The Blair Athol Coal Mine (BAC) is a large open cut operation in the Bowen Basin of Queensland, Australia. Current mine capacity is about 11 million tonnes per annum (Mtpa) of export coal. On-line analysis at BAC consists of two Coalscan 9500s installed directly on the output of the crusher plant and immediately before the product stockpiles, while a third Coalscan 9500 is installed on the transfer conveyor feeding the train loading bin. The two product Coals cans have a dual purpose. The first is to provide real time coal quality data directly back to the mining operations. The second is that of modeling the product stockpile with accurate on-line information. This modeling enables both production and coal quality personnel to accurately examine the coal quality of each stockpile with a degree of resolution which previously had never been achieved.

A significant wollastonite resource has been discovered and evaluated near Seeley's Bay in southeastern Ontario. The deposit occurs in Grenville Frontenac Terrane granulite facies rock within a calc-silicate skarn in contact with Proterozoic-age gabbro. The steeply-dipping and tightly-folded wollastonite skarn beds are interlayered with diopside and quartz-feldspar skarns in a southwest-plunging synclinorium. More than 9 million tonnes of a drill-proven and inferred resource grading 41 % wollastonite has been identified, as well as an additional 3 million tonnes grading 30%. Mineralogical and process test work with the wollastonite from this deposit has demonstrated the potential to produce a high purity, high aspect ratio wollastonite product.

The economics of the producer-consumer interface - the route from mine to market - impact much more severely on specialty industrial minerals, extender/fillers that have to be sold, than on commodity industrial minerals that are basically supplied. Working capital costs for inventories and accounts receivable, fixed capital costs for storage/ warehousing/distribution, and sales and marketing costs all make the extender/filler producer much more of a marketer than a miner. The future survival of an extender/filler producer will primarily depend on the skill he has in the economics of the interface.

Mining geometrical graphic documentation is employed on a large scale in designing and planning of mining operations at all the stages of exploitation. Mining geometrical modelling of mineral grade distribution presents an independent type of mathematical (graphic) modelling. The idea of functional relationship between geological indices being observed, and spicier coordinates is the basis of traditional mining geometrical modelling. Graphic presentation of three independent variables P =f (x,y,z) is confined to obtaining the series of two independent variables functions. Independent variables are presented as topographic surfaces corresponding to plane cross-sections of a deposit. During exploitation of certain parts of a deposit the most reliable geological information is obtained, characterizing regularities of ore distribution in the entrails. This information is, though, not taken into account in goemetrization of the new areas. In this connection dynamic modelling of deposits in the process of exploitation is necessary, i.e. geometrization of the deposits should be dynamic.

Bureau of Mines research has addressed improved operator protection for thin-seam shuttle cars. Because of working height restrictions in thin-seam mines (1.22 m or 48 in), MSHA regulations require that-canopy protection on shuttle cars be provided only in mines 1.07 m (42 in) and greater; however, variances are given to mines 1.22 m (48 in) and below. This paper reviews past Bureau efforts to develop protective structures for thin-seam shuttle car operators. The paper also discusses recent research leading to a novel method of protecting shuttle car operators, in mines as low as 1.02 m (40 in), through the use of a cross-car, end-mounted operator compartment.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. Introduction The formation of scale is common in gold ore processing plants. A working definition of such scale is: "A hard, tightly adhering deposit formed in place by the precipitation of calcium-bearing mineral compounds from water." The most common scale found in gold processing plants is calcium carbonate (CaCO3) although calcium sulfate (CaSO4) is occasionally a problem. The problem of scale in carbon strip circuits Carbon strip circuits present a particularly challenging scale inhibition problem. Many of the factors that tend to promote scaling are present in these systems. For example, carbon strip circuits are run at high temperatures and high pH levels and require long batch cycle times. Tortuous paths are encountered by the strip solution circulating through heat exchangers, pipes and elbows, causing transient pressure drops throughout the system. Severe conditions such as these cause the water to possess a high scaling potential and may lead to the breakdown of some of common types of scale inhibitors. Formation of scale Natural waters contain dissolved minerals and gases that promote scaling. One of the contained gases, carbon dioxide (CO2), is an important factor in scale deposition. Carbon dioxide dissolves in water to yield carbonic acid according to the following reaction: [CO2 + H2O - H2CO3 (carbonic acid)] Carbonic acid rapidly dissociates to yield bicarbonate and carbonate ions depending on the pH of the system: [H2CO3 -s H+ + HCO-3 (pH range 6-10) HCO3 -a H+ + COO (pH range > 9)] In gold cyanidation processes, lime is added to raise the pH of the mill solution to 10 or above to promote cyanidation of the gold and to eliminate the possibility of hydrogen cyanide (HCN) formation. Lime contributes both hydroxyl ions (OH--) and calcium ions (Ca++) to the solution. The normal scale forming reactions in mill water systems were described by Beasley (1973) as: [HCO-3 + OH -s C03 + H2O Ca++ + C03 -a CaCO3] Factor affecting scale deposition According to Linke's (1958) solubility tables, the solubility of calcium carbonate in carbon-dioxide free water is only 13 mg/dm3 (13 mg/L) at 25° C (77° F). Scale deposition occurs when the concentration of calcium and carbonate ions in the solution exceeds the solubility of calcium carbonate. This occurs, in most cases, when the water has undergone some chemical or physical change. Some typical changes that might occur that lead to scale deposition are discussed below. Temperature An increase in temperature can greatly increase the tendency to form calcium carbonate scale. Studies by Miller (1952) have indicated that calcium carbonate is less soluble at higher temperatures. Hence, high temperatures promote scaling. For this reason, scale is often noticed on heat exchangers, autoclaves and other high temperature surfaces. Pressure A decrease in pressure may lead to an increase in the tendency to form calcium carbonate scale. Fulford's (1967) work has shown that scale is more soluble at high pressures. Hence, scale is likely to be prevalent in pump suction lines, elbows, baffles and other areas that produce turbulence and subsequent pressure drops. Change in pH Calcium carbonate scale is pH dependent and tends to form more readily at high pH. Any event that causes an increase in pH, such as the introduction of lime or caustic, would tend to initiate scale formation. Since most gold recovery operations are run at a pH above 10, the tendency to form calcium carbonate scale is always great. The use of scale inhibitors to prevent calcium carbonate scale Many products are commercially available to inhibit the formation of calcium carbonate scale. Verification of computer generated reserve models is essential since the computer does not automatically check the validity of methods and assumptions selected by the user and their results. For the computer to do model verification would require an expert system which would perform tests on the model and determine if the model is valid. Since such an expert system is not available, it is up to users to verify the models they develop.

"Urban tunneling projects are usually extensively monitored. Most of the instruments used rely on benchmarks providing a sustainable datum throughout the life of the project. The monitoring program also is based on a predicted model of deformation induced by specific construction methods. Events can interfere with those assumptions and eventually alter the stability of these datum. In addition, the anticipated ground conditions and hence the theoretical deformation model often differ from reality. Satellite Radar Interferometry provides useful information to overcome the weakness of the hypothesis made before construction. It is also a powerful tool to ensure the continuity of the monitoring program throughout the life of the project, accurately describing the true effect of the project on the surrounding environment. This paper emphasizes the benefits and limitations of this technique for urban tunneling applications, illustrated by examples of major tunneling projects around the world. MONITORING URBAN TUNNEL PROJECTS Why Monitoring? Retrofitting existing tunnels or constructing new tunnels – including access and retrieval shafts, portals and cross passages – implies an alteration of the neighboring soil structure. Excavating, dewatering, grouting, loading tie backs, etc. artificially modifies the natural equilibrium of the pore-water pressure, of the water table level and of soil stability. In many cases, the effects are immediate: ground loss, deformation of utilities, settlements of buildings, and distortion of infrastructure are a few examples resulting from construction activity.Instrumentation and Monitoring Scope To control and mitigate the risks of damage associated with the above effects, tunnel projects usually include an instrumentation and monitoring program. Depending on the level of geotechnical, structural and environmental risk, the magnitude of this program varies. Projects with a low exposure to risk may restrain the program to conventional methods such as limited topographical surveys and intermittent manual readings of geotechnical instruments. On the other hand, iconic projects with high risk or with controversial history may implement complex and extensive instrumentation plans, involving highly technical solutions such as Automated Motorized Total Stations (AMTS – see opposite Picture 1), Multi-Point Borehole Extensometers (MPBX), In-Place Inclinometers (IPI) and a wide series of fully automated geotechnical, structural and environmental sensors. In this case, all the devices are usually connected to field data loggers collecting raw data around the clock at frequencies ranging from days to seconds, depending on the sensors."

History of the feldspar industry in the United States has been summarized by DuBois (I)*. The earliest production of feldspar in the United States is reported to have been from Mitchell County, North Carolina, about 1744, with the product shipped to England, In about 1825 several pegmatites were worked to a limited extent in Connecticut, with the production shipped to England. The first feldspar grinding facility was constructed about 1850 in Connecticut, with chaser mills used. Feldspar has been produced continuously in the United States since about 1870. Feldspar is produced from the following states: North Carolina, California, Georgia, Connecticut, South Carolina, South Dakota, Kansas, Oklahoma, Virginia, Arizona, and Wyoming. Total United States production for 1969 will amount to approximately 900,000 tons. The most current published figures for world production is 1966, at which time 2,165,000 tons was produced. It is estimated that world production of feldspar for 1969 will amount to 2,410,000 tons. Historically, feldspar has been produced by hand sorting and hand cobbing of coarse block feldspar obtained from the intermediate and wall zones of zoned pegmatites. In the United States the reserve of known block feldspar, recoverable by hand sorting is nearing depletion. More emphasis is now placed on feldspar sources contained in finer grained rocks, especially coarse granites or fine-grained pegmatite and beach, dune, and river sands from which the feldspar is obtained by beneficiation.

Computer applications in the past five to seven years have become a typical and necessary practice in most modern geological offices. Manual calculations, interpretations and plotting of data can be, at times, quite tedious, inefficient and lacking in ac- curacy. The introduction of geostatistical and geological software can eliminate these problems. Computer applications in the uranium industry are not new; however, they are constantly being developed. A variety of soft- ware programs are available. Generally, these programs support most geological and geostatiscal applications in uranium mines. The Rabbit Lake Operation - Eagle Point mine in Northern Saskatchewan is a high grade mine, as one such case. Computer applications at the Eagle Point mine have been a mainstay in the geology department, since the mine's collaring in 1991. This paper presents a discussion on descriptions of programs, operations and applications of computers. It also explains and de- scribes the radiometric equipment used at Eagle Point. This pa- per will demonstrate how, by using computer systems, mine site information flows reliably with the involvement of computers.

In recent years, we have witnessed many innovations in the equipment used in handling bulk materials. Not too long ago, any sizeable stockpile of coal or iron ore was attended by one or more material handling bridges. More recently, large stockpiles have been built with mobile equipment of' the earth moving type with bulldozers and front end Loaders being utilized in reclaiming operations. The most recent stocking and reclaiming device is the rotary bucket wheel machine. The early bucket wheel machines built in the United States were developed for the strip mining of coal. We understand that the first American machine was built in the Midwest in 1944. This type of unit was developed in an effort to reduce the cost of removing overburden and to provide satisfactory spoil disposal. As the available coal reserves under shallow cover were exhausted, the cost of removing the deeper overburden with conventional equipment became too great for these operations to continue profitably. The first machine has now been followed by six or seven additional units, the largest of which can handle material at a rate of more than 7000 cubic yards per hour.

With the growing dependence on coal as an energy source, finding a means to prevent or reduce the freezing of coal during winter shipment has become increasingly important. Several chemical companies focused on this problem and applied chemical technology to develop suitable solutions. As a result, a number of freeze conditioning agents have been introduced in the past few years, several of which have been highly effective in controlling frozen coal. The efficacy of these chemicals has been well established, however many users have found that only a well defined program will produce acceptable results at a reasonable cost. Positive program results yielding recognizable benefits have caused many power generating and coking plants to consider freeze conditioning agents. A freeze conditioning agent (or FCA) has been defined as a multi-component organic liquid designed to be sprayed on coal particles at bulk shipping points to assure that receiving locations will be able to unload, store and use the treated coal with minimum delay or inconvenience. The chemicals are generally applied at rates of 1 to 2 pints (0.473 to 0.946 liters) per ton and normally function by changing the crystalline structure of water left on the coal during processing. The bond strength of the ice that may subsequently form is markedly reduced. Instead of freezing into solid, unmanageable masses, the coal can be easily unloaded by rotary dumping or the opening of hopper car doors.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. During the past decade many U.S. industries have realized the importance of a total loss control program; the bituminous coal mining industry is no exception to this trend. Oftentimes, we realize that the circumstances surrounding a "near miss" (an incident which does not result in personal injury or property damage) are practically identical to those associated with a fatality, disabling injury, or major property damage. And, many organizations suffer enormous financial losses in cases where no one is injured or property damaged but costly delays in production result. Detailed analyses of both injury and non-injury cases can provide valuable input into those engineering, behavioral, and management controls that are necessary to prevent their recurrence. The purpose of this paper is to describe a comprehensive loss control surveillance system (LCSS) that will enhance management control in preventing personnel, property, and production losses, thereby, maximizing profit. The next section describes the components of this LCSS. Then, we present one practical example of how this valuable management tool can be used to minimize loss through safety and training programs.

Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.

Mineral liberation or more aptly the particle size at which cost effect liberation is attained is an important mineral processing parameter. This implies that not all the mineral is liberated as further size reduction is not economically warranted. For ores of low grade minimising both the comminution capital and operating costs are crucial aspect to ensure project visibility. As a consequence the focus of attention for the most part is direct­ed to 'coarsening the grind" ahead of any downstream process­ing treatment. In most cases, recovery will be sacrificed to pro­vide for 'more tonnes' of capacity and in general this is eco­nomically justifiable. Preferential liberation and its measurements is an aspect of mineral processing that has created much attention and contro­versy. It is not the purpose here to discuss this matter in depth other than to state in broad terms that if an ore from the same source is subjected to comminution by two different methods, such that the product particle size distribution is similar, and subsequent downstream treatment demonstrates substantial dif­ferences in recovery, then there is reason to believe that prefer­ential liberation has occurred. Comminution by high pressure grinding rolls (HPGR) is a relatively new technology claimed to have two major advan­tages over conventional comminution. Firstly and more impor­tantly is the ability to improve comminution power efficiency. Power reductions of 10 to 40 percent being claimed. (Pagett et al (1995), Sargent (1995)). A secondary benefit claimed is that preferential liberation can occur. Generally, for HPGR there is a natural tendency of the product to have a skewed particle size distribution to the finer size. This in its own right could manifest itself in improved leaching and preconcentration performance. The question remains that if in using another comminution device, other than a HPGR, to produce a similar product size distribution as the HPGR, will there be any difference in downstream between the products from this and a HPGR.
