The primary focus of management today is safety, or preventing negative, generally irreversible, events of acute duration. The outcomes of safety-related events are usually visible and can evoke strong emotions if the results are severe. Experts now see that occupational illness and disease also result in significant emotional and financial toll to workers, their families and communities, and to their employers. Effective health and safety management must include acknowledging the importance of occupational health hazards and the proportionate application of resources to address those issues. Improvement in workplace conditions and decrease or elimination of illness and disability are due to actions within the workplace and result from the implementation of risk prevention and control measures. However, success may only be visible months or years later and may require interventions that have to be maintained over prolonged periods. This demands continuous, co-ordinated effort to ensure sustainability of diverse occupational health programmes and the relevant management systems. Too often occupational health is not seen as being part of the general management of business, but rather the function of a medical practitioner somewhere off site in a clinic. Integration of occupational health management systems with other management systems within an organization is essential for its success.

In August 1965, the late Mr Alan Smith, then Mill Superintendent at Gold Mines of Kalgoorlie (GMK), Australia, asked me to investigate the planting of vegetation on the GMK slimes dams in order to ease the dust problem in urban and industrial areas-a problem that is caused largely by dust from these barren slimes dams. My early sources of information were the comprehensive papers in various issues of the Journal of The South African Institute of Mining and Metallurgy. However, the climate of Johannesburg differs from that of Kalgoorlie. The average Johannesburg rainfall, which falls mostly in summer, is 730 mm, and the average maximum summer temperature is 26°C (top 34°C). The winters are cool, the average maximum being 18°C (low -7°C). Kalgoorlie, on the other hand, receives, on average, 257 mm of sporadic rainfall, has hot dry summers with an average maximum of 35°C (top 45°C), and cool winters with an average maximum of 18°C (low -2°C). My obvious choice was to look at established trees growing on the GMK lease. A number of Athel pines were growing vigorously adjacent to the Oroya mining and geology offices and also on a nearby sand dump. The Athel pine (Tamarix aphylla), which is native to North Africa, Asia, and India, was originally introduced into Australia in 1936 by Mr Essington Lewis, then manager of BHP. His cuttings were planted in Whyalla, where some difficulty had been experienced in finding trees and shrubs that would flourish despite the district's low rainfall. In August 1965, cuttings of approximately 20 cm length and 1 cm diameter were taken from the GMK trees, stripped of leaves, and placed in jars of water in the sun. When the cuttings had sprouted both leaves and roots, they were planted in local soil in tins (about 20 cm high and 10 cm in diameter), and watered daily. In October 1965, when the new shoots were about 8 cm long, the trees were transplanted onto a lower flat section¬approximately 30 m wide, 30 m long, and 2 m high-of the Trafalgar slimes dam. No additional soil or fertilizer was used, and the trees were planted in their tins, the bases of which had been removed (the tin would eventually rust away). A few common varieties of non-prickly cactus and two native salt bush (spp Atriplex) were also planted, but did not survive, probably because of the acidity of the slime. During the summer of 1965/1966, Kalgoorlie's rainfall was 88 per cent above the average, and this probably helped the trees to survive. The moisture content was usually about 2,5 per cent from about 10 cm below the surface, and the pH value of the slime (d80 approximately 75 µm) was about 6. The trees were watered twice a week for the first four months and then left untended. By 1974 they had grown to only about 0,7 m, which indicated that their growth in slime was very slow. Other Athel pines were planted on the wall of the dam, but did not survive beyond 1974, probably because of the steep (about 500) slope and the hardness of the walls, which were initially formed by hand-shovelling of the slime as the height of the dam was raised. Five of the six Athel pines planted in 1965, which probably reached maturity (approximately 5 m in height) in 1981-16 years after being planted-have survived. In the early 1980s, waste rock had to be dumped on the dam, but the management of KMA (now KCGM) took care to ensure that the trees were not buried. Trials are being conducted on other tailings dams so that the performance of cuttings taken from the trees on Trafalgar dam can be compared with that of cuttings taken at various sites in Western Australia. It might also be worth while for an attempt to be made to strike cuttings from Trafalgar dam in pots containing different mixtures of soil and slime.

Determination of the optimum production schedules over the life of a mine is a critical mechanism in open pit mine planning procedures. Long-term production scheduling is used to maximize the net present value of the project under technical, financial, and environmental constraints. Mathematical programming models are well suited for optimizing long-term production schedules of open pit mines. There are two approaches to solving long-term production problems: deterministic- and uncertainty- based approaches. Deterministic-based models are unable to deal with grade and geological uncertainties, which are two important sources of risk in mining industries. This may lead to discrepancies between actual production obtained by these algorithms and planning expectations. In this paper, a new binary integer programming model was developed for long-term production scheduling that incorporates geological uncertainty within the orebody. Then, traditional and uncertainty-based models are applied to an iron ore deposit. Results showed that the uncertainty-based approach yields more practical schedules than traditional approaches in terms of production targets.

The problem of a realistic investment analysis for a new mining venture that sells its products on the international metal markets IS studied against the background factors, firstly, of different inflation rates between the countries hosting the mines and those. hosting the metal markets; and, secondly, of the changing pattern of currency exchange rates between such countries. The purchasing-power parity theory is used to establish a pattern of relationship between these two factors, and to develop a more logical approach to the long-term forecasting of metal prices in the currency of the country in which the mine is situated.

The susceptibility of a low-alloy steel that has been hardened and tempered-826 M40 (EN26)-to embrittlement by strain aging during service was simulated by artificial aging of specimens at 100°C. It was found that the brittle transition temperature of both monotonic and cyclically strained material was increased by only about 25°C as a result of strain aging. It is concluded that the susceptibility of low-alloy steels in the hardened, tempered condition is less than that of low-carbon steel, and that such steels qualify for exemption of the periodic 'annealing' required by the Mines and Works Act.

This study investigates the effect of ammonium thiosulfate on the leaching of gold from the contacts of unpopulated cut electronic printed circuit boards (PCBs). Studies in the literature show ammonium thiosulfate to be a viable option in comparison to the commonly used but hazardous cyanide leaching route. However, the simultaneous dissolution of Cu interferes with the Au leaching reaction, often limiting the extraction to moderate levels. To optimize the system, an ammoniumthiosulfate system containing 0.5M ammonia, 0.5M ammonium thiosulfate, and Cu(II) sulfate at varying concentrations was studied as an alternative hydrometallurgical option for the recovery of gold from PCB. Tests were done with unpopulated standardized model PCBs (cut to 15 x 30mm pieces). Gold extraction of 47.3% was achieved after a 24-hour leaching experiment with a 0.02M copper background concentration. Further experiments focused using different initial background Cu concentrations (0M – 0.1M) to determine its effect on both gold and copper extractions. An initial Cu concentration of 0.045M resulted in the highest gold extraction, with 93.7% extraction after 6 hours of leaching. Further analysis of the data shows that the kinetic rate of gold leaching is correlated in a first-order dependence with the actual copper concentration in the solution, which increases with the concomitant dissolution of copper and gold from the PCBs. A lower threshold of 0.017M and an upper threshold of 0.15M copper in solution were determined, in between which gold extraction shows this first-order rate increase. The upper threshold is potentially linked to the onset of copper precipitation, which blinds the metal surfaces, slowing further leaching. The findings of this study suggest that in an industrial recovery operation of gold from waste PCB using the thiosulfate method, copper concentrations need to be carefully monitored, and the process should preferably operate with uncut or coarsely cut untreated boards to minimize exposure to copper circuits.

"Mineral texture is a critical factor which controls ore variability and is an important attribute in geometallurgy. In relation to downstream processes, it affects the fracture pattern during breakage, where rock strength is inherently a function of mineral texture. Because of the subjective nature of mineral texture, it has not been easy to quantify, especially in the context of a measurement suitable for use in geometallurgical programmes. The aim of this paper is to present the first steps in developing a 3D mineral texture quantification method for drill core and to assess its sensitivity to differences in rock strength using a case study. The methodology includes classifying the textural information using the 3D grey level co-occurrence matrices (GLCM) and X-ray computed tomography (XCT) coupled method. Rock strength tests were performed using the split Hopkinson pressure bar (SHPB). The case study investigates a heterogeneous polymetallic sulphide deposit and a homogeneous shale subdivided into three ’mineral textural types’. The variability is largely captured by the GLCM matrices, and preliminary trends can be observed where the shale is finer grained and has a higher yield strength in comparison with the coarser grained polymetallic sulphide ore. IntroductionModern mining requires the exploitation of lower grade and more complex, heterogeneous orebodies to address the growing industry demands. Historically, processing plants were designed and built based on average ore characteristics and therefore are relatively inflexible when facing the full spectrum of ore variability in heterogeneous orebodies (Lamberg, 2011; Lotter, 2011; Schouwstra et al., 2013). The practice of geometallurgy represents an opportunity to manage ore variability in the mining industry (Powell 2013; Baum, 2014; Yildirim et al., 2014; Nguyen, 2013). It focuses on quantifying the relationships between ore characteristics and their downstream mining and processing responses, often starting with small-scale laboratory testing. The purpose of geometallurgy is linked to maximizing the net present value (NPV) of an orebody by minimizing technical and operational risk – where ‘ore variability’ is considered one of the most significant technical risks."

A recent experimental pillar extraction project at a UG2 bord-and-pillar mine presented a unique opportunity to compile a new pillar database. Currently, the South African hard rock bordand- pillar mines are designed using the Hedley and Grant formula with a modified K-value. This empirically derived formula was developed for uranium mines in the Elliot Lake district of Canada. The use of this formula for the design of pillars in South Africa is questionable. Very few pillar failures have nevertheless been observed and its current calibrations for the various reef types are possibly too conservative. A new UG2 pillar database of 66 pillars, of which seven are classified as failed, was compiled by the authors. This enabled a revised ‘first-order’ calibration of the K-value for the Hedley and Grant formula. The new estimated value for the UG2 is K = 75 MPa. This gives a pillar strength that is more conservative than the PlatMine formula. This work should nevertheless be considered as only a preliminary calibration as the database was small. Further work is also required to determine whether the exponents in the formula for the width and height parameters are appropriate for UG2 pillars.

In April 2013 a 48 MVA submerged arc furnace producing silicomanganese was excavated in South Africa. Since the high shell temperatures recorded in the tap-hole area resulted in the furnace being switched out for relining, the tap-hole area was excavated systematically. A refractory wear profile of the tap-hole area with affected hearth and sidewall refractory was obtained in elevation. The carbon ramming paste in front of, above, andbelow the tap-hole was worn, as was the SiC with which the tap-hole was built. A clay mushroom formed but was detached from the refractories. Thermodynamic and mass-transfer calculations were conducted to quantify the potential for wear by chemical reaction between refractory and slag and refractory and metal in the tap-hole area. It was found that chemical reaction between refractory and slag or metal could offer only a partial explanation for the wear observed; erosion is expected to contribute significantly to wear.

"Although South Africa possesses more than 80% of the world’s platinum reserves, its reputation for reliability in supplying platinum to global markets is under threat. This is due to the 49% decrease in output per worker (1999–2014), while the domestic costs have risen by more than 10% annually for the past 5 years. In addition, the continued decline in the commodity price by 38.3% (2012–2016) has resulted in a significant portion of the sector producing at a loss in 2015. The Chamber of Mines (now the Minerals Councilof South Africa) has suggested that solutions to improve productivity and reduce cost pressures are required. This research aims to provide operational excellence through the application of event chain project management (ECPM) to improve productivity and reduce operational costs. A case study was used to carry out research in platinum mines, with data collected using a motion-time study to measure the current efficiency of operations in each mining stope through actual activity durations. The results indicate that through the application of the event chain project management methodology, risks affecting the mining stope schedule can be managed, the efficiency of operations was improved by reducing the time spent on each activity, productivity was increased by shortening the project duration, and operational costs were reduced in the process. IntroductionSouth Africa’s total mining industry production was 4.9% lower in 2016 than in 2015; it decreased by 1.9% year-on-year in December 2016, with the main contributor to this negative trend being the platinum group metals (PGMs) with a drop of 15.1% and contributing -3.8% percentage points (Statistics South Africa, 2016). Although South Africa possesses more than 80% of the world’s platinum reserves, the 8% drop in production output since 2008 has put the platinum mining industry under the threat of being seen as an unreliable supplier to global markets. This decline in production is caused by the 49% decrease in output per worker between 1999 and 2014. In addition, the continued decline in the commodity price by 38.3% from 2012 to 2016 and an increase in operational costs during the same period resulted in a significant portion of the sector producing at a loss in 2015. A turnaround strategy is required to overcome these challenges. The Chamber of Mines has suggested, among others, the need for solutions to improve productivity and reduce cost pressures. The implementation of these solutions will ensure that the PGM industry thrives and reaches its potential of growing production to more than 322 t by 2020 (Baxter, 2016)."

Cappadocia is not only a region of Turkey with historical and touristic importance. During the cutting and processing of volcanic tuff, quarries in this region release large amounts of tuff into the environment that is viewed as waste. The release of this waste constitutes an economic loss and contributes to environmental pollution. However, through experimentation with deformation, weight per unit of volume, water absorption, uniaxial compression strength, modulus of elasticity, and point load strength index, volcanic tuff and marble dust composite materials can be produced for use in the building sector. In this study it was observed that, as the percentage of volcanic tuff dust in the mixture increased, the water absorption rate of the material increased, and uniaxial compression strength and point load strength decreased. The produced composite samples used in this study were kept for a predetermined number of times per day, and no deformation in the surface characteristics of the materials was observed. In a statistical parameter analysis, averages, variances, standard deviations, coefficients of variation, and skewness coefficients were calculated. Covariance changes between experimental parameters were also determined. In this study, two types of volcanic tuff dust, that is, yellow and red, were produced during the production of tuff-marble dust composite material. When the percentage of either type of volcanic tuff dust was increased, an increase in water absorption was observed. It was also observed that when the percentage of volcanic tuff dust was increased, uniaxial compressive strength and point load strength decreased. Furthermore, the physical and mechanical properties of the materials obtained by mixing different colored tuff powders and marble powders in different proportions were evaluated using statistical parameter analysis.

The residues from mining and processing ores can often be considered as secondary raw materials. However, the material is only available in the form of fine particles (< 3 mm). In order to recycle these wastes, it is necessary to agglomerate it for transportation prior to reprocessing. The resulting agglomerates need to mechanically resist the stress of transportation and loading into the furnace. X-ray computed tomography (CT) is an established method for characterisation of internal structures in material science. This non-destructive technique can provide information on size and distribution of particles and grains. However, the information is not limited to the size, but also can yield structural features like orientation and position of cracks and fractures, which are important features indicating potential for deteriorating the agglomerates. Furthermore, deduced features such as contact conditions of inclusions or boundary surfaces can also be calculated. We studied binder-free tablets of manganese-oxyhydroxide, bentonite, kaolinite and slag powder using micro-CT. Inclusions of highly absorbing particles were identified using a watershed transformation with automatic segmentation by Otsu thresholding. Subsequently, the resulting data was analysed regarding their volume percentage, distribution in size and location within the sample. For the slag agglomerates, the volume fraction of iron could be determined. Furthermore, visible cracks were investigated with the goal to determine the long-term durability. It was shown that the data provided by micro-CT is reliable and helpful for the characterisation of industrial waste agglomerates. The real cost of any mining incident has, empirically, proven to be estimation-driven, rather than factdriven. One of the main reasons for this lies with the complexity of the cost composition of any given mining incident. Incident costs comprise both direct and indirect cost factors, and in many cases the costs associated with these factors are incurred during different time periods following the incident. In this paper we aim to identify the various cost factors arising from mining incidents, provide a thorough understanding of all the potential cost factors identified, and draw general conclusions on the knowledge obtained. Furthermore, recommendations are made on how mining companies could use the results, in order to assist them in calculating the costs of mining incidents. The paper also provides suggestions for further research, with the emphasis on the most significant immeasurable cost factors, namely the costs of implementing job accommodations following an incident, the harm to company reputation, and the decreased productivity due to low worker morale/psychological factors following an incident. If mining companies are aware of and understand which factors could contribute to the cost of any given incident, future planning and incident cost estimations could be easier. It should, however, be noted that although this study provides a comprehensive list of cost factors (and detailed explanations), other unknown cost factors relating to mine incidents could prevail in extreme cases.

"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."

Improving student success rates without compromising the quality of graduates is one of the biggest challenges expanding university programmes are facing in South Africa. By establishing a new Mine Design Laboratory (MDL) for higher learning in Mining Engineering, the School of Mining Engineering at the University of the Witwatersrand (Wits Mining) has achieved one of the important goals in its five-year strategic plan, i.e. to improve throughput in all years of study. Although the establishment of the laboratory has been a costly exercise, results so far have shown an improved success rate in most subjects taught in the facility. This paper outlines the design and equipment of the laboratory, the facilities incorporated, a comparison with the old laboratory, and the performance of students?all of which indicate how important it is to have proper facilities to improve the teaching of, and learning by, large classes. Through this initiative, Wits Mining has taken an important step that will contribute to addressing the skills shortages in the mining industry.

Richter magnitudes for seismic events were calibrated for use as a Local magnitude scale in the West Rand (WR), Far West Rand (FWR), and Klerksdorp–Orkney–Stilfontein–Hartebeesfontein (KOSH) gold mining areas. Richter magnitudes are currently calculated from seismograms recorded by local surface cluster networks using tabulated calibration values for Southern California, published in 1958. The Richter (1958) model is incorrect for distances of less than 30 km and should be applied only to crustal earthquakes in regions with similar attenuation properties to those of Southern California. When compared to the South African National Seismograph Network (SANSN), the cluster networks, on average, overestimate seismic event magnitudes by approximately 0.1 of a magnitude unit. A calibrated Local magnitude scale was derived by means of a multiple regression analysis between the Local magnitudes reported by the SANSN and the largest zero-to-peak trace amplitudes measured on the cluster network horizontal seismograms, after modelling the attenuation of the seismic waves as these progress from the epicentre to the station position. Magnitudes reported by individual stations for the same event show a significant scatter around the average magnitude owing to the near-surface amplifications of the seismic waves at the recordings sites. Average magnitude should be estimated using as many magnitudes of individual stations as possible to ensure an accurate estimate. Larger event magnitudes should be compared with those recorded by the SANSN.

The South African mining industry continues to be a major source of employment at a time when at least 25 per cent of the working age population is unemployed. At the same time the industry faces a skills shortage in many of the disciplines necessary for its future health. The University of the Witwatersrand, University of Pretoria, University of Johannesburg, and University of South Africa have historically produced mining graduates for the South African industry, with any shortfall being met by the recruitment of overseas graduates. More recently the global shortage of engineers and other mining industry professionals has seen a reversal of this trend and a very significant emigration of well-educated and highly skilled personnel. The traditional career path for mining graduates is in production and mine management. However, there is the parallel and possibly more pressing need for specialized skills in such fields as ventilation, rock engineering, mine planning, mineral resource evaluation, and mineral asset valuation. It is in these essential areas that chronic shortages continue to hamper the development of the industry and may well frustrate its ambitions to be safe, healthy, and profitable into the future. The permeability of skills across sectorial boundaries within the mining industry requires that skills shortages in the platinum sector are not looked at in isolation, but within the context of the entire industry. This paper reviews the efforts being made by the universities at both undergraduate and postgraduate levels to meet the needs of the South African mining industry, in terms of the required numbers and the range of specialized skills.

An often-overlooked parameter of flotation processing is the impact of surface chemistry. Flotation processing, being a heterogenous process is largely reliant upon the chemistry occurring at the interfaces between solid-liquid phases. Development of analytical techniques such as Auger electron spectroscopy, X-Ray photoelectron spectroscopy (XPS) and low energy electron diffractions (LEEDS) has allowed for a dynamic view characterizing surface composition and structures. The advent of ‘static’ systems, capable of measuring ultra-thin layers on surfaces at low concentrations, was the next step in surface analytical developments. In general, it is the low concentrations and fragmentation patterns which limit the analysis of certain chemical species at plant concentration ranges. At present, analysis of inorganic and organic surface modifiers by time of flight mass spectrometers with a variety of ionization techniques has become a common analytical method to measure chemical species on the outermost surface of mineral particles. By studying the relationship between surface analysis results with metallurgical outcomes, the implications of the presence of surface species can be determined. The presence of flotation activators or depressants can be established using Laser Ionization Mass Spectrometry (LIMS) and Resonant Ionization Mass Spectrometry (RIMS) which are highly versatile surface sensitive analytical techniques. A case study applied to sphalerite flotation in the Neves Corvo Cu-Pb-Zn concentrator and the implication inorganic surface modifiers have is presented. By determining the relative concentrations of Cu, Pb, oxidation products, Ca and other surface species in floated and rejected mineral particles, rationale for improving recovery and selectivity is elucidated. I appreciate the honour that has been bestowed upon me by my election as President of this Institute. We are starting what I believe will be a challenging year. The first challenge facing the Institute is financial. From the accounts for you will note that the Institute operated at a loss for the first time since 1987. average membership subscription was increased by only 10 per cent, reflecting desire to keep costs down in the minerals industry. Most mine safety initiatives in South Africa are doomed to limited success because of one simple fact: they are a-historical and un-cultural and do not deal with the serious ?legacy issues? that still negatively impact on safety, production, and relationships. We in the SA mining industry continually use imported, foreign safety concepts and systems that will not work fully in a South African context. ?The 4th Wave: Culture-Based Behavioural Safety?, as developed by Lance Bloch, an international award-winning clinical psychologist with 12 years? experience in the mining industry - focused mostly on Platinum - is making waves. He has been very successful in creating people-centred, empowered, high-performance safety cultures wherever he has worked. Not only does the 4th Wave transform the corporate culture of a mine, improving safety and production and building an environment of Ubuntu, but it also uses people?s cultures as a means of winning hearts and minds in the battle for safe production. Powerful relationships are built through engagement at all levels, leading to all being focused on the best needs of the company and its constituents as a whole. The programmes are no less than nation-building - something most necessary in the industry, with the pressures from community, unions, the DMR, and politicians. This presentation will describe and discuss the 4th Wave as an advance on previous safety technology and programmes, as particularly relevant to platinum mining in South Africa today.
