A literature review on quantitative analysis of mine safely studies revealed that numerous investigators explored a wide- range of techniques, including the investigation of bivariate and multivariate statistical models. Although these researchers addressed various issues of accident causation and prevention, they, in general, did not investigate through the use of quantitative models the multivariate relationships of several factors affecting mine safety in a causal framework. In this paper, systems dynamics and structural equation modeling are presented to simultaneously represent and study the effect of policy variables related to accident prevention along with the factors causing accidents and injuries. The application of these models to a group of mines revealed that current training practices at these mines do not appear to alleviate accident occurrences. It is inferred that the use of these quantitative techniques can provide a new direction of research in mine-safety studies.

A trend towards the independent verification of sustainable development reporting and assessment using third party certification can be discerned in the global minerals industry. Various codes that provide for the third party assessment and certification of performance against a range of externally developed sustainability indicators are being adopted by minerals companies, and there is also considerable activity in the broader area of third party assurance. Using a sociological approach, this paper examines the reasons why third party certification schemes are appearing in the minerals industry to address sustainable development imperatives in preference to other forms of regulation, and considers the broader implications of this trend. Data are drawn from a series of qualitative, in-depth interviews conducted with some of the key players in the development and adoption of certification schemes in the minerals industry, with executive managers of a range of large mining corporations, with representatives of global non-governmental organizations that are active in mining issues, and with government officers responsible for the regulation of mining corporations in Australia. Factors responsible for the emergence of the new certification schemes include: increasing demands from stakeholders for greater credibility in reporting against sustainable development indicators; broader contextual factors including globalization and neoliberal policies; and issues relating to trust and risk. Using insights from our research, and the work of others in this field, we identify some of the critical features of a credible third party certification scheme, and note some of the challenges for the design and implementation of such schemes. We conclude by discussing some of the broader implications of third party certification as an emerging form of regulation in the minerals industry.

The heap leaching process has developed into a low-cost method for recovering copper, gold and silver from large and small deposits of low-grade ore. The earliest known heap leaching process with chemicals occurred in about 1752 and is attributed to Spanish miners percolating acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto (Ran Zyl, et al., 1988). In 1969, US Bureau of Mines research¬ers proposed the use of dilute alkaline cyanide solutions as a low-cost means for recovering gold values from low-grade ore containing micrometer-sized particles of gold (Miners News, 1991). The modern-day heap leaching process typically involves the percolation of leach solutions through controlled lifts of stacked, low-grade ore (crushed, aggomerated or run-of-mine) in a heap for chemical extraction of precious and base metals into solution (Fig. 1). The enriched (pregnant) solution is collected by gravity flow in lined basins, sumps and ponds for processing and recovery of the target metals (copper, gold and silver). The barren solution from the recovery facilities is recirculated to the heap, along with chemical reagents and makeup water, for containment of all process solutions in an enclosed and environmentally sound system. This involves the use of low-permeability liner systems beneath the heap leach stacks to maximize solution recovery and protect the underlying ground water (Fig. 1). This article discusses the typical heap leach liner systems currently used by mining companies in North America. The most successful heap leach pad liner systems from past precious metal operations generally include an underlying, low-permeability soil bedding material; a geomembrane liner, and an overlying protective cover fill.

This paper refers to the new crushing and grinding process, invented by Professor Schonert (Ref. 1), Clausthal, Germany. The process is known as high pressure particle bed comminution or interparticle crushing. Several papers already describe fundamentals of the process, the equipment used, results of lab size and large scale tests and the first results of commercial operations (Ref. 2 to 7). Of course, we will treat the topic from the perspective of a downstream gold ore upgrading or leaching process. Some recently executed testwork indicates that the process provides special advantages in this field. To describe the process generally, in view of the already existing publications.

Capital resource budgeting is the means by which managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects in a manner that maximizes the net present value of the firm's future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components. The accuracy and reliability of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm. The present paper will explore tools for forecasting the spot market price of a commodity, silver, to demonstrate the difficulty and uncertainty involved in forecasting the future. The commodity price is only one of a number of components of the cash flow equation. Each component has a unique and uncertain future and must be individually analyzed and forecast to arrive at a robust cash flow model.

Mining is one of world's oldest industries. Its rich history continues into modern times. The Waste Isolation Pilot Plant (WIPP) located in southeastern New Mexico is writing the next chapter in mining history. In fact, WIPP technology is the key to closure of the nuclear cycle with the disposal of nuclear waste in a deep geological repository. It might seem odd that the age-old institution of mining would be linked to the problem of nuclear waste disposal. In fact, the nuclear industry would not exist without mining. Uranium ore is mined from either underground or surface mines as the initial step in harnessing the magnificent resource of nuclear energy.

The City of New Haven is planning to construct the Downtown Storm Sewer Infrastructure Improvement project to mitigate on-going stormwater flooding in the Long Wharf District. The proposed project includes a 685 cubic feet per second (cfs) stormwater pump station and a 3,200 linear feet (975 meter) long tunnel segment with an internal diameter of 120-inches (3.05 meters). This paper presents the aspects of the final design and the use of the cloud-based data management software to make better data-informed decisions. The software was used to create a spatially aware database of the subsurface conditions, as well as improve visualization and analysis of the soil properties.

Overexposure to hazardous noise has been found in most mining sectors, with up to 100% of the surveyed workforce experiencing a noise dose over the Mine Safety and Health Administration (MSHA) permissible exposure level (PEL). As a result, miners show elevated rates of hearing impairment of 70-90% by retirement age. To help manage noise exposures, the National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software and implementation guide for use by mine management and safety personnel. The software relies on a time-motion study that profiles the worker?s daily activities. Observations about the worker?s location and tasks or other activities are recorded along with the start and end time, to determine the duration of the tasks, so they can later be matched up with the noise data. The software gives the user the option of assessing dose relative to the MSHA PEL, the Action Level or the NIOSH Recommended Exposure Limit. The software generates a variety of interactive onscreen displays showing where, when, and how the worker?s noise dose accumulated. It also can generate customizable printed reports. These outputs can be used to highlight the tasks, locations, and times that are associated with the greatest amount of the worker?s noise exposure. DOSES simplifies the record keeping and analysis associated with time-motion studies and worker noise exposures, so mine management can make engineering noise control or administrative control decisions to limit the noise over-exposure of their workers.

Early attempts to apply superconductivity to the beneficiation of kaolin required very large refrigerators to remove the heat generated during rapid charging and discharging of the magnet. In the early 1990's, Advanced Cryo Magnetics, Inc. developed and patented methods to reduce this pulsed heating by a factor of fifteen. Small, helium refrigerators and cryo-coolers are now used. Along with savings in electric power, superconductivity allows operation at higher magnetic fields and greatly improves separation process efficiency. New designs offer enormous reductions in weight, size and capital cost as compared to older copper magnets. Application of this technology to minerals other than kaolin is emerging.

Over the years since the initial experiments with underground concreting were made in 1956, attesting to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the, mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other advantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

"The city of Naples has one of the most ancient traditions of tunneling in the world, since Roman age until today. This was due to the softness of volcanic rock covering most of the city surface, this determined in centuries the excavation of many connected cavities, today still accessible. The building of metro lines promoted industrial tunneling construction: TBM, Raise Boring Machine, Vertical Shaft Machine and freezing technologies played a decisive role facing water pressure near the sea. MNspa is an advanced constructor with two lines built in parallel, mainly underwater. The planning of this infrastructure has been upgraded with the projects of international architects from all Europe, with installation of art masterpieces in station spaces while archeological excavations revealed artifacts since Paleolithic. The city expects to give a new image of the urban landscapes within the completion of all stations and consequent rehabilitation of interiors and external city spaces. A case study of Municipio square station, is chosen to explain the relevance of archaeological research in improving and developing the projects of Line 1 stations. In these pages, it will be explained how the engineering process required to deal with Art, Architecture and Archaeology to finally realize an extended urban renovation of Naples. 1 CITYSCAPE 1.1 Introducing the geological history of Naples In the evolution of the city, capital of the Magna Graecia and of consequent kingdoms, a new layer of buildings was added over the foundations of demolished walls of the precedent domination period: from the top of the Bourbons layer (the most common scenery of the city since 1734) to the Aragonese layer found just underneath it; then below stands the Angiovin city, which in turn is built above the Swabian traces; underneath the ancient traces of the Byzantine age are found just above the extended Latin age layer. The most ancient settlement, known as Parthenope, dates back to 1500 b.C. It sits below the Greeks remains of the city of Palepolis, which had been rebuilt under the name of Neapolis by Romans."

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures by the equipment operators. As part of this effort, the U.S. National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study that determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system that was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels between outside-to-inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system’s efficiency. Tests using particle count instruments performed during nonproduction time periods on both pieces of equipment indicated protection factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.

Introduction The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Coal has been mined in Australia for almost two centuries. But there are indications that the first coal was processed in 1877 in the Newcastle area. This is nearly 50 years after the first coal processing in Europe. Processing on any significant scale began in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The dramatic growth of mining and processing of Australian coal since the mid-60s is primarily due to the expansion of the export market in Japan, Asia, and Europe. Australian coals Black coal occurs in most of the major sedimentary basins of Australia. The better known deposits of commercial importance are in the Sydney, Bowen, Oakland, and Gailiee Basins. Apart from the Collie Basin in western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory, and the Tasmania Basin are basically unexploited. The Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia. Currently exploited or potentially commercial deposits of black coal in Australia occur in strata ranging in age from Permian to Tertiary. Estimated black coal reserves are summarized in Table 1. Coals from different ages have significant differences in their petrographic characteristics. Many of the Permian coals are usually rich in inertinite. Jurassic and Tertiary coals are typically rich in vitrinite content. Typical petrographic and chemical characteristics of some important Australian coking coals are summarized in Tables 2 and 3. The reserves of coking coals are restricted in the main to the Permian coals of the Sydney and Bowen Basins. Coal deposits in the latter are at shallow depth. A high percentage of these are being strip-mined. On the other hand, in the Sydney Basin, the majority of the reserves of good quality coking coals are at significant depth. The mining cost of these deposits is substantially higher than those in the Bowen Basin. It is usually possible to make strong coke with Australian Permian coals of vitrinite content much lower than the other international coals. But there are many major Permian deposits in Australia where low vitrinite content presents problems. As they are classified as marginal coking coals, optimization of their pro¬cessing plays an important role in meeting the market specifications of coking coal. The major reason for processing Australian coal is to reduce the ash content. Compared with British and some American coals, Australian coals are of relatively high ash content. Unlike American coals, more than 99% of the Australian coal deposits have sulfur content less than 1%. Consequently, sulfur control has never been a major problem. This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

While processing zinc cakes with application of Weltz-technology silver remains unrecovered and goes into clinker. In order to prevent it the elaboration of effective silver recovery methods from zinc cakes before their weltzing becomes necessary. A combined method of zinc cakes treatment with leaching and flotation in a closed water circuit has been worked out. The technological scheme envisages the use of sulphgydril collectors in combination and comprises a series of consecutive operations: leaching, filtration, precipitation(cementing) and flotation. Total silver recovery is approximately 94%. The technology elaborated has been realized in a project by which the construction of a new shop is under way now.

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous because of their fatality records. However, statistical analysis of West Virginia safety and production data from 1993 indicated that, when considering the correlation between accident severity and tons mined per employee-hour worked, the most efficient mines were, with the exception of very small mines, not the safest operations. This paper presents the results of an extended analysis of West Virginia mine safety using 1993 and 1996 data and concludes with the method used to suggest current priorities for focusing interventions.

A total of 33 students presented their work at the poster competition. The competition started in January when the students submitted a one-page abstract for judging. In February, they prepared and presented a poster that explained their research. A panel of judges went to each student and listened as the students explained their research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. The MPD recognizes the effort required to enter and as a result, provides monetary rewards to all participants. The first-place winner receives $1,000; the second, $500; the third, $250; and the fourth through seventh, $200. All remaining students receive $100. All of the students also receive a complimentary ticket to the MPD Luncheon. The new Niagara Falls Intake Tunnel, mined in the highly fractured Lockport Dolomite, encountered prolific inflows of water contained in rock seams directly linked to the Niagara River. These inflows were pressurized and, more significantly, contained high concentrations of dissolved H2S gas. The contractors attempts to control the water/gas inflows included cement and chemical grouting from inside the tunnel. Ultimately, improving the rate of air exchange in the tunnel by increasing the fan capacity, in conjunction with a pattern down-hole pre-grouting program along the tunnel alignment allowed the contractor to control the concentration of H2S gas and complete the tunnel.

Sedimentary dolomitic phosphate ores are difficult to treat by flotation, and high-grade phosphate concentrates with high recoveries are difficult to obtain. The literature indicates that the reagents required for beneficiation of such ores are generally dictated by the nature of the gangue. In this paper, the optimum flotation parameters necessary for enhancing the grade and recovery of a typical low-grade dolomitic rock phosphate ore from Jhamarkotra, Rajasthan, are highlighted. The standard design-of-experiment (DOE) technique was used to obtain empirical models for both grade and recovery. The model equations were then used for optimizing the flotation parameters, including pH, percent solids, collector dosage and depressant dosage. Laboratory experiments demonstrated that a phosphate concentrate containing about 36% P205, with a recovery greater than 95%, can be obtained in a single-stage by the reverse flotation of carbonaceous minerals at the optimized conditions. The following material is excerpted from a presentation Mr. Morgan gave recently to representatives of the financial community. Introduction 1982 was a period of challenge for United States Gypsum Company because of reduced market opportunity. Housing starts for the first 10 months averaged a seasonally adjusted annual rate of 1 million units, 9% below the comparable 1981 period when housing starts were the lowest in 35 years. Industry gypsum board shipments declined 9% from the already low levels of the same period in 1981. US Gypsum met the challenge with stringent cost reduction programs and aggressive action in the marketplace. In late 1981, anticipating market deterioration, the company's management adopted strategies to focus on two shortterm objectives: • Adjust operations to perform profitably in view of limited opportunities through more efficient operations and asset management. • Continue to strengthen U.S.G.'s resources and ability to take advantage of important market opportunities as the economy improves through selective expansion of production capacity in key growth markets. Concentration on these two objectives resulted in a nine month performance in 1982 that, while certainly not satisfactory by company standards, compared very favorably with that of principal competitors in terms of net earnings, margin on sales, and return on average stockholders' equity. To counteract limited market opportunities, U.S.G. focused on productivity improvement, cost reduction, expense control, and maximization of market penetration. Energy Use Improving performance encompassed all segments of operations. For example, efficient use of energy was a significant factor despite lower operating rates at most plants. Overall, in the third quarter of 1982 versus 1972, the company used 27% less energy per unit of production, a savings of $15 million in that quarter alone. These continuing improvements helped to partially offset constantly rising energy costs. A number of operations achieved superior results in the first nine months of the year compared with the same period in 1981. For example, gypsum board plants in Jacksonville, FL, and Sweetwater, TX, recorded 8% and 7% reductions, respectively, in energy use per unit of production. Paper mills in Oakfield, NY, Galena Park, TX, and Kansas City, MO, each reduced energy use more than 12%, while the Greenville, MS, ceiling products facility achieved a 16%o reduction. Safety Safety is another important element that received increased attention. U.S.G.'s safety performance over the past five years has consistently improved. In 1981 it was five times better than that of the gypsum industry; nearly 10 times better than all industry as measured by the National Safety Council; and almost 20 times better than all US manufacturing as recorded by the Bureau of Labor Statistics. In addition to human concerns, this excellent record results in significant dollar savings that directly affect company results. In 1981, U.S.G.'s pre-tax savings in claims, premiums, and related expenses were about $20 million compared to the industries in which it competes. For the first half of 1982 performance improved further, with a cumulative lost workday incidence rate per 200,000 man-hours worked of only 0.27, an all-time record.
