"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

"The effect of particle size on the flotation kinetics of a low-rank coal was compared using air bubbles and oily bubbles. Five kinetic models were applied to the data from the tests to derive the relationships between the flotation rate constant, the ultimate recovery, and the particle size fraction. The results show that oily bubble flotation (OBF) resulted in a lower ash content and higher combustible recovery than air bubble flotation (ABF), especially for the -125 ??m size fraction. It was found that the flotation of a low-rank coal in individual size fractions using air bubbles and oily bubbles can be best described by a first-order model with rectangular distribution of tendency to float and the classical first-order model respectively. OBF yielded higher ultimate combustible and ultimate ash recoveries. The flotation rate constants for OBF were higher in all the models except for the fully mixed reactor model. The ultimate recovery values and modified rate constants first increased and then decreased as the size fraction decreased. The trend of the flotation rate constants as a function of the size fraction was similar in all the models except for the fully mixed reactor model. IntroductionFroth flotation is a physical-chemical separation method that is widely used in coal beneficiation for the separation of fine coal particles from associated minerals in water slurries. Since the cumulative recovery of a component in the concentrate is proportional to flotation time, the flotation process can be considered as a time-rate recovery process (Emad, Mohammad, and Bahram, 2010). Therefore, the general mathematical flotation models that incorporate both a recovery and a rate function can describe flotation time recovery profiles.The kinetics of coal flotation, as a measure of coal recovery as a function of time, have been studied in detail by many researchers. Different kinetic models have been proposed and published in the literature. The order and the rate constant are strongly dependent on the flotation conditions, such as the particle size and size distribution, the bubble concentration, the reagent concentrations, and the operating parameters (Zhang et al., 2013). The particle size has been reported to affect the flotation kinetics to a great extent (Yoon, Luttrell, and Asmatulu, 2002; Ntengwe and Witika, 2011). Numerous researchers have studied the aspects of flotation kinetics while paying special attention to particle size (Meftuni and Ibrahim, 1997; Rubinstein and Samygin, 1998; Graeme, 2012). However, the effect of particle size on the flotation kinetics of a low-rank coal has been relatively little discussed."

Residual collectors and their byproducts (e.g., CS2) in flotation effluents can cause water contamination and even result in serious health hazards to humans and animals, Therefore, residual flotation reagents should be removed properly before discharge or recirculation into flotation circuits. In this work, four thiol collectors (potassium ethyl xanthate (EX), sodium diethyl dithiocarbamate (SN- 9), O-isopropyl-N-ethyl thionocarbamate (Z-200), dianilino dithiophoshoric acid (DDA)) were chosen as model pollutants. The collector removal, mineralisation and byproduct formation were compared by sole O3 and O3/UV185+254nm. The degradation rate constants of thiol collectors by O3/UV185+254nm were 2~6 times higher than those by sole O3. The mineralisation of collectors was also remarkably enhanced by O3/UV185+254nm. The degradation efficiency by O3/UV185+254nm had the order: EX>SN-9>>Z- 200>DDA. The Z-200 and DDA were refractory flotation reagents. The degradation of thiol collectors caused the reduction of solution pH and the increase of ORP and conductivity. However, the O3/UV185+254nm achieved more evident changes of these parameters than sole O3. During the degradation of thiol collectors, less than 4% of total sulfur in collectors was emitted into air as CS2 and H2S. Compared to sole O3, the O3/UV185+254nm had additionally included UV185+254nm photolysis and O3/UV254nm, resulting in higher efficiency in removing collectors. The O3/UV185+254nm was an effective process in treating mineral flotation wastewaters containing organic reagents. "SynopsisA number of important areas in nuclear fuel cycle, at both the front end and back end, offer ideal opportunities for the application of non-destructive evaluation techniques. These techniques do not only provide opportunities for non-invasive testing of e.g. irradiated materials, but also play an important role in the development of new materials in the nuclear sector. The advantage of penetrating radiation used as probe in the investigation and testing of nuclear materials makes X-ray and neutron radiography (2D) and tomography (3D) suitable for various applications in the total nuclear fuel cycle. The unique and different interaction modes of the two radiation probes with materials provide several opportunities. Their complementary nature and non-destructive character makes them most suitable for nuclear material analyses, analytical method development, and the evaluation of the performance of existing nuclear material compositions. This article gives an overview of the X-ray and neutron radiography/tomography applications in the field of nuclear material testing, and highlights a few of the success stories. Several selected areas of application in the nuclear fuel cycle are discussed to illustrate the complementary nature of these techniques as applied to nuclear materials.IntroductionDuring the development of new materials for the nuclear industry, materials testing and characterization are of the outmost importance to maintain safety standards and reliability. No compromise on safety in the workplace in any area within the total nuclear fuel cycle can be tolerated, and therefore most in-situ material characterization and testing is conducted by certified and qualified personnel schooled in destructive and non-destructive testing (DT and NDT) methods. Certification and qualification in NDT can be obtained through many training centres in South Africa in accordance with European, American, and other international standards (SGS, n.d.; SAIW, n.d.; African NTD Centre, n.d.)."

This paper presents a novel holistic healthy human framework for C-suite executives and senior leaders in the minerals industry. The value-add of the framework centres around the integration of inner holistic health and interpersonal holistic health to support and enhance environment, social, and governance transformation, with a focus on the social enterprise. The framework unpacks key components of holistic health and their interlinkages to environment, social, governance, and stakeholder engagement. Insights were gleaned from interviews with 10 C-suite executives, each with over twenty years of experience in mining or business leadership. By applying the holistic healthy human framework, industry leaders can strengthen the social licence to operate and positively transform the industry's public image. Broader application to other sectors is underway.

More than twenty years ago Sasol, ISCOR, and some parastatals played a major role in ensuring that South Africa had sufficient technical skills. When the economy became tight and business and government were pressurized to decrease costs, the first budgets that were reduced were the training budgets. It seemed to be too expensive and too time-consuming to train apprentices. According to Stacey2, this is a major strategic issue facing the mining industry in South Africa. Two factors added to the shortage of skills challenge: ? Skills erosion and job losses ? Artisans ? currently the economy produces 5 000 but the need is 12 500 ? Level of mechanization in South Africa less than 10 per cent ? Average age of operators and artisans is 50 ? Greater awareness of occupational health effects of hand-held drilling. ? Workplace challenges ? The impact of HIV/AIDS and other employee wellness issues ? Changes and challenges in workplace environment i.e. the mining industry.

Artisanal and small-scale mining (ASM) operations continue to grow across sub-Saharan Africa and serve as a source of livelihood to many rural communities. Owing to safety, health, environmental, and social concerns, the occupation has been regarded as a menace in several sub-Sahara African countries. Recent studies in the field of ASM prescribe formalization as a way to tame its excesses while enhancing its potential. This paper explores the concept of formalization as it relates to ASM and how it is being affected by the funding situation. The paper seeks to address the question as to whether formalization of artisanal mining operations can achieve the desired results in view of the lingering credit constraints in this mining subsector. It is recommended that, as a way of extending the scope of formalization, focus should be placed not only on access to credit in ASM but also towards optimizing the creditworthiness of ASM firms, with the goal of improving the viability of the operations.

The removal of calcium from the retentates of reverse osmosis (RO) treated minewater is desirable since it allows the recovery of both additional potable water (through RO) and higher-purity salts (in downstream processing). This, in turn, reduces the need for costly and unsustainable evaporation ponds and enhances the economics and operability of potential zero-liquid discharge downstream processes, e.g. evaporative-, cooling- and eutectic freeze-crystallisation. For this study, a multi-component retentate high in sodium content was considered, typical of those emanating from minewater reclamation plants in Mpumalanga, South Africa. Four technologies were evaluated to remove calcium: gypsum precipitation by addition of lime; calcium carbonate precipitation by addition of soda-ash; heating crystallisation of calcium sulphate anhydrite; and cooling crystallisation of gypsum. Full processes were developed and simulated using electrolyte thermodynamics. Using the results of these simulations, capital- and operating costs, as well as revenues were calculated and used in economic comparisons of the processes. Sensitivities to key purchasing and selling prices were also investigated to understand the impact of changes in these variables. For the case of a low magnesium-to-sodium ratio in the feed, gypsum precipitation through lime addition was found to have the lowest operating and total annualised costs; but, if revenue could be derived from the sale of sodium sulphate, calcium carbonate precipitation through soda-ash addition was favoured. Open-pit mine planning includes the determination of a long-term open-pit mine production scheduling (OMPS) plan. The OMPS plan is generally a three-dimensional (3D) block extraction sequence that seeks to maximise the net present value (NPV) of future cash flows, while complying with technical and operational constraints. The OMPS problem is computationally complex because it involves the analysis of large datasets, while simultaneously incorporating both multiple hard and soft constraints. The OMPS problem has been solved using deterministic or exact approaches, heuristic, and metaheuristic models. When compared to heuristic and metaheuristic models, deterministic approaches tend to take much longer to solve the OMPS problem when the number of constraints increases. Therefore, this paper presents a metaheuristic model which utilises a genetic algorithm (GA) framework to solve the OMPS problem. The GA-based model was applied to the Newman1 and Zuck Small mining instances, which are publicly available from the online MineLib database. The NPVs for the OMPS plan generated using the GA-based model for the two case studies were compared to the best-known published MineLib solutions obtained using the TopoSort heuristic model at the time of this study. For the Newman1 instance the equivalent annual NPVs were approximately US$6.6 million for the GA-based solution and US$5.1 million for the TopoSort solution. For the Zuck Small mining instance, the equivalent annual NPVs were approximately US$99.8 million for the GA-based solution and US$102.5 mil for the TopoSort solution. These results show that the GA-based model produced comparable solutions to some of the best-known solutions, thus, indicating strong potential application of GA-based models to solve OMPS problems.

'Increased underground extraction of coal' was the theme selected for the 1981 mining vacation school, which was held at the University of the Witwatersrand in January and February. The response of the industry to the invitation to register was so good that three separate schools of one week each were arranged between 26th January and 13th February. In terms of the total number of delegates, some 225 actually attending, the school can be described as the most successful ever organized by the Institute.

Nowadays the development of automatic on-line sampling systems has enabled large amounts of data to be available to plant managers. These data are inevitably prone to random and sometimes systematic errors. Data reconciliation methods are used to deal with random errors. In these methods, the measured data are adjusted in accordance to their error, so that the mass conservation law is satisfied at the same time. Measured data may also contain systematic errors, using these data in mass balancing software will result in inaccurate or even irrational results. In this paper three methods for detecting systematic errors (global test, node constraint test and maximum power constraint test) were presented. A step by step method to locate the systematic errors was demonstrated. Then, the new version of Movazen©, a mass balancing software, was introduced and used to locate systematic errors in the measurements taken from the Sarcheshmeh pilot plant copper flotation circuit. This paper develops the themes explained at the previous SAIMM Platinum conference by Whittle and Burks1. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long- term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: ? An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated ? An existing operation with an integrated portfolio of mines, concentrators, smelter and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets ? An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated ? An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the Owner?s team.

"This paper challenges the traditional notion that mine planners need to plan production so as to incur the lowest mining cost. For a given mine configuration, a mine that increases its mining rate will incur increased mining costs. In an environment in which operations are fixated on cost reduction, a proposal that increases costs will not be readily accepted. Such a proposal requires financial justification—the increase in costs might be recuperated by the additional production. This paper evaluates the net present value (NPV) across a range of copper prices for two underground orebodies located at different depths, using a production rate of 300 kt per quarter and a scenario that introduces additional equipment and costs for 450 kt per quarter. The evaluation was based on the changes of NPV for the orebody located at a shallow depth compared with the orebody at a greater depth. Discrete event simulation combined with mixed integer programming was used for analysis. Unlike traditional sensitivity analysis, this study re-optimizes the mine plan for each commodity price at each production rate. The results show that, for the low mining rate at the final copper price, an NPV of A$1530.64 million is achieved, whereas an NPV of A$1537.59 million is achieved at a higher mining rate. Even though pushing mining rates beyond traditional limits may increase mining costs, this option may be beneficial at certain commodity prices, particularly when prices are elevated. IntroductionA traditional notion among mine planners is that mining rates should be planned in such a way as to reduce production costs. This concept generally relates to the mining rate that results in the highest machine utilization for the selected equipment. Although an existing mine may consider increasing its mining rate by adding equipment to a given mine configuration, this typically increases mining costs. In an environment in which operations are fixated on cost reduction, a proposal to increase costs may be very difficult to argue for. The value of the mine plan is well recognized as varying with the mining rate for a given orebody (Smith, 1997)"

A partial shaft pillar extraction project was embarked on at a mine in the West Wits mining region in South Africa. Prior to the extraction, a rock engineering assessment was conducted with the main objective being to establish which areas of the shaft pillar could be extracted without unduly affecting the stability of major infrastructure within the shaft pillar. Standard numerical modelling methods were used to conduct this assessment and several areas were identified for extraction. However, during the extraction process, it was found that the infrastructure was affected more than was originally predicted by linear elastic modelling. In addition to this, several large events resulted in far more large aftershocks than would normally be predicted. In order to gain an understanding of this phenomenon, seismic data was integrated with numerical modelling as follows: > The seismic data in the form of displacements was integrated in 3D space within the model to assess the effect of static stress changes associated with seismic activity > Data from large events was integrated onto specific structures, where displacements associated with large events were integrated onto the plane of structure in question. This paper describes the methodology and results obtained from each of the above processes and include insights into the mining process that were previously unfathomable using standard linear elastic numerical modelling. The way forward for this rock engineering assessment of partial shaft pillar extraction is also discussed.

The results revealed that the pozzolanic activity of the gold mine tailings and their main mineral phases improved by mechanical activation. Under the same activation conditions, the activated mica powders possessed the highest pozzolanic activity index, followed by the activated feldspar, and the activated quartz exhibited the lowest pozzolanic activity index. The addition of calcium oxide promoted the formation of amorphous C–(A)–S–H gel for all paste samples, and stratlingite and hydrotalcite were observed in calcium oxide activated mica paste. The addition of natural anhydrite promoted the formation of ettringite for the pastes of calcium oxide activated aluminosilicates materials (gold mine tailings, mica, and feldspar). Furthermore, the pozzolanic activity indexes of the mechanically activated gold mine tailings and their main mineral phases were tested to be qualified for use as supplementary cementitious material in cement. This paper provided an innovative approach for recycling gold mine tailings as supplementary cementitious materials in cement, which would be environmentally friendly and cost-effective.
