The chemical, oil, semiconductor, mining, and paper and pulp industries, as well as most other modern industries, are rapidly expanding the range of measurements used to characterize raw materials, process steps, intermediates, and final products. In addition, process variables such as temperature, pressure, and flow become more and more numerous, providing extra information on the state of the process. However, no matter how many sensors are added, the underlying sources of variations that drive the process behavior remain constant. On the other hand, the measuring frequency of these data has increased from once a day or once an hour to once, ten, or even hundred times a minute. This gives masses of data that are swelling in both directions (more variables and more observations). These data need to be properly stored, managed, and analyzed to provide diagnostics about the state of the process as well as an understanding of the relationships between different parts of the process and the product properties. Projection methods such as PCA (principal components analysis) and PLS (projection to latent structures) compress process data to informative summaries of the original variables. These can be shown on line, providing an efficient, graphically oriented suite of diagnostics regarding the "health" and performance of the process. The power of these methods is illustrated by two examples of industrial data in the mining industry.

The slurry transport within the ball mill greatly influences the mill holdup, residence time, breakage rate, and hence the power draw and the particle size distribution of the mill product. However, residence-time distribution and holdup in industrial mills could not be predicted a priori. Indeed, it is impossible to determine the slurry loading in continuously operating mills by direct measurement, especially in industrial mills. In this paper, the slurry transport problem is solved using the principles of fluid mechanics. First, the motion of the ball charge and its expansion are predicted by a technique called discrete element method. Then the slurry flow through the porous ball charge is tackled with a fluid-flow technique called the marker and cell method. This may be the only numerical technique capable of tracking the slurry- free surface as it fluctuates with the motion of the ball charge. The result is a prediction of the slurry profile in both the radial and axial directions. Hence, it leads to the detailed description of slurry mass and ball charge within the mill. The model predictions are verified with pilot-scale experimental work. This novel approach based on the physics of fluid flow is devoid of any empiricism. It is shown that the holdup of industrial mills at a given feed percent solids can be predicted successfully.

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

Promoting a strong safety culture requires that the significance of unsafe acts be emphasized. This can be achieved vividly by accurate recreation of unsafe actions in the workplace, demonstrating explicitly how they resulted in a fatality or significant injury. Visual reconstructions of incidents can be realized today on personal computers. The approach described in this paper uses readily available PC software and hardware and results in output that can be presented to the intended audience using a variety of delivery methods. An actual incident involving a surface mining operation is reconstructed using Virtual Reality techniques. Use of the visualization approach to accident reconstruction as a training tool is discussed.

The physico-chemical interactions among minerals such as olivine, chromite and serpentine; the most commonly present ions in solution such as Ca and Mg; and flotation reagents such as EDTA and oleic acid were investigated. The study was conducted via release tests, electrophoretic measurements and microflotation of selected minerals coming from the Kukes deposit in Albania. The results were confirmed in beneficiation tests on two ores, one from the Kukes (Kalimash) deposit and the other from the Rizo deposit in Greece. It was demonstrated that, when Na-oleate is used as collector, chromite, olivine and serpentine can be separated at pH 2.5 and/or pH 5.5 when employing ethylenediamine tetraacetate (EDTA) on previously deslimed material. This approach ensures flotation concentrates with a Cr203 content better than 50% with a recovery of more than 75%.

P. T. Pacific Nikkel Indonesia (PTPNI) was incorporated in Jakarta, Indonesia in February, 1969 by a group of Dutch and North American companies. At the same time, a Contract of Work with the Government of the Republic of Indonesia was signed, granting Pacific Nikkel all the necessary licenses and permits to explore and develop all nonradioactive minerals in two separate areas in Irian Jaya, eastern Indonesia. Nickel mineralization occurrences were confirmed by Dutch geologists in the two areas in 1952 and 1955, however, detailed exploration began in June 1969 after the Contract of Work was signed. Since that time, numerous studies and investigations have been conducted to determine the feasibility of producing metallic nickel in Irian Jaya. Four engineering studies, two bulk sample tests, an oceanographic survey, and a preliminary site investigation indicated that construction and operation of a nominal 100 million pounds per year metallic nickel plant on Gag Island were technically feasible. The fourfold increase in the price of oil in late 1973 without a corresponding adjustment in the price of nickel necessitated a reevaluation of the project, the results of which showed that the project required other conditions to be viable. Subsequently, analysis of: the future projected nickel supply-demand and cost-price relationships, the economics of treating a higher grade feed, and participation by the Government of Indonesia, indicate that the project will be viable. Therefore, planning of the Gag Island Nickel Laterite Project is continuing with the objective of commencing production to supply the market in the 1983-1984 time period.

Cost reduction programs can focus on total cost or unit cost, but unit cost is usually the principal objective. The production cost per unit is: [Unit cost = Total cost Production volume] Consequently, any activity that reduces the total cost or increases the production volume will reduce the unit cost. Production volume is increased by (1) maximizing the availability of the production equipment and (2) maximizing equipment performance during periods of operation. Most operations managers routinely focus on volume because the factors influencing volume are generally well understood and congruent with the managers' technical skills. In fact, production volume (as a percentage of maximum achievable capacity) is widely recognized as one of the most significant measures of operational performance.

Despite the limited demand for rare-earth elements, as well as yttrium and scandium, in conventional applications, the emergence of ne~ high-technology applications such as supermagnets, lasers and superconductors is expected to result in significant demand for some of these elements. This paper examines the anticipated applications and demands for rare-earth elements over the next decade and their implications on the utilization of available resources. Process methods for the recovery of rare-earth elements from conventional and unconventional resources are reviewed in the context of their growing demand. Challenges facing the industries in meeting this opportunity are also discussed.

Introduction The incentives for developing a distributed form of the comminution model include: • for describing the heterogeneous comminution behavior of multiphase mineral systems (i.e. realistic ore bodies, such as complex sulfide ores consisting of chalcopyrite, galena, sphalerite, pyrite and siliceous minerals) and •for generating, for various locked and free particles, in situ, microscopic, breakage behavior such as the mode of fracture (intergranular vs. transgranular), the relative rates of breakage and the breakage distribution. However, the computational difficulty and the effort made in estimating a large number of parameters (Andrews and Mika, 1975; Wiegel, 1976; Herbst et al., 1985, 1988) do not justify the utility of this approach. Also, obtaining the results experimentally is very tedious and time consuming if using this approach. Although recent work in this area (Choi, Adel and Yoon, 1987; Mehta, Adel and Yoon, 1989, 1990) showed good results for liberated particles, the quality of the estimation and prediction was poor for locked particles. Attributing this to the complex breakage behavior of locked particles, it was concluded that additional constraints, and possibly modification in the breakage distribution functional form for locked particles, were necessary. However, further mathematical analysis revealed that the method previously used was in error. The purpose of this technical note is to present the correct solution methodology used in solving the general model equations of a multicomponent mineral system containing multiple classes of locked particles. Previous work and connection The general form of the comprehensive, distributed-component comminution model has been described as (Herbst et al., 1985) [d (m (0) -[ I - B ] S_ m(t) = A m(t) (1)] where [A] is the fundamental matrix/state companion matrix, commonly referred to, in the comminution literature, as the "mill matrix." Note that for a distributed-component comminution model, this is a full, general, real matrix, unlike a lower triangular matrix for a simple grinding model or a lumped-binary grinding model with one locked-particle class (Herbst et al., 1985, 1988). Also note that all of the underlined letters refer to matrices. Herbst et al. addressed the difficulty in arriving at a closed form of the analytical solution of Eq. (1) via similarity transformation [IT J inv (T)]]. This difficulty occurs for several reasons: •[A], as a general real matrix, may have complex eigenvalues and complex eigenvectors. •More importantly, there is no guarantee that a set of eigenvectors of [A] will turn out to be independent. An attempt was made to solve this problem by implementing a decomposition method. With this technique, the mill matrix was decomposed into a sum of lower and upper triangular matrices [(i.e., A = L + U)]. Then the solution was obtained using similarity transformation (Mehta, Adel and Yoon, 1989, 1990). Transporting goods from producers to consumers is a fundamental part of the US economy. The demand for transportation closely reflects the economic health and well-being of the nation's industrial, commercial, and agricultural sectors. The inland waterway barge industry has traditionally played a key role in transporting needed commodities to industries on an economical basis. Barges account for 10% of the domestic intercity tonnage carried by all transportation modes. Water carriers operating on inland waterways hauled more than 450 Mt (500 million st) of cargo in 1980-up from 428 Mt (472 million st) in 1970. Inland Waterway Shipments Metallic and nonmetallic minerals comprise one of the largest commodity groups moved on inland waterways. As illustrated in Table 1, metallic and nonmetallic mineral shipments accounted for more than 69 Mt (77 million st), or nearly 15% of all commodities shipped in 1980. Putting this tonnage in perspective, coal and petroleum represent the two largest commodities moved on inland waterways. In 1980, petroleum and petroleum products accounted for 138 Mt (152 million st), or 28% of all commodities shipped. Similarly, coal represented 120 Mt (132 million st), or 25% or all commodities shipped. Even though shipments of metallic and nonmetallic minerals are smaller than coal and petroleum, they still account for a sizeable portion transported. The inland barge industry moves a variety of metallic and nonmetallic minerals ranging from manganese ores to building cement. Minerals transported by barge include: • iron, copper, bauxite, and manganese ores for metal production; • lime and limestone for construction and electric utility scrubbers; • phosphate rock, natural fertilizers, and gypsum for agricultural needs; • sand, gravel and crushed rock, clay, asphalt, tar, and pitches, and building cement for construction purposes; and • a host of other minerals to meet industrial needs. A few mineral commodities are responsible for a large proportion of waterborne mineral shipments.

The purpose of roasting gold ores is to release for extraction, typically by cyanidation, the small particles of gold which are surrounded by refractory stone. The roasting simply opens up passages for the penetration of solution into the interior of the ore particles. This is accomplished by the removal by volatilization or formation of volatile oxides of certain constituents such as sulfur, arsenic or antimony. Temperature is an important parameter. High temperatures tend to form a dense iron particle rather than a "spongy" calcine. The dense iron particles result in lower gold recoveries. High temperature can cause melting of some components which also results in gold encapsulation. Roasting of refractory gold ore concentrates has been practiced for decades. Multiple hearth, rotary kiln and muffle reactors were first used for roasting. Fluid bed roasting provided a low capital cost, low maintenance technology with better process control and soon became the favored technology. The first fluid bed concentrate roasters were commissioned in the late 1940's. Early fluid beds were "bubbling" type. Environmental considerations did not significantly impact on the design. Feedstocks were highly exothermic and reaction rates were relatively rapid. Roasting today must compete with other technologies for treatment of refractory ores. Ore bodies which are not

Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. Although temperature is known to have a substantial effect on many processes, this parameter has been widely dismissed as insignificant for mineral comminution. For this reason, temperature effects on grinding have largely escaped notice. However, it has been observed that processing plants which are subjected to large seasonal temperature variations show a change in performance which appears to be due to changing feed temperatures. The general effect is an increase of the specific energy consumption as the temperature decreases. In autogenous mills, an increased rate of production of critical-size material has also been observed. This is due, at least in part, to changing rheological conditions in the mill, with the slurry viscosity increasing markedly at low temperatures. Mechanical changes in the rock with temperature, such as increased brittle fracture, is also responsible for a portion of the observed seasonal effect, and may account for this phenomenon being observed only in certain plants.

INTORDUCTION Mining operations are unique In that they handle large volumes of water (millions of gallons) daily. The water contains dissolved metals, processing chemicals, organics, and other contaminants, There are several sources of water contamination at mine sites: mines, mills, tailings ponds, and Industrial/utility complexes. Utility waste water generally represents a very small portion of the total process water utilized in a normal milling operation and hence will not be addressed in this paper. Mine drainage can represent a significant amount, thus having an Impact on the recovery of metals, especially In Industrial minerals operations, and may have to be treated separately. The National Pollutant Discharge Elimination System (NPDES) effluent limits are becoming more stringent, thereby requiring mining operations to treat process water prior to discharge to the environment. The general trend Is to move toward a closed-loop waste system and treat only that small fraction of process water which Is to be discharged to public lands. The following section discusses the reasons for waste water treatment and the existing and emerging technologies for meeting NPDES effluent limits. REASONS FOR WATER TREATMENT Due to the diverse nature of the mineral Industry, process/waste water contamination problems as well as processing flowsheets are site specific. However, certain generalizations can be made specific to processing of different minerals: • Acid mine drainage Is a problem at sulfide/coal mines. • Cyanide contamination of water Is a problem at gold processing plants. • Organics can be a problem at mines using flotation oils. • Tolling ponds are generally acidic at sites processing industrial minerals such as silica sand and feldspar. The cost for water treatment Is viewed as an added cost of production. Hence, large mines are moving toward dedicating personnel to management of water resources in order to minimize waste water for treatment. Very often, mines having closed-loop water systems will treat waste water for reasons other than meeting NPDES regulations. These Include situations where process requirements dictate use of high-quality water for separation of minerals, neutralization of acid mine drainage water, and portable water for the mill. WATER TREATMENT TECHNOLOGIES Water treatment process has to be cheap and simple because It has to process large volume, and It does not directly add to the bottom line, namely revenue. The water treatment process development has to be site specific because the contaminants In the water vary from site to site. and discharge limits for water vary from state to state. The current technologies for wastewater treatment have been divided Into the following three areas: • Removal of heavy metals • Cyanide destruction • Scale control A brief summary of the current technology In each area Is discussed below. Removal of Heavy Metals The physical and chemical processes for heavy metal removal are summarized in Table 1. The most common and cheapest approach has been the precipitation of hydroxides at high pH followed by sedimentation and thickening of solids. The remaining solids can be removed by filtration. The pH is adjusted back to neutral, and the water Is discharged. This process is most commonly used wastewater treatment technology in the mining industry. The basic processes can be modified by combining other operations in order to meet the objectives of the specific site as illustrated In the following examples: • AMAX's Mt. Emmons treatment facility uses Lectro Clear® process where the precipitated solids are removed by electroflotation. • AMAX's Climax Mine water treatment plant used Ion exchange columns to meet the discharge limits on molybdenum.

Ground water inflow into a mine and the re¬sultant impact on district hydrology can be pre¬dicted on a site specific basis once the ground water flow systems at the site are sufficiently well under¬stood so that a valid conceptual model can be de¬veloped. Ground water flow systems are controlled by the hydrogeologic properties of the materials at the, site, including hydraulic continuity along flow paths, and boundary conditions. Preliminary delin¬eation of hydrostratigraphic units for conceptual models frequently can be based on surface water data; specifically, spring locations and the gain-loss reaches of streams. Quantitative predictions of mine water inflow and its impact on regional hydrology require col¬lection and analysis of numerous types of data. Hydraulic conductivity must be defined quantita¬tively both parallel and perpendicular to bedding as well as areally for each hydrostratigraphic unit. The characteristics of the Davis shale in case his¬tory number 2 illustrate this concept very well. The storage characteristics also must be determined for each hydrostratigraphic unit and the potential or hydrostatic head should be quantified vertically and areally for each unit. The potentiometric measure¬ments in the Bonneterre Formation as discussed in case history number 2 illustrate this point. The data collection and data analysis techniques constitute the weak link in the analysis of mine inflow and district impact. The technology for char¬acterizing a mine site in the field has lagged behind the technology for mathematical simulation; we at¬tribute this development to the fact that computer modeling is relatively inexpensive compared to field data collection and analysis. On-site tests provide the best means of quan¬tifying hydraulic conductivity parallel to bedding and the storage characteristics of the unit. Pump tests with multiple observation wells provide the best information from on site tests. Hydrogeologie boundaries can be located from such multiple well tests. Multiport piezometers provide a means for determining the vertical potential in a single borehole. Borehole geophysics can facilitate the def¬inition of hydrostratigraphic units. Vertical hy¬draulic conductivity is difficult but not impossible to quantify with existing field test methods; labo¬ratory tests of cores fail to give a value represent¬ative of the field situation. The storage characteristics of a confined (artesian) hydro¬stratigraphic unit can be difficult to quantify when pumping changes the confined unit to an uncon¬fined (water table) case after depressurization and dewatering. Transmissivity and storage coefficient can be approximated to some extent for given field con¬ditions by computer modeling if enough is known about hydrogeologic boundaries. Modeling can be used in a trial-and-error approach to match transmissivity and storage coefficients to existing water level data corresponding to estimated discharge rates. A solution can also be obtained using a tech¬nique referred to as the inverse method. Unfortu¬nately, such a solution is seldom unique. Fracture flow models exist but practicality usu¬ally necessitates reversion to a basic Darcy flow model. Data requirements for fracture flow models could be difficult to fulfill where fracture aperture, spacing, orientation, and length are required. Ob¬taining such data at depth prior to mining would be impossible for any mine simulation in fractured media. We are of the opinion that most fractured media simulations can be accomplished using con¬ventional Darcy flow models by viewing the field problem on a macroscopic scale. The real challenge is to delineate hydrostratigraphic units properly in the field. The question of whether a broken-up fault zone is an aquifer or a barrier boundary is seldom simple. The fractures usually can be treated as an equivalent porous medium in either case. Only a few techniques exist for predicting un¬derground mine water inflow. These techniques fre¬quently are designed to evaluate shaft or tunnel inflow under steady-state head conditions in a sin¬gle layer rather than in multiple hydrostratigraphic units. Arseno Processing Ltd. has developed process technology for the extraction of gold from refractory ores and concentrates. These ores, which do not respond to conventional extraction processes, are rapidly becoming the primary targets for mining companies wishing to become significant gold producers. It has recently been estimated that by the mid 1990's, the annual gold production from the Pacific Basin Epithermal Arc in southeast Asia could be as high as 550 tonnes. Within this area the Porgera deposit under development by Placer, Renison and MIM, and the Lihir Island deposit under development by Kennecott have been shown to be refractory and require pretreatment before the gold can be extracted. The additional deposits which are now starting to be developed in this area are also expected to require such pretreatment. The Arseno process promises to be an economical pretreatment for these ores and to result in the maximum achievable gold recovery. Numerous refractory deposits are also known in Australia, North America, China and other parts of the world. Samples from many deposits throughout the world have been tested using the Arseno process conditions and the consistently successful results have demonstrated its widespread application. The samples which have been tested include ores in which the gold is locked in pyrite, marcasite or arsenopyrite. The process is insensitive to the sulphur content of the feed. Feed materials containing from 1 % to 50% sulphur have been tested successfully with the process. In the Arseno refractory gold process, sulphide minerals are dissolved so that the contained gold becomes accessible for subs7qu7nt gold recovery. This gold recovery is achieved by cyamdat1on of the process residue. For many of the materials which have been tested, gold extractions in excess of 95% have been achieved.

I. INTRODUCTION During the course of our activities in assisting mining companies, we have had access to the monitoring results for personnel from a large number of uranium mines. The results differ greatly from one mine to another. One of our objectives has been to discover the origin of these differences. It is evident that they are largely due to variations in the geological context, to mining methods, and to the organization of the work ; but we also found that the rigor with which measures are implemented to prevent the personnel from being exposed to radiations is also a cause. In order to advise mining operators effectively, we have asked ourselves the following question Given the dosimetric results of a mining site, how can it be known - if occupational exposure has been reduced to the lowest possible level (dose optimization principle recommended by the ICRP) ; - if the exposures were justified, which would not necessarily be the case following a questionable choice of the mining method, for instance, or a lack of efficiency in the maintenance and repairs of ventilation apparatus or even an excess of radiation protection. It is necessary to establish some criteria, while taking into consideration the specific conditions for each mine, in order to determine whether a mining company is adequately implementing radiation protection procedures. This need led us to attempt a modelization of the occupational exposures of uranium miners ; the preliminary phase is presented here. Although voluntarily still very basic, this model makes it possible to demonstrate the role of certain dynamic or passive variables. Moreover, the model presents the concept of specific irradiation of a mining site equal to the collective dose received per ton of uranium metal supplied to the uranium mill. The specific irradiation can therefore be used to indicate the effectiveness of radiation protection procedures at a given mining site. This model can be used for - previsional exposure studies based on the use of data gathered at each site, making it possible to compare various work methods and to determine prevention means ; - qualification of "radiation protection" procedures at a mining site ; - detection of unjustified exposures ; - research of ways to reduce inevitable exposures. 2. DETRIMENT TO BE ASSOCIATED WITH A GIVEN EXPOSURE DISTRIBUTION Respecting exposure limits ensures that delayed stochastic effects are the only health risks to workers. If the hypothesis of linearity in the dose-effect relationship is applied, the detriment to a group of workers is proportional to the sum of exposure for all the workers, or the collective exposure usually expressed as man x rem. On this point the linearity of effects hypothesis makes it possible to consider that two different standard deviation distributions having the same mean value are equivalent. It would be possible, then, to reduce the standard deviation by changing the distribution of workers at the various working places without changing the mean exposure value. In other words, without taking into consideration the practical implications, individual limits can be respected by rotating the personnel or by reducing the individual working period which would be compensated by increasing the number of workers. The collective dose would remain the same, which would justify the use of the concept of collective exposure. 3. "RADIATION PROTECTION" QUALITY INDEX AT VARIOUS MINING SITES Each mining site is responsible for its own collective dose, but it is also responsible for producing a certain amount of uranium metal in the ore sent to the uranium mill. These two quantities must be brought together in order to establish the "radiation protection" quality index of a mining site. This quality index, called-specific irradiation (Ir) is expressed in rem.ton -1 for external irradiation, in mJoule.ton-1 for inhaled [a]-energy, and in Ci.ton -1 for inhaled radon *. The specific irradiation represents the health hazard which must be associated to the extraction of one ton of uranium metal. Figures la and lb present a system of coordinates for which the axis of the abscisses is graduated in tons of U metal and the axis of the ordinates is graduated in units of collective exposures. In the EEC, the regulation is based on the measurement of the amounts of radon 222 inhaled.

Cementitious seals are made of foamed cements with strength ranging from 100 to 600 psi. These cementitious seals are usually used at locations where the seal will be subjected to some convergence, assuming that this material can absorb entry closure without compromising the structural integrity of the seal. Prior to 2006, Lake Lynn Experimental Mine (LLEM) conducted full-scale tests on various cementitious seals designed to meet or exceed the 20-psi horizontal static load requirements of the old 30 CFR1 75.335. Both hydrostatic and dynamic loading tests were conducted. The structural response (pressure and displacement readings) obtained from these tests were recorded. The stability of the cementitious seal is based on balancing the load applied to the face of the seal from the explosion against the shearing resistance at the seal/rock interface. Therefore, the properties of the seal/rock interface, such as stiffness, cohesion, friction, etc. are critical to determine the stability of a cementitious seal. These properties are usually assumed by the researchers in their models. This paper emphasizes the importance of having the correct properties of seal/rock interface in the numerical modeling. FLAC 3D models were developed to simulate Celuseal2 cementitious seals subjected to both hydrostatic and dynamic loadings. Using the hydrostatic and dynamic loading test data conducted at LLEM, the static and dynamic properties of the seal/rock interface were back calculated. The FLAC 3D models showed good agreement with the test results.

A risk analysis on mine fires for all U.S. underground coal mines from 2000–2012 was completed to identify locations that have a high risk for fire incidents. The data for this analysis was extracted from the Mine Safety and Health Administration’s (MSHA) mine fire accident reports database. After identifying fire incidents from this database, a risk matrix was developed for underground locations that showed a significant propensity for fire incidents. This matrix associates the hazards and risks with the severity and frequency of their consequences at each location. These significant mine areas will be the concentration of future studies in fire behavior, suppression techniques, and simulation methodologies. INTRODUCTION Fires in underground mines pose significant hazards to personnel because of inherent restrictions to movement and limitations to egress routes. Despite improvements, mine fires remain serious hazards in underground coal mine. In order to better mitigate the risks from fire hazards in the modern underground mining environment, a better understanding of where fire events occur must be gained. The following paper presents an investigation on the number of fatal and non-fatal incidents in underground coal mines fires from 2000 to 2012. Three phases of risk assessment (i.e., risk identification, estimation, and evaluation) were applied to the recorded fire events from the MSHA incident database that occurred during this time period. Using this process, a fire hazard was first defined. This definition was then used to identify any incidents that had occurred as a result of the defined hazards. The seriousness of the injuries and damages were finally quantified for each incident though an estimate of severity and frequency and then aggregated according to underground location (ISO, 1999; Van Duijne, 2008). Using this approach, locations prone to incidents resulting from fire hazards were first identified. The risk for the occurrence a fire incident in general was then estimated for each of the identified locations. The results of this assessment will be used to improve fire simulation techniques for the identified, high risk underground locations. RISK IDENTIFICATION A risk for this assessment was defined as any single occurrence of a fire initiated by the ignition of gas, dust, or electricity. Each recorded occurrence of such an event in the MSHA incident database was counted as a single fire incident. Both non-fatal incidents that were reportable but did not result in a fatality and fatal incidents that fell into the aforementioned criteria were counted. Incidents in the MSHA database that were already classified as “generic” were not considered. The remaining incidents were then totaled and aggregated according to the underground location in which they occurred. In previous studies, a number of locations, which are listed in Table 1, were highlighted as high fire hazard areas (McDonald et al, 1980; Pomroy et al, 1995; De Rosa, 2004). These locations were used to group the fire incidents extracted from the MSHA incident database. The compiled numbers of non-fatal and fatal underground coal fire incidents from 2000 to 2012 are displayed in Table 1.

Little comprehensive information has been reported on the behavior of room-and-pillar mines. The objective of this paper is to present case data on mine failures in the Illinois basin for use in practice. Presented are results of an ongoing study and details on the site characteristics of cases where sags have developed on the surface. Site data are reported to show the geologic, mining, and sag conditions that existed. Sags mainly develop from pillar, floor, or pillar-floor failure. The character of the sags depends upon the type of mine failure as well as the overburden response.
