"The Bureau of Mines receives and answers many requests for information on the qualities and properties of American coals, and also publishes many papers that deal with coal characteristics. Compilations of chemical analyses of coal from specific locations are contained in a series of technical papers,2/ by States, whereas typical analyses of coal seams, by States and counties, are given in data books, volumes 1 to 7,2/ by producing districts, as defined in the Bituminous Coal Act of 1937. Bulletin 446, ""Typical Analyses of Coals of the United States,"" condenses and supplements these data books, which do not apply to the Western States. Other coal properties are described in numerous publications listed in the Bureau of Mines Bibliography of Publications. However, no recent publication lists average B.t.u. values by rank on a Statewide and national scale. Averages have been estimated in the past, and some of them are included in this paper for comparison.The average and the ranges of as-received B.t.u. values of American coals on a Nation-wide basis, as found by the statistical method described in this paper, are given in table 2 and on a State-wide basis in table 3. The following is abstracted from table 2:In deriving average B.t.u. values for coals, the results depend on the type of data available and the methods of calculation. The data, or analyses, may represent any of three types of samples - mine, tipple, or delivered. In mine sampling, a channel cut is made of a vertical face of the coal bed, carefully excluding most of the impurities, and the material retained is the sample. It is readily seen that mine samples are selected samples and do not strictly represent the unmined coal bed, unless the coal contains no major impurities. Mine samples generally represent the best-quality coal that could be produced. In contrast to mine samples, tipple and delivered samples represent coal that actually has been mined, and their analyses may show either lower or higher values than mine samples of the same coal, depending on treatment and preparation after mining.Of the thousands of analyses accumulated by the Bureau of Mines, most are of either tipple or delivered samples and represent the coal after it has been mined. Any average calculated from this aggregate of data will, consequently, reflect coal that has been produced, and not unmined coal in situ.The method of calculating an average from the basic data also will have considerable influence. If there are three seams of coal in a county, the average analysis for the county is not necessarily the arithmetic mean of analyses of the three individual seams. For a probable average of unmined coal, the B.t.u. values of each seam should be weighted in proportion to the unmined reserves of each seam. In similar manner, an average for past pro¬duction should be weighed according to the past production for each seam. Figures for coal reserves are only estimates based upon geologic evidence and its interpretation. Production records are much more accurate than estimated reserves, although detailed production records for individual seams by counties are very few."

According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.

One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications system which will allow surviving miners to make their circumstances known to rescue teams. Various communications techniques can be considered, including electromagnetic systems, acoustic systems, and hybrid systems. The electromagnetic and acoustic systems would be independent of existing mine communications systems and set up specifically for use in emergencies. Hybrid systems might use a short emergency link to existing telephone systems in the mine. Many variations are technically possible, and the primary task is in evaluating the relative merits of each, so that the most workable system can be selected.

The Bureau of Mines conducted an investigation to improve the flotation response of coals that are difficult to wash by froth flotation. A literature survey and experimentation showed that, for the most part, refractory coals can be floated with oily collectors and frothers. Collector reagent consumption can be minimized and the selectivity of the flotation enhanced by assuring adequate, but not prolonged, reagent conditioning. Where flotation selectivity is especially poor, two-stage rougher-cleaner flotation is recommended. It was concluded that a major problem with refractory coals is predicting when they will appear in a flotation circuit so that supplementary flotation collectors can be added. Coal losses due to variation in the floatability of the feed might be reduced if a nonpolar collector such as kerosine or fuel oil is used along with a frother as general coal flotation practice.

Liquid-liquid extraction techniques were investigated by the Federal Bureau of Mines for the fractionation of rare-earth solutions. Separatory funnel work using tri-n-butyl phosphate (TBP) for extracting ceric nitrate from solutions containing sulfate ion resulted in almost complete extraction. Similar tests using primary amines for splitting trivalent rare-earth pairs and fractions gave promising results. The ceric nitrate extraction procedure was scaled-up by use of pressure-bubbler equipment, a series of spray towers for extraction, washing, and stripping. In this case only 84 percent ceric nitrate extraction efficiency was achieved. This work was done using dilute sulfuric acid for stripping.

Following a year of great uncertainty, the political situation in Bangladesh improved during 1976. The major problem for Bangladesh remained the high birth rate and crowded conditions. Bangladesh had the highest population density of any agrarian country--over 80 million people in a land area of 144,000 square kilometers, 65% of which is considered arable. The Government, with considerable foreign assistance, was actively encouraging voluntary family planning, and set a growth rate target of 2% per year or less. However, even if the growth rate was reduced to the target level immediately, the population of Bangladesh would nevertheless nearly double within 20 years.

"Under existing conditions in the treatment of oxidized lead ores containing small quantities of molybdenum no provision is made for the recovery of the molybdenum. Considerable quantities of this important element are lost in the slags of the lead smelters and constitute an economic waste. There is little or no probability that slag dumps containing molybdenum in small quantities could be economically treated for the recovery of the element, and steps for the prevention of waste in this respect must be taken prior to smelter treatment.Wulfenite, lead molybdate (PbMo04), and molybdite, molybdic ocher (Mo03), are the molybdenum minerals most abundantly found in deposits of oxidized lead ores. Wulfenite contains 39.3 per cent molybdenum trioxide and 60.7 per cent lead oxide; molybdite contains 66.7 per cent molybdenum and 33.3 per cent oxygen. Plumbojarosite, argentojarosite, cerussite, and occasionally anglesite are commonly associated with wulfenite ores, and the oxidized iron content is usually fairly high.The recent discovery and development of a body of wulfenite ore in the Star district near Milford led to a cursory microscopic examination of samples of the ore, followed by a few preliminary tests which had for their object the separation and recovery of the lead and molybdenum in separate products.The microscopic examination showed that the samples used in the work were composed of wulfenite, plumbojarosite, and a small quantity of cerussite, and indicated that the iron content was quite high. The ore was porous and yellowish-brown; crystals of wulfenite appeared to be quite uniformly distributed through it, and this mineral and plumbojarosite (Pb0.3Fe203.4S03.6H20) apparently accounted for the major part of the lead content, although lead"

The Bureau of Mines investigated coal storage silos to determine how gassy coal must be for methane accumulations in a silo to become hazardous and where such accumulations are likely to occur. Methane concentrations were measured in the open space above the stored coal pile, in the pile, and in the reclaiming area. No methane layering was found in closed-top silos. Reclaiming areas were as gassy as the top part of the silos. Coal samples were collected from the conveyors entering the silos in order to assess the gassiness of the coal. No simple correlation was found between the gassiness of the coal stored and the measured methane concentrations. However, at mines where the average 24-hour gas emission from the conveyor belt samples was 14 ft3/ton or more, fans or open tops were used. It appears that a large fraction of the methane released during storage remains in the void space between the coal particles.

Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. Gilsonite, a solidified hydrocarbon, found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), by Ziegler Chemical and Mineral Corp., and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT.

"A recent critical study by Ralston3 of the iron system points out the importance of and necessity for work upon the preparation of ferrous oxide. Not only are ferrous oxide samples desired for determination of the important physical and chemical properties, such as specific heats and heats of formation, bat also information on the stability and behavior of this material is of considerable technical importance. Related. problems where the properties of Fe0 are important have to do with desulphurization of iron, the formation and occurrence of magnetite in copper smelter slags, and sulphur elimination in copperFerrous oxide also has valuable catalytic properties, as is demonstrated in nitrogen fixation.Pure ferrous oxide has never been prepared in quantities large enough to furnish adequate physical and chemical data on its properties. Only two or three experiments4 have produced a fraction of a gram in a state approximating purity and have collected evidence that has been sufficient proof of their having done so. Ferrous oxide is stable only above about 570°C., and below that splits into magnetite and iron according to the reactionUp to about 1920, those who had endeavored to prepare FeO made no provision for rapid chilling, so that although their product. may have had the proper iron oxygen ratio for FeO, in reality it-probably did not consist of pure FeO. The above reaction is reversible; above 570oC. magnetite and iron are supposed to recombine almost completely, and if so, should constitute a direct and easy method of preparation. The data, however, were somewhat conflicting, and the extent to which the reaction goes in either direction needed checking. Preliminary experiments on the interaction of molten Fe304 with solid Fe gave Fe0 of about 85 per cent purity, corresponding to. the approximate purity obtained by some previous investigators. The present work is concerned chiefly with the results cf repeated interaction between partly reduced magnetite and iron, and the calculations which may be made from such results. Repeated treatments are necessary, because molten impure ferrous oxide and iron can not be kept in contact for more than short periods of time."

In the past, mine management has been concerned with removing water from active mining sections primarily because it hampered the movement of mining equipment and aggravated the working condition of the miners. Pumping water to sumps and gravity drainage by ditching have proven successful in mines for minimizing section down time due to water influx. However, with the advent of more strict pollution laws the mining engineer must now be concerned with keeping water out of the section and also with preventing it from causing pollution. A review of the handbooks and textbooks used in the mining engineering curricula reveals that little has been written concerning acid mine water prevention or control in underground coal mines. Additionally, the review of the curricula of mining schools indicates they are not teaching the engineering students the necessary techniques of mine water management as they relate to the abatement of mine water pollution.

To develop and design a bit that will rapidly drill smooth and precise instrumentation holes in soft rock. Approach Use a one-piece bit made by combining a drag bit and a diamond bit. Because a smooth-walled borehole with a precise diameter is needed for borehole pressure cells (BPC) and other borehole instruments, a diamond bit is usually used. However, diamond bit drilling is slow, and the bit will tend to bind when squeezing ground is encountered. On the other hand, the drag bit will cut faster, but the walls of the drill hole will be rough and the diameter will not be as precise. The combination will provide a bit which penetrates as rapidly as a drag bit, but retains the smooth-wall and precise borehole diameter of a diamond bit. How It Works A three-foot-length of EW-size drill rod is centered in a diamond bit by welding it to three equally-positioned spacers at each end of the bit. A drag bit is attached to the EW rod with a standard EW-to-drag bit adapter as shown in the diagram. Three equally-spaced diamond inserts are set to the desired hole size and welded to the diamond bit barrel behind the crown. These inserts increase the smoothness and precision of the hole by cut-ting away any hole closure. Three equally-spaced shims are set approximately 0.020-inch under the overall insert diameter size and welded to the rear of the diamond bit barrel. The combination bit should be used on a diamond drill with either water, mist or air as the coolant.

Rock masses in deep level mines are subject to high stresses, which can result in unexpected failure of rock into mined-out openings. Historically, various independent methods have been used to discern the causes of rock bursts and to evaluate stress conditions in rock masses susceptible to violent failure. Personnel from two research centers of the former U.S. Bureau of Mines, Spokane and Twin Cities, investigated a rock burst that occurred in May of 1994 in a rock mass between the 4400 and the 4600 levels of the Sunshine Mine, Kellogg, ID. The team evaluated the current state of stress in the pillar and the most likely cause of the rock burst by studying the seismic history of the pillar, examining the geology, analyzing the available in situ stress data, calculating possible fault-plane solutions for the burst, and performing a seismic velocity tomographic survey. The results of the study showed that post-rock-burst seismicity was concentrated about 15 to 30 m west of and about 15 m above the rock-burst location. The pillar is composed of a very hard sericitic-to- vitreous quartzite of a type rarely found in the mine, but that is often found in other district mines having a history of seismic activity. In situ stress analysis of the pillar and the surrounding rock mass showed a probable stress rotation from northwest-southeast to east-west. Of four fault plane solutions, the most probable was either a left-lateral, strike-slip movement with a compressive principal stress oriented nearly north-south, or a right-lateral, strike-slip movement oriented east-west. Finally, tomographic images showed low-velocity areas (interpreted as areas of low stress) associated with the crosscuts and haulageways, and high-velocity areas (interpreted as areas of high stress) associated with the rock-burst location. High velocities were also found in a planar area oriented in an elongate northeast-southwest direction.

"The Berkeley safety station of the U. S. Bureau of Mines was recently informed that a geologist was killed through entering an abandoned 90-foot exploratory shaft without making a preliminary test of the shaft atmosphere. He was one of a geological party which was investigating coal lands in California. The only light that he carried into the shaft was an electric flash light. After he had descended a short distance, one of his associates on the surface heard him exclaim, ""This place is full of gas, I am coming up"", He had no more than finished the remark when he was seen to lose his grip on the ladder and fall down the shaft. He was apparently weakened from impure air in the shaft, and could no longer suppers himself on the ladder. When his body was recovered, it was found that his neck had been broken by the fall.This is the ;second recent accident that has been called to the writer's attention where a life has been lost in abandoned exploratory workings; the other fatality being in Minnesota where a mining engineer was overcome while sampling a shallow pit in iron-ore formations. This engineer was on the bottom of the shallow pit and died before help could reach him. It was generally supposed that each of these deaths were due to poisonous gases, but the writer believes, after reviewing the information available, that death in both instances may have been directly caused by deficiency in oxygen.Frequently in the daily press there are items relative to lives being lost through cleaning out old wells, and as a general rule such accidents are also caused by impure atmospheres.In every abandoned shaft or pit, or in fact, any old working where the air has been stagnant for a considerable time, there is always danger of oxygen deficiency, as the oxygen which originally comprised one-fifth of the atmosphere may be appreciably replaced by gases that do not support life, usually by carbon dioxide (black damp) or methane (fire damp). Much valuable information on the subject of mine atmospheres, mine gases, and the effect of oxygen deficiency onthe human system is contained in Miners' Circular 14, ""Gases Found in Coal Mines"" by G.F. Burrell and F. M. Seibert; Technical Paper 122, ""Effects of Oxygen Deficincy on Small Animals and Men"", by G. A. Burrell and G. G. Oberfell; and ''Chit of Properties of Mine Gees"" by G. A. Burrell. These publications of the Bureau of Mines should be rent by all who are interested in the subject of this paper."

The Bureau of Mines has developed test procedures and criteria for evaluating explosive reactivity of explosive-contaminated solid waste substances generated by U.S. Army ammunition plants. These substances are produced as explosive-contaminated sludge from wastewater treatment plants, residues from the burning of munitions and explosives on open ground, and residues from deactivation furnaces. The characterization of explosive reactivity is a prerequisite for disposal of such waste materials, which may be contaminated with primary explosives, propellants, or pyrotechnic materials. The Bureau has proposed two tests for this purpose. These tests were developed to evaluate the explosive reactivity as defined in Title 40, Code of Federal Regulations (CFR), part 261.23(a)(6) and (7). These are the Bureau's gap and internal ignition tests, which determine the sensitivity to shock and thermal stimuli, respectively. This report also includes gap and internal ignition reference data for typical blasting agents, high explosives, propellants, and marginally reactive substances. These reference data were used to establish test criteria. The Bureau has evaluated over 400 samples of contaminated soil, sludge, and burning residues using these two test methods.

THIS CHAPTER of the Minerals Yearbook (Volume III) contains overall employment and injury experience for coal mines-bituminous, lignite, and anthracite; coke, petroleum and natural gas; and peat and slag plants; metal and nonmetal mines; sand and gravel operations; stone quarries; metallurgical plants, including metal mills and smelters; and nonmetal mills for 1959. Volume I of the yearbook contains injury experience and employment data in the metal, non-metal, sand and gravel, slag, and quarrying industries, and the milling operations and related plants. Volume II contains the injury experience and employment data in the fuel industries--coal, coke, petroleum and natural gas, and peat. Surveys conducted by the Bureau of Mines were the source of injury and employment data used to compile the tables and furnish information for the accompanying text. Response to the surveys was voluntary except that for coal mines. The Coal Mine Safety Act requires operators of coal mines to furnish the information requested.

The Bureau of Mines has developed a simple stereographic method of analyzing the orientation of single and intersecting planes of weakness in vertical pillars of parallel symmetry. From this method, it can be determined if planes of weakness transect the full horizontal cross section of a pillar. A major finding resulting from this method was that intersecting planes of weakness can transect the full horizontal cross section of a pillar even though the individual planes do not. This paper provides step-by-step instructions for using this method.

The first thing to consider in prevention of electric shock is the voltage of the circuit. No person can be sure that he will not be killed, even from a 110-volt circuit, if he makes proper contact with the circuit so as to cause the maximum current to pass through his body. As the voltage is increased to 250 volts, 500 volts, or 2,300 volts the danger from contact with the electric circuit is increased, Alternating current of the same nominal voltage is possibly more dangerous than direct current. Experience has taught us that both will cause death, and that if the fatalities from this source are to be kept low, certain precautions in the guarding of circuits must be observed.

"Three men lost their lives in the Black Diamond Coal Mine near Seattle, Wash., recently while wearing oxygen breathing apparatus. The press dispatches stated that these men lost their lives while practicing with the apparatus. Later reports stated that the men died while attempting to make a trip 1200 feet down a 25 degree slope which was filled with black damp, in order to measure the amount of water that had accumulated at the bottom of the mine, and the trip was attempted with oxygen in the tanks of the apparatus with dials indicating only 45 minutes supply. The oxygen in the tank was used up and the men therefore lost their lives from a deficiency of air to breathe.In spite of all the education and training done by the Government to prevent accidents, men are prone occasionally to take unnecessary chances. Every piece of apparatus, no matter how perfect, has its limitations. The Government, through the agency of the Bureau of Mines, has trained many thousands of miners in the use of mine rescue apparatus. The training has been given to all miners who requested it, and the Bureau has gone to the extreme of urging miners to join the rescue and first-aid classes. In spite of all the efforts of the Government, men occasionally attempt the impossible."
