A new moving cone optimizing technique will be introduced. In order to facilitate under- standing of the moving cone optimizer, a re- view of the principles of moving cone design technique is presented. A concept called the negative moving cone design technique is also introduced to help facilitate understanding of the moving cone optimizing algorithm. In the introduction to Subsection 3.3, the relationship of the mineral inventory modeling technique to the ultimate pit design optimization methods was reviewed. Five modeling techniques were described, and four mathematically provable optimizing methods discussed. The broad use of the regular 3D fixed block model was attributed, in part, to its applicability to automatic optimization methods of pit limit design such as the Lerchs-Grossman graph theory algorithm, and in part, to its systematic nature.

"The construction of the three connecting tunnels between the east side and the west side of station C13, adjacent to the Vistula river, has a long and complex history, as they cross beneath one of Warsaw’s main road arteries (Wislostrada). After the attempt to excavate the first tunnel, the face of the tunnel collapsed on the night of August 13, 2012, and a volume of about 10,000 cubic meters of liquid mass (water, silty soil and sand) entered and flooded the west side of the station, which was filled with more than seven meters of material. Fortunately, the workers managed to escape, but machines and equipment were lost. This is the story of how the tunnels were completed, by adopting soil improvement, jet grouting, GRP bars, ground freezing and a careful choice of work steps. INTRODUCTION The Centrum Nauki Kopernik station on Line II of the Warsaw Underground is located alongside to the Vistula river (Figure 1). This station hereinafter is referred to as station C13.The station consist of three parts: the east and west part, and three connecting tunnels 40 meters in length with a large cross section (170 m2).. It includes the rails along the sides and the platform along the centre. The reason for the underground connection of two shafts with a tunnel is due to the presence of a road tunnel (Wislostrada, hereinafter called WS), which must be underpassed by the new metro line (Figure 2).The existing tunnel (Wislostrada) was built many years before, between diaphragm walls, and some foundation structures interfere with the underground tunnel. The challenge was to build the connectors without stopping the traffic of vehicles along the highway above. All works took place in very difficult geological and groundwater conditions due to the presence of Vistula alluvial deposits with poor mechanical characteristics. The soil profile consists of relatively loose sands on top, and silts overlying high plasticity Pliocene clays highly disturbed by the effects of the repeated over-sliding of glacial moraine deposits."

The adsorption of oleate at the surface of a fluorite single-crystal internal reflection element has been investigated using Fourier transform infra-red/internal reflection spectroscopy (FTIR/IRS). The application of this innovative experimental technique has added a new dimension to the investigation and understanding of collector adsorption phenomena. It is now possible, for the first time, to measure in-situ and in real time the adsorption density and bonding nature of collector species adsorbed at mineral surfaces. In this regard, oleate adsorption densities were calculated from spectral data, and the equilibrium adsorption isotherms were found to agree quite well with other adsorption isotherms reported in the literature. At low equilibrium oleate concentrations(<10-5 M), monolayer-type cover-age was observed in the chemisorbed region. It was found that in this region the adsorption density increases with an increase in temperature, which sup-ports experimental results from previous ex-situ FTIR studies and thermochemical studies in which it was shown that the chemisorption reaction was endothermic. At higher equilibrium oleate concentrations (>10-5 M), the adsorption density increases dramatically at the point of surface precipitation. The oleate adsorbed in the chemisorbed region has a distinctly different spectrum than the oleate adsorbed in the surface precipitation region of the adsorption isotherm. In the chemisorbed region, the oleate appears to be mono-coordinated at the fluorite surface.

It has already been said and written many times that the construction of tunnels in urban areas has proved more and more indispensable, if not vital. The subsequent development of tunnelling for 15 or 20 years has brought large and sometimes spectacular improvements in the fiel of execution methods. But, particularly in urban areas, the difficulties to be overcome have been and still remain very important. As a matter of fact, most of big cities, have been settled near rivers or lakes; therefore the geological nature of the subsoil is soft ground and the level of ground water is high. As a consequence, tunnelling is often faced with many well-known difficulties and dangers issued from decompression or loosening of the ground, sometimes accompanied by a lowering of the water table. This may compromise the safety of the excavation itself and of the workers, and also cause settlements which many severely damage nearby buildings or structures. This is the reason why it is always necessary to work out specially adapted methods and even to develop new ones. In most cases, each work is a particular one and has to be specifically studied since numerous data are to be taken into account, related not only to geology, cohesion and behaviour of the different layers concerned, ground water, the activity of it, but also to

"This paper describes the innovative full-face conventional tunnel excavation technology, with its advantages in terms of savings and safety. The full-face approach has been developed throughout the experiences gained in tunnel construction. The innovative design approach is focused primarily on the deformation response of the ground acting first and foremost ahead of the face, which is analyzed, predicted and controlled by pre-confinement of the core. The advantage of this method is particularly evident in difficult grounds. This paper will present the outstanding benefits given by the adoption of the full-face approach in two projects, the “Sochi” and the “Visnove” tunnels. THEORY AND DESIGN ASPECTS OF THE FULL-FACE EXCAVATION The main challenges in tunnel and underground construction industry are gathering the design data from the ground that is being excavated and foreseeing the critical stage during construction, where the materials are in its most critical configuration. These challenges shall be addressed during excavation when the lining and the excavation disturbance have not yet reach the equilibrium. The in situ stresses in the ground are redistributed (forming an “arch-effect”) around the opening, with zones of increased stresses around the walls of the excavation (Figure 1). The distribution of the stresses can be close or far from the excavation profile, depending upon having a ground capable of withstanding the deviated stresses well or unable to withstand them, respectively. In the latter case, the ground will plasticize and deform in proportion to the volume of ground involved in the plasticization phenomenon. When the ground completely cannot withstand the stresses redistribution, it will cause the collapse of the excavation. While in the first case, the arch effect occurs naturally, in the second case, it does occur naturally only when the ground is stabilized properly. In the case of collapse, the arch-effect must be produced artificially operating on the ground prior excavation. The design should be based on the understanding of if and how the arch-effect can be mobilized during tunnel excavation and ensure that is formed by calibrating excavation and stabilization operations appropriately. The arch-effect is function of the medium that is being excavated, the action taken to excavate and the reaction expected following the excavation."

The degree of economic, progress of a nation is measured by its possession and use of energy, sources. The future of coal in the West hinges on its ability to participate and grow in the energy market. A source of energy is, in the long run, only as good as the ability of the industry to develop its reserves economically. The economic development of the tremendous coal reserves, literally hundreds of billions of tons of coal in the States of Colorado, Utah, Wyoming, Montana, New Mexico, and Arizona, poses a very real question in the light of the known mining technology of our day. Basically in America today, coal is mined from the earth either by the strip mine or underground mine method; in the West, the large long-term, contracts now in force with utilities are mostly from coal mines utilizing the strip mine method. However, the preponderance of the known coal reserves of the West are located deep underground and will have to be mined by the various; underground mining processes. The problems encountered in the West with regard to underground mining vary from state to state but, on the whole, do not present what might be considered a miner&apos;s bonanza. I do not mean to&apos; infer that the underground coal of the West is unmineable, but I do want to emphasize that the tremendous reserve figures do not present a true picture in the light of present day technology.

Jim Walter Resources Blue Creek No. 3 Mine was opened in one of the most gassy coal beds in the United States. Although face ventilation requirements exceeded 14,000 cfm (6 .6m3/s) air, continuous miner sections experienced an unacceptable frequency of frictional ignitions. Modifications offered primarily by the U. S. Bureau of Mines such as diffuser fans, water spray fans, and slow speed cutting motors were used with little success. However, laboratory tests conducted at the U. S. Bureau of Mines indicated that an increase in bit attack angle from 50° to 55°-57° significantly reduced the chances of the bit causing a frictional ignition. An experimental miner drum was built using this concept coupled with a new bit designed by the Bureau and manufactured by Hughes Tool Company that better protected the bit steel shank with a carbide cap. It was installed on a continuous miner and placed in an area of the mine prone to ignitions. 50,000 tons (45,500 metric tons) of coal were cut without a frictional ignition. When the miner was withdrawn for rebuild and a machine with an unmodified cutting drum placed in service, two ignitions occurred before 10,000 tons (9,100 metric tons) were mined. Other machines have been rebuilt and are in service, and to date none have been known to cause an ignition.

During developing the Ingulska mine at the Mi-churinske uranium deposit in the central part of Ukraine the radioactive rock dumps have been piled. A height of dumps reaches to 15-25m. They occupy a large territory and can be a source of covering with radioactive dust the area around the Ingulska mine. Uranium content exceeds 0,01% in all dump rocks samples while in the dust fraction samples it ranges from 0,01 to 0,06%. Uranium content in road dust at the dump?s foot reaches 0,137%. A new (for Ukraine) method of f-radiography of tree and bush leaves sampled at the territory about 100km2 has been used. It is based on fission of 235U nucleuses due to heat neutron influence in a nuclear reactor and on following study of the Lausan films with tracks drawn by the fractures of these nucleuses. Uranium content of the dif-fusion-disseminated dust type is (0.9-22.2)?10-6% while in the individual particles it can be considered much more because of burned holes in Lavsan above them. The dust content with uranium in Kirovograd reaches to 20-50 part/cm2 while near the dumps it ranges from 100 part/cm2 to 300 part/cm2 in the radius of 1,5-2km from the Ingulska mine.

This case history really started during the tail end of WWII when two Navy men, both Colorado School of Mines graduates, got together in Washington, DC, while they were assigned to the Office of Navy Petroleum Reserves doing some of the first aerial magnetometer work ever done on a practical oil exploration basis over the offshore area of the Gulf Coast. When separated from Naval Service active duty in 1946, the two men, Walter E. Heinrichs, Jr., and Robert E. Thurmond, tried, unsuccessfully, to form a commercial air magnetometer business. Later they got together again in Jerome, AZ, with Newmont Mining&apos;s early geophysical exploration endeavors from 1947 to 1949. Subsequent to the Newmont experience, they jointly proposed a specific mining geophysical exploration and development program to Herbert Hoover, Jr., then president of United Geophysical Co. of Pasadena, CA. Mr. Hoover, in consultation with his father Herbert Hoover and others of his staff at United, particularly Edwin G. Schempf, executive vice president, and Raymond A. Peterson, vice president of research, agreed to establish the proposed program under United&apos;s auspices, to be headquartered at Tucson, AZ. The primary objective would be to practically test and develop various mining geophysical methods and techniques while exploring particularly for base metals in the general area of southeast Arizona and southwest New Mexico.

The title of this paper is "Designing Very Large Bio-oxidation Plants". To our knowledge, only one such plant has been designed and built to date, and that is U.S. Gold's Tonkin Springs plant in Nevada. This plant was commissioned in Spring of 1990 and operated for a short time successfully as a bio-leach plant but U.S. Gold did not have the financial strength to overcome the consequences of construction delays and increased capital cost. The plant has temporarily been 1 put on a standby basis. Recently, < > a potential joint venture between Tonkin Springs Gold Mining Company and Homestake Mining was announced. Homestake will operate the mine with the technology and subsequent improvements would be co-owned by both companies. This paper is not a "how to" type publication because we feel that such an approach could be dangerous if used improperly. Rather, we discuss some of the important aspects of process selection, testing and design that need attention, and some of the lessons learned to date. As with all developments, improvements and new knowledge will accrue as more companies use bio-oxidation technology. The Tonkin Springs plant is fair evidence that bio-oxidation has "arrived" as a technology, and that successful design and operation of plants treating greater than 1000 t/d of feed is possible.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants&apos; ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry&apos;s knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation&apos;s first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States&apos; earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America&apos;s foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

A single stage ball mill-cyclone circuit was extensively tested for its reactions to step changes in three controllable variables: feed rate, water to cyclones, and water to the ball mill. A series of carefully designed tests are to be carried out in order to determine relationships between the various ball mill and cyclone parameters. Cyclone overflow particle size distribution is to be continuously monitored during the tests using an ultrasonic device. Other circuit variables that are to be measured and recorded are feed rate, ball mill mass flow, cyclone feed and overflow densities, cyclone feed sump level, water flows, etc. Once the circuit performance is defined, two types of grinding circuit control systems will be evaluated: (a) mass flow-based; (b) particle size- based. Results obtained by each approach in terms of feed rate and cyclone overflow size distributions are discussed. The high sensitivity of continuous particle size measurements to grinding circuit disturbances is emphasized.

In 1965, Monsanto started planning of a new dike (No. 15) for use in disposing of ore tailings at its Columbia, Tennessee phosphorus plant. Generally, in the phosphorus industry only clay tailings are produced making it necessary to borrow fill for construction of a retaining dike. Borrow area investigations indicated that weathered shales and limestones adjacent to the dam site would provide adequate construction materials. It was proposed that the more clayey weathered shales would be used for the impervious core and the more granular weathered limestones would be placed in the outer shell of the dike. A dike section is shown in Figure 1 with gradation curves for core and shell materials in Figure 2. Figure 3 shows an aerial view of the tailings pond and dike during first-stage construction. Although the borrow area explorations indicated that the weathering of the sedimen-tary deposits was highly irregular, it was not considered necessary, at the time, to specify special excavation techniques that would ensure a thorough blending of the materials in the borrow pit. Instead, because of the short haul distance, a scraper operation for both clay core and granular shell materials was adopted as the most economical construction method. Using this materials-handling technique, variations in permeability could be expected in the compacted layers inthe embankment. Where continuous layers of less clayey limestones were placed in the core of the dam, extending from the upstream to downstream shells, seepage losses would be expected to increase substantially. Upon completion of the damn 1966, and shortly after reservoir filling, it was apparent that the construction technique used had resulted in the formation of pervious layers through the clay core. Excessive seepage on the downstream face of the dike was noticeable within a very short time. A monitoring program was established, using piezometric observations and flow measurements. These data indicated that seepage should be reduced and the application of an asphaltic emulsion

The centre of the mining operations of the International Nickel Company, Ontario Division is Sudbury, a city of 160,000 population located 240 miles northwest of Toronto (Fig. 1). Within thirty miles of this city and located around the rim of the geological formation known as the Sudbury Basin are the ten underground mines and one open pit operated by the Company (Fig. 2). There are also four developing mines, three in the Sudbury area and one at Shebandowan, near the city of Thunder Bay, Ontario and approximately 150 miles north east of Duluth, Minnesota. In 1971 the mines produced 22,800,000 tons, 20,600,000 tons from underground and the balance from open pits. Also located in the Sudbury District are facilities to extract and refine the metals contained in the ore. There is a nickel refinery located at Port Colborne on Lake Erie. An additional nickel refinery is under construction near Sudbury. Fifteen elements are recovered from the Sudbury ores, nickel, copper, iron, sulphur, gold, silver, cobalt, tellurium and the six platinum group metals, platinum, palladium, iridium, rhodium, ruthenium and osmium. Quarry operators must continue to change and adapt environmental compliance methods to meet the increasingly demanding regulations. To fulfill industry needs, a computer-based decision support system is being developed to facilitate decision making that mine operators are required to make regarding environmental responsibilities. This system can help to determine permitting and compliance measures needed for air, surface water, groundwater, noise, aesthetics, vegetation, wetlands, hazardous wastes, storage tanks and wildlife habitats during the development, operation, and closure phases of mining. Operators will utilize the system&apos;s user-friendly interface consisting of mouse driven responses and limited keyboard entries on a desktop computer. The system is easy to upgrade according to the user&apos;s needs and changes in current laws and regulations. Data input models, user interfaces, and support of decision making are explained. The program permits inclusion of the decision maker&apos;s own insights through "what-if&apos; analysis, in which the user can change ad hoc entries and check the related consequences. Using this approach, the user has complete control over all steps of the decision making process. A storm water example is selected to demonstrate the potential benefits of the support system to environmental decision makers.

Mining activity in Mexico began in the 16th century when the Spanish realized the mining potential of the new territory. Since that time, mining has evolved into a strong and vital industry for the country. Good professionals in the mining-related fields are fundamental to the growth and improvement of this industry. Since the end of the 18th century, formal education in mining has been available at the University of Guanajuato, in Guanajuato, Mexico. This school created one of the first schools of mines on the North American continent in 1828. In recent times, some other programs have been created at other universities. Universities offering mining related programs Listed here are the seven universities in Mexico that offer mining related degrees. They are the University of Guanajuato, UNAM, the University of Zacatecas, the University of Chihuahua, the University of Sonora, the University of Coahuila and the University of San Luis Potosi. The University of Guanajuato is the only Mexican university that offers graduate studies at the master&apos;s level. No PhD programs in mining engineering are offered at any Mexican university. Programs at each university are of different duration. They are: • University of Guanajuato-Five-and-a-half years, divided into five years of classroom instruction and six months in the working place. • University of Zacatecas - Five years of classroom instruction.

Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what&apos;s necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. The Crosstown 7 Collector System, Contract C28G11, is part of the Milwaukee Metropolitan Sewerage District&apos;s Waste Pollution Abatement Program. The contract involves the construction of 1.6 km (1 mile) of 3 m (10 ft.) diameter tunnel in soft ground. The tunnel is 10 m (35 Ft.) below surface and passes through a variety of soils. The eastern leg of the tunnel along Bruce Street is mainly in till material, a stiff, relatively dry clay. The northern leg along 16th Street starts in till, and continues in estuarine deposits - moist sticky clay, with intrusions of alluvial sand and gravel. The contract specifications required that the tunnel be constructed either under compressed air or with an earth pressure balance tunnel boring machine. The S. A. Healy Co., the general contractor, chose the latter option. Additionally, a single pass, pre-cast concrete segmental liner was selected as the lining system. The mining machine was manufactured by Lovat Tunnel of Canada and the segments were made by the Sehulster Company of Milwaukee. The use of this combination of machine and lining is relatively new to the United States and this tunnel is the most extensive built to date with a gasketed, segmental single pass lining for transportation of fluids. This paper details the various aspects of the construction of the tunnel and associated shafts.

In 1986, a cooperative effort by the Homestake Mining company, the U.S. Bureau of Mines and the University of Utah was initiated to determine shaft stability while recovering high grade ore in a nearby pillar. Premining finite element simulations indicated the shaft would remain in elastic ground. Six years have elapsed and, despite some initial concern during the first lifts, it appears that the bulk of the original reserve will be safely and profitably recovered. An integrated application of rock mechanics tools from laboratory testing through numerical modelling to mine measurements and observations contributed substantially to the operational success of the project.

INTRODUCTION Truck haulage of muck in underground mining operations has been in use around the world for many years. From the late 1.950s into the early 1970s, haulage by means of load-haul-dump (LHD) units challenged haulage by means of trucks, and, to a large degree, LHD units dominated the trackless concept of moving mate¬rial underground. However, beginning in 1975, the emphasis began to shift back to the use of trucks, with LHD units assuming the secondary role of loading the trucks. Over the years, several manufacturers have been offering trucks with capacities ranging from 4.5 to 45.4 t (5 to 50 st) and with features that specifically address the constraints of underground operation. TRUCK TYPES Three different types of trucks are available for use underground, namely the tip dumpers, telescoping dumpers, and push-plate dumpers. The following para¬graphs describe each of these three types. Tip Dumpers Tip dumpers are designed to lift the truck box, using gravity to dump the load out the rear of the box. The primary application of these trucks is in the haulage of muck to the surface. However, these trucks also may be utilized underground, if a chamber is provided to accommodate the raised truck box at the dumping point. Fig. 1 illustrates a four-wheel drive truck with a 10.0-t (11-st) capacity; this truck is only 1.9 m (6.25 ft) wide and is designed specifically to follow narrow and winding vein courses. Fig. 2 illustrates a two-wheel drive tip dumper with a 24.5-t (27-st) capacity; this truck operates on 12% grades with firm dry surfaces and in modes both loaded-up and loaded¬down. Telescoping Dumpers Telescoping dumpers specifically address the constraints imposed by low back heights, and they represent an optimization of compressed envelope size with maximum payload capacity. Figs. 3 and 4 illus¬trate a typical telescoping dumper with a capacity of 18.1 t (20 st). Fig. 3 shows the box in position for carrying the load, and Fig. 4 shows the same truck with the box in the full-dumping position. Fig. 5 illustrates the loading and dumping cycles. Fig. 6 illustrates an approximation of how an LHD unit with an eject-o-dump (EOD) bucket would be used to load over the rear of this type of truck. Fig. 6 shows a low-profile telescoping truck in the first stage of loading, with a 6.8-t (7.5-st) LHD unit equipped with an EOD bucket. A loader with a smaller capacity and a narrower bucket would allow the bucket to fit inside the truck box and would achieve an even lower loading height than that illustrated. Gen erally, an LHD unit equipped with an EOD bucket and teamed with a telescoping dump truck can be used with a lower back height than could any other front-end loader and truck team. Push-Plate Dumpers Push-plate dumpers are similar to telescoping Bump¬ers, except that they do not have the two-stage box. Instead, push-plate dumpers utilize a single push plate to discharge the load out the rear of the box. Gen erally, these units are limited to payload capacities of about 9 t (10 st).
