The Detroit Water and Sewerage Department has undertaken a $1.2 billion effort to capture and treat combined sewage overflows from various outfalls along the Detroit and Rouge Rivers in Detroit, Michigan. This program is planned to include a 455,000 m3 (120 million gallon) storage and treatment tunnel which will capture overflows from 19 outfalls along the Rouge River. The tunnel is currently in the conceptual design phase, with the bid date planned for mid-year in 2001,and completion planned for August 2005. The total design and construction cost is currently estimated to be approximately $450 million. Current concepts are for the storage and transport tunnel will be 6.1 m (20feet) in finished diameter, with a total alignment length of approximately 12,200 m(40,000 feet). The main tunnel will extend through the Traverse and Antrim Shalerock formations, while approximately 5,500 m (18,000 feet) of various diameter connecting tunnel will extend through both rock and soft ground. The project will include a total of 10 drop shafts, 13 riser shafts, various connecting structures, and a 455,000 m3/day (20 mgd) pumping station. This paper will present a discussion of the design philosophy, subsurface conditions, the various planned components, and the expected design and construction considerations for the proposed Upper Rouge Combined Sewage Overflow Tunnel.

The Solution Mining review arrived too late to appear in the May issue. Solution mining, in its broadest definition, includes all forms of leaching where a lixiviant solution is brought into contact with a metalliferous or non-metallic ore and the resulting pregnant solution is processed for recovery of the valuable soluble material. Technologies such as dump leaching, heap leaching, stope washing and in situ lixiviant solution injection and recovery fit into this definition of solution mining. A publication entitled the US Gold Industry (Dobra and Thomas) reflects the major impact that solution mining techniques have had on precious metal recovery. In 1989 (the last year for which statistics are available), the United States passed Australia to become the third largest gold producing country in the world after South Africa and the Soviet Union. It is estimated that when the final figures are in for 1990, the US will probably pass the Soviet Union in gold output. If the state of Nevada is ranked as a separate country, it will rank fourth in the world in gold production for 1990. A good proportion of this increase in gold production over the past few years can be attributed to the application of solution mining technology to low-grade, precious-metal-bearing material. Solution mining techniques have also made inroads in copper production. Many operations located at former underground mine sites employ in situ leaching as an adjunct to conventional dump and heap leaching practices.

Lac Minerals Bullfrog conducted research and testwork to find an environmentally acceptable alternative to lead for fire assaying. The result of this work was the substitution of bismuth for lead in all fire assaying performed at the Bullfrog Mine. The environmental and economic ramifications of this discovery are highlighted.

The Comprehensive Environmental Response, compensation, and Liability Act (CERCLA -commonly referred to as Superfund) was passed into law in December 1980 in the wake of such incidents as Love Canal and the Valley of the Drums. Superfund was originally perceived as a way of cleaning up spills of hazardous substances and/or cleaning up abandoned hazardous waste dumpsites. In February 1981, Michael Cook, EPA deputy assistant administrator for hazardous emergency response, called Superfund "a tremendously powerful law. It could revolutionize the way the environment is protected, but we certainly don't intend to realize the full potential of the law for some time." These words have proven prophetic for Asarco's East Helena Smelter.

INTRODUCTION Cleveland-Cliffs' operations in Michigan have been utilizing fully autogenous grinding for over four decades. This is but one of the key characteristics of the iron ore processing method that was developed for the extremely fine grained, low grade deposits of the region. Liberation size of the hematite and magnetite ranges from about 30 to less than 1 micron. Typical grinding fineness target to achieve silica grade in the concentrate is 80 to 90% passing 25 microns, or a P80 of approximately 20 microns. After primary grinding, the magnetite ore is first upgraded by rougher magnetic separation. It is then ground to final product size, sent through thickener-sizers utilizing selective flocculation, upgraded again by finisher magnetic separation, and then brought to final silica grade by reverse amine flotation. Hematite ore follows essentially the same route, less the magnetic separation stages. Concentrate is filtered and pelletized, along with con- trolled additions of fluxstone, to ready it for shipping. Iron ore pellets on the water of the Great Lakes have a value of approximately 1.5 cents per pound. Very few facilities containing hydraulically deposited tailings have been completely reclaimed and capped at this time. Design of a closure cap for a tailings impoundment has relied heavily on consolidation theory in order to achieve a cap that maintains sur­face drainage. Obtaining data for the consolidation evaluation can be difficult and costly. The author reviews the performance of two tailings impoundment closure caps that have been suc­cessfully installed and presents the experience gained from these projects with an emphasis on the ability to optimize cap design through post-operational monitoring prior to initiating cap con­struction. Using the optimization approach, a significant earth­work quantities reduction may be realized for the ultimate cap.

Carbon attrition losses are not usually a prime consideration for CIP equipment selection and CIP plant design. However, the costs as a result of carbon attrition and associated gold lost with carbon can be high. Recorded carbon losses for Newcrest operating gold plants were shown to vary widely from plant to plant. The Tuckabiana plant recorded an overall loss of only 0.3g carbon /t ore which is very low by industry standards. A comparative carbon management study was undertaken by Newcrest to highlight the reasons for the excellent record of Tuckabiana operation compared to other Newcrest plants. This paper discusses the results of the comparative study and high­lights areas of concern with respect to carbon attrition.

Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.

Australian Stock exchange Limited ("ASX") has had and continues to have a rewarding partnership with the mining industry to develop and recognise reporting standards, the JORC Code. This allows ready comparability and investor understanding of the mining investment vehicle. ASX's mining market has been successful because of the high reporting standards in the JORC Code and the high standards of professionalism and the intellectual capital that has been built up among the participants - the mining professionals, brokers, analysts, mining investors, professional advisers and the market operator. The balance of knowledge and understanding among these participants combined with the competition for capital, contributes to the standards for our mining market in a way that the market operator simply cannot replicate by market rules alone.

The rare earth magnet has a good performance and the production is increasing year by year. Two types of rare earth magnets are presently made as industrial products. One is a Nd-Fe-B intermetallic compound magnet and the other is a Sm-Co alloy magnet. The mixed scraps of Nd-Fe-B intermetallic compound and Sm-Co alloy are sometimes produced in the step of production. Therefore it is desired that a recycling system of mixed rare earth magnet scraps should be established. In the present study, hydrochloric acid leaching of the oxidizing roasted products of Nd-Fe-B intermetallic compound and Sm-Co alloy and solvent extraction of metals such as Nd, Sm, etc. are tested to obtain the fundamental data for the hydrometallurgical treatment of the mixed rare earth magnet scraps.

The 199O Clean Air Act Amendments specify national objectives for reducing sulfur dioxide emissions from coal fired power plants. System-wide reductions can be achieved by combining various emissions control technologies and allowances, or compliance credits, that can be purchased, sold or traded. As part of the Coal Quality Expert development project funded by the US Department of Energy and the Electric Power Research Institute (EPRI), Black & Veatch has developed an interactive computer tool, the Acid Rain Advisor (ARA). Through this program, integrated, system-wide compliance plans are generated by comparing the costs and emissions reduction benefits of emissions allowances and various SO2-control technologies (coal cleaning, fuel switching, scrubber retrofits, etc.)

Information Technology has addressed those problems unique to senior management in the mineral industry. In general, these problems are those concerned with decision-making. Peter Drucker in his discussion of making effective decisions identifies five phases: (1) define the problem, (2) analyze the problem, (3) develop alternate solutions, (4) decide the best solution, and (5) convert the decision into effective action. The scope of the chapter by Guernsey addresses the first three phases which provide input to the decision-maker. The decisions to be made relate, in most instances, to the economics related to a mineral property or process. Computer models have been designed to generate these economic and financial evaluations. No one model is appropriate to the solution of all management's problems. In this chapter several applications are identified and summarized; a model for the economic evaluation of a mineral property is described in greater detail. The implementation of such models is dependent on the unique needs of management.

The legacy of gold mining operations continues to affect water quality in the Witwatersrand Basin in South Africa. The acid mine drainage (AMD) emanating from the tailings dumps liberates heavy metals from the ore minerals. The objective of this study was to characterise the geochemical processes that are important in understanding chemical evolution of polluted water in the study area. Analytical results for water samples collected in the catchment of the study area generally showed elevated concentrations of heavy metals in the vicinity of tailings dumps and mining operations and a decrease in the distal. Dams and wetlands, despite their proximity to the tailings dumps, recorded low concentrations of heavy metals and other pollutants. The characterisation of AMD was summarised in a conceptual model in which plots of redox potential versus pH and electrical conductivity versus pH were identified as the most important sub-models that captured the gross physical-chemical characteristics of polluted water and its interaction with the environment.

The oil and gas drilling industry is the largest user of "functional" industrial minerals for well drilling and completion. (Functional industrial minerals can be defined as those used for performance characteristics rather than composition.) This industry's use of industrial minerals involves complex mining, processing, and distribution of products. The cost of these products at the well site reflects the complexity of distribution to typically remote locations and the cost of service. Table 1 illustrates the use of functional industrial minerals by the drilling industry. The total tonnage shown is almost 2 1/2 times larger than the 3.3 Mt (3.6 million st) of kaolin used by the paper industry for filling and coating, another major use for functional industrial minerals. Drilling fluids are an indispensible part of a drilling operation. These fluids perform several functions simultaneously. They cool and lubricate the drill bit, remove formation cuttings, increase the specific gravity of the fluid to counteract formation fluid pressures, provide a filter cake on the wall of the drill hole to prevent drilling fluid loss to the formation, protect the porosity of producing zones, and prevent reaction of the formation or formation fluids with the drilling mud. When porosity of a formation exceeds the ability of the drilling fluid to form a wall cake, it is referred to as lost circulation. Because these fluids are being constantly formulated for changing formation conditions, they require a skilled technician or drilling mud engineer on the site at all times. Drilling fluids are composed of oil or water as the liquid phase, and industrial mineral products and chemicals to control chemical and physical properties. The basic function of viscosity and suspension result from the use of gelling clays and chemical and mineral dispersants; specific gravity of the mud is adjusted with mineral weighting agents; filtration control is maintained by clays and various natural and synthetic polymers; platey minerals and scrap products are used for controlling lost circulation in porous or fractured zones; salts are added to the mud to inhibit shale and clay swelling; chemicals are added for pH adjustment, prevention of corrosion, and as scavengers for formation fluid components. Because of the clay component, drilling muds have rheological properties different from conventional fluids, behaving as Bingham plastic fluids as opposed to the Newtonian behavior of water and oil. Newtonian fluids will begin to flow with the application of any force, however small. Bingham plastic fluids require a finite force or shear stress (yield value) before flow begins. Thixotropy is another property of clay-based drilling fluids. At rest they form a gel structure that suspends the weighting agents and rock cuttings. These gels break down when a finite force is applied and circulation is restored. At the bit where shear rates are the greatest, the viscosity or resistance to flow decreases, so hydraulic pressures and pumping costs are minimized. A drilling rig provides a means of rotating a hollow pipe attached to a cutting bit. A mud pit or tank is used for mixing the drilling mud and its components. Education and research have always followed production in the mineral industry. Almost all of the leading mineral education and research units in the world today are in developed countries which had strong mining industries created during the 19th and 20th centuries to meet the demands for minerals due to the Indus- trial Revolution. It is in those countries where the main advances in mining and metallurgical technologies have occurred. But it is in the developing countries, often with traditions which have not favoured engineering initiatives, that the mineral industry is growing. Legislative changes and high exploration expenditures in many of those countries are of such a nature that many mineral discoveries will be made and mines and plants built in them during the next decades. Developments must be accompanied by increased activities in education, research and technology transfer in mining and processing, particularly those which are computer based. Malaysia is a developing country with the objective of achieving developed status by 2020. It has a short history of tertiary education and industrial research and a growing mineral industry. It is now building the education and research programs which will give strong support to its mineral industry. The progress which is being made in the computer based components of these pro- grams, and the factors which influence them, are discussed.

This paper describes the emergency water control measures used at Pegasus Gold's Zortman Landusky mine during the September 1986 flood. The amount of solution stored increased by approximately 78 165 m3 due to receiving 0.2134 m of rain in a 24 hour period. Three methods of water disposal will be discussed including continuous chlorination, batch chlorination, and reverse osmosis. A water management program will also be discussed.

Following closure of an old asbestos mine in Zidani, Kozani Prefecture, Greece, the geotechnical and environmental restoration of the tailings slopes was required. The geotechnical aspects of the restoration included the formation of gentler slopes to increase stability, in combination with drainage works for the same purpose. The environmental aspects of the restoration included covering the slopes with successive layers of soil in order to minimize infiltration of rainwater, and hence the potential for further transport of asbestos fibers, and to provide a suitable layer for revegetation of the slope. The paper presents results of slope stability evaluation using both limit equilibrium and finite element analyses and raises some issues related to reducing impacts to the geoenvironment when designing such restoration projects.

For some time, selenate has eluded water treatment by conven­tional means such as precipitation and clarification. This has been due to the nearly universal solubility of all oxidized sele­nium species, the low levels required for surface discharge, and almost identical chemical behavior to all forms of oxidized sul­fur. The last characteristic makes selenate particularly difficult to deal with in acid mine waters where sulfate can easily be on the order of one gram per liter. Approaches such as ion exchange or reverse osmosis often tum into total demineraliza­tion schemes for the sake of removing a "trace" selenium species that may be present on the order of 108 sulfate/selenate. Reduction of selenate to selenite or elemental selenium by chemical means has been relatively unresearched. Some limit­ed success has been reported (Murphy, 1988) using ferrous hydroxide as a reducing agent; however, the reaction time as reported is too slow to be useful in a practical plant design. One significant difference between selenate and sulfate is that selenate has been discovered to be reducible in acid solution by elemental iron when catalyzed by soluble copper. Since the +4 or zero valence states of selenium are rather easy to deal with by coprecipitation with iron salts or alum, the elemental iron dis­solved in the process contributes to the overall process by pro­viding sludge upon raising the pH that can be separated by con­ventional clarification. Commercial production of selenium using copper catalyzed reduction of selenite to selenium metal via sulfur dioxide is well established, however, at the < 5 ppb requirements for surface discharge this reduction process equili­brates at levels far too high to be useful to low level selenate removal criteria. The reaction reported herein uses elemental iron for reduction of selenate with copper acting either as a cata­lyst or as a coprecipitation agent. This method, employed with conventional sludging, clarification and filtration can provide an economic method to achieve non detectable selenium (< 0.005 mg/I). Iron consumptions for the conditions tested have been on the order of 3 lbs/1,000 gallons treated. This represents as little as $0.06 or $2.00 per 1,000 gallons based on using a scrap source of iron or the purchase of electrolytic iron for the process.

The recovery of iron from low-grade (31.6% Fe) Muro iron ore was investigated using reverse anionic flotation of quartz. Tests were performed to investigate the effect of pH, the effects of using distilled vs. tap water as the flotation medium and the effects of using cassava starch vs. dextrin for the depression of iron minerals. The optimum results were obtained around pH 10 and 11, and cassava starch was superior to dextrin in depressing iron oxides. Investigations at pH 11 using cassava starch and distilled water resulted in a concentrate grade of 69.4% Fe with a recovery of 84.4% Fe. Under the same conditions, the use o f dextrin produced a concentrate grade q f 65.9% Fe with a recovery of 78.6% Fe. Investigations at pH 10 using cassava starch and distilled water resulted in a concentrate grade of 60.2% Fe with a recovery of 83.9% Fe, and under these conditions the use of dextrin produced a concentrate grade of 56.1 % Fe with a recovery of 81.5% Fe. Flotation studies conducted at pH 11 using tap water and cassava starch resulted in a concentrate grade of 70.4% Fe with a recovery of 92.7% Fe. This demonstrated the superiority of tap water over distilled water in the reverse anionic flotation process. Investigating the effect of calcium ions on the activation and flotation of quartz with oleic acid revealed that a calcium ion concentration of 50 to 100 ppm was optimum.

The distribution pattern, abundance variations and types of polymetallic nodules and associated megabenthic communities in area covers more than 60 000 km2 laid out in the eastern Clarion-Clipperton Zone (CCZ) is presented. Our observations are based on data from 158 boxcore stations collected during the cruise of the Interoceanmetal (IOM) in 2004 on board of RV Yuzhmorgeologiya. Although those polymetallic nodules for two decades been subject to prospecting and exploration studies carried out by IOM, the knowledge of megabenthic communities and their distribution pattern within nodule field was extremely limited. With purpose to evaluate the relationship between polymetallic nodules and associated benthic megafauna, an comparison analyze was carried out in respect to their composition, types, abundance across the studied area owing into account the local particular feature of bottom topography. It is suggested that the nodule-bearing seafloor supported more diverse fauna (higher number of morphotypes) than the nodule-free areas. Moreover, based on correlation between types of nodules and associated faunal morphotypes frequency the apparent relationship is considered. The most abundant megafaunal taxa (between 68 ? 92%) is essentially associated with the occurrence of the diagenetically growth nodules type (D-type and its D1-subtype); the role of the H and HD nodule-types was variable. In respect to the bottom topography, the highest diversity in the structure of megafaunal communities was recorded in the gently undulating plains and on the horst slopes, thus the highest nodule abundance occur on the topographic slopes.
