At Kerr-McGee's Galatia Mine in southern Illinois, the need for safe and efficient longwall moves prompted a detailed planning effort. Galatia Mine operates two longwalls on separate coal seams with different geologic conditions. An overview of the longwall move planning as related to manpower training, roof control, ventilation, transportation, equipment recovery and setup will be discussed. The impressive safety record achieved during each of the longwall moves at Galatia Mine verifies that health and safety planning does play a major role.

The metallurgical response of the Point Leamington deposit has been studied. Two series of bench tests were conducted and various ore samples and flotation products were examined using image analysis techniques. The majority of sphalerite and chalcopyrite grains in this texturally complex ore were found to be smaller than 10 micrometers. Copper recoveries were low with losses mainly as fine inclusions in pyrite. Sphalerite recoveries were somewhat better due to a generally coarser habit. Gold and silver recoveries were also low and only solid solution silver was identified in the ore. The deposit shows poor economic prospects unless additional tonnage of high grade zinc ore can be delineated.

Thionocarbamate flotation reagents have enjoyed a niche position in the recovery of copper sulfides and activated sphalerites since their introduction in the mid 1950's (Harris, 1954). Thionocarbamates containing an allyl group (-CH2- CH=CH2), introduced recently Lewellyn, 1985; Nagaraj, 1988; Avotins, 1991), are used commercially as collectors for copper sulfides and activated sphalerite. Laboratory flotation tests and plant usage have demonstrated that allyl-containing thionocarbamate collectors exhibit certain unique properties that distinguish them from the corresponding dialkyl thionocarbamates. Spectroscopic (FTIR, XPS) and wettability studies of N-allyl iso-butyl thionocarbamate (AIBTC) and its saturated analog N-propyl iso-butyl thionocarbamate (NPIBTC) adsorbed on copper at pH 9 were performed in order to investigate whether there were any fundamental reasons for these differences. Flotation tests were carried out on chalcocite, copper ore and an activated sphalerite.

The 9th Line / 16th Ave tunnels are part of a $700 million expansion of the York Durham Sewage System, north of Toronto. The 15 km of tunnels presented many challenges, including glacial and postglacial deposits, at depths up to 55 m. Due to high hydrostatic heads, the Owner specified EPB tunnelling, however, an alternate was proposed utilising rib and lagging tunnels, combined with a de-watering scheme. State of the art technology was utilised with a new Lovat TBM, incorporating PLC control, soft start water-cooled motors and a head designed to tackle the mixed ground expected. The 9th Line tunnels were completed in 2002. Subsequently the second section of tunnel along 16th Avenue has been awarded to the Joint Venture. This paper presents a case history of the soft ground tunnelling, including design elements, tunnel systems and TBM operations.

Design and optimization of open pit limits are of paramount importance because they provide information for evaluating the economic potential of a mineral deposit and for developing short and long range mine plans. Many algorithms and their modifications have been used to design and optimize open pit limits. These algorithms have provided mine planning engineers with pertinent information in designing, optimizing and extracting ore reserves by open pit technology. However, they do not address the random field properties associated with the ore grades and reserves and commodity prices, and thus, fail to yield the truly optimized pit limits in any time horizon. In this paper, a new algorithm, MCSIMFNN, which overcomes these limitations is proposed and used to optimize open pit limits. The random field properties of the ore grade and reserves have been modelled using the modified conditional simulation based on the best linear unbiased estimation and local average subdivision techniques. Artificial neural networks are used to classify the blocks into classes based on their conditioned values. The error back propagation algorithm, in the neural networks, is used to optimize the pit limits by minimizing the desired and actual outputs error in a multi- layer perceptron under the pit wall slope constraints. The optimized pit value obtained by this algorithm has been compared to that from the Lerchs-Grossman's algorithm in a case study. The results are the same, but in random multivariable states, the MCSI MFNN algorithm is the most suitable for pit optimization. The method is also fast since it mimics the operation of the brain in the solution of the pit optimization problem.

The Fence Lake Project is located in the Salt Lake coal field, an extension of the San Juan Basin. Geologic formations exposed in the Project area range in age from late Cretaceous to Quaternary. Coal is encountered in the Moreno Hill Formation (upper Cretaceous). Salt River Project (SRP) followed the basic textbook approach for the exploration, regional appraisal, detailed reconnaissance, detailed surface appraisal and three dimensional sampling (physical exploration). SRP is exploring this property as a potential fuel source for the Coronado Generating Station. Therefore, for the physical exploration stage, the quality sampling program was designed from a utility company viewpoint to determine possible impacts to the Station. Exploration drilling was completed in spring, 1982; September, 1982, and summer, 1984. Engineering, environmental, and land acquisition studies were added in the Summer, 1984 Program to more closely evaluate the potential Fence Lake Project coal supply option for the Coronado Generating Station. Studies, including drilling, are ongoing-at this time.

Miners have long known that rock noise, or the popping and cracking of the rock commonly heard during mining, can indicate instability of the mine structure. For many years, miners have "listened" to the rock talk and many times have interpreted changes in rock noise activity to be a warning of failure and have retreated from the potential failure area. Microseismics, or the study of rock noises, was begun in the early 1940s partly because of this historical fact. Microseismics is based on using geophysical equipment to detect and analyze rock noises on audible and subaudible levels. Thus, these systems are much more sensitive than the human ear and "hear" even more of the rock "talk" than do miners. Research has shown that micro-seismics can be used to precisely locate portions of a working area that are generating rock noise, and that rock noise release rate information from each area can be used to analyze its stability. On the basis of research results, microseismic systems are now commercially available and have been purchased and installed in many mines around the world. Introduction When a rock mass is subjected to changing stress conditions, such as those caused by mining, small-scale adjustments occur within the rock that release seismic energy. When this energy is in the audible range it is called rock noise. Those areas where stress changes occur are also the areas of the structure most likely to fail. Individual rock noises can be detected and analyzed to determine their precise location relative to the mine structure. Over a period of time plots of this data provide a pictorial representation of where stress changes are occurring. This is because rock noise activity tends to concentrate in those structure areas most actively adjusting to the changing stresses. Since these areas are the most likely to fail, they can be pinpointed and mapped relative to the structure. Rock noise rates, or the number of rock noises occurring per unit of time, also tend to vary dramatically before failure. Thus, the ability to locate the source of individual rock noises provides a means of determining where failure may occur, and rate counting within each area offers a means of assessing when failure may occur. This information, properly treated, can be used to avoid, control, or warn of impending failure. Successful applications of this technique have provided recent impetus to the effort of developing microseismics into a practical, reliable, and economically feasible tool. The phenomenon of naturally occurring rock noise was discovered in 1938 by Obert and Duvall (1939) who were measuring seismic velocities in mine pillars. Seismic energy other than what they were generating continually registered on their recording equipment. Further study by these researchers showed that the extraneous seismic energy being recorded was from rock noises that were being generated within the rock in highly stressed areas. Pursuing this interesting phenomena both in the laboratory and in the field, Obert and Duvall documented the dramatic change in rock noise rate before failure (Obert, 1941). They also established the fact that, in many instances, rock burst failures could be predicted by monitoring and listening to the rock noise activity in rock-burst-prone areas (Obert and Duvall, 1945). These early efforts clearly showed that microseismics had great potential as a tool for measuring or estimating mine structure stability. Extended testing, however, showed that sometimes rock bursts occurred with no apparent microseismic warning, and that at other times sharp increases in microseismic data were not accompanied by failure. Also, because precise location of individual rock noises was not possible at that time, one never knew where the failure was going to occur, only that failure near the observation point was likely. Thus, while the technique clearly offered promise, it was not considered practical then. In the mid-1960s, the Bureau of Mines undertook a new research effort to improve the microseismic technique. Major improvements were judged possible mainly because new and vastly improved electronic and system components had become available as an offshoot of space program instrument development. Thus, in 1967, development of a multichannel, broad band, microseismic system began (Blake and Leighton, 1970). Application of this system in rock-burst-prone mines showed it worked well and provided the incentive to develop methods whereby the source location of individual rock noises could be easily and directly calculated (Leighton and Blake, 1970; Leighton and Duvall, 1972; Redfern and Munson, 1982). Stabilizing fine coal refuse ponds for reclamation at Monterey Coal Company's No. 1 Mine has been difficult. Entrained water in the stored refuse causes liquefaction as reclamation caps are placed, resulting in additional material requirements than originally projected to stabilize the pond surface. Laboratory results indicate that in-place refuse densities may be substantially improved at No. I Mine by converting from a single-point to a managed slurry distribution system. Increased densities result in improved storage efficiency, less entrained moisture and a more stable refuse mass, thereby providing an improved working surface for reclamation and improved post-closure cover stability.

The Haber Gold Process (HGP) is a proprietary. hydrometallurgical extraction methodology that was developed in 1983-1984 by Norman Haber and Dr. John Lee of Haber, Inc., a small public company in Towaco, New Jersey specializing in hydrochemical process development for precious metals. It was pilot tested repeatedly in 1985 at our pilot plant in Tombstone, Arizona, with different types of gold bearing mineralization. Both Pincock, Allen and Holt (USA), and PA Technology (Australia) were involved with some of these pilot tests. The ores tested included easily cyanide-extractable oxide type gold ore from Australia, marginal heap-leach type ore from Cripple Creek, USA, and a hematite bearing ore from California. In all cases, extraction time was 6 hours or less yielding 90-99% recoveries of assayed gold values. The HGP operates as a lixivient which parts the gold from the rock matrix, yielding gold in solution in a fully recoverable form. Both precipitation methods, such as zinc participation or Carbon in Leach systems ( or Carbon in Pulp) have been shown to be feasible with this technology for the recovery of gold from the pregnant solution. Both batch vat leaching as well as continuous processing are realistic for use with the HGP. It has also been considered that the HGP might also benefit heap leaching due to several advantageous factors over cyanide. One such consideration is that the HGP can operate effectively with acidic ore types. The use of cyanide with such ores often requires attention to pH and neutralization with lime. This tends to reduce and even clog the permeability of the leach bed.

The Washington State Highway Department consists of seven geographic dis¬tricts. District offices are located in Seattle, Wenatchee, Olympia, Vancouver, Yakima, Spokane and Bellevue. District is covered from the Spokane office, and is responsible for the six counties in the northeast corner of the state (Fig.l). It is bordered on the north by the International Boundary, on the south by the Snake River, on the east by the Washington - Idaho border, and on the west by a north-south line thru Lake Roosevelt. The landslides to be discussed in this paper are at Colfax, Washington, which is located in the southeast corner of the district. The town of Colfax is situated in a narrow valley eroded into the Tertiary volcanic basalts by the Delouse River. The valley walls are steep and generally colluvium mantled. State Highway 1°c, from Spokane to Colfax, descends into the valley from just north of Colfax on a bench cut into the valley wall. The highway department designed a widening project to increase the misting two lane roadway to three lanes, thus providing a passing lane for uphill traffic. The third lane was constructed as a cut section for the entire length. Construction excavation was begun at the top of the hill in silts of eolian origin. Proceeding downhill, excavation encountered three individual basalt flows with two zones of palagonite tuff separating them. The upper palagonite zone was dry, and excavation proceeded across this zone with no mishaps. The lower palagonite zone carried considerable groundwater. As excavation crossed the lower zone landsliding became contemporaneous with excavation, due to removal of toe of slope and saturated conditions. Remedial measures for landsliding consisted of designing shot rock buttresses across the palagonite zone and also the installation of horizontal drains to reduce hydrostatic pressure.

A presentation of this project was given previously at the SHE Annual Meeting, Denver Colorado February 23-27, 1987. The project concerns the development of in situ recovery of borate products from a deep-seated colemanite deposit in California. The deposit contains some 147 million tons of borate ore containing 6.4% boron oxide (B2O3). This paper involves the numerous changes in the process that has taken place since that first presentation. This paper further explains the reasons for these changes which are primarily environmentally based and secondarily capital requirements related.

INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. GEOTECHNICAL INFORMATION CP Rail site investigations began in 1978. The surface rocks in the tunnel construction area are metamorphosed Cambrian and Pre-Cambrian sediments; the underlying formation contains fine and coarse grained rocks presenting different degrees of metamorphism. The mining industry needs to assure compliance with the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500). Congress has enacted this legislation with the intent of preventing, reducing, and eliminating pollution of the nation' s surface and groundwaters. Recognized sources of pollution such as seepage from tailings ponds, waste dumps, and contaminated effluent from mine dewatering operations pose a serious threat to adjacent groundwaters. In addition, technological innovations being implemented by the industry such as in situ leaching of low grade ore deposits may also lead to ground- water contamination. An adequate monitoring methodology designed to meet the needs of the mining industry is needed. Monitoring and control methodology devised for other man- caused sources of ground- water pollution - e. g., landfills - offer considerable promise for adaptation to the problem. The prediction of deleterious effects on groundwater quality usually requires extensive geohydrological data in addition to a thorough analysis of the mining activity that is underway or projected. If the avail- able data are adequate, mathematical models of surface and groundwater flow can be constructed that will help to predict effects on water quality. Data are inadequate to allow a realistic interpretation of pollution potentials. These data can be supplemented by computer simulation as a method to explore a number of possible environmental effects and also to develop a minimum-cost approach to identifying and gathering the additional necessary supporting data. Incorrect assessment of the important environmental considerations may, in many instances, prove to be the weakest link in analyzing the financial feasibility of a mining operation.

The need for fuels and minerals in this country is estimated to double, triple, or even quadruple by the end of the present century. Even assuming more recycling of scrap metals and some priority allocation of energy, as has been done, for instance in war time, the projected increase in the nation's population and ever-increasing wants of that population will require vastly more minerals than are now being produced. Since mineral ores are being mined at lower grades, and since all minerals, including fuels, are having to be mined from deeper deposits, the amount of surface land to be disturbed will, inevitably, be increased. We cannot depend on foreign sources to supply all the extra requirements, since the non-U.S. population is increasing, in most cases, faster than our own. Furthermore, starting from a lower base, their mineral needs may accelerate more rapidly than ours. Restrictions on exports may be applied in foreign countries, if it appears that remaining reserves are not sufficient to fill the national needs. In vice; of the opposition which the mineral industry is receiving, as has been well described at these sessions and elsewhere, what can we, as mineral producers, anticipate as regards our ability to continue to operate, to sway nothing of expanding production? Although not minimizing the problems involved, it seems obvious that, except under emergency conditions, the country cannot tolerate a reduction in the available

"New approaches that increase hydrometallurgical recovery from refractory minerals in below mill cutoff -grade sulfide copper ore can add significant value, improve profitability and increase ore reserves. This paper describes the development and implementation of an engineered heap (EH) approach to leaching low-grade, chalcopyritebearing ore at Freeport-McMoRan’s mine in Morenci, AZ. The technical evolution of the engineered heap concept is described together with the challenges and benefits following implementation. Introduction The Morenci ore deposit, located in eastern Arizona, has been mined for copper for 140 years. Mineralization in the Morenci district consists of sulfides and oxides. To process these ores, Morenci operates concentrator and leaching circuits. Leaching accounts for two-thirds of the copper produced in Morenci. More than one-half of this leaching-derived copper production comes from run-of-mine (ROM) stockpiles. The largest category of material moved in Morenci is destined for ROM stockpiles and waste dumps. Materials that are not economic to mill or leach are designated “waste.” However, this designation can change based on improvements in extraction technology and commodity prices. Chalcopyrite does not leach well due to its refractory nature. For predominant chalcopyrite mineralized ore, copper recovery during a typical leaching cycle may be as low as 5%. For this reason, chalcopyritedominant ores below mill cutoff grade have historically been classified as waste. By incorporating advanced leaching technology to improve metal recovery from previously leach-resistant ore types such as chalcopyrite, the Morenci Mine has been able to reclassify substantial amounts of this “waste” to “ore.” Process chemistry Chalcopyrite copper extraction is temperature, oxygen and ferric dependent. The temperature is achieved primarily by pyrite oxidation (Eq. (1)) and secondarily by oxidation of chalcopyrite itself (Eq. (2)). The regeneration of ferric in solution can be enhanced by providing the appropriate acid and oxygen levels according to Eq. (3). In the absence of microorganisms, this reaction is very slow."

"Tunnel professionals should inform project stakeholders on the reality that tunnel projects are not 100 percent devoid of the need for excavations or public inconveniences during both design and construction phases. Competing stakeholder objectives to limit these disruptions must be weighed against the need to mitigate risks and to produce a constructible, operable and maintainable end product. Perhaps the approach we should take with stakeholders, also known as Authorities Having Jurisdiction (AHJs), is sharing memorable case studies that bring to life the potential risks so often buried within lengthy risk registers. This paper provides a sobering case study describing what can occur if the presence and/or location of utilities and other obstructions are not fully understood due to restrictions placed on exploration or mining operations. In this instance, the Microtunnel Tunnel Boring Machine (MTBM) encountered a buried concrete structure, followed by rows of abandoned wood piles, before finally colliding with an active high-pressure gas main under a bustling coastal highway. Multiple stakeholders imposed tight logistical and other work restrictions, compounding the difficulties experienced during the drive. However, the difficulties were effectively managed through the project team’s proactive collaboration and communication with everyone involved. INTRODUCTION Some of the most important decisions that influence the ultimate success or failure of a project may not be made by design engineers. Instead, these decisions are often made by project stakeholders and third-party agencies. Tasked with protecting the best interests of their users, these agencies are cautious of potential impacts associated with project construction and subsequent use. Unfortunately, actions required (or restricted) by stakeholders often result in unwanted ripple effects that negatively affect the very users they are trying to protect. For example, a mandate limiting a shaft site to an unreasonable size may be intended to reduce local business impacts, but may actually increase impacts as more supply and truck hauling is required."

The purpose of this paper is two fold. It will: (1) examine leasing analysis as a project evaluation criterion, and (2) compare the cost of leasing with other methods of financing. The use of leasing has grown extensively in recent years as a method of obtaining equipment. The computer industry has been highly dependent upon leasing from its earliest days to dispurse its equipment to the customer, while airlines and railroads acquire large segments of their aircraft and rolling stock by leasing. Over the last few years the mining industry has leased haulage trucks, bulldozers and other equipment of similar nature.

As mine venti1ation systems become more complex, it is increasingly difficult to supply fresh air to the working face. A high percentage of the fresh air entering a mine never reaches the working face because it short circuits through stoppings and doors, exiting the mine without being utilized. When ventilation limits are reached, the only option presently available to most U.S. mines is to sink a new shaft - an extremely expensive undertaking that many companies cannot afford. Reusing or recirculating a percentage of ventilating airflow may make it possible for some mines to remain operational while maintaining a safe environment for workers. Such a study was performed at a trona mine in Granger. Wyoming. A vane axial fan was used to recirculate approximately 9.4 m /s (20,000 cfm), 25% of the total ventilating airflow, back to the working face area of a three-entry continuous miner section. This study involved two evaluations: the first when the face was 305m (1,000 ft) from the recirculation fan, the second when the face was 610m (2,000 ft) from the fan. The evaluation consisted of monitoring the mine atmosphere for respirable dust, methane (CH4). carbon monoxide (CO), and nitric oxide (NO), at various locations in the intake and return entries. Several shifts were monitored, with and without the recirculation system in operation. With the recirculation system in operation. there was an increase in measured respirable dust concentrations in the intake along with a slight increase in the mine temperature (1.67°C). There were also some minor changes in CO and NO levels in the intake entry, but this seemed to depend on the proximity of the instruments to the turn-around point for the diesel haulage vehicles, than to whether the recirculation system was or was not in use.

The Paranapanema Group was created in February 1996 when a group formed by the Brazilian pension funds acquired four companies dealing with nonferrous metals. The new Paranapanema Group, basically related to the tin and construction business, became the sole Brazilian primary copper producer, the second zinc producer and one of the most important producers of copper products, mainly tubes and fittings. To put together such different companies, managed before by family groups and with different cultures and principles, was and still is a big challenge. The strategy of developing and consolidating it as an homogeneous group is based in three pillars: an increase in production, quality and technological improvements on products and market mix and a permanent cost reduction program, using all the potential synergies founded.
