It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. If coke were to be developed for extensive domestic consumption it is more than probable that the coking process should and could be stopped at a point where the volatile content of the coke would be sufficiently high to permit of prompt ignition and combustion in low draft installations. If the volatile content were from five to ten per cent a very different kind of coke would be produced from that which is now produced with perhaps one per cent of volatile. This paper was written from conditions existing in the Cumberland Mines of The Union Pacific Coal Co., with my impressions and cause of same. These mines are located on a branch line of the 0. S. L. R. R., about sixteen miles south of Kemmerer, Wyoming. The mines are the property of The Union Pacific Coal Company with headquarters at Rock Springs, Wyo. There are two mines, No. 1 and No. 2, located about two miles apart in a seam of coal averaging about 16 feet thick which is split with a parting of rock from 4 feet to G feet from the bottom, averaging from 4 inches to 5 feet thick, mostly of soft fire clay, with an average pitch of 21 degrees to the west. The lower coal below the fire clay band being of a soft nature, much softer than the coal above it. The cover or roof next to the coal is of a massive sandstone formation from 4 feet to 60 feet thick while the floor of the seam is of a soft fire clay as far down as has been prospected. These mines are also of a dry and dusty nature, they generate lots of fire damp and are subject to fires from numerous causes. These mines were opened up in 1900 with five openings each, Main Slope, North and South Manways and North and South Aircourses driven parallel directly on the pitch of the seam which is fairly regular, entries being turned North and South at right angles off the slope about 300 feet apart. The entries were driven double 10 feet wide with chain pillars from 20 feet to 30 feet thick. The main entries are used for haulage and main intake, back entries for return aircourses. Rooms are turned on 50-foot centers and 20 feet wide, directly on the pitch Galvanized sheet iron chutes are used in the rooms. The slopes were driven down in No. 1 mine about 4,000 feet, in No. 2 mine about 5,000 feet where the cover would be about 1,400 feet in No. 1 mine and about 1,700 feet in No. 2 mine approximately. When a point about 2,000 feet on the slope had been reached with cover, 600 or 700 feet squeezing became noticeable on the entries and room pillars with slight bumps which extended clear to the upper entries of the mines and continued to get worse as the mines got deeper and with more cover as no pillars had been removed at this time. It should be stated here that faulty ground was found on the south side of No. 2 mine and on the north side of No. 1 mine, in some places looking like a fault of a down throw, some places like a want and other places like an erosion. The latter theory seems to be correct from prospecting and drilling. The mining of entries and rooms became more difficult with more squeeze and bumps of increased pressure which closed entries and aircourses and finally caused the lower workings of the mine to be abandoned. It was then decided to open up the entries from the 6th up, or approximately half way up the slope. The opening of these entries was started with the intention of extracting pillar coal but considerable danger was met with for the entries .were squeezed tight and when they were disturbed, bumps and squeeze conditions had to be contended with, also gas and fires due to the continued grind on the pillars due to overhead pressure bringing on friction which caused innumerable fires to start in the bottom coal. Bumps being so extensive at times as to close up aircourses for 500 or 600 feet, also discharge timber, coal and rock from the rib of slope and entries for hundreds of feet, dislodging tracks and throwing mine cars around just as if an explosion had taken place, filling places with gas and throwing dust into the atmosphere so that you could cut it with a knife. It became necessary to discontinue the use of black powder and naked lights entirely as a safety precaution. Permissible Powder Monobel No. 5 and Wico Electric Safety Lamps were installed. All coal was shot off the solid whenever it was necessary to shoot. ' In opening up these entries it was found that practically all of the weight was centered on room pillars up to the first crosscut chain pillars and barrier pillars between top of rooms of entry below and the one above which averaged 30 feet thick and in all practically 120 feet of ground. The rooms were mostly open from the first crosscut up to the face which showed that the points mentioned had taken the weight. It was found impossible in some of these entries to drive double entries again as the bumps and squeeze made it impossible to maintain them. This made ventilation quite a problem, small booster fans and flexoid tubing being used for ventilation until one entry could be connected with the one above which has solved most of our ventilation problems so far.

Your Chairman and the Program Committee have limited the time allotted to me, and so, with your permission, I will omit the preliminaries, and wade right into my subject. I believe I am safe in taking for granted that you are all agreed that electricity is the most feasible means of transmitting the power used in coal mining. If you are not, then the papers read before the Association in previous years have failed of their object. If you are so convinced, the only question is as to the choice between alternating and direct current, and the voltage. Fundamentally, this is primarily a matter of dollars and cents. With the sole exception of your trolley locomotives, there is no part of your equipment that cannot be operated as well on alternating as on direct current. With your pay rolls at their present high level and the efficiency of the labor you employ at the stage it now occupies, I believe you will agree, first, that everything possible must be done to increase the tons of coal produced per man employed; and, second, that ample power at all times must be available at every machine so that every one of your men can really get out a day's work without any avoidable delay. Speaking Electrically, all this means is a machine instead of a man wherever it is possible for a machine to do a man's work, and full voltage at the machine always, so that there can be no excuse for the work not being done promptly and efficiently-and dependably. The real reason for the selection of one kind of current or the other can best be understood by considering the formula which determines the size of wire required for transmitting electrical energy. The size of the copper required, and, consequently; its weight and cost, depends upon four factors: 1. The amount of energy or power to be transmitted. 2. The distance to be covered. 3. The percentage of loss allowed. 4. The voltage at the receiving end of the line. These factors enter into the problem to different extents, and, briefly, the size of wire depends directly upon the amount of power and the distance transmitted, and inversely upon the percentage of loss allowed and the square of the voltage. From this it will be seen that, with the amount of power and the distance fixed, if the loss is to be cut in two, the wire must be doubled with a given voltage, while if the loss remains constant and the voltage is doubled, the wire may be cut in four; that is, reduced 75 per cent in weight and cost. Now, standard motors are designed and recommended by their builders to run within a range of 10 per cent under voltage to 10 per cent above voltage - 440-volt motor, then, should preferably not be operated on less than 400 volts

MR. LITTLEJOHN: Have you any maximum length that you make your dust barriers? What I mean by that is, your entries are 10 feet wide, and I believe if I remember right, in your single track entries you had only one dust barrier to cover the full width of the. entry in your double track entries, I believe you had two-I would like to know, have you any maximum length you make these barriers? MR. CHAS. LEGER, ROYAL FUEL CO., UTAH: It is stated that they shouldn't be over 8 feet long to obtain sensitiveness. If they make them over 8 feet they are not as sensitive as they should be. They should be made short for two reasons in order to keep the sagging out and to make them as sensitive as possible. MR. DAN HARRINGTON, U. S. BUREAU OF MINES: I didn't come here to enter into any extended discussion on rock dusting or to discuss in particular the situation at Dawson. At the February meeting at Denver, we made a complete study of this matter. Since that time a report was completed and reported to the Phelps-Dodge Corporation and Mr. Moorhead probably has a copy of it, which can give you more complete information as to what we found. We found that with the adobe dusting that they have done, they had six miles of entry pretty thoroughly dusted and of all the samples we took, at least 95 percent of them showed that not only the floor but the ribs and roof were in such a condition that an explosion could not originate in any part of this entry. In other words, this entry as it was dusted was absolutely protected from ignition and propagation. The adobe they used was of material that was non-combustible. In most instances there was not more than 3 per cent of moisture in it.

FEBRUARY 20TH. MORNING SESSION: The fourteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in the Magnolia Room of the Albany Hotel. Monday, February 20th at 11 o'clock A. M., with the President, Mr. R. M. Magraw, in the chair, sixty-two members being present. The first number upon the program was the reading of the minutes of the previous meeting by the Secretary. There being no corrections or alterations, the minutes were approved as read. As Mr. Dan Harrington was unavoidably absent, his paper, subject: "Coal Mine Accidents and State Mining Law" was, by request of the President, read by Mr. J. Q. Lalor. Following this was a short discussion. There being no further business the meeting adjourned. AFTERNOON SESSION: The meeting was called to order in the Magnolia Room of the Albany Hotel at two-thirty o'clock P. M. with President R. M. Magraw presiding, fifty-eight members being present. Mr. Ben Shubart and Prof. J. C. Roberts were appointed a committee to draft and telegraph a message of condolence to Mr. E. S. Brooks of Rock Springs, Wyoming, on account of the recent death of his daughter. The com¬mittee submitted a copy of the following telegram, which was read by the Secretary: "E. S. Brooks, Rock Springs, Wyoming. We extend to you and your family our sincerest sympathies in your deep affliction. (Signed) THE ROCKY MOUNTAIN COAL MINING INSTITUTE." The following resolution was next presented by the Secretary and upon motion, duly seconded was carried by a unanimous vote: WHEREAS, it has come to the knowledge of this Institute that the Coal Mining Course of the Colorado School of Mines has been abolished; and

The two most talked of questions in the mining industry today are rock dusting and mechanical loading. The one as a matter of safety, and the other as a matter of economy, and both are of vital interest to the mining fraternity. Rock dusting and other safety methods will be dealt with by others at this meeting, so I will confine my few remarks to the matter of mechanical loading. I will not attempt to tell you what mechanical loaders are doing in the different mining fields throughout the country, or what they should do, but will endeavor to give you an outline of the work being done with mechanical loaders in No. 4 Mine of the Union Pacific Coal Company, at Hanna, Wye. In order that you may better understand and be in a position to follow me it will be necessary to cite the conditions under which we are working. and the type of loaders in use. The seam pitches from 14 to 17 degrees, and is normally 32 feet in thickness, and is overlaid with a soft sandstone roof. The panel system of working is used, planes being driven on the pitch, and rooms driven on the strike. Owing to faults being encountered planes are driven between the faults, and the. rooms on either side are in some instances 800 to 1,000 feet in depth. Rooms are advanced eight feet in height, and 32 feet in width, by hand loaders and .Toy mechanical loaders, and when driven to the boundary,, 18 feet of the remaining 24 is loaded out with Thew electric shovels, and six feet left to protect the roof. In January, 1916 the company installed a Type 1 Thew shovel, equipped with a 1 1/4-yard dipper, and in July, 1917, they installed a Type 0 Thew electric shovel, equipped with a 1-yard dipper, and in the year 1918 two additional Type 0 Thew shovels, equipped with a 1-yard dipper, were installed, making a total of four Thew shovels for this mine. The introduction of these shovels caused the employees much concern, and like all departures from the old methods of mining, met with indifference by some and open antagonism by others, so that for some time they results obtained were not satisfactory. However, by constant supervision and changes in the method of haulage the results obtained at present, while not entirely satisfactory, are much better and the production and costs are reasonably good. The Thew shovels in use are mounted on traction wheels with swivel axle and move. in all directions by their own power, and while the weight of each is approxi¬mately 20 tons, they are not as cumbersome as. one would think and are easily operated. The system used in working these shovels is to shoot the coal clown ahead of the shovels and maintain two tracks, two cars being used on each track so that shovel is loading on one track while driver is, changing cars on the other. When place is finished the shovel is run back to the first cross-cut by its own power and lowered to the next room with block and tackle, the roof coal in cross-cut being shot down to a height of 16 feet to allow passage of the boom. With better results from the Thew shovels we soon realized that it was necessary to find some method of developing rooms faster than was being done with hand loaders in order to keep the Thew shovels in working places, and in November, 1923, the company purchased from the Joy Machine Company two Type 4 B U Joy loaders, and the installation of same met with the same indifference and antagonism from the employees as did the Thew

On motion of Gilbert Davis, duly seconded, it was voted that the reading of the minutes be dispensed with, inasmuch as they are printed in the proceedings. Owing to the absence of Mr. H. C. Marchant, who was unavoidably detained in Washington, Mr. F. W. Whiteside, Secretary Pro Tem, made the annual reports of the Secretary-Treasurer, which, on motion duly made and seconded, were received."

Overview: Public awareness of the drug abuse problem within the government and industry is growing each day. The economic cost to industry is staggering-estimated to be more than $50 billion per year. Employee drug testing programs are one way to combat the problem, yet they are not without legal and scientic pitfalls. Some of the issues and needs that should be considered before implementing or continuing a testing program are: Why test? What do you test for? Are the results accurate? What impact will the new Federal Rules have? Accuracy of the testing continues to be controversial, especially when the "poppy-seed" and "cold-medications" issues are mentioned. The new Federal laboratory certification program which is about to start, should reduce or eliminate the question of lab error. Determination of on the job impairment will, however, continue to be a problem.

PRESIDENT LITTLEJOHN: I have every reason to know Mr. Pryde was carrying out some experiment a while ago in some of his mines. He and I had a little correspondence on the question, and I think he may have a word or two to say about it. He has not been on his feet today at all. I will ask Mr. Pryde to tell us what he has to say. MR. PRYDE: I have not very much to say about shooting coal with permissible powder as far as slack is concerned because we are not in the commercial business. All of our coal goes to the railroad and a very large part of it is crushed for use in the stokers of the locomotives. We are on a 100 per cent permissible powder basis and as far as I am able to see, I do not believe that the percentage of slack is increasing with its use. We find it hard to convince our commercial neighbors of this fact because they are naturally very much against increasing their percentage of slack on ac- count of the low price received for this grade of coal. I, personally, believe that where a change is made from black powder to permissible powder the percentage of slack will be increased for a time because the miners have been accustomed to using black powder and they are rather suspicious about going to the permissible powder and I do not believe that we can blame them very much. So the tendency with them is to use too much powder. We have gradually overcome this, although, as I said before, we have not kept close track of the production of slack. However, we try to get as large an amount of lump coal as possible. Broadly speaking, I can say from observation that in my opinion there is very little difference in the percentage of slack with the use of the permissible powder that we have today than there was with the use of black powder. I also get this information from our mine superintendents. Mr. Peterson and the other explosive men have been very helpful to us in the use of permissible powder and I confess I have to take everything back that I said several years ago. At that time I was against permissible powder, particularly on account of the cost, but, with the newer permissible powder, we have gotten the cost down very well. I know today that the cost of permissible powder in the coal mines of the Union Pacific Coal Company is less than when we were using black powder. I know this because of the fact that we kept a record of the number of tons we got with black powder, and the number of tons we get with permissible powder compares very favorably in cost. I know this, too, because of the fact that our employes, except in the first few weeks of using permissible powder, have made no demand upon us for any in- crease ill pay to offset any added cost that might accrue in the use of permissible powder and the fact that they have asked for no increase is very conclusive proof to me that it is not

The Tuesday morning session of the Rocky Mountain Coal Mining Institute was opened at 9:00 a.m. by Bob von Storch, in the absence of the President. Mr. von Storch appointed the following new members to the Resolution Committee in the absence of three of the members: Albert Keenan, E. S. O'Connor and Howard Crandell. This committee was asked to be ready to report at the Wednesday morning session. Mr. von Storch then introduced Lyman Fearn, State Mine Inspector for the State of Wyoming, who presided over the morning session. Mr. Fearn introduced the first speaker for the morning, Louis A. Engstrom, Engineer at Kemmerer Coal Company, Kemmerer, Wyoming, who delivered a talk illustrated with slides in the absence of Mike Zakotnik, Jr., who was unable to attend. The next paper, "New Horizons -Coal for the Steam Plants of the West," was delivered by Don Newberry, superintendent of the Castle Gate Mine of the Independent Coal and Coke Company, Castle Gate, Utah, in the absence of W.
