"INTRODUCTION Ignitions of gas at the coal face when a blast is fired electrically are often a tributed to the explosive; but sometimes the ignition cannot be explained satisfactorily in this way-in fact, ignitions have occurred when the detonator has failed explode.The possibility of such electrically by sparks from the blast between poorly insulated leading wires and detonator leg have been recognized. Several countries have provided safe types of single-shot blasting units; some have permitted the use of larger multiple-shot blasting units provided each unit is equipped with a time-limiting switch that prevents unnecessarily long application of voltage on the leading wires after the shot has occurred, the assumption being that the firing line will this be dead before damage to the wires and subsequent sparking can take place. An extensive research was made by a French commission relative to the characteristics of electric detonators and methods of firing. Along other tailings they investigated the probability of ignitions by sparks across the leading wired at the face, also the time and duration of the various events in blasting, such as ignition of the detonators, movement of the coal face, and application of firing current. They suggested, as a means of eliminating or reducing tilt possibility of gas ignitions from the blasting unit, that the timing switch of the blasting unit be designed to disconnect the blasting"

"""Hazard"" is the general expression used by safety engineers to denote risk, or the danger to property or human beings from the contingencies peculiar to different industries. Where a business, family, or individual is subjected to possible financial loss from any particular hazard, it is customary and is considered good practice to insure for reimbursement of possible loss. Accordingly, we take out insurance for earthquakes, for fire, for accidents, etc., and are charged a different premium for each. The premium rate is based on our relative exposure to the hazard in comparison to the total loss to our particular class of business in our geographical location over a given period.Insurance, then, must be considered as the experience of a group rather than of an individual, and any individual may be fortunate or unfortunate over stated periods. Through the law of averages, the probability of loss because of exposure to hazard is becoming more accurately measured as experience is accumulated and data are analyzed.Lion human life came to have a financial value in the eyes of the law, and employers were held liable for losses through accidents to employees while on duty, insurance companies began to underwrite the accident risks of the different employers and divided them into classes based on the amount of risk involved. Premiums for compensation insurance are based on relative exposure, which is measured by pay roll. The premium is rated in proportion to the severity of losses established by statistical studies.' It soon became evident that the accident experience of employers in the some industry varied widely; that is, there were good and bad risked in the same line of business. This resulted in ""experience rating"" of premiums, meaning thereby that an employer with experience in accident cost was premium rated in proportion to his losses over a stated period (usually three or more years)."

"INTRODUCTION The act of Congress establishing the Bureau of Mines in 1910 delegated to the Bureau, as one of its principal duties and functions, the study of health and safety in the mineral industries with a view to devising and putting into operation means of conserving the health and safety of persons employed in the industries. One of the first health and safety activities of the Bureau of Mines was therefore organization of a trained force to promote instruction in first aid in the mineral industries. First-aid training has been an important activity of the Bureau of Mines since its establishment. The standard first-aid course requires a minimum of 15 hours of instruction and practice work. A person completing the initial training course is issued an engraved certificate and pocket card certificate; thereafter, only a pocket card certificate is issued for additional training.From 1910 to 1926 first aid was taught by trained Bureau of Mines employees; consequently, only a comparatively few persons were trained. In 1926, however, cooperative first-aid training was initiated, which provided the means to train the entire personnel of mines or plants within a short time in a single campaign. Many mines and plants have taken advantage of the cooperative plan, whereby keymen in a mine or plant, in addition to the initial training received, are given intensive training in first aid by a Bureau of Mines instructor. Those men who show an aptitude for teaching are selected as tentative provisional first-aid instructors. In order to qualify as a provisional instructor, a tentative instructor must, under the supervision of a Bureau of Mines instructor, train a class of at least six persons employed in the minerals industries in the standard Bureau of Mines course in first aid. After it has been determined that the class has been trained properly, a provisional first-aid instructor's pocket card certificate is issued to the class instructor. The first-aid instructor can renew his pocket card certificate each year by training or retraining at least six persons connected with the mineral industries to satisfactorily pass an examination given by a Bureau of Mines representative. After five yearly renewals of a provisional instructor's pocket card certificate, an engraved, permanent instructor's certificate and a permanent instructor's pocket card certificate are issued to the instructor."

The Federal Bureau of Mines investigated the extraction of lithium from hectorite-type clay deposits found on the Nevada-Oregon border. Two clay samples were used in the investigation; one contained 0.36 pct Li and the second contained 0.64 pct Li. The purpose of this laboratory-scale research was to determine how these clays responded to different extraction techniques. Extraction techniques investigated were sulfuric acid leach, sulfuric acid bake-water leach, and roast-water leach procedures with cholorides, sulfates, carbonates, and combinations of these reagents. The processing characteristics of the clay samples showed significant variations, and no one technique was effective for both materials. Lithium extractions near 90 pct were achieved during these exploratory studies.

Chapman-Jouguet detonation calculations were carried out for pentaerythri-tol tetranitrate (PETN), TNT, and ammonium nitrate-fuel oil (AN-FO) explosives using the compressibility form of an equation of state of hard spheres based upon Percus-Yevick (PY) theory, and a chemical equilibrium detonation code called TIGER. Similar calculations were also carried out with the Becker-Kistiakowsky-Wilson (BKW) equation of state. For PETN, the BKW equation gives somewhat better agreement with experimental values of detonation velocity and pressure. However, in terms of experimental temperatures and concentrations of the minor product species (NO), the predictions of the PY equation are shown to be more satisfactory. Similar comparisons of experimental and theoretical results for TNT and AN-FO indicate that the PY equation has general utility in predicting the detonation properties of condensed explosives at moderate loading densities (Po < 1.3 g/cm3).

This contract was directed toward a study of the attenuating properties of earmuffs as worn by miners. Two attenuation measurement procedures were utilized. Human subjects were tested in a diffuse sound field according to threshold shift procedures recommended by the American National Standards Institute and a physical measurement procedure was accomplished in the same diffuse field on the same human subjects with microphones placed simultaneously on the inside and outside of the muffs. All measurements were obtained in one third octave of random noise. The results of the study indicated that physical and psychophysical attenuation measurements are in essential agreement at frequencies from 125 Hz to 2 KHz. Above 2 KHz the psychophysical measurement demonstrates larger amounts of attenuation than the physical measurement. The difference in attenuation ranged from approximately 7.0 dB to 9.0 dB at frequencies of 4 KHz and above. A possible explanation for the observed differences in attenuation has been presented.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the water spray patterns of automatic sprinkler heads. Experiments were performed in a rectangular tunnel with pendent, upright, pendent sidewall, and horizontal sidewall sprinkler heads at air velocities of 0, 150, 300, 500, and 800 ft/min. As the air velocities were increased, there were significant shifts in the total coverage areas, density distribution patterns, and the maximum coverage densities for all types of heads. The pendent and upright heads exhibited upstream shifts in total coverage in the direction of the air-flow ranging from 4 to 6 ft, while the downstream coverage distances were extended up to 14 ft at the 800 ft/min airflow. The shift in upstream coverage distance for the sidewall heads ranged from 6 to 12 ft, while the downstream coverage was extended up to 22 ft at 800 ft/min. The results showed that airflow can have a significant effect on the coverage characteristics of automatic sprinkler heads and needs to be considered in the design of effective sprinkler fire suppression systems for ventilated areas.

Bureau of Mines research on methods for reclaiming land disturbed by the minerals sector of the economy has produced a specific procedure for effectively germinating seed of Indian ricegrass, a drought-tolerant plant valuable for reclaiming arid and semiarid sites. This report describes the procedure which consists of acid-treating the seed followed by temperature and light cycling treatments. Use of the procedure resulted in an average germination rate of 29 percent, ranging from 18 to 56 percent. Seed subjected to long cold treatment but with acid treatment yielded an average germination rate of 9.2 percent, ranging from 6.6 to 14.7 percent. Untreated seeds (controls) gave germination rates less than 0.1 percent.

Investigation into the expressions of the field produced by a loop over a conducting half space or in an infinite conducting half space are well documented. Reasonably complex descriptions of the effects of stratification also are reported. However, a model which must contain all of these complexities because of transmission to depths of 15,000 feet and also include the pertibation of the field by a verticle cylindrical steel casing loses its facility in the field or for quick, accurate approximation to field magnitudes and phase. This paper describes the results of two field tests to determine the attenuation and phase versus depth and frequency of an electromagnetic wave (induction field). A simple two-layer model is postulated to predict the magnitude and phase of the induced field which does not require sophisticated computing tools. Correlation of the model with experimental results show agreement of most amplitude measurements to within 3 db and most phase measurements to within five degrees. The tests were conducted in a 7400 foot deep well in Nevada and an 11,000 foot deep well in Wyoming which had conductivities ranging from .0025 mhos/m to .25 mhos/m. The surface transmitting dipole had an area of ~ 10 6 feet squared and constant frequency signals of 1.5 Hz to 20 Hz were transmitted through the earth utilizing less than 65 watts of power. On March 6, 1924, the Bureau of Mines approved the ""M.S.A. self-rescuer’ manufactured by the Mine Safety Appliances Co., Pittsburgh, Pa., after the M.S.A- self-rescuer bad passed all the tests and requirements of the Bureau's Schedule 14A4.The purpose of the self-rescuer is to help miners to escape from mines in which fires are burning or explosions have occurred, by providing protection from carbon monoxide for at least one half-hour. The self-rescuer can be used similarly by workers above ground who may through accident become surrounded or entrapped by atmospheres containing carbon monoxide.no hazards threaten the miner, who escapes serious injury by fire or violence in a large mine fire namely, ( 1) asphyxiation by poisonous carbon monoxide gas; and (2) suffocation by insufficient oxygen to support life. In order to save himself, the miner must either erect a barrica4e5 against afterdamp and wait restoration of ventilation and rescue or take a long chance at getting out of the mine through entries not permeated by afterdamp.. The self-rescuer removes the hazard of carbon monoxide poisoning for one half-hour or more, and accordingly greatly increases the miner's chance of saving his life.This paper describes the construction and details of the M.S.A. self-rescuer as approved by the Bureau of Mines, and discusses its performance under test condition"

"Diesel exhaust soots were assayed in the Ames Salmonella typhimurium histidine reversion assay system using TA 98, the soots being applied as the following preparations: dispersion in dipaimitoyl glycerophosphoryl choline (DPL), dispersion in dipalmitoyl phosphatidylethanolamine (DPP!), and dispersion in dipalmitoyl phosphatidic acid (DPPA) in physiological saline, and in physiological saline without added surfactant. The extracts of soots by dichloromethane / dimethylsulfoxide (DCM/BHSO) were also assayed. Studies were performed both with and without :IQ microsomal activation of the soot preparations. The DPP! and DPPA surfactants were chosen as phospholiridz with two palmitic acid moieties esterified to a glycerol as is the case with DPL, but with hydrophilic groups having different electrophilic characters. The soots, without S9 activation, showed mutegenic activity when extracted in the conventional procedure with DCM/DMSO. The mutagenic activity of soots dispersed in DPL was quantitatively comparable to, and in some cases greater than, the activity expressed by an equal mass of soot extracted by DCM/DMSO. Soots in other surfactantpreparations, DPP! and DPPA, also expressed positive mutagenic activity. Praincubation with S9 microsomal enzyme fraction reduced the activity of solvent extracted soots, and greatly diminished the activity of DPL dispersed soots. Initial sister chromatid exchange (SCE) assays using the Chinese hamster V79 cell line indicated DPL dispersed soot also can cause SCR in mammalian cells. Results thus far suggest that surfactant suspended or ""solubilized"" respirable soot particles could provide a mechanism for transport and expression of mutagens in the lung."

The development of large open surface fractures over mined-out coal longwall panels is the focus of this U.S. Bureau of Mines report. The research concentrates on defining the fractures characteristics and their controlling variables. The investigation was conducted at two mines in south-central West Virginia. All but one of the fractures are subparallel to the trend of the underlying longwall panel. One fracture is perpendicular to the trend of a longwall panel. Overall length of the fractures ranges from 60 to 900 ft. In cross section they are V-shaped, ranging from a couple of inches to 25 ft in width at the surface, but narrowing as they increase in depth. Fracture depth varies from a few inches to over 50 ft into bedrock. A vertical fracture or joint plane was observed in the bedrock at several open zones along the fractures. All of the fractures vary in elevation and do not parallel surface contours. The fractures are aligned with local joint trends, they correlate with longwall development, and they are situated in an increased tensional area over the mined out longwall panels. These observations indicate that the fractures are tensional openings along preexisting joint planes possibly triggered by longwall mining.

The Bureau of Mines used sulfur hexafluoride (SF6) tracer gas to evaluate the effectiveness of gob ventilation and/or sealing practices at three coal mines, each having different problems associated with their mined-out areas. The purpose of these ventilation studies was to better understand whether current techniques employed for ventilation or sealing are successful at minimizing the potential for gob fires and explosions. The work performed at each mine is discussed: One is a long-wall operation that uses ventilation to carry off hazardous gases, and two are room-and-pillar operations, each with far different concerns, that seal off the gobs to isolate them from the main mine ventilation. In all cases employment of the Bureau&apos;s SF6 tracer gas technique resulted in answers to questions raised by the mine operators concerning the effectiveness of their gob ventilation or sealing practices in preventing mine fires.

The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau&apos;s data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority fur the Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96479, 96th Congress), which strengthens protection fur proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

This Bureau of Mines report describes the development and application of a computer model for simulating the hydrological activity associated with in situ leaching. The model is intended to provide uranium resource developers with a description of the flow behavior of leachants and ground water during the development, production, and restoration phases of a leaching operation involving an arbitrary pattern of injection and recovery wells. Different aquifer environments are modeled, using a closed-form solution to the partial differential equation that describes three-dimensional changes in piezometric head as a result of pumping from leachant injection and recovery wells. The computer program can model a maximum of, 50 arbitarily located wells. Numerical techniques involving difference quotients and Taylor expansions about time points are used to derive time, velocity, areal sweep, and fluid volume parameters associated with leaching hydraulics. These parameters are output by the program in graphic and tabular formats. Other numeric methods insure that the program running time is minimized without significantly affect-ing the accuracy of results.

"INTRODUCTION This report is another of the series on the effect of drouth and low water on the pollution of streams by coalmine drainage. A previous report3 dealt with work on Bennett Branch of Sinnanahoning Creek, Pa. This report deals with the results obtained during a similar study of Black Lick Creek, Two Lick Creek, and Yellow Creek. All of these belong to the same drainage system. Two Lick Creek is a tributary to Black Lick Creek, and in turn Yellow Creek is a tributary to Two Lick Creek, as shown in Figure 1.Black Lick Creek was of such a volume that a seasonal investigation was not entirely feasible. Yellow Creek was found to have mines only near the mouth, except a few of status unknown to the writer at the extreme head-waters, and the stream was also more or less inaccessible for regular and frequent sampling. Two Lick Creek was found to be most suitable of the three.ACKNOWLEDGMENTThe work reported has been carried on under the direction and with the advice of Dr. R. R. As part of the Nation&apos;s growing concern with the competitiveness of U.S. firms in the world economy, especially with respect to advanced materials, the Bureau of Mines assessed the actual and potential recovery and manufacturing capabilities for gallium and gallium arsenide (Gacis). GaAs has advanced from a laboratory curiosity to a material with important "high-tech applications within only the last few years, and although protected North American gallium supplies are currently considered adequate, consumption could grow to the point that this assessment would need reevaluation.

During the past, six, years, the Bureau of Mines has made and. published several hundred analyses of typical crude oils and &apos;has developed a system of interpreting the analyses and of classifying crudes. This system is presented here with. It is apparently equate for classifying crude oils into four main groups and has also been found very convenient in studying the geological relationships between crude oils, and the probable refinery yields of valuable products from them. Crude petroleum is morn to be a very complex substance. An analytical statement of its properties must, therefore, consist of two distinct parts, - first, the report of the results of the determinations made by the analyst in the laboratory, - second, the proper arrangement, classification and interpretation of these results so that the analysis, as a mole, will indicate the meaning- and the relative- importance of the essential characteristics of the oil.
