1986, the city of Austin, Texas was on notice by the Federal Government's Environmental Protection Agency and the Texas Water Commission, that they were illegally polluting the Colorado River. The wastewater facilities presently in use in South Austin were inadequate to handle the vastly increasing population. The city of Austin, Texas hired Parsons Brinckerhoff Quade and Douglas, Inc. and Dannenbaum Engineering Corporation to design and supervise the construction of an update to their existing system to alleviate this problem. A major criterion handed down to the Designer and Contractor was that the system had to be completed within a two year time frame. The biggest link to the entire design was a tunnel project consisting of 43,000 linear feet (13,106 m) of tunnel, eight feet (2.44 m) in diameter with connecting structures tying into existing and future facilities. The project was awarded to S. A. Healy Construction Company of McCook, Illinois with a low bid of $24,755,000.00. This article summarizes the techniques used in the construction of this tunnel project.

Radial gas holdup profiles were measured in a 50-cm-diam, 400-cm-high flotation column using a multi-cell-conductivity probe. Three bubble-generation systems, including a system with up to eight vertical filter-cloth spargers, a system with three horizontal filter-cloth spargers and a system with three (horizontal) Cominco-type spargers, were examined. The variables investigated were the number of spargers, the symmetry of their arrangement and the height above the spargers. Batch water containing up to 20 ppm frother was used. Generally, the profiles tended to be uniform (flat) with some profiles exhibiting a slight "wavy" pattern. The vertical sparger arrangement proved to be the most difficult in which to achieve a profile symmetry. The horizontal spargers gave uniform profiles at right angles to their length but gave decreasing gas holdup along their length. The Cominco-type spargers gave slightly less scatter in the data. Switching off selected spargers to simulate a malfunction did not produce strong asymmetry in the profiles.

The Northeast Raw Water Tunnel transports untreated water to the Detroit Water and Sewerage Department's (DWSD) Northeast Water Plant where it is treated and distributed. The occurrence of a subsidence area which was attributed to the tunnel prompted the DWSD to have the tunnel investigated. After an extensive historical and geotechnical investigation, two access shafts were constructed along the alignment in the vicinity of the subsidence. Following completion of the shafts, the subsidence area was inspected in the wet prior to dewatering the tunnel. Upon the completion of dewatering, a dry inspection was performed. During the dry inspection, an area of significant distress was encountered where sand and silt were boiling into the tunnel along with large volumes of groundwater. This distressed area was located 800m (1/2 mile) north of the original subsidence area. The tunnel was immediately refilled with water and an emergency repair program was planned and implemented. As a result of the distressed nature of the secondary tunnel liner, dewatering of the tunnel could not be performed until the secondary liner and the surrounding soils were stabilized. This paper presents a case history of both the investigation and the repairs of the Northeast Raw Water Tunnel including the various grouting and unique tunnel stabilization methodologies which were utilized.

Foreword In loose ground and soft rock formations, mechanical tunnel boring is necessarily dependent on the adoption of shield machines and the application of adequate support or lining structures. These structures are erected either within or immediately behind the rear portion of the shield and provide the required reaction to the forward thrust. In competent rock formations where systematic support is not a requirement, hard rock tunnel boring machines generally advance by thrusting from a structure gripped against the tunnel walls. These machines may feature a more or less extended cutterhead shield or roof support, but when in weathered, fractured or otherwise weakened ground, or in fault zones filled with soft gouge, the gripper mechanism often cannot provide enough thrust reaction to advance the cutterhead. Under these conditions, early support of the arch and walls is generally required in the form of rock bolts, steel rings and laggings and some times of a primary concrete lining placed in the short section between cutterhead and grippers. Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

In 1991, environmental issues related to coal mining continued to be an integral part of managing a cost-effective operation. Environmental regulations and their implementation can create considerable cost burdens on operating mines. Environmental responsibilities require management decisions to be made on a whole systems approach that is comprehensive in costs and consequences. Most of the regulatory activity in 1991 that affected coal was related to reauthorization or revision of several pieces of legislation. Issues related to the reauthorization of the Clean Water Act, the Resource Recovery and Conservation Act (RCRA) and Abandoned Mine Land. Clear Water Act considerations will encompass discharge standards, wetlands issues and proposals to regulate ground water quality at the federal level. Discussion regarding RCRA includes efforts to expand regulatory authority into the area of coal mine waste. That is currently regulated by the Office of Surface Mining (OSM). Another RCRA consideration will be the disposal of coal combustion byproducts. Abandoned Mine Land reauthorization continues the Abandoned Mine Land tax on coal operators. This tax has been in effect since 1977. Regulatory revisions were also proposed by the Department of Interior on valid existing rights, subsidence, federal coal leasing programs and OSM's troubled Applicant Violator System. Industry officials have been critical of the revisions. A federal appeals court found that evidence supported claims by Whitney Benefits, Inc. that the passage of the Surface Mining Control and Reclamation Act (SMCRA) deprived the owner of full economic use of its property. Before SMCRA's passage, Whitney established an operating agreement with Peter Kiewit Sons Co. to mine coal.

Near the village of Villarino de los Aires, in the province of Salamanca, Spain, is an existing underground hydroelectric power plant. A major enlargement was undertaken to increase the electrical generating capacity, under a contract awarded to a joint venture of Dragados & Construcciones, S.A., Entrecanales y Tavora, S.A., and S.A. Conrad Zschokke. The enlargement required the excavation of an underground system of tunnels, shafts and chambers adjacent to existing facilities and interconnected with these facilities. The existing machine hall and transformer chamber were both extended, requiring excavation of the rock that constituted the existing end walls of these chambers. The drilling, blasting and excavating of the underground system had to be done without damaging existing underground openings or any of the existing structures, equipment or instrumentation facilities. This required careful control of vibrations, air waves and dust. The joint-venture contractors preferred to use electric blasting methods, if these methods could be implemented in a safe manner. The safety question had to be evaluated carefully. High electrical potentials existed at the site because of the electrical generating and transmitting facilities that could not be shut down. Electrical fields were carefully studied prior to the beginning of the work. This was done both in the underground environment and above the ground surface. The American Borate Company, a wholly owned subsidiary of the Owens Corning Fiberglas Company under a management contract to the Hanna Mining Company, owns and operates an underground borate mine in Death Valley, California. The mine, named the Billie Mine, is located 24 km (15 miles) southeast of Furnace Creek along Highway 190. The ore body is under Death Valley National Monument with the major portion of the surface facilities located just outside the monument boundary. (See Figure 1.) The Billie Mine produces approximately 227 000 metric tons of crude ore per year. About 65% of finished product is supplied to Owens-Corning, the remainder is sold to other fiberglass producers. Geology The borate minerals in the Billie ore body were deposited in the lower main member of the Furnace Creek Formation, which is Pliocene in age. The ore body is thought to have formed from volcanic springs in or near a small lake basin. The deposit is essentially a limestone breccia that is permeated with borate minerals and surrounded with limey lake bed mudstones and shales. The ore body is mineralized with two main borate ores, colemanite and probertite. A third borate ore, ulexite, mainly occurs in the upper part of the ore body. The original mineral of deposition is thought to have been ulexite. Ulexite is a sodium-calcium borate hydrated with eight molecular waters. Due to heat and pressure from burial by later sediments, the ulexite had water forced out of its structure and recrystallized as probertite. The Fortitude skarn near Battle Mountain, NV is currently one of the largest producing gold skarns in the world. It contains about 11 Mt (12 million st) of minable ore grading 5.14 g/t (0.149 oz per st) and is the distal portion of a continuous skarn system in the Copper Canyon area centered on the Eocene Copper Canyon granodiorite porphyry. Calcsilicate compositions, opaque mineralogy, and the high gold grades are atypical of other base metal skarns (iron, Fe; copper, Cu; lead-zinc, Pb-Zn; or tungsten, W). The Copper Canyon skarn is systematically zoned from a garnet (AD 70-100) dominant, pyroxene (HD 20-45) subordinate zone, with major Cu mineralization, adjacent to the intrusive (West ore body), to a pyroxene (HD20-100) dominant, garnet (AD90-100 cores. AD 30-60 rims)subordinate assemblage, with major Au, near the distal marble front (Fortitude ore body). An extensive biotite ± diopsidic pyroxene ± kspar alteration halo surrounds the pyroxene > garnet gold-bearing skarn and represents the early stages of metasomatic alteration. Retrograde alteration is limited in areal extent and intensity, and consists of actinolite, chlorite, quartz, and prehnite. Economic gold mineralization begins in the pyroxene > garnet zone and continues to the marble front, a distance of 1 to 1.5 km (0.6 to 0.9 miles), respectively, from the plutonic contact. The opaque mineralogy in this gold zone includes pyrrhotite, arsenopyrite, marcasite, minor chalcopyrite, galena, sphalerite, argentite, hessite, hedleyite, volnyskite, and native bismuth and gold. The pyrite-pyrrhotite geothermometer yields temperatures that range from 450° C to 300°C (842° F to 582° F) and the electrum-argentite-sphalerite geothermometer yields temperatures which range from 290°C (554° F) at the marble front to about 420°C (788° F) more proximal to the intrusive. Log fS2 calculations from the sulfide assemblages yield values near - 10 with log fO2 values of about -30, in a solution of near neutral pH (5-6). Calculations of metal solubility suggest that the metals were transported as chloride complexes in the proximal skarn but that bisulfide complexes were predominant within the distal gold skarn. Relatively low oxidation states buffered by the carbonaceous to argilliceous, calcareous protolith and subsequent ferrous iron-rich skarn assemblages appear to have increased the gold carrying capacity of this large hydrothermal system.

Economic pressures to increase production to profitable levels reduced the Homestake's gravity recovery and overall recovery to un-acceptable levels. The operation of the Home-stake gravity gold circuit has increased gravity gold recovery to over 50%, improved overall recovery and increased mill availability for increased tonnage. The gravity circuit consists of three gravity gold recovery stages. The Circuit has four (4) duplex jigs, four (4) belt concentrating strakes and four (4) concentrating tables.

Mineral development in South Dakota is aggressively encouraged by both state statute and county ordinances. Yet, an increasingly conservative philosophy is taking hold, resulting in expanded regulatory controls and concomitant increases in direct and indirect costs to permit and operate a mining operation. This paper examines the hidden costs associated with protracted permitting timeframes, land buy-outs, attorney's fees, etc., associated with the increasing emphasis for stiff controls on mineral development in South Dakota.

The Transport and Road Research Laboratory is carrying out tunneling trials at Chinnor, Oxfordshire, with a 5-m-diam, full-face tunneling machine. The work, which is for research purposes only, involves driving the tunneling machine through chalk with most of the physical characteristics of the machine and its power consumption closely monitered. At the Conference a film was shown about this work, illustrating both the tunnel construction and the research program.

Biological destruction of cyanide in mining waters has been demonstrated effective in the lab and in the field. Applied Biosciences Corp.’s ABMet water treatment technology is used in the mining and other industries for the removal of various inorganic contaminants including metals and nitrate. An aerobic ABMet-CN process has shown great promise in efficiently and effectively removing cyanide from even very cold waters. Bench and pilot data will be presented.

When multiple mines operate in an area there are social, economic and environmental impacts which cumulate over space and time. These impacts require special attention. A collective approach is required to identify, assess and manage them. No assessment of sustainability of mining can be considered complete without accounting for cumulative impacts. This paper proposes a framework and typology to deal with cumulative impacts and tests this in a coal mining area in NSW Australia.
