A sizable surface mining industry exists in Western Canada. There are the surface coal mines in the provinces of Alberta, British Columbia, and Saskatchewan producing the bulk of Canadian Coal. The two oil sands plants in Fort McMurray, Alberta producing synthetic crude oil are surface mining operations. Much of the metalliferous mining in British Columbia is carried out by open pit methods. This paper discusses the current surface mining methods in both of these industries with particular reference to Alberta. Issues relating to environmental impact assessment, mine reclamation and mine site closure have been dealt with.

Selective placement of toxic mine spoil has been advocated as a means of reducing environmental pollution at the source. However, methods of burial to control environmental damage are not well understood. Using the finite element method, this paper investigates the burial of toxic material within low permeability packages below the water table. The effects of differing package and spoil permeabilities, anisotropy, and infiltration are modeled to provide information about their effect on the flow system. Projection can then be made which will assist in the design of the toxic spoil packages to limit the amount of groundwater flowing through them.

Recycled materials are increasingly being used in road construction to supplement natural aggregate derived from crushed stone, sand, and gravel. An understanding of the amount of substitution that is taking place, its economics, and factors affecting the level of substitution is useful in estimating the potential for recycling and in assessing the total supply of aggregate. While U.S. consumption of recycled aggregates from crushed concrete is estimated to have increased 160 percent between 1994 and 1996; it comprised less than 5 percent of total aggregates consumed in 1995. Construction waste supply is regional, and is determined by infrastructure decay and replacement rates. Aggregate recycling rates are greater in urban areas where infrastructure is being replaced, natural aggregate resources are limited, disposal costs are high, or strict environmental regulations prevent disposal. Recycling is expected to increase as construction contractors attempt to save on transportation, disposal, and new material costs. Aggregate producers include recycled material as an option to consumers in order to prolong the life of their reserves and improve their range of products. Recycled aggregates can be a supplement for natural aggregates in selected applications, but their use should be evaluated locally based upon relative cost, quality, and market factors Because aggregate recycling is often affected by local and regional transportation systems, disposal and tipping fees, resource supply, the market for specific products, and municipal support, costs for three representative fixed site operations of different sizes were modeled. Under study conditions, all were found to be profitable, but highly dependent upon local tipping fees and market prices, which can differ significantly by location. Smaller operations were found to have different operational dynamics, often requiring creative marketing or incentives to maintain profitability.

INTRODUCTION The flotation process, in the real industrial complexes, is characterized by the existence of the significant number of the close reciprocal interrelationship between the input and output Darameters. Traditional complexity is appeared with regard to absence of the suitable a priori information for the physico-chemical characteristics of the flotation process. It’s led to needful of taking of consideration about the undefinition which have got the place in the real conditions and application of the statistical methods. The identification of the flotation process through statistical methods is conception of the more-stages procedure, including the collection and previous analysis, the choice of the model structure and valuation method, the estimation of the model un- known parameters and the results interpretation. The essential concept for the subject of this paper belongs to the empirical models ("black-box") and deals with optimizing in constant industrial plant process. The offered method envisages the application of process operation data in order to improve the work process or constant accomplishment of better results for the target function in relation to the former achievement. The optimum process solution isn't afixed value under the influence of various factors, but "a moving point" along the response surface and deviates from the scheme solutions. The evolutive planning method constantly "investigates and approaches" the optimum solution for the selected target function. As a matter of fact the expert operates the plant without interrupting the normal work process. The essential concept of method is to attain changes in the standard conditions, but so limited that they will not effect either production or the product. This method is based on statistical concepts and availability of following the risk of error. The possible influental factors for the flotation process (m=l, 2, 3) is following: the metal content in the feed ore; production level (t/h); grinding fineness in the flotation pulp; pH-values; the consumption of collectors and modifiers The possible target functions are: the recovery of plant capacity, metal recovery in the concentration process and concentration quality. The application of the evolutive operativity method in the chalcopyrite flotation- Bucim concentrator, combines the statistical data and the operator's experience in the interpretation and making a decision which adds up to the precise automatic performance of the process. The advantages of this method in relation to the existing procedure for the flotation process are the following: • The method is unexpensive and losses are reduced to the time necessary to collect the data and record them in the computer. This method provides a constant process control and a quality decision which is better than those brought by an ex- pert with great experience ("hit-and-miss method"). • The method also provides incidental data about the effects. • The method should not be considered as a procedure for solving an incidental problem ("crash program"). • The obtained results must be interpreted by an appropriate expert in order to be considered instructive. MATHEMATICAL STATISTICS Taking into consideration the complexity of the enrichment processes it's necessary the application of "black-box" and mathematical modelling. The presence of the indefinite elements compel us towards the both theory of the probability and mathematical statistics. The mathematical statistics by the mineral processing investigation of the valuable raw materials in the last years has had greater signifance and widely spread application. The application of the mathematical statistics methods for the technological pro- cess analysis and the construction of the mathematical models is bound up by the task putting of the automatic control system de- sign (Fisher R. A. 1941, 1949). The statistical analysis in the enrichment processes is applied formerly, especially in the sampling estimation. Contemporary, in the last years is imposed the tendency of mathematical statistics application for the obtaining of quantity characteristics and quantity valuation from the individual influental factors. Above mentioned tendency in the significant level is based by the mathematical statistics development as a mathematical discipline close connected with the technical cybernetics general joining to the investigated object as a "black-box". Another essential factor in the mathematical statistics development is appeared the created mathematical theory of experiments as a new, to some extent, autonomous statistical domain. The theory of experiments has demonstrated exclusively importance for the investigation of the complex more-factorial processes in the chemistry, mineral processing, metallurgy etc. The investigation by the enrichment processes of the valuable raw materials and their management is possible by the statistical method application. In the same time, it's possible to use the wide-spread traditional methods of the statistical analysis, such as the methods of the dispersion, correlation, regression etc. Also, it may be mentioned above all the methods of the statistical planning of the extreme experiments. The more perspective are representatived some cybernetic methods which are based by the probability as an approach in the process analysis, for example, the identify of the ways and forms, the graph application as an additional instrument in the correlation analysis, the dynamic programming etc. The mathematical statistics application in the laboratory investigation scale is connected above all by the experimented material analysis and the compact representation of the obtained results. The Lornex mine is located on the Southern slope of the Highland Valley in South Central British Columbia. The large low grade deposit was discovered in 1964; stripping began in 1970, and the mill started commercial production in October of 1972. The orebody is classified as a complex porphyry type having as major constituent quartz diorite, with varying amounts of quartz, grano diorite, and porphyry. A substantial degree of alteration is evident in the host rock, and this became the key factor in major equipment selection for the grinding section. A pilot plant was constructed on the property capable of treating 100 TPD of ore. The ore was mined to be as representative as possible of the entire orebody by sinking a shaft and cross cutting the deposit underground.

Cyprus Gold NZ Ltd will be recovering residual cyanide from their CIT, operation in New Zealand. The process will use air to strip the cyanide from the acidified barren pulp. DSffi. Industrial Development, who were involved in the bench and pilot studies for Cyprus, have extended the concept to pregnant pulp. The stripping of pregnant pulp eliminates the substantial loss of cyanide through carbon catalysed oxidation during the adsorption stage. A 50% increase in cyanide recovery was obtained from an extensive laboratory investigation. The presence of a cyanide recovery circuit enables leaching to be conducted, without detriment, at pHs at least as low as 9, with consequential 50% reductions in the consumption of lime and sulphuric acid. There should be a small reduction in carbon consumption, and a significant improvement in the quality of the final effiuent, at least in terms of cyanide, cyanates, copper, zinc and sulphur. A small but significant increase in gold recovery can be expected too. There is a net economic advantage of NZ$1.20/tonne of ore by stripping pregnant rather than barren pulp.

Introduction For many major mining projects the time frame from initial planning to production can be measured in decades. Hecla's Silver Shaft project, scheduled to go into production by the end of this year, includes a complete surface facility, shaft with an ultimate depth of 2.4 km (7,700 ft), complete ore pass and loading pocket system, and 610 m (2,000 ft) of development drifting and stope preparation. The project was conceived in the fall of 1979, and the duration of a mere four years from conceptual engineering to production is testimony to what can be accomplished when a mining company and a contractor work as a team rather than developing into two warring camps, as often happens. All Sanitary District contract documents for new tunnel construction permit the Contractor a choice of four (4) separate alternate tunnel sections. This is the result of a continuing District policy to encourage at all times the use of the most suitable construction techniques and to attract to District construction the broadest spectrum of proven capabilities. Figure 1 indicates the alternate tunnel sections allowed on District contracts as follows: 1. A horse shoe section, ribbed and lagged, and a poured reinforced concrete tunnel liner; 2. Circular section, ribbed and lagged, and a poured in place reinforced concrete tunnel liner; 3. Circular section, ribbed and lagged, and a precast reinforced concrete pipe liner grouted in place; and 4. Circular section, no temporary lining, and a precast reinforced concrete pipe liner to be jacked in place. The Sanitary District now has in operation 10,500' of 5'6" I.D. and 6,500' of 5'0" I.D. jacked tunnel. An additional 5,600' of 7'6" I.D. jacked tunnel is currently under construction.

Phosphate is one of the most important minerals in our world today. It contains the life-giving element of phosphorus, which is essential to the growth of every living cell in plant, animal, and man. This vital mineral is found in twenty-three states of the United States; however, for more than 70 years, Florida has led the nation in phosphate-production and now produces 70% of the requirements of this country. Since the early 1880% when rich phosphate deposits were accidentally discovered in a river-bed in Central Florida, the industry has developed into a multi-million-dollar operation. Phosphate mining began in Florida in 1887 with very crude methods and equipment. The original process was necessarily slow and tedious, resulting in total production of 3000 tons in 1888. Progress was made in improved mining operations, and by 1894. Florida had grabbed the lead as the nation?s largest phosphate-producing area, and is still in the top position.

Reliable prediction of dynamic deformations is important when planning to undermine important structures that cannot tolerate large relative deformations and or large horizontal strains. This paper presents examples of dynamic deformation profiles that include subsidence, horizontal displacements, and horizontal strain for a number of points over a retreating longwall panel in the eastern United States. The prediction points are located at different distances from the excavation rib and therefore present a different response in terms of dynamic movements. The formulation is based on the influence function method as implemented in the Surface Deformation Prediction System (SDPS). Results show that the subsidence development curve may be reliably predicted for surface points in the middle of the panel. However, in cases where points may be affected by the magnitude of the edge effect offset, subsidence predictions may be very conservative, that is, higher than actual movements.

The Bear Creek Uranium Mill was designed in 1975 to process 909 tonnes per day (1000 STPD) of low-grade uranium ore from the Powder River Basin in Wyoming. The mill was expanded to 1818 tonnes per day (2000 STPD) in 1979. The Bear Creek Uranium Project is owned by the Bear Creek Uranium Company, a partnership of Rocky Mountain Energy Company and Mono Power Company. The original mill design contemplated processing ores from Bear Creek Uranium Company properties exclusively. The expanded capacity has been utilized for tolling ores from Kerr McGee Nuclear Corp. and other mining companies in the region. This paper describes the process of designing the original mill, the lessons learned from operation, and the design of the process modifications required for expansion. The project background, design philosophy, design basis, design criteria, actual flowsheet, special design considerations, and a comparison of assumed operating conditions and actual operating results will be presented. Bear Creek Uranium Company wishes to thank and acknowledge the help granted by the many operating companies who provided invaluable information, insight, and critique of the Bear Creek design through all the various stages and were instrumental in the successful completion and start-up of the mill. Without their contributions, the design philosophy used at Bear Creek would not have been possible and the results obtained would surely have been less satisfactory.

The area described in this paper lies along the inner margin of the Coastal' Plain in Twiggs County, near the exact center of the State of Georgia. Twiggs is one of four counties which produces approximately 75 per cent of the nationals output of kaolin used in the paper trade. In this vicinity the land surface is characterized by coastal plain hills with elevations ranging from about 250 feet, above mean sea level in the flood plain of: the Ocmulgee River to about 550 feet above mean sea level on the hill tops. Surface drainage in the area is southwestward to the Ocmulgee River, the tributaries of which have dissected the land surface exposing thick sections of the upper parts of the hills of Eocene (Ocala Limestone and Barnwell formation) limestone, sand, marl and clay, and in the lower parts of the hills Cretaceous (Tuscaloosa Formation) kaolin, kaolinitic clay, sandy clay, sand and, gravel. The contact between these two principal groups of geologic units is rather easil distinguished as the top of the kaolinitic beds. It is described in detail and mapped in published geologic reports for the area (LaMoreaux, 1946).

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. The shrinkage method of stoping with pillar support has been used at Agnes Gold Mine since mining commenced. Until recently, rock instability did not have any detrimental effect on safety or production. Presently sill pillars are failing not only on the current production levels, but also in shallower old worked-out areas. The incidence of failure raises the question as to whether the pillar dimensions are adequate at the current working depths and what their size should be at greater depths. The effect of pillar dimensions on the economics of the mining operation is of paramount importance because of the amount of ore that can be left unmined.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. On September 13, 1973 MAPCO Inc. leased from Pocahontas Land Corporation an 18,000 acre tract of coal lands in Eastern Kentucky's Martin County (See Figure 1.). In July, 1974 initial run of mine coal shipments commenced and in April, 1976 shipments of a 12,500 BTU, less than 1% sulphur, washed coal was being shipped. Results of exploration demonstrated that large quantities of overburden would have to be moved. MAPCO decided to invest in large surface mining equipment to tackle the job.

The Mesquite gold deposit is a recent discovery of Gold Fields Mining Corporation lying 65 kilo- meters northeast of El Centro in Imperial County, California (Figure 1). The deposit is located on the southwestern flank of the Chocolate Mountains and is a bulk-minable, low grade "disseminated" orebody. Although the host rocks of the deposit are part of a regional high-grade metamorphic terrane, abundant brittle fractures, brecciation, and open-space vein fillings indicate that Mesquite mineralization is epithermal. Faulting which postdates the hydrothermal activity has complicated the original geometry of the orebody. Alluvium effectively hides most surface expression of the mineralization, but open-pit mining is now revealing the details of Mesquite geology.
