Table XXXIII itemizes the cost associated with the installation of an irrigation system and the application of latex and water in the three experimental areas at Lanse. There were no external labor charges (non- Research Center) except for the installation of the water meter. Cost of pipe and fitting are high because long lines were required at each of the three different locations; these costs were minimized by using plastic instead of metal pipe. Fifteen of the seventeen drums of latex received were used, five drums for each area. [ ] In tank-car lots latex would cost about $0.25/lb so that raw material cost for a 4000 lb/acre application would be in the range of $1,000 per acre. Equipment costs for setting up and irrigation are sensitive to size of area to be irrigated, design of system, and availability and cost of water. A realistic range is estimated to be between $200-500/acre.

Sponge iron is the metallic product resulting from the reduction (removal of combined oxygen) of iron ore or other iron oxides at a temperature below the fusion point of iron. It has been used for many years in the production of certain grades of high-quality steel, such as tool and cutlery steels. The sponge iron available commercially in limited quantities for such use was produced from high-grade ores that were almost free from the contaminating elements that are generally considered detrimental to the production of certain grades of carbon tool steel. Interest in sponge iron as a scrap substitute was revived when World War II began, when the serious shortage of scrap metals for use in the production of armament caused great concern as to whether steel production could be maintained at the rate necessary for vigorous prosecution of the war effort. This paper introduces a technique for incorporating employee participation into the prevention component of a contingency plan. Companies sometimes focus so much energy on response that they forget to put resources into the basics of emergency prevention. The training program discussed here was designed to make employees part of the prevention system. Examples of training materials from the program are provided, a sample method for introducing risk assessment to employees is shown, and a strategy to address limited training time using short videos is explained. Methods for tailoring the training to any worksite and for specific risks are also included. The program is being designed and tested by the Pittsburgh Research Laboratory/NIOSH and employees of an underground coal mine. Examples are taken from the implementation of the program at the mine during the summer and fall of 1998. Results of the program evaluation and lessons learned during the implementation are discussed.

The added hazards to mining incident to oil and gas wells penetrating the coal measures in proximity to mine workings , have long been recognized in those fields where the extraction of oil , gas , and coal , has been in progress for a number of years . The history of these fields is replete with stories of serious mine fires , explosions , and miraculous escapes from both fires and explosions due to either oil or gas finding its way into the mine workings through the strata , or by mining into an unknown or uncharted and abandoned oil or gas well that had not been properly plugged . The Director of the Bureau of Mines , in response to numerous requests from coal operators and oil and gas operators , called a meeting in 1913 to discuss necessary precationary measures to take when drilling oil or gas wells through workable coal beds and to try, if possible . to formulate a set of regulations that might serve as a guide to those persons preparing regulations covering the drilling of oil and gas wells in the various coal producing States . This meeting was attended by representatives of the coal , oil , and gas industries , State geologists , State mine inspectors , and representatives of the Bureau of Mines . A committee was appointed to prepare a set of regulations , which was later published as U.S.Bureau of Mines Technical Paper 53 ; the discussions and results of the meeting werepublished as U. S. Bureau of Mines Bulletin 65 . Later , the American Institute of Mining and Metallurgical Engineers appointed a committee to draft a model law for the use of the legislature of any State concerned . This committee made its report on April 27 , 1928 . Several of the coal mining States now have more or less comprehensive regulations governing the drilling of oil or gas wells through workable coal beds , others have regulations that are inadequate , while some have no regulations . The State of West Virginia recently enacted a law containing reg lations which are the result of a comprehensive and careful study of the problem .

Mine Safety and Health Administration (MSHA) data indicates that the roof bolting machine is third among all equipment and second among equipment in underground coal mining whose operators exceed the MSHA-PEL (Mine Safety and Health Administration-Permissible Exposure Limit). In response to this, the National Institute for Occupational Safety and Health (NIOSH) has conducted a study to reduce overexposures of noise to operators of roof bolting machines. An important segment of the research is to determine, characterize and measure sound power levels radiated by a roof bolting machine during different drilling configurations. The determined sound power levels generated during the drilling cycle are of major interest because the levels represent the overall sound power generated by the machine. These sound power levels, determined from laboratory tests, can be used to accurately assess the effectiveness of proposed controls for reducing noise exposure to roof bolting machine operators. By using the sound power level results obtained from the laboratory and a commercially available acoustical modeling package, a method for predicting sound pressure levels to roof bolting machine operators for differing drilling types and parameters could be determined. This paper provides a method for predicting sound pressure levels at the operator’s position of a roof bolting machine in an underground coal mine using sound power levels determined in the laboratory. To determine validity, underground coal mine data was also collected to compare predicted and measured sound pressure levels. The results of the predicted sound pressure level data were the same as the underground measured results. This research will provide the mining industry with a valid method for predicting a roof bolting machine operator’s noise dosage underground given any type of drilling configuration or drilling method utilized from laboratory testing.

"The term ""manjak"" is applied to a variety of bitumen or solid hydrocarbon occuring on the Island of Barbados, West Indies, and in Utah, Cuba, and Trinidad. The deposits on the latter island are found within a distance of three miles of San Fernando, the second largest town on the Island, and within three miles of the famous asphalt lake.In chemical composition, manjak is like asphalt. It is almost pure bitumen. Its melting point is, however, more than 4000F. whereas asphalt melts at 1000F. In composition, it consists of 80 to 90 per cent carbon, the balance being chief¬ly hydrogen, with a small quantity of sulfur. It resembles coal in appearance, is odorless, hard, and brittle. It is found in thin beds between layers of clay.The island of Trinidad is rich in this mineral resource. Its development has as yet hardly begun, and the exportations already made have been with the view of testing out the ma-terial. During 1918, exports to the United States were valued at about $3100, and in 1919, up to October 1, they totaled 41 tons, valued at $1900. Prior to 1900, manjak was mined on a small scale in Trinidad, but for various reasons, very little was done between 1900 and 1913. In the latter year, mining operations were resumed by the Trinidad-Tarouba Oil Development Company, of San Fernando. At the present time, there are five shafts, one of which has reached a 37 foot bed of manjak at a depth of 400 feet. Operations could be greatly extended if there were a greater demand for the material.It has not been found profitable to export manjak from Trinidad in the crude state as the price received, namely $35 per ton, hardly covers mining expenses. These are increased by the necessity for careful and thoro timbering on account of the clay formation.Compounds, made by combining manjak with mineral oil command fair local prices which have enabled mine operations to proceed at a profit. Experimentation is still in progress with different mixtures of manjak and oil for various purposes. The manjak, recently sent to the United States was for the purpose of ascertaining whether American oils would be more economical and useful for mixing with the manjak than the Trini¬dad oils. It is the plan to erect a plant very soon for the manufacture of a variety of manjak paints and compounds.Manjak is rapidly increasing in use, particularly in connection with the oil industry. It is produced in close proximity to the oil wells in Trinidad. It is boiled with oils at high temperatures and converted into compounds and paints for nearly every purpose where a preservative is needed, for example, on pipe lines, boilers, chimneys, and miscellaneous iron ware, machinery, etc. It is usually applied in the liquid state, hardening into a tough, rubberlike coating. It has low viscosity, and is not affected by ordinary heat. It makes an excellent insulating material and is impervious to both air and water. In hot and damp climates, like that of Trinidad where pipe lines quickly deteriorate, their life has been pro-longed for extended periods when painted with this material."

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

"High explosives are generally shipped in stout wooden boxes of convenient size, which are much sought after by miners and others for miscellaneous uses after they are emptied. The management of most mines has no fixed policy for the disposal of used dynamite boxes and will allow any one to carry them away. Many dynamite boxes are nailed up in the mine buildings or underground to serve as shelves and cupboards. Some are used as receptacles for odds and ends, and others are used in taking samples.Although used explosives containers are so generally put to beneficial service, there is nevertheless an element of danger in their use. Dynamite boxes are particularly dangerous. Very often nitroglycerin exudes from the dynamite sticks and is absorbed by the wood of the box. Such boxes are dangerous because they are very explosive. Although a box that has not absorbed nitroglycerin is safe, yet there is always the danger that a person will get a box that is partly saturated.On account of this danger, all mining companies should use extreme care in giving away used explosives containers. Some one individual who is acquainted with explosives and their peculiarities should act as inspector for every container given away. This job may best be handled by the man in charge of the powder magazines. A box that shows any stain of nitroglycerin should be destroyed by fire. The other boxes that are free from nitroglycerin or dynamite can be used."

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

"Results from research directed at determining the reason(s) for the ""rank factor"" in correlations between coal workers' pneumoconiosis incidence and coal seam of employment are presented. Using compliance dust samples collected from two longwall panels operating in coal seams of widely different rank, respirable particles were identified by mineral species under manual scanning electron microscope (SEM) energy dispersive x-ray (EDX) analysis and then further characterized by their physical diameter, general shape, and periphery angularity. Size fractional, mineralogical variations are presented.Of primary significance, the percentage of mineral particles from the higher rank coal seam that were uncontaminated by non-stoichiometric elements for a specific mineral species was twice that of those in the lower rank seam. The relationship held for each mineral species, including quartz. This fact may form the basis for the ""rank factor"" known to exist as well as provide a reason for the contradictory role of quartz and other minerals in previous CWP studies.An important subsequent research priority is now focusing on determining the percent¬age of all respirable dust particles that are minerals versus single-phase organic or multi-phase organic-inorganic complexes. This effort will be accomplished usingautomated SEM-EDX. The mineral purity factor will be developed further, but additional emphasis will be focused on determining the extent of inorganic inclusions in organic particles."

The need for a large capacity, high speed computer is more apparent in the revised model than in the original one. Core storage requirements for data and model logic have at least tripled. This dictates the use of one of the large modern machines such as the IBM 360-370 series or the Univac 1108 and 1110, which handle the model without the need for extensive program overlay. Computer time is expensive on these machines, however, and comprehensive analysis has gone into optimizing computer execution time consistent with model information flow sensitivity. For example, revised locomotive tramming routines have been developed which will significantly cut execution time compared to the previous version. Transceiver Applications The computer coding for the model has been developed to enable program execution and testing using a remote terminal on a time sharing system. In fact, nearly all of the coding, debugging, testing and modifications have been performed from a terminal during develop¬ment. The gaming options described in the Model Input Section of this report have been designed so that they are easily changed by the user from any remote site. One restriction on remote applications which could arise, however, is where highly detailed output options are specified, resulting in a large amount of output records which could be handled more efficiently on a high speed printer.

The method of constant compositions involves the determination of the time required for the attainment of a given conversion at various temperatures. Heretofore, it has been used in evaluating the energy of activation only. A development of the method, made in the present study, makes possible the evaluation of the functional dependence upon composition and the frequency factor in addition to the energy of activation. INTRODUCTION Kinetics of reactions are best analyzed in the light of the mechanism, energy requirements, and forces involved in the reaction. Such physico-chemical information is not often available in solid state phase transformations. The reaction rates are followed by changes in a physical property during the course of the reaction, and repeating the experiment at different temperatures permits the determination of activation energy only. The possibility of a complete kinetic analysis by such a purely "phenomenological" approach has been questioned.4/ In this report a method is developed making possible the evaluation of the functional dependence upon composition and frequency factor in addition to the energy of activation. The application of the method to a study of solid state order-disorder changes is demonstrated.

Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). It is concluded that in all practical situations of "small" antennas approximation 1 is almost always appropriate. Computations were carried out for bare antennas, the extension to insulated ones being, however, straightforward. Although a rigorous theory of the antenna performance in a realistic semi-infinite conductive medium has not been developed, the results quoted should also be applicable when antennas are a few skin depths below the earth's surface. In particular, for the evaluation of radio-links under up-over -and-down operating conditions, the antennas can be replaced by dipoles of length equal to the effective height. Since the antenna's parameters are given in analytical form, it is also possible, by using Laplace transform techniques, to compute the transient response of the antenna. The transient is described by pole (short-time behavior) and branch-cut contributions (large time behavior). For these last terms, an asymptotic evaluation is possible, so obtaining closed form expressions for the response at large observation times, which is closely related to the dispersion characteristic of the environment.

Exploration of the photochemical reactivity of diesel-exhaust hydro-carbons is described. A smog chamber was built, and reactivities of diesel exhaust, gasoline exhaust, and propylene were measured at two chamber temperatures. Experimental data indicated the problems caused by instability of diesel-exhaust hydrocarbons. With reservations due to these problems, the results are interpreted to reflect comparable reactivities for diesel and gasoline exhaust.

"A knowledge of the carbon dioxide (002) content of the products of combustion, particularly from the boiler furnace, is very valuable. An instantaneous indication of the CO2 can be used as a useful guide to efficient burning. A permanent record over a. period of time gives a story to the management which tends to keep the operators more alert. Many instruments that indicate and record CO2 have appeared within the last fifteen years. More are about to appear. Although simple principles involving chemical, physical, or electrical qualities, are being used, there is at present a general feeling of uncertainty about such instruments in the boiler room any instruments are bought, run awhile, then lie idle indefinitely.Inquiries as to CO2 machines continually come to the Bureau of Mines from the general public, as well as from other branches of the Government. Some ten years ago a series of tests was made on certain instruments at that time on the market. The following test was made quite recently on four of the newer types, including one using an electrical principle. The four instruments were installed on one boiler each, according to the instructions of the makers, and the recommended routine attention was given them. The test was of a service nature duplicating the conditions under which the instruments ordinarily serve. The boiler that was available for this purpose was practically banked for some hours of the night. This caused the average CO2 for the entire twenty-four hours to be rather low, although it reached the higher ranges of the instruments during the day.Each day the charts were averaged and the results plotted to form the accompanying curve. The record of each instrument is shown by its particular mark, the dot, circle, cross and square being used in addition there is plotted for each day a rectangular area representing 1 % CO2 in height. The proper positions of this area was determined by means of the Crsat. Where the plotted point for an instrument falls within the rectangel its accuracy is within 1/2% CO2, which is considered satisfactory. Where it falls outside the rectangle, inaccuracy is indicated."

EXPLOSIVES RESEARCH. As the physical laboratories of the explosives section of the Pitts- burgh experiment station were equipped for testing the physical properties of explosives, both the Army and Navy Departments for many years had requested the Bureau of Mines to make such tests. Chemical control of the physical tests through analyses, heat tests, analyses of gaseous products of combustion, and sand tests was exer- cised through the explosives chemical laboratory. Often an investigation was cooperative between two laboratories. The explosives chemical laboratory also aided the work of the Ex- plosives Regulation both by chemical tests and investigation of acci- dents in explosives plants. COOPERATIVE WORK FOR ARMY AND NAVY DEPARTMENTS. The explosives chemical laboratory devised, at the request of the Bureau of Ordnance of the Navy, a more economical method of making hexanitrodiphenylamine. This problem was assigned to the Bureau of Mines by Dr. C. E. Munroe, chairman of the committee on explosives of the National Research Council, acting as the depart- ment of science and research of the Council of National Defense. Before the United States entered the war the following reports of investigations were submitted to the Army or the Navy: 1. Report of sensitiveness and relative efficiency of TNT and ammonium picrate, dated February 6, 1913, undertaken at the re- quest of the Chief of Ordnance. 2. Report of tests and examination of two samples of TNT and one of TNA for the Ordnance Department of the Army, dated August 5, 1915, was undertaken at the request of commanding officer, Frankford Arsenal. 3. Report of tests for sensitiveness to detonation of mercury ful- minate of 21 samples of TNT crystallized from various solvents, for the Bureau of Ordnance, Navy Department, dated June 17, 1916. 4. Report of tests of two samples of mercury fulminate for Frank- ford Arsenal, dated December 2, 1916, undertaken at the request of the commanding officer, Frankford Arsenal. After the United States entered the war the following reports of investigations were submitted: 5. Report of pendulum friction and large impact tests on two samples of "sodatol" and two samples of "amatol." The final report was dated July 20, 1918; and the preliminary report, May 15, 1918. A specially recommended cable is a rubber-sheathed cable that has met the minimum performance requirements for cables as set forth in Schedule 20. The first in the series of recommended cables was listed September, 1930, by an ad- vance notice published as Information Circular 6375 which described the conditions under which the cable tests were made. Since that time six additional cables have met the test re- quirements and have been specially recommended. The cables listed were all twin (parallel duplex) cables having outer belts or cov- erings of approximately -inch high-grade rubber compound, and have the same general appear- ance and relative dimensions as the types of twin cables in general use. The cables were tested under conditions designed to show their approximate perform- ance under mine conditions. Only twin-type cables have met these test conditions. Although the recommended trailing cables are much better and safer for mine use than other cables and withstand being run over by a 7-ton car, they should not be considered as 100 per cent safe. The 7-ton car test represents the minimum limit requirement effective at present under Schedule 2-C, but the test car operates on a straight and level track, and thus does not represent the more severe conditions of mine use such as might result from uneven and curved tracks.

The question "Why can not American kaolins be substituted for English china clay?" has been asked time and time again, and more often since the beginning of the present war in Europe, which has threatened to cut off the supply of European clays imported from abroad. The answer to this question has invariably been, that the domestic kaolins are not as pure and uniform in composition as the imported clays. This demand for white-burning American clays is of such economic importance that it was considered advisable to determine whether some of our vast deposits of impure white clays could not be refined sufficiently to permit their being substituted for the foreign materials. Up to the present time mechanical principles only have been applied in the refining of kaolins, but in order to keep pace with the increasing requirements for better quality and uniformity of product, the application of the principles of colloidal chemistry is necessary. The investigation described in this report was carried on to deter- mine the practicability of applying technical control of clay disperse systems to the refining of kaolins and the utilization of the prepared clay in the manufacture of vitreous china and wall tile. It is hoped that this report will prove a stimulus to the clay- washing industry; will point out a method of refining certain Amer- ican clays, and will lead to the substitution of domestic kaolins for imported china clays by manufacturers of high-grade ceramic wares.

In 1916 the Bureau of Mines, the Illinois Geological Survey, and the University of Illinois, working under a cooperative agreement, began an investigation of the subsidence of the surface above coal- mining operations. Four widely separated places where mining was in progress were selected as observation stations-one in the northern Illinois longwall coal field, one in the central Illinois coal field where the room-and- pillar panel system of mining was being used, and two in the thick coal of southern Illinois where the room-and-pillar panel system of mining was employed. These four points of mining activity gave a rather wide opportunity for observing subsidence when different mining methods were used. The four places selected for investigation of surface subsidence due to coal mining have been designated as follows: 1. A, in the northern Illinois longwall coal field, where the coal company has been operating coal mines for 30 years and where long- wall advancing is the only method of mining. 2. B, in Perry County, where panel room-and-pillar mining of a thick seam of coal is in progress and where mining operations have been carried on about 40 years. 3. C, in Macoupin County, where the coal company has been min- ing coal by the panel room-and-pillar method for about 15 years. 4. D, in Franklin County, where the coal company has been mining coal for 10 years by the panel room-and-pillar method.
