Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

There are a couple of dozen junior platinum mining companies coming into existence in Southern African and most intend to mine, concentrate the PGM?s in a flotation product and sell the concentrate to one of the major producers in South Africa. The price they will receive for their product and hence the return they achieve for their investment will depend upon the large number of factors that influence the market for such a product. Unfortunately the number of buyers is severely limited as it is dominated by the two major local producers, Impala Platinum and Anglo Platinum. Furthermore the current smelting technology has limited capacity for UG2 concentrates and high nickel concentrates will quickly fill any available base metal refining capacity. Few if any overseas buyers can compete for the bulky flotation concentrate produced. This paper will explore those factors such as metal recoveries, metal prices, operating costs, capacity constraints, deleterious elements, transport issues, metal premiums and discounts that are in play, types of flotation concentrates, processing capital costs, PGM grades, etc and their impact up on what smelters and refiners might be prepared to pay for such PGM concentrates. Ultimately simple graphs and equations can be developed for probably payment terms for such concentrates. Those who negotiate well will move to the higher return section of the envelope and those who use the concentrator facilities to produce the most saleable combination of flotation concentrates will enhance their returns. A deep and firm understanding of the issues surrounding this market is necessary in order to negotiate the best possible price for the seller.

"The primary objective of any mining business unit is to make profit by extracting, processing, and selling minerals from a particular mineral deposit. It is important to optimize extraction of the mineral resource given time, capital, and space constraints. Mineral extraction is often associated with uncertainty due to variable technical and human factors. Technical factors such as grade distribution, ground conditions, and equipment reliability influence the performance of a mining production system (MPS). The performance of the MPS is also impacted by human factors such as employee skills, health, and attendance. Uncertainty associated with technical and human factors often leads to actual output differing from what was planned. Therefore an in-depth analysis of the significant causes of deviations from the planned outcomes is relevant.In this paper we investigate the empirical relationships between inputs and outputs in a MPS in order to assist management in directing efforts at key production drivers. Once a MPS has been empirically characterized, more effort and resources can be focused on the key decision-making variables (DMVs) in order to meet the planned outcomes.For a typical underground, tabular, narrow-reef conventional drill-andblast platinum mine the face advance, face length mined, number of teams, team efficiencies, and team size have a statistically significant relationship with the centares (m²) produced, which is a key performance indicator (KPI). The production function derived in this study can be used to align the physical, technical, and human factors together to predict the optimal output level. The most significant production lever of the MPS is the face advance. IntroductionA mining production system (MPS) is a result of an iterative process of design, planning, and optimization of mining input variables and decision-making variables (DMVs). The MPS exists within the mineral extraction link of the complete mining value chain. It represents the stage where mining companies have the opportunity, through production, to start generating returns on the investments undertaken. Mineral processing efficiency depends on various factors and among them includes head grade fluctuations feeding the processing plant. Head grades can fluctuate beyond an admissible range, implying in recovery decrease for the mineral of interest. Grades feeding the processing plant depend on the geological domain which is being mined and on the mining schedule. Therefore, it is necessary to keep grade variability controlled. Blending piles are an efficient alternative to reduce grade fluctuations. The main factors influencing blending efficiency are the pile size or its mass and the number of layers used to pile up. Large piles are more efficient to reduce variability, however, there are economical and operational limits associated with them. This study investigates a methodology to analyse the ideal pile size to reach an acceptable variability given the in situ grade fluctuations. Geostatistical simulations provide the means to assess grade variability using an optimized mining schedule. These block grades are used to simulate any given pile throughout the mine`s life. The methodology was illustrated using a case study to control coal ash content at a mine supplying ROM coal to a power plant. Keywords: homogenization, piles, geostatistical simulation.

The Kriel Colliery is an Anglo Coal mine which is contracted with Eskom to produce No. 4 seam for Kriel power station. The mine previously found it uneconomical to mine No. 5 seam due to the low qualities and tonnages of the seam, both at the opencast and underground sections. An area has been encountered for the first time at Kriel Colliery opencast pit 5, where the tonnage and qualities of No. 5 seam warrant further investigation. The primary reason for the investi¬gation of No. 5 seam by Kriel Colliery is because of the advantage of the high selling price (R450/t) that the market is currently prepared to pay for the No. 5 seam. The aim of this project is to mine No. 5 seam economically without interrupting No. 4 seam mining operations. The problem is that the equipments that are currently being used at the mine belong to Eskom and are dedicated to mining No. 4 seam only, not No. 5 seam. Through geology investigation, it is found that the whole No. 5 seam (No. 5 seam upper and lower) has an average thickness of 1.8 m. It also contains a parting of carbonaceous shale which divides the seam into two parts. No. 5 seam upper contains less tonnage compared to No. 5 seam lower. The calorific value and ash content of No. 5 seam lower is far better than No. 5 seam upper, but would still require washing the coal. This makes No. 5 seam lower the preferred seam to mine because it meets the requirements of the customer which is Highveld Steel. It is a coincidence that the area containing No. 5 seam under investigation encounters high overburden problems. The problem of drilling to No. 4 seam was going to be encountered because the thickness of the overburden ranges from 35 to 39 m. The Gardner Denver at the mine can drill blastholes only to a depth of 34.5 m, meaning the full overburden will not be drilled at once. This means the mining of No. 5 seam will do favours for Eskom because the overburden thickness will be minimized. This then led to an agreement between Anglo Coal and Eskom to mine No. 5 seam because both companies benefit from the project. In order to identify a suitable mining method for No. 5 seam lower, literature studies took place. It is found that San Juan mine from the USA has similar geological features to Kriel Colliery's No. 5 seam. Through comparisons, it is found that truck and shovel mining would suit the geology of Kriel Colliery's No. 5 seam since San Juan mine is using it. The sequence of mining No. 5 seam lower allows for a clearance of two cuts between the truck and shovel operation and the dragline. The mining sequence of No. 5 and 4 seam will be in the order of top soil removal; soft overburden pre-stripping; pre-strip drilling; pre-strip hard overburden; No. 5 seam lower coaling; interburden drilling and blasting; interburden stripping and No. 4 seam coaling. Financial evaluation of the project shows that a contractor will charge Kriel Colliery (Anglo Coal) approximately R 102.2 million to mine No. 5 seam successfully. The sales of No. 5 seam lower will provide a profit of R99.4 million at a yield of 70% from the washing plant. The project is beneficial to both Eskom and Anglo Coal because Eskom will have eliminated the problem of pre-stripping and Anglo Coal will generate additional profit. Through investigation and analyses of the project, it is proven to be viable and should take place. This is after looking at the advantages that the project has for Anglo Coal and Eskom. During the processing of iron ores, a large quantity of low-grade tailings containing abundant iron values in fine particle size range is produced. Due to the increasing demand in the high-grade ores for metallurgical operations and the stringent environmental conditions imposed on mining activity, it is essential to utilise the waste tailing pond slimes. Recovery of iron values from these tailing ponds not only enhances the life of the existing operating mines, but also enables achievement of a sustainable process. Iron ore tailing/slime (-150 μm) is produced after scrubbing and wet screening of a low-grade iron ore. Tailing beneficiation of iron ore has been addressed either by flotation or wet high intensity high gradient separation. The present paper aims to recover iron values from discarded slime containing assay ~56% Fe, ~6.5% SiO2, and ~7.0% Al2O3 from the Noamundi processing plant by using a high gradient magnetic separator (HGMS). In this process, tailings are effectively processed with a vertical pulsating high gradient magnetic separator to produce a relatively high-grade iron concentrate. The results of investigation indicate that this novel process is capable of producing an iron concentrate assaying ~ 60% Fe and ~3.25% alumina with a yield of ~55 % on weight basis and recover > 65 % iron bearing particles from the tailings. More importantly, the corresponding tailing contained ~45% Fe. It was concluded that this novel process may be effectively used to recover iron values from low-grade hematite tailings. Compressed air is widely used on South African gold mines. However, due to recent and proposed future electricity tariff increases it is quickly becoming too expensive to produce and use. Boxfront chute systems at ore passes were focused on during this study, and a number of alternative power sources were examined. After comparing primarily costs, and secondarily safety and practicality, of a number of systems based on water and hydraulic oil, a system making use of either air or water was determined to be the most cost effective. A payback time of 8 years was calculated, which will be significantly less taking into account the avoidance of failures due to electricity and water shortages, which would not affect this system due to its ability to swap between either air or water. It was recommended that this system be installed at all boxfront chutes as soon as possible so that the company can begin to benefit from the cost savings.

The interactions between apatite and hematite were studied through zeta potential and stability experiments, for this paper. The zeta potential measurements were conducted in both background electrolyte and mineral supernatants. The difference in electrokinetic properties of minerals in the presence and absence of supernatant was explained in terms of the dissolution of minerals and the subsequent readsorption of dissolved species at the mineral-water interface. The stability measurements in individual and mixed mineral systems were also performed to identify the extent of interaction between apatite and hematite upon their direct contact. The results from stability measurements in individual and mixed mineral systems indicate that there is an interaction between apatite and hematite. Electrowinning is the final step in the hydrometallurgical production of high purity copper, involving the passage of electric current through an electrolyte and consequent plating of solid copper to form cathode sheets. Key electrowinning performance indicators are the current efficiency, specific energy consumption, yield, and quality of the metal. The high energy demand and associated cost mean that determination of performance indicators is critical during operation, but ‘online’ measurement is impractical due to the nature of the measurements and corrosive environment brought about by acid mist. This research considered the development of a predictive electrowinning model as a shift towards a pre-emptive approach to attaining plant performance data. A steady-state model was created from input variables available in the industry, using a first-principles approach combining mass balances, electrochemical and thermodynamic equations, and property correlations. A circuit diagram equivalent of an electrowinning cell, containing multiple pairs of electrodes, was used as the backbone of the model. The kinetics of each electrochemical reaction were modelled including iron as a major impurity. Losses in current efficiency due to ineffective electrode contact, short circuits, and stray currents were also incorporated. The model was used to predict the current efficiencies for tests performed at varying conditions in a bench-scale electrowinning cell; the average absolute error between the measured and predicted current efficiencies was 3.2%. The model requires a unique parameter fitting approach for each industrial operation; if parameters are customised for specific plants, the model will be a useful tool to predict performance and can aid the development of effective process control systems in copper electrowinning tank houses. The bottom drainage roadway plays a crucial role in preventing coal and gas outbursts by using underground gas drainage methods. Therefore, it is essential to select the ideal position of the bottom drainage roadway. In this paper use a combination of geological data and numerical simulation to study the ideal position of the bottom drainage roadway, we taking the gas drainage of the first workface of No. 3 coal seam in the Yuxi coal mine in China as an example. The geological study showed a limestone marker layer at an average vertical distance of 14 m from the first mining face. Using this marker layer, the bottom drainage roadway could be excavated without the risk of accidentally exposing the coal seam, and less crosscutting borehole drilling from the bottom drainage roadway would be required. Based on the needs of gas control, the layout of the bottom drainage roadway was selected as an external stagger type. Combined with the numerical simulation results, when located 20 m outside of the mining workface ‘footprint’ on the horizontal projection, the bottom drainage roadway was a sufficient distance from the stress concentration area during mining of workface 1301, which facilitated roadway maintenance. Furthermore, the length of the crosscutting boreholes is also relatively short, which reduces the amount and cost of drilling. The results of this study are expected to provide a reference for the selection of an ideal position of the bottom drainage roadway in field engineering.

Water-cooled copper tap-hole blocks provide an effective means of extending the life of tap-hole refractories, as the lower temperature of the refractory material inhibits wear and other damage and promotes the formation of a protective frozen slag layer. This is particularly beneficial during prolonged tapping cycles. The copper block forms an integral part of the lining, and provides mechanical support to the refractory, facilitating rapid replacement of tapping channel bricks without disturbing the surrounding lining. Safety considerations are an important design factor, and the positioning of the water channels is optimized to prevent leaks although the copper is not in direct contact with the molten fluids during normal operation. Water-cooled copper blocks designed by Tenova Pyromet have successfully been utilized on metal, matte, and slag tap-holes for a number of processes, including nickel, platinum group metals, and mineral wool.

The kinetics of the reduction of chromite from the LG-6 layer of the Bushveld Complex in Fe-Cr-C alloys were studied in the temperature range 15OO°C to 1680°C under an inert argon atmosphere. The rotating cylinder technique was used, and the rotational speed of the chromite cylinder ranged from 0 to 1000 r/min. The melt consisted of 30 to 80 per cent chromium and 2 to 8 per cent carbon. The initial chromium-te-iron ratios of the melts varied between 0,42 and 4,95. The reduction of chromite spinel was analysed in terms of the decarburization of the metal. It was found that decarburization increased with an increase in the temperature, the carbon content of the bath, and the rotational speed of the cylinder up to 400 r/min, after which it remained almost constant. Decarburization also increased with an increase in the chromium content up to about 50 per cent chromium but, at higher chromium contents, it decreased. In the early stage of the reduction, up to about 30 minutes of reaction time, the liquid-state mass transfer of oxygen was found to be the most likely rate-determining step. The apparent activation energy was calculated to be 84,864 kJ per mole of oxygen. In the later stage, diffusion of iron and/or chromium in the solid state is the most likely rate-determining step. The apparent activation energy for the diffusion was calculated to be 471,18 kJ/mol.

Based on many years experience, the well proven Swiss Tunnel Seismic Prediction System TSP has been substantially augmented for online geological prognosis in underground construction. In its latest version, the Integrated Seismic Imaging System ISIS provides high resolution seismic images of the rock mass around a tunnel face via an array of standard anchor rods. These rods contain 3D-geophones at their tips and can be readily installed during excavation work. A further innovative component of the system is the newly developed high-power repetitive source for application in hard rock: a pneumatic hammer with laser triggering to be mounted on construction machinery. A user-friendly software package permits online data acquisition and processing, 3D-visualization, and a first geological interpretation. Tomographic images of compressional and shear wave velocity fields at fault zones in metamorphic rock of the Gotthard Base Tunnel in the Central Alps are presented. Das langjährig bewährte Schweizer Tunnelseismische Vorauserkundungssystem TSP wurde inzwischen wesentlich weiterentwickelt. In seiner neuen Version, dem Integrierten Seismischen Imaging System ISIS, ermöglicht es hochauflösende seismische Abbildungen des Gebirges im Vorfeld und Umfeld einer Tunnelauffahrung mit Hilfe einer Anordnung von Felsankern, die an ihren Spitzen 3-Komponenten-Geophone enthalten. Eine weitere Neuerung von ISIS ist die pneumatische Hochleistungs-Impulsquelle mit Laser-Triggering. Eine benutzerfreundliche, interaktive Software ermöglicht die online Datenerfassung und -auswertung, 3D-Visualisierung und eine erste geologische Interpretation. Tomografische Abbildungen von Kompressions- und Scherwellengeschwindigkeitsfeldern an Störungszonen in metamorphem Gestein des Gotthard-Basistunnels werden gezeigt. Basé sur de nombreuses années d’expérience, le système suisse, bien établit, de reconnaissance sismique à l’avancement des tunnels (système TSP), a été sensiblement amélioré pour obtenir une prévision géologique en temps réel durant l’avancement de travaux souterrains. Sa dernière version, le Système Intégré d’Imagerie Sismique (ISIS), fournit des images sismiques haute-résolution du massif rocheux à l’avant d’un tunnel grâce à un réseau de tiges d’ancrage standard. Ces tiges, équipées à leur extrémité de géophones 3 composantes, s’installent très aisément durant les travaux d’excavation habituels. Le élément d’innovation récente concern le nouvelle source très répétitive et de forte puissance pour les applications aux roches dures: un marteau pneumatique déclenché par un système à laser. Un ensemble de programmes informatiques convivial permet l’acquisition et le traitement en temps réel des signaux et produit une vue 3D ainsi qu’une première interprétation géologique. Nous présenterons des images de réflexion d’ondes de compression et de cisaillement ainsi que des inversions tomographiques de zones de faille dans des terrains métamorphiques obtenues à l’occasion du creusement du tunnel de base du Gothard, dans les alpes centrales.

The piloting and eventual large-scale operation of fixed-bed carbon columns for the recovery of gold from plant effluents is described. A fixed-bed carbon pilot plant comprising three adsorption columns was used for the recovery of gold from clarified plant effluent at the Vaal Reefs Exploration and Mining Company (West Division). The effluent ,which contained 0,1 toO,S g/t of gold and less than 10 g/t of free cyanide, was adjusted to pH 8 prior to use. Daily acid treatment of the carbon circuit with 3 per cent hydrochloric acid was shown to have a most significant effect on increasing the gold adsorption. The acid treatment involved a plant downtime of only I to 2 minutes per day. High loadings of gold (up to 30 k g/t) and copper (up to 75 k g/t) were obtained on the leading column, while the gold recoveries averaged 98 per cent over 17 weeks of continuous operation. The subsequent elution of loaded carbon in a pilot elution column indicated the use of abnormally high amounts of the pretreatment reagent (caustic soda and cyanide) used in gold elution. This was attributed to the high loading of copper on the carbon. However, the elution of both the gold and the copper at 110°C with demineralized water as the eluant was satisfactory. In a similar large-scale operation, three fixed-bed carbon columns each containing 4,5 t of carbon were used to treat 80 to 120 t/h of plant effluent with a gold concentration of about 0,15 g/t. Gold loadings of 5 to 6 k g/t were obtained regularly, while the gold recovery averaged 97 per cent over a 12-month period. The capital cost of the plant was recovered in 2 to 3 months. The evidence presented strongly suggests that copper plays a significant role in the adsorption and elution of gold under the prescribed conditions, and in the subsequent precipitation of gold following acidification of the eluates. The formation of a highly insoluble gold-copper complex produced under acid conditions appears to explain many of the observations made in the investigation.

"The purpose of this study was to establish the impact of discount rates on cut-off grades for narrow tabular gold deposits as characterized by the goldfields of the Witwatersrand Basin in South Africa. There are various methods available for determining the cut-off grade, from simple breakeven calculations to sophisticated software packages that consider a variety of inputs to optimize the cut-off grade. For this study a simple financial model was created in Microsoft Excel® that links the ore flow, block listing, and the cash flow. This allows the cut-off grade to be optimized considering how the cost of capital and chosen discount rate affect the cash flow.The discounted cash flow (DCF) and resultant net present value (NPV) are a widely used valuation method for production properties according to the South African Code for the Reporting of Mineral Asset Valuation (SAMVAL Code). The financial model in this study utilizes the Solver function, as well as simple Microsoft Excel spreadsheet formulae to optimize the NPV. Solver was chosen as it is a standard feature in Excel and thus no additional software costs are incurred beyond the basic Microsoft Office suite. For the purpose of this study, just narrow tabular gold deposits of the Witwatersrand Basin were considered. An example of a typical ore block listing, as well as the costing figures, was obtained from an operating gold mine. The results obtained from the study financial model were compared to the current cut-off grades obtained from the mine using their proprietary optimizer program, and were found to be comparable. The methodology utilized for this study thus appears valid.The cut-off grade was optimized considering the cash flow, which includes the variable mineral resource royalty tax, the variable gold income tax, as well as the discount rate. By comparing the resultant NPVs using discount rates of zero, 9%, and 12%, the impact of the discount rate on cut-off grades, resultant life of mine, and average mining grades (AMG) could be compared for the example ore block listing. The South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) does not require operations to state if a discount rate was considered in determining mineable reserves. Mining companies approach the question of applying discount rates in determining their cut-off grades, and thus mine planning strategy, in different ways. Due to the negative impact that optimizing purely on NPV has on the life of mine, some choose to optimize only on profit. Other companies have reverted to utilizing pay limits as their primary grade planning strategy. The calculated cut-off grade is then considered to be another planning indicator rather than a hard determination of mineable reserves."

Spontaneous combustion (SC) is a cold oxidation reaction that generates heat, causing a temperature rise of the reactant and leading, with limited heat dissipation, to self-ignition of the reactant, which occurs without an external heat source. Although not limited to coal, the most significant hazard of SC are the fires that occur in coal mining operations around the world. These fires pose a serious risk to the safety of workers in the mines as well as adverse effects on the environment, and can affect the quality of life for current and future generations. We investigated the occurrence of SC in raw coal storage bunkers with the purpose of compiling a decision analyser for engineers designing or working with coal storage bunkers. Specific experts were interviewed from different backgrounds and companies, followed by field research at a coal mine. The important factors affecting the possibility of SC occurring were the type of coal supplied to the bunker, the mining practice, and physical conditions around the bunker. The information presented here will assist in reducing the SC risk in raw coal storage bunkers. These findings, together with the systematic decision analyser developed, will assist design engineers and mine personnel to take early preventative steps in managing SC. The decision analyser was tested for many different scenarios and gave good guidance on how to minimize and prevent SC in bunkers

The larger bandwidth allows to transport all types of information on a single network. Typical communication requirements are speech (audio), computer data, LAN info, control information, video, etc. OTN or ‘Open Transport Network’ is a transmission system based on the latest available technology in fibre optics. It is characterized by the dual ring approach, resulting in high network availability, and the integration of different types of services in one network. As such, it can fulfil almost all transmission requirements for voice, data, LAN, video and any special service required.

Due to the modernisation of mines, traditional training methods may be supplemented to support the upskilling of supervisors in mines. A project was initiated by the SAMERDI SATCAP programme to demonstrate the “art of possibility” through a modern training methodology. Two exemplar digital supervisory leadership development modules for underground gold and platinum-group metal conventional and modernising mines, were developed for potential uptake by the mining industry. These exemplar modules were exhibited on a digital platform, towards leading and driving mining modernisation. The research adopted a mixed method approach that included a literature review, a review of an existing supervisory leadership development programme, data gathering, a pilot study, and stakeholder validation workshops. The research supported the development of exemplar digitised modules. The two digitised modules were showcased to the industry for potential adoption. Training slides, a facilitator guide, and a training video were developed for ease of use by industry. The training modules are generic and not specific to a particular mine. They may be used by multi-commodity mines, including gold and platinum-group metals, as ‘stand-alone’ modules. They are customisable, through consultation with relevant service providers for specific working environments. The findings indicated that both the traditional classroom training and the new digitised online learning solution offer advantages for supervisory leadership development. Digital learning is not a new concept for supervisors at mines and modern training methods are well-supported by supervisors in the industry. A ‘modernised’ training solution may consider a ‘blended’ learning approach that combines traditional training with digital methods.
