Besides the conservation and closing activities, an important issue to achieve is the environmental rehabilitation of the mining perimeters, also assuring the continuity and sustainable development of the mining activity in the Jiu Valley. Modifying and depleting the soils by mining works and dumps of mineral waste as a result of coal mining and tailing is one of the important aspects. The paper’s aim is to analyze which are minerals and resources policies of our government and to adopt measures for sustainable development in the coal mining in this region. The measures to reduce the instability risk for the mining works and waste dumps, which could affect the underground mining constructions or the related surface areas, were consider. It is most important to establish the priorities in order to obtain a high efficiency by combining the measures according to the environmental analysis and risk assessment.

For over 100 years Degussa has worked together with the min­ing industry not only providing quality products but also develop­ing technologies to support these products through value added goods and services. For cyanide, these technologies include leach enhancement processes such as PAL™ and Solidox™, and cyanide detoxification with peroxygen based processes such as SILOX™ and Caro's acid using our DegOX™ technology. Degussa has also made important advances in how sodium cyanide is packaged and shipped with our liquid NaCN plant joint venture with MSI, CYANCO in Winnemucca, Nevada, and our Advantage SLS™ solid to liquid cyanide delivery system. All of these innovative technologies developed to support NaCN in mining, provide value to our customers and show Degussa's commitment to Responsible Care·11.1 and dedication to product stewardship. With Responsible Care and the customer in mind, Degussa has developed Advantage CCS™ cyanide control system, which will soon be available for the North American market. Currently there are several CCS units in service installed by Degussa AG (Germany), and we are in the process of designing the next gen­eration of the CCS which should be completed by late '98. Based on our experience working with gold and silver mines all over the world, there appeared to be an opportunity to further assist our customers by providing a better more automated way to control their cyanide additions. By providing the mine with an accurate method for maintaining their desired cyanide levels in their leach circuits, we could help them avoid underdosing and the associated gold and silver losses, and overdosing the cyanide which not only wastes cyanide but may increase treatment costs as well. In the early 1990's, when we began to introduce our CCS units, there were several cyanide controllers and on-line analyzers avail­able. However, they appeared to be too complicated and not made to stand the harsh conditions inside a mill. This resulted in exces­sive downtime and poor analytical results. We also found that many units would be installed but not commissioned by the sup­plier. Based on these observations, along with filtration and con­trol problems on some existing units, Degussa decided to design its own cyanide control system based on our extensive knowledge of cyanide chemistry, using the best components available worldwide.

The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

Financial analysts have often called National Mine Service Co. the only "pure play" company to the mining industry, meaning that an investment in NMS is an investment in the mining industry. As a leading manufacturer and supplier to the industry, National Mine Service does enjoy a close and direct relationship with mining. It is the only independent company that offers products and services that include mining machinery, health, safety, instrumentation, mine supplies, and reconditioning services for hydraulics, electronics, and machinery. But what is a positive relationship in periods of economic upturn can be eauallv as negative during the downturns. In fact, National Mine Service has felt the resounding blows of the current recession in the mining industry. Two-Fold Strategy Rising unemployment, corporate losses, bankruptcies, and mine closings in particular have directly affected NMS. But the company embarked on a strategy several years ago that included a two-fold approach to becoming less dependent upon the vagaries of the US coal industry. One strategy was to develop additional products and services for other mineral industries such as potash, trona, and salt and, where possible, apply the technology developed for the mining industry to industrial markets. The other strategy was to become a more international company. The objective was to make export sales a minimum of 10% of total corporate sales. Even today, NMS believes this is a good strategy as opposed to diversifying because its expertise is in mining, not in other areas. BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

Increased interest in the utilization of the underground environment for water conveyance tunnels, vehicular tunnels, room and pillar type storage chambers, and military installations has focused attention on the possible effects of seismic activity on the stability of these types of structures. Earthquake experience has generally been related to the seismic stability on the surface of the earth. To establish aseismic design criteria, we attempt to predict the seismic exposure of a given site, both in terms of the spectrum of motion to which the structure must react favorably, and the recurrence rate of that motion. Experience gained from studying the effects of the Plowshare underground nuclear tests on existing tunnels and mines, coupled with the experience of the behavior of tunnels and mines in earthquake regions, provides us with an insight to predict the possible effects of earthquakes on underground openings and to establish design criteria. The type of damage ranges from minor fracturing and movements along pre-existing joints or faults through deformation of openings to collapse. The methods used to establish the seismic design criteria for an underground opening require modification of surface criteria to account for the difference in both amplitude and spectra underground. An aseismic evaluation should be performed on all important projects in areas exposed to possible earthquake motion. To perform this evaluation, information is required pertaining to the geometry and properties of structure and ground. Dynamic as well as static properties are required. A prediction of performance can be derived by exposing a model of the site, expressed in terms of its properties and geometry, to a design earthquake.

In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. Field data from coalbed methane wells indicate a significant variation in composition as a function of flow rate and time. In particular, San Juan Basin wells have displayed an increase in C02 concentration over time. Prediction of gas quality is critical to the economic evaluation of any coalbed project. Previous models have forecast only pressure and production profiles, ignoring compositional variations. In this study a multicomponent model that incorporates binary isotherms for methane and carbon dioxide has been developed. An extended Langmuir isotherm is used for the adsorption representation and a constant separation factor (similar to relative volatilities in distillation) describes the phase distribution of the species. This separation factor depends both on the surface characteristics of the coal and on the adsorbing species. The chromatographic separation equations have been superimposed on Darcy's law flow. The formulation allows decoupling of the pressure and compositional partial differential equations. The equations have been cast in dimensionless form and solved for pressures and compositions. It is observed that the composition of the preferentially adsorbed C02 increases at the wellbore as a function of dimensionless time. The dimensionless time is directly proportional to the real time and coalbed permeability and is inversely proportional to the gas viscosity, coal porosity and the square of the length of the reservoir. As the separation factor increases, the compositional variation increases. This variation in produced C02 concentration is also greater when the initial C02 concentration in the reservoir is higher. A sensitivity study has been performed to identify the effects of important parameters such as isotherm variables and reservoir characteristics on pressure and composition profiles.

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

Topsoil for revegetation projects is in demand in many urban areas. In this case history, a large aggregate producer manufactured a topsoil from three waste materials. The topsoil was produced in a 200,000 m2 (50-acre) abandoned gravel pit that still had additional gravel under 10 m (30 ft) of overburden uneconomic to strip directly. The topsoil was produced by rotary mixing of sludge, overburden, and a lime admixture; solar drying; and stripping and stockpiling of the product. A major problem was an increase of topsoil drying times for stripping from 40 to over 100 hours when it was rewet by storms. The problem was solved by a research project that evaluated over 50 formulations and over 20 waste materials. . The final formula dried in 15 hours and contained 3-parts sandy mine spoil, 1-part sewage sludge, and 2 % spent-bed, a granular quick-lime produced during power-plant flue-gas desulfurization.

As an important part of the concept validation phase of the MX Advanced ICBM development program, Air Force System Command's Intercontinental Ballistic Missiles (ICBM) Program Office developed and demonstrated large trenching and cast-in-place equipment for placing many miles of buried concrete tunnel rapidly and economically. A tunnel or "buried trench" containing a mobile ICBM is one of the candidate basing models for MX. Upon remote command, the cannister housing the missile would break out of its concrete tunnel and earth overburden by erecting itself to a suitable angle and then launching the missile. The ICBM Program Office developed two each trenchers, cast-in-place machines, and breakout mechanisms, as well as a mobile concrete truck unloader. The machines were demonstrated in varying soil conditions in the southwest US. The breakout mechanisms were demonstrated nearby as well. The fluidized bed was invented by Fritz Winkler of Germany in 1921. The first application in the U.S. was in the development of the fluidized bed catalytic cracking of petroleum in 1942. Today, fluid bed cracking reactors are an integral part of every oil refinery. When fluid bed technology was first considered for applications outside the petroleum industry it was recognized to have uniform temperature, close control of the gaseous atmosphere and excellent mixing between solids and gases. Roasting of sulfide ores and concentrates was an obvious match. The first application was a single stage roaster for gold refining in 1947. There have been over four hundred commercial fluid bed roasters built and operated successfully in the four decades since the fluid bed was invented. There are three general categories of roasting applications. The largest number of roasters fall into the dead roasting category which includes gold ore roasters. The other categories are sulfating roasters and partial roasters (Reference 1).

In this paper, the performance of the Knelson Concentrator and of the batch and continuous Falcon Concentrators are compared. The units are based on different operating principles, and perform quite differently. The Knelson yields very high free gold recoveries over a wide size range of both the recovered and rejected species. It is less effective in recovering very fine (<15 μm) or very flaky gold, as encountered in flotation feeds, concentrates or tails. It is the preferred unit for gold recovery from grinding circuits. The batch Falcon is effective in the fine range, typically less than 37 μm for gold. Its recovery zone is quickly saturated when there is significant heavies in the feed. It works best as a pre-concentration unit, or when sulphide content is low. The continuous Falcon is a versatile unit which is capable of recovering fine heavies (density down to 5 g/cm 3), especially from coarser gangue.

Mine planning and scheduling done with computer programs is possible only after extensive work has been completed to define the geologic extent of an ore body and an overall mine design. Mine planning methodology on computer can vary from computerized engineering tasks through systems which completely optimize a plan with little input from an engineer during the actual scheduling process. However, a strong emphasis is placed on producing practical mining sequences which may be "best" rather than "optimum". This section offers several viewpoints on the planning process using computers. Interactive planning and scheduling systems are attractive for many companies because they are easy for engineers to understand, and the results are acceptable. The engineer develops an open pit mine sequence by trial and error using interactive graphics. The results of this approach can usually be improved. A computer program can help an engineer make many trials in a short time period and provide a higher level of confidence that a "best" plan has been generated.

Gas hydrates have unique properties of storing selective gases. As much as 180 volumes of gas (standard conditions) per volume of hydrates may be stored. Recognizing the need for natural gas storage near electrical power plants for peak load use, DOE funded our laboratory to investigate gas hydrates as an economically viable storage means. Our developed process forms hydrates and self-packs the hydrates by only maintaining the gas pressure above a surfactant/water solution while hydrates form and self-pack. The laboratory process was scaled-up and demonstrated storage of 5300 scf of natural gas in hydrates. Subsequent to the demonstration, we discovered preparation procedures whereby laboratory gas hydrates could be stored at 1-atm with less than 1% decomposition over multiple days. The paper will discuss how these two advancements offer potential ways to recover vent gases as well as released hydrate gases from the seafloor. The Meteoric Water Mobility Procedure (MWMP) was developed in the State of Nevada during the 1980’s as part of their mine waste characterization programs. During the 1990’s the Waste Subcommittee of the Nevada Mining Association (NvMA) contacted ASTM Subcommittee E01.02 on Ores, Concentrates and Related Metallurgical Materials to undertake a standardization program for the method. A cooperative program was developed in conjunction with the Acid Drainage Technology Metal Mining Sector (ADTI-MMS)Prediction Committee, which involved eight of the NvMA labs performing duplicate leaching tests on two test materials: a coarse fraction of the USGS Hard Rock Mine Waste standard and a typical spoils sample from a heap leach operation undergoing closure in Nevada. Solutions for metals analysis were preserved and sent to the USGS Laboratories in Denver to determine the reproducibility and repeatability of the leaching. The history of the method and reference material and the results of the interlaboratory testing and statistical analyses will be presented.

As the Powder River Basin coal industry has grown, many changes have occurred in the coal market, the economy and the Basin&apos;s methods of dealing with competition in the coal mining business. This article notes the mines that have changed to draglines as the major overburden-stripping tool. The Powder River Basin is defined as those mines within a 97 km (60 mile) radius of Gillette, WY. Mines to the north and south of this area - Decker, Spring Creek, Glenrock - have used draglines more extensively. The reasons for the conversions to draglines at each mine, and the specific timing of these changes, were different. However, the driving factor was economics. As coal production increases, strip ratios increase and coal sales prices decrease, mines must find ways to deal with rising costs and falling revenues. The primary method used has been conversion of overburden stripping to dragline operations. Stripping ratio equals the bank cubic yards of overburden removed for every ton of coal mined.
