A.5 Conclusions and Recommendations The illustrative simulations in the previous section have demonstrated 1. Flexibility of the program to simulate a wide variety of configurations and cases. 2. Ability of the program to predict evacuation time within a small margin of error (5 percent -.n a case considered). 3. Usefulness of the program in making some of the evacuation decisions. The above leads to a conclusion that the computer program can provide a useful tool in evaluating mine evacuation in the event of a fire. Coal is found in the northeast comer of Georgia, in Dade, Chattooga, Walker, and Floyd Counties. Five seams, which underlie all of Lookout, Sand, and Pigeon Mountains, have produced most of the coal mined in the state. Representative analyses of Georgia coals show that they are typically low sulfur (less than one to one percent), low-to-medium volatile, bituminous deposits. Although there is no active mining in the state, reclamation continues on several permitted areas. In 1983 the State of Georgia relinquished primacy to the Office of Surface Mining. Since that time permits have been issued and mining completed. All the sites are presently in the process of bond release.

The U.S., Australian, and United Kingdom coal and the Canadian hard rock mining industries have long recognized the significance of high horizontal stresses as a factor affecting the stability of roof and rib conditions in underground mines. Recently, a growing segment of the U.S. underground stone mining industry has also begun to recognize that horizontal stresses occur in some of its more than 90 mines. Considering the typically high strength and massive nature of limestone, this fact is a revelation in itself. High horizontal stresses produce extensive and sudden rock failures and, in some cases, resulted in injuries to mine workers. Through the years diverse control strategies have been proposed and experimented with. Reorientation of mine entries to reduce stress concentrations have proven successful and are widely accepted in practice. Other solutions, like rock reinforcement, are poorly understood and less accepted in practice. It is the purpose of this National Institute for Occupational Safety and Health (NIOSH) study to develop a better fundamental understanding of these ground control strategies under high horizontal stress conditions through a series of field and laboratory studies. To this end a design technique is presented which provides stone miners with a method for making stability assessments. The consequences of widening rooms, changing geology and horizontal stresses, and different rock bolts on roof beam failures are discussed.

In connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the character of the coal and the value of the fuel in the public lands, many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The systematic collection and analysis of coal samples in connection with investigations of fuels was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition, and was under the direction of the United States Geo- logical Survey for six years. Descriptions of the coal samples col- lected in connection with these investigations between the beginning of this work, July 1, 1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines, July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22. The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1911 to 1913. In order that the material in this bulletin may be used to supplement that presented in Bulletin 22, the same plan of geographical classification has been fol- lowed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.

The location and time of 2,007 microseismic emissions from a limestone mine in southwestern Pennsylvania were compared with the development of mine faces and the characteristics of the mine layout. Based on analyses of these results, the occurrence of roof failure zones appears to be associated with certain characteristics of the mine plan. It was determined that significant relationships exist between the intensity of the microseismic activity and the scale of the roof failures Microseismic activity associated with these roof falls occurs In distinct episodes, with the final failure event occurring during approximately a 12-hour period. Each roof fall episode appears to be composed of dozens of distinct roof beam failures. As each beam fails in shear and tension, tens to hundreds of audible noises representing rock fracturing or bedding plane separation can occur. While every roof fell can be viewed as unique, certain mechanistic similarities can be realized through careful observation and monitoring of these complex systems. Understanding these similarities in characteristics allows mine personnel to design the most effective and efficient control technique.

Over a portion of the older limestone mine workings at the NIOSH Lake Lynn Laboratory, a mining health and safety research facility, a large sinkhole formed caused in part by the intersection of several tightly spaced joint sets and unusual weather conditions. The anticipated propagation of the associated roof failures threatened to encroach upon a portion of the facility’s secondary escapeway. To protect the escapeway, two cribs walls and over 80 cable bolts were installed. In addition, extensometers were installed to monitor roof movement in the escapeway. However, a large roof fall associated with the propagating roof failures in the sinkhole area partially destroyed one crib wall where the adjacent escapeway was not reinforced by cable bolts. Recent roof movement information indicates that this area is still active. Based on these measurements, steps have been taken to stabilize this portion of the escapeway. This paper discusses roof monitoring, the roof movement, the large roof fall, propagation of the roof failures, and the recent support measures undertaken to stabilize the escapeway.

The following experimental hypothesis was to be tested: Null Hypothesis: the coefficients a = 0 J Alternate Hypothesis: One or more of the coefficients a 0 J Correlation and Regression To establish the alternate hypothesis and to test how well the proposed model fits the data, the conventional statistical techniques of correlation analysis and multiple linear regression analysis were used. Additionally, factor analysis was employed to investigate the dependency relationships in the data. Correlation and linear regression are well established statistical procedures in science and engineering. References on these procedures include Spiegel (1961), Anderson (1963), and Draper and Smith (1966). A simple example is stated here. If N observations are made of two variables, x and y, and it is desired to test this data to see if a linear relationship exists, then a model of the form: Y = a0 + a 1 x A-2 is proposed. The Bureau of Mines conducted laboratory beneficiation tests on four samples of waste. granite sludge to devise a method of recovering silicon carbide (SiC). Froth flotation using creosote as a collector in an alkaline circuit resulted in concentrates containing over 91 pct SiC from each of the samples. Recoveries ranged from 43.1 to 86.6 pct. Single-stage flotation of sample A using a column flotation cell produced a concentrate containing 92.0 pct SiC with a recovery of 71.4 pct. Flotation using petroleum sulfonate as a collector in an acid circuit resulted in a concentrate containing 95 pct SiC from one of the waste granite products with a recovery of 97.5 pct .?

Coal formation begins in peat swamps or bogs, in which microorganisms alter plant material and initiate the formation of carbonaceous sediments. Methane, which constitutes about 98 percent of the hydrocarbon gas in coalbeds, is known to be a product of anaerobic microbial metabolism. To determine if other hydrocarbon gases could be produced in an environment similar to that of a swamp, samples of wood cellulose and lignin were inoculated with soil micro-organisms and incubated anaerobically. The resultant gases included methane, ethylene, propane, propylene, butanes, pentanes, and carbon dioxide. Hydrogen was also produced from the wood samples during the first month of incubation. Over 90 percent of the produced gas was methane; C02 was the other predominant component. Concentrations of all other hydrocarbon gases ranged from l to 20 parts per million, approximately 0.1 percent of the total hydrocarbons, which was less than the concentration in coalbeds. Therefore, although higher hydrocarbons could be produced in a swamp environment, subsequent mechanisms, either concentration by adsorption or formation during geochemical reactions, must affect the final concentration of higher hydrocarbons in coalbeds.

Experimental modifications have been made by the Bureau of Mines on standard pneumatic rock drills to reduce the noise of the air exhaust, drill steel resonance noise, and noise radiated by the drill body. A close-fitting case and muffler around the drill body, consisting of a metallic honeycomb skeleton filled with viscoelastic absorber on the inside and a durable outer shell, provide both exhaust and drill body noise muff ling and absorption. Drill steel resonance noise is reduced by a constrained-layer treatment consisting of a tubular metal cover bonded to the ouside of the sod by a viscoelastic filler. Damping alloy components have been developed to reduce metallic resonance noise. Combined, these modifications have reduced the drilling noise level in granite from 115 dbA to 97 dbA. Data are presented on the individual and combined effects of these modifications on drilling noise and performance.

"The underlying principle of the storage battery was discovered within the memory of many still living, hence storage-battery locomotives, which were made possible by this discovery, represent a still more recent development. The Journal of the Franklin Institute for December, 1883, gives an account of the building of an electrical omnibus by The Electrical Storage Battery Co., of Millwall, London, This, if not the first, was among the first attempts to, use the storage battery as the source of energy for locomotion.During the period 1888 to 1893 occasional attempts were made to apply this idea practically, but not much was achieved along useful lines.. The progress during the next, 15 years was slow, and little success was achieved. Therefore, the last two decades may be considered the successful development period of the storage-battery locomotive.In coal mining, the application of the storage-battery locomotive is chiefly in gathering service in competition with animal or cable-reel locomotives. The locomotive delivers empty cars to the rooms or working places where the coal is being mined and hauls the loaded cars from the rooms. The length of haul depends upon the distance of, the junction point from the active workings of the mine. As a rule the haulage from the junction point to the foot of the shaft or bottom of the slope is done by trolley locomotives, but in some instances where the grades permit this main-line haulage work it: performed by storage-battery locomotives.As the place storage-battery locomotives occupy with respect to safe haulage in gassy mines appears to be misunderstood, it is the purpose of this paper to clarify this point.Those who originally designed storage-battery locomotives had no thought of safety in mind and it is just as well that they did not, as these early types of storage-battery locomotives with open controller open motor, open rheostats, flimsy headlights, and crude wiring were very dangerous electrically and not at' all suitable for use in a gassy mine. These locomotives, however, were placed in mines in which open lights were permitted and they replaced considerable animal haulage. Later they were gradually introduced in mines where closed lights were used, but in most cases these mines were not extremely gassy."

 The general conclusion of earlier investigators was that the action of sulfur dioxide on manganese oxides of Cuyuna ores was not sufficiently pre- ferential to be attractive as the basis for a commercial process. Bradley4/ and his coworkers discarded it for leaching with boiling ammonium sulfate solution, and Sweet5/ used a baking operation to render the iron insoluble. These results were confirmed by the early tests in the present investigation, which were made on brown ores (Sagamore), using acid additions, because at that time the Technologic Committee on Manganese held the opinion that these ores constituted the major available reserve in the Cuyuna district. However, when it appeared that the black ores, or the formation in which they occur, were a possible source of a large tonnage of manganese, the use of sulfur dioxide and sulfuric acid leaching was again reviewed, and a satis- factorily preferential action on the manganese was found. It was originally thought that the use of sulfuric acid ahead of, or at least with, the sulfur dioxide simplified the process, particularly by preventing formation of dithionates. Removal of the phosphorus from the solution by neutralization with lime or fresh ore was suggested. The tests recorded in this report indicate that it is not practicable to use enough acid to prevent formation of dithionate and that the value of excess sulfuric acid is doubtful, particularly in regard to satisfactory manganese:phosphorus and manganese:iron ratios.

Supplemental water sprays were placed along the sides of a continuous mining machine to improve suppression and confinement of the dust cloud under the cutting boom to re- duce downwind dust levels. Using a full-scale mock up of a continuous mining machine, preliminary work showed that these side sprays improved suppression of the dust cloud and redistributed this cloud under the cutting head. This led to reductions in dust levels around the machine and in down- wind airways for some positions of the mining machine. This testing also showed that side spray effectiveness was influenced by the distance from the fresh air ventilation device to the cutting surface, termed the ventilation setback distance. These sprays produced larger reductions in machine and re- turn dust levels at smaller setback distances than at larger setback distances. These side sprays then were installed in similar locations on a mining machine at an underground coal mine operation to evaluate their effectiveness for im- proving suppression and capture of dust by the flooded-bed dust scrubber. Although sampling could not be conducted successfully in the return, sampling around the mining ma- chine and at the machine operator showed that dust levels decreased with use of these sprays. Further analysis showed that these sprays were most effective at the smaller setback distances, a result confirmed by full-scale laboratory testing. The roles of main mine fans in underground mines are to induce airflow and continuously re- move hazardous gases and dust. While most larger mines use multiple fans to accomplish these tasks, many smaller mines employ only a single fan. This paper concentrates on those mines having only one fan to provide ventilation needs. If this fan should cease to function, it is likely that methane concentrations will in- crease in some areas of the mine. As a safety precaution, Federal Regulations require that personnel must be- gin evacuating the mine within fifteen minutes after fan stoppage. Powered haulage can be used to transport workers to the mine portal as long as travel is through areas where hazardous levels of methane are not expected. To determine where methane will accumulate along haulageways during a fan stoppage, air samples must be taken at specific areas and analyzed for hazardous gases. During this study, procedures were developed for measuring methane levels along the haulegeways that are used to exit a mine following stoppage of the main mine fan. Methane levels were measured in four different mines at selected underground locations during four planned fan stoppages. In these mines the measurements taken only at the specified locations showed that, if workers had used electrically powered haulage to exit the mine following a fan stoppage, the methane accumulated along haulageways during fan stoppages would not have significantly increased the risk of an ignition.

The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration's Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration's request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. Laboratory tests have indicated that, with modification, the sensor can meet the humidity and vibration requirements for underground coal mine use. Currently, the bureau is developing

This paper presents data and theorem to calculate the risk of experiencing undesirable lightning related events while blasting or while engaged in other lightning sensitive activities. The paper provides an overview of lightning hazards in blasting operations and a brief history of lightning related blasting accidents. Lightning continues to be the primary cause of premature initiations of explosives in mining, on average, over two such incidents are reported to the Mine Safety and Health Administration (MSHA) each year. The energy contained in lightning discharges and how this energy sets off explosives in mining is presented. Three categories of lightning warning methods: public media, lightning detectors, and atmospheric electrostatic field measurement are discussed. The remainder of the paper presents recently acquired data on the spatial characteristics of lightning development. This data is used to estimate the risk assumed by blasters under certain conditions. Risk estimations are made for electric and nonelectric blasting if persons are evacuated when cloud-to-ground (c-g) lightning approaches within a certain distance. For example, about 0.6% of all c-g lightning strikes have no other c-g lightning strikes within 25 miles in the previous 30 minutes. The paper shows that a typical blaster using nonelectric initiation in a high lightning density area with a 100% accurate lightning detector set to alarm at 25 miles would have a lightning caused unplanned detonation every 14,000 years

"During recovery operations following a recent coal-mine explosion, 12 small fires were encountered near the break line of pillar extraction in a large panel. All of the fires except one were quickly extinguished by the rescue and recovery parties. This fire had found its way into a large quantity of loose material at a corner of the cut-through between two rooms, about 100 to 150 feet from the break line of an extensive goaf; had it been necessary to seal the fire, the inclusion of this break line not only would have made the work difficult but would have made the section hazardous as it probably would have given off gas. The fire covered a floor space of about 100 square feet and when discovered was burning briskly, with the flame extending to the roof at a height of 3 or 4 feet; it was the cause of much apprehension on the part of those in charge of the recovery operations and resulted in delaying the work considerablyThe object of this article is to describe in detail the method by which the fire was brought under control and finally extinguished, so that other persons encountering similar conditions may have the benefit of the experience.When the fire was discovered a request for rock-dust, fire extinguishers, and other fire fighting equipment was telephoned to headquarters on the surface. The promptness with which fire fighting equipment and material was provided was a big factor in finally extinguishing the fire and illustrates one of the many advantages of a good organization for fire-fighting. Material was transported in mine cars to a point on the main hauling road about 1,200 feet from the fire. It was then carried to the scene of activity by workmen. The first material to be delivered at the fire was a number of fire extinguishers of various types. The contents of 30 to 35 of these were discharged on the fire and with the aid of a small quantity of rock-dust were sufficient to smother the flame temporarily. It was the opinion of several persons who were present when the fire extinguishers were used that the acid-soda type of extinguisher gave more effective results than the two or three other types used.When the contents of all of the fire extinguishers had been exhausted the fire was temporarily smothered, but as there appeared to be danger that the flame would burst forth again, means for completely extinguishing the fire were"
