The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.

The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content. Splicing portable trailing cables used in underground coal mines is usually less expensive in terms of capital outlay and production time lost than replacing them. However, handling trailing cables may result in electrical arcs, shocks , and burns. Also, destructive forces encountered during a mining operation may shorten the effective life of a cable splice. This report gives the results of an analysis of cable splice defects in an effort to establish cable splice performance criteria, determine testing standards for cable splices, establish guidelines for training programs in cable splicing, and indicate areas for improvement.

Recently, a collection of programs that will simulate a ventila¬tion system with extensive analyses and report-generating capabilities and error diagnostics has been developed (Didyk, 1974). It has pro¬visions to handle air injections, methane or gas emissions, and leakage. Additionally, it will solve problems where fixed and/or maximum air quantities are specified for some airways. Finally, the simulator has been structured to be extremely modular so that additions and revisions to the model can be easily made. The general aspects of the information flow and logical structure of the mine ventilation simulator are shown in Figure 14. The output from the methane emission model is input into the ventilation simulator for calculation of the concentrations in all branches of the network. The methane model and the ventilation simulator provide powerful tools for the analysis and planning of mine ventilation systems. INPUT DATA REQUIREMENTS In all of the mathematical models, several coefficients that de¬fine the characteristics of the ventilation system are used. For the ventilation simulator, these include the frictional characteristics of the ventilation regulatory devices. Considerable work has been done on the experimental determination of these coefficients for smooth pipes and well-defined mediums, but only limited data are available for actual mining conditions. The National Institute for Occupational Safety and Health (NIOSH), with US Foam Technologies, Inc. and On Site Gas Systems, Inc., conducted research on the remote application of extinguishing agents with the intent of improving deployment strategies to limit miner exposure and to help ensure the best possible outcome during a mine fire. Full-scale in-mine were conducted at the NIOSH Lake Lynn Experimental Mine to determine the flow characteristics, stability and fire-suppression capability of gas-enhanced foam. The in-mine experimental work was designed to evaluate movement of gas-enhanced foam through mine workings closely simulating an underground coal mine environment and how long gas-enhanced foam would remain stable. This paper presents results of the experiments and provides valuable insight into mine fire deployment strategies for gas-enhanced foam technology.

A line of cordeau detonating fuse was placed in hole No. 2, no electric detonators being used in the hole. After 12 or 13 cases of 40 per cent nitro starch powder had been poured into the hole in loose form, it was found that a space of only 17 ft. remained for stemming. It was decided that space for an additional case of powder might be obtained by tamping the charge. The tamping was done with a heavy plunger, about 3 or 3 inches in diameter and 10 inches long, made of lead with an iron core with an iron eye in the top to which a 3/4 inch rope was attached, and weighing between 30 and 40 pounds. This weight was intended for use in sinking explosive in wet holes, and not for tamping. It is estimated that the tamping had continued at least 10 The quarry superintendent had gone a considerable distance for a box of powder, returned, and reached a point about 10 feet from the hole, minutes.

In connection with its continuing studies of the characteristics of alloys and alloying elements, the Bureau of Mines investigated the crystal structure of fused boron. This report describes how the structure of fused boron was found to be rhombohedral by the powder method for crystal-structure determinations by X-ray diffraction. The determinations of the crystal structure of boron reported in the literature were made on crystals prepared by various methods such as electrolysis, thermal decomposition of a boride, or by hydrogen reduction of boron tribromide. Table 1 summarizes the data found in the literature on the crystal structure of boron. The information shows the following: (1) Three structures have been reported for boron, (2) boron prepared by different processes--or even by varied conditions of a process--produces crystals of different structure, and (3) no information is given on the crystal structure of fused boron.

Coke Since the beginning of manufacturing of metallurgical coke in the United States, which dates from about 1859, Pennsylvania has main tamed supremacy in coke production Available statistics for the year 1880 show an output of 3,338,300 short tons, which was neatly trebled by the end of the succeeding 10 years. From this time on the increase was steady, though not rapid, and in 1922 the total production was 13,991,892 tons, which is approximately 37 per cent of the total coke production of the United States. The main reason for the rapid development of the coke industry in Pennsylvania lies in the abundance of coals particularly adapted to beehive coking, for which purpose the Pittsburgh bed in the Connellsville district has long been looked upon as standard At first practically all metallurgical coke was made in beehive ovens, the only exception being the short lived and wasteful method of coking in piles, byproduct owns did not make then appearance until after 1893 The suitability of a beehive coking coal cannot be accurately predicted from its chemical analysis, but it can be said, perhaps, that the volatile matter should be about 32 per cent, and that the oxygen content should not be mole than 10 pet cent or less than 4 per cent The sulphur and phosphorus content should be small-not over 1 25 per cent sulphur and under 0 02 pen cent phosphorus-and the ash content should not be over 7 per cent The Pittsburgh bed at Connellsvnlle fills these requirements well, as may be seen from the following representative analysis. Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." This bulletin deals with the characteristic features of the principal explosives used in mining and engineering operations, and espe- cially with the tests that show the suitability of different classes of explosives for different kinds of work. The Bureau of Mines pub- lishes the report as one of a series dealing with tests of explosives and methods of reducing the risks involved in the use of explosives in mining operations. The application of explosives to engineering and mining opera- tions has increased rapidly in recent years. According to a pre- liminary report issued by the Bureau of the Census, 469,000,000 pounds of explosives was manufactured in this country during the year 1909, and the greater part of this production was used for industrial purposes. In large engineering projects and in mining operations requiring the use of explosives the selection of a suitable explosive from the many varieties offered for sale is of fundamental importance. Vari- ous considerations are involved in the selection of an explosive of proper class for the blasting to be done. Many explosives suitable for quarry work are unsuitable for use in deep mines or in close workings. In metal mining and in driving tunnels the character of the gases evolved by the explosive on detonation is an important consideration. An explosive for use in gaseous or dusty coal mines must be formulated and compounded so that its flame temperature and the height and duration of its flame are reduced enough to per- mit its being used with comparative safety. In wet workings or in submarine blasting explosives impervious to moisture are requisite. In extremely cold climates explosives that do not require thawing are desirable, provided they are equally good in other respects. An essential requirement of all explosives, especially of those for use in tropical countries, is that they shall remain stable without change in chemical or physical characteristics.

Optical technologies have progressed rapidly in the past 15 years. One application of laser technology in underground coal mines currently under evaluation is the remote measurement of explosive methane gas. Federal regulations require that atmospheric monitoring systems used in gassy underground mines where permissible equipment is required shall be intrinsically safe. Mine Safety and Health Administration criteria for the evaluation and testing of intrinsically safe apparatus and associated apparatus contain no specific guidance for optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting a study to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in under- ground coal mines. Results of experiments involving ignition of methane-air mixtures by collections of small heated particles of Pittsburgh seam coal and black iron oxide are reported. The inert but more strongly absorbing iron oxide targets consistently ignited methane-air mixtures at lower powers than the coal targets. Minimum observed igniting powers for laser energy delivered by 200, 400 and 800 pm core fiber optic cables and directed onto iron oxide targets in methane-air atmospheres were 0.6, 1.1, and 2.2 W, respectively. Comparisons with the results of other researchers are made. A thermal layer theoretical approach to describing the process is included as an appendix.

This paper introduces a method for teaching workers to communicate necessary information when giving or receiving emergency warning messages. Research has shown that when an emergency occurs, people may not get the information they need to take appropriate action. Interviews conducted with 48 underground coal miners who had escaped mine fires revealed that the warning information provided was inadequate. In some cases, sufficient information was not provided to the endangered miners. At other times, miners failed to ask for information they needed to plan and execute effective escapes. Researchers from the NIOSH Pittsburgh Research Laboratory have been studying the content of emergency warning messages and have developed an emergency communication protocol. A training intervention that presents the protocol and related mental cues is being evaluated for effectiveness in improving the content of emergency messages. In this paper the protocol is presented and the training package described. The evaluation procedures and a summary of the analyses conducted to-date are also provided. The training package was developed for use with underground coal miners, but could easily be modified for emergency communications training in other settings.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

The U.S. Bureau of Mimes is investigating Fourier transform infrared (FTIR) spectroscopy for on- filter quartz analysis of respirable dust. A custom accessory is described for full-face examination of filters utilizing a large-diameter infrared (IR) beam. The accessory positions samples to match diameters with that of the diverging analytical beam. Sample absorbance is then measured. With nonuniform deposition of dust on collection filters being a major issue for such analyses, this approach is the most direct way to accomplish sample area averaging. The approach is unconventional since it utilizes large-beam geometries instead of the usually desired minimized beam dimensions. The issues and problems involved in the analysis of quartz on a filter matrix are discussed. Absorption bands chosen, light-scattering effects, curved baselines, random noise, interference fringes, and possible solutions to technical difficulties are the topics covered. The more significant findings include a 20-pg detection limit for quartz when the custom accessory is used and minimal occurrence of light-scattering effects at low wavenumbers. The custom accessory performance was satisfactory and merits further work. With continued research, an on-filter method for quartz analysis of respirable dusts seems achievable.

Scaling Law for Fly Ash Crater Formation The scaling law derived for predicting crater diameters at different scales is developed below by considering the equation of motion of individual fly ash particles. It is assumed that the air drag on each particle is characterized by Stokes flow, and at the borehole - passage intersection the air velocity and the fly ash particle velocity are the same. A review of all upper extremity cumulative trauma disorder (UECTD) injuries was conducted by the U.S. Bureau of Mines for 1985 through 1989. This review was performed by analyzing each injury, as reported by law and maintained on the U.S. Mine Safety and Health Administration's accident data base. This analysis found that incidence rates in mining were lower than in private sector industry, although the number of reported UECTD injuries increased sevenfold and their percentage of all mining injuries increased fivefold from 1985 through 1989. Metal-nonmetal mines accounted for 80 pct of UECTD injuries, while coal mines accounted for 20 pct. Nearly 63 pct of UECTD injuries were accounted for by only four occupations-mechanics, laborers, boney (crusher) operators, and miners not elsewhere classified (NEC)-with an incidence rate well above the private sector industry rate.

From time to time the Bureau of Mines has received requests from persons who wish to destroy unwanted explosives, and although the information that follows has been accumulated from sources considered reliable,4/ the. Bureau of Mines assumes no responsibility for accidents that may result from following the suggestions offered. Explosives to be destroyed may be fresh material from damaged packages, usable material for which there is no further need, or material that has deteriorated either from natural aging or from improper storage to the point where it is unfit for use.
