Apply state-of-the-art monitoring and computer systems technology to remotely monitor geostructural data and evaluate ground conditions in near real-time. Background Recently, the coal mining industry has progressed dramatically from a labor-intensive industry to highly mechanized and automated systems achieving significantly higher production rates. In underground longwall coal mines, production and face advance rates have increased by almost tenfold in the last 15 to 20 years. With increasingly high advance rates, geologic anomalies which affect rock mass quality are encountered more frequently, far exceeding the current rate at which ground control information can be processed and analyzed. As a result, mine operators find themselves with insufficient time or resources to cope with the rapidly changing ground conditions. To keep up with the technological advancement in mining and the associated ground control problems, the Bureau of Mines is conducting a multi-phase research pro¬gram to implement a computer-assisted Ground Control Management System (GCMS). Research is ongoing at present, but when completed the system will be designed to 1) monitor and evaluate data on rock properties, geologic conditions, and rock mechanics data from underground sensors in near real-time; 2) interpret the analyses to evaluate the interaction between various critical ground control parameters; 3) assess the structural integrity of the mine; and 4) determine failure modes and provide recommendations for control measures, design modifica¬tions, and alternative support procedures. The system will be expanded into its full capability during various phases of this research program.

The Bureau of Mines in its investigations of respiratory apparatus for use in mines and allied industries, tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum require- ments for safety in use. Approval certificates are issued for apparatus that meets the bureau's specifications, and the memfacturer is permitted to mark his equipment with a seal showing that it has been approved as "Permissible." A complete list of permissible self-contained oxygen breathing apparatus, gas masks, and hose masks tested before July 1, 1930, was published in Bureau of Mines Information Circular 6362.1 The present list includes all equipment tested and approved up to and including April 1, 1931.

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

In the three years to June 2005, 959 injuries associated with continuous miners (CMs), shuttle cars (SCs), load-haul-dump and personnel transport (PT) were reported by NSW underground coal mines, comprising 23% of all injuries reported. The present paper reports an analysis of the narrative field accompanying these reports to determine opportunities for controlling injury risks. The most common combinations of activity and mechanism were: strain while handling CM cable (96 injuries); caught between or struck by moving parts while bolting on a CM (86 injuries); strains while bolting on CM (54 injuries); and slipping off a CM during access, egress or other activity (60 injuries). For the other equipment considered, the common injury mechanism was the vehicle running over a pothole or other roadway abnormality causing the driver or passengers to be injured (169 injuries). Potential control measures include: monorails for CM services; hydraulic cable reefers; handrails on CM platforms; redesign of CM platforms and bolting rigs to reduce reach distances during drilling and bolting; improvements to guarding of bolting controls; standardisation and shape coding of bolting controls; two handed fast feed; improvements in underground roadway maintenance, vehicle suspension, visibility and seating; and pedestrian proximity warning devices.

There is outlined below the essential facts brought out in an investigation into the causes for emulsion difficulties as experienced at many water gas plants . The investigation was conducted under a cooperative agreement between the University of Illinois Engineering Experiment Station , the Illinois State Geological Survey , and the U. S. Bureau of Mines . Funds of the Illinois Gas Association were used to defray a part of the costs . Active assistance was rendered by the Peoples Gas Light and Coke Company , of Chicago , who furnished a laboratory at Chicago for conducting the experiments , and loaned the services of Mr. E. A. Thiele to help with the laboratory work . A full report on the results of this work will be published by the Bureau of Mines later but it is believed desirable to bring the principal results now to the attention of the industry . In almost every gas plant where carbureted water gas is made , some difficulty is experienced , at one time or another , in separating the tar fran the water that condenses from the gas . The fact that annoyance from this source is ever present in some plants , and seldom present in others , leads to the belief that certain operating variables have considerable to do with the formation of difficulty separable tarwater emulsions . Accordingly , when samples of tar were collected for laboratory study , the operating conditions and methods were simultaneously observed and recorded.

The American public has at all times been prone to discuss important questions that call for consideration and adjustment. Debatable subjects upon which sides may be taken always receive unusual prominence, but other questions equally important may be neglected. The real "paramount issue," calling for remedial action, is the ever-increasing number of deaths caused by preventable accidents. This matter demands the attention of the entire American people; the importance of accident prevention can not be overemphasized, and in many phases of American life, especially among the mining and allied industries, far too little real attention has been given the importance of conserving life and limb by accident prevention. ACCIDENTS COMPARED TO WAR AS A CAUSE OF DEATH Harry T. Hoffman, Wyoming labor commissioner, writes the following: It is one of the peculiar complexes of this rapidly moving age that we all stand aghast at the horrors of war and view with appar- ent indifference the greater havoc of industrial peace. Did you ever stop to think that approximately twice as many people were killed by accidents in the United States in 1929, as there were American soldiers killed in the entire period of the World War? Every employer and every worker should be thoroughly aroused over the tremendous toll levied against industrial forces by accidents which are largely preventable and develop a faith in safety efforts that will fire them with a zeal as pronounced as that of their religion or their patriotism. Let us remember safety-first to the end that the workman shall live to enjoy the fruits of his labor; that his mother shall have the comfort of his arm in her age; that his wife shall not be untimely a widow; that his children shall have a father; that crip- ples and helpless wrecks who were strong men shall no longer be a by-product of industry.

"In the natural-gas Gasoline industry, the methods used in determining the amount of gasoline in natural gas are many and varied; they include the specific-gravity test, laboratory tests involving absorption, charge in volume of the gas or in the absorption medium, absorption in charcoal with subsequent distillation, compression of the gas which results in the condensation of the gasoline, and the absorption of the gasoline vapors in an absorption oil, from which the gasoline is distilled and measured. Each of these various tests has advantages, and disadvantages. It is however, conceded in the industry that the tests in which the gasoline is obtained and measured as such are the more reliable.This paper deals with certain factors which should be considered in making absorption tests using ""mineral seal oil"" as an absorbent; this method of testing is widely used not only in the field, but in control work in absorption gasoline plants where the gasoline content of the intake and discharge gas is determined daily. In control work it is frequently found that the plant produces more gasoline than the tests show, which gives the plant the appearance of making more gasoline than is actually present in the gas treated, or in other words operating at more than one hundred per cent efficiency. Obviously then, the tests as made in these cases are in error, and in hope of correcting some of these variances, the following factors have been studied at the U. S. Bureau of Mines petroleum station at Bartlesville, Oklahoma."

Network analysis of mine ventilation systems is not new, having been traced back to 1854. A Committee Report (1970) has also reported the extensive work done in this respect in the United Kingdom, Japan, U.S.S.R., South Africa, United States, and other countries. Wang, et al (1970) developed a computer program which is an improvement over the earlier one developed by Wang et al (1967). The program has been recently modified and extended to include methane emission features by Owili-Eger (1973). This computer program incorporates all the novel features of the earlier programs. These include the capabilities of mesh selection, free splitting, internal or external fans, natural ventilation pressure and fixed quantity branches. The program is written in Fortran IV and, in effect, is an experimental mine in which many ideas can be tried out. The computer produces, besides the input data and certain computational data, the quantities and head losses in the branches, the head losses to be adjusted in the fixed quantity branches and the fan operating point. The last named program, hereafter to be referred to as the PSU/MVS, is presented in Appendix I. The application of this program is demonstrated in this manual through a series of selected examples. Application of the methane generator program is not included here as a detailed report on the subject is available elsewhere (Ramani et al, 1975).

SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. Today, grain and corn crop yields have continually exceeded targets. 2 imminent danger to public health or safety or causes significant damage to land, air, or water resources) the inspector immediately issues a cessation order. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

The rather sudden increase in the use of methanol as an antifreeze for automobile radiators has caused considerable comment , with some anxiety to persons interested in industrial and public health , regarding the possible health hazard in dispensing and using the product . In view of this , the chemical industry interested in the manufacture and marketing of methanol requested the Bureau of Mines to make an impartial and extensive investigation of the hazard involved . With the assistance of the industry this investigation is now in progress and will extend throughout the present winter . When these observations are finished a complete report will be made . At present , however , the acute interest in the problem and the many inquiries that have been received from manufacturers of methanol , garage owners , the automotive industry , public health officials , and private persons demands a brief statement relative to the reasons for the recent availability of methanol for antifreeze purposes , the plan of the bureau's investigation , and the trend of the results of the investigation obtained to date .

The smoke problem means different things in different places . In the neighborhood of industrial plants , especially smelting plants and cement plants , the term " smoke " is applied to material discharged from these plants , consisting of a mixture of solid particles ( dust ) , fume which has condensed from vapors , and gases of various kinds that are produced in the operations . In the ordinary use of the word , however , " smoke" refers to the visible material which escapes from the burning of coal . White smoke usually owes its color to small drops of water which have condensed from the water vapor that it formed in the burning of coal . When smoke is black, the color is due to unconsumed particles of carbon and usually when the smoke problem is spoken of , it is this black smoke produced in the burning of coal that is referred to , Many inquiries in regard to smoke are addressed to the Bureau of Mines , and the following brief summary has been prepared as covering the usual questions . For references to the smoke problem in England , I am indebted to a recent interesting paper on this topic by David Brownlie .

Since he's watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.

Lower the respirable dust exposure of longwall shearer operators by use of a modified head to tail cutting sequence. Approach Modify the cutting sequence of double-drum shearer operations cutting unidirectionally head to tail, so that the tailgate drum is used to mine the entire coal face except when cutting out at the head. This approach would place the primary dust generating source, the cutting action of the drum, on the return air side of both shearer operators. How It Works Currently, 75% of the double-drum shearers in operation employ a unidirectional cutting sequence. On half of these operations, the primary cut is taken as the shearer travels from the headgate to tailgate ends of the face, with roof support to be advanced on the intake air side of the shearer. Typically, the leading (tailgate) drum is taking a full cut during the head to tail pass and the trailing (headgate) drum is cutting bottom coal. In this mode of operation, the dust generated by the trailing (headgate) drum can spread out into the walkway, and increase the respirable dust exposure of both head and taildrum operators. As an alternative, if the trailing drum is "free wheeling" or cutting minimal coal during the head to tail cut, and bottom coal taken by the tailgate drum during the tail to head clean-up pass, both operators are able to work on the intake air side of the primary dust generating source (drum) except when cutting out at the head. This modified cutting sequence would save wear on the conveyor and help to eliminate overloads, as well as reduce the respirable dust exposure of both shearer operators. This modifcation is only applicable to long-wail operations currently cutting unidirectional head to tail, and to those operations where this unidirectional cut would not produce operating constraints.

"During the coming winter, it is probable that many householders who have habitually been users of anthracite coal will be obliged to turn to some other fuel for heating purposes, because of the limited supply of anthracite. The next best fuel, from a standpoint of cleanliness and ease of operation, is coke, but here again the supply is inadequate and the householder will have to fall back on bituminous coal. Though bituminous coal has the dis¬advantage of being dirty to handle, requiring more care in firing, and of giving off considerable smoke, it will be more generally available, costs less, and in the better grades which will naturally find their way to the domestic market, is higher in heat value, and contains less ash than anthracite.Choice of CoalThere a variety of bituminous coals are available, the householder should choose a low volatile coal, such as New River, Pocahontas, or some other ""smokeless"" coal, or the British coal now being offered in the markets along the Atlantic seaboard. Though not necessary to have the coal sized, as is the case with anthracite, it will be found cleaner to use coal from which the fine dirt has been screened. If it is found that excessive dust is caused when firing the coal, this can be reduced by slightly wetting the coal at the front of the bin, as it is being used.Method of Firingusing bituminous coal instead of anthracite in the domestic furnace, it will be necessary to use an entirely different method of fir Instead of leveling the fuel bed and putting on fresh coal in an even layer over the entire fire box, the coked and partly burned coal remaining from the previous firing should be pushed as much as possible to one side of the box, and the fresh coal thrown into the empty side so as to leave some burning coal exposed. In this way the green coal is heated slowly, the volatile gases are given off gradually, and are ignited by the burninggoing to waste up the chimney unburned."

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. Each year at least one and in some years several explosions are reported as having resulted from firing of mudcapped shots in coal mines; undoubtedly a number of small or local explosions occur that are not reported; in addition there are numerous accidents, some of them fatal, attributable to this reprehensible blasting practice. It is surprising that so few explosions and other accidents from this cause occur since the practice of firing mudcapped, Even in gassy "adobe," "dobe," "sand blast," or "bulldozed" shots is widespread. mines where general blasting is safeguarded by being done with permissible explo- sives, rocks or bowlders frequently are blasted with mudcapped shots of dynamite; even if permissible explosives are used, this type of shooting is dangerous. The usual method of preparing a mudcapped shot is to place the explosive, either in loose or cartridge form, with the detonator or "cap" on top of a piece of rock or coal and cover it with several handfuls of moist clay, loam, sand, or When the shot is road dust; in many cases there is no covering of any kind. fired a dense cloud of dust, together with an intensively hot fleme, are thrown into suspension, and if the dust is explosive or ignitable an explosion or igni- tion is likely to result practically simultaneously. The presence of gas greatly increases the explosibility of the dust, as well as the probability of an ignition. Every shot, of any known explosive, fired in a coal mine without having the charge properly confined in a drill hole and tamped with incombustible stemming to the collar of the hole, is capable of initiating an explosion that may cause the death of every man in the mine. "Arsenic has been recently quoted at 10 1/2 - 11 cents per pound, an increase over the prevailing price of last fall, when arsenic was cents, as against pre-war prices around 4 cents is evidently a sustained demand for this material. The following statements are intended to summarize briefly some particulars regarding arsenic.Commercial arsenic is the white arsenious oxide (As203). This is the form in which it is generally marketed, as the uses of arsenic demand its industrial application in this form. Arsenic as an element finds rather restricted use in the hardening of lead shot, ere it is to some extent replacing the use of antimony, while white arsenic is employed in a variety of manufacturing processes, chief of which is the manufacture of insecticides and sprays. The poisonous nature of most arsenic compounds, the commonly known ones being paris green and lead arsenate, and its relative cheapness, make arsenic a material suitable for this purpose. The stimulation of agriculture during the war greatly increased the demand for arsenical insecticide. Glass making consumes a large amount of arsenic as it has been impart increased brilliancy to the glass. Crude commercial arsenic is often used to kill weeds along railroad tracks. Arsenious oxide is used also for preserving hides, while the disulphide, AS2S2), finds an application in dehairing hides for the finest grade leather, as it least affects the product. Orpiment (As233), is used in textile dyeing. Wall paints and wall paper formerly consumed considerable arsenic in the form of paris green, but this use has been largely,given up due to the poisonous nature of the dust from the product. Sodium arsenate for a similar reason, is now little used in printing where it had found application. The great objection to arsenical yes and paints is the risk of poisoning from use of the manufactured article. Sodium arsenite is the principal poisonous in¬gredient of many cattle and sheep dips. Arsenic compounds are also used medicinally."

"The Generic Mineral Technology Center on Respirable Dust was established in August 1983, at the request of the Bureau of Mines, to conduct research that affords ""...each miner the opportunity to work underground during the period of (his/her) adult working life without incurring any disability from pneumoconiosis or any other occupational disease"". The Center consists of the Mining and Mineral Resources Research Institutes (MRI) of The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with the MRIs of the Massachusetts Institute of Technology (MIT) and the University of Minnesota (UMN). (FIGURE 34) Michigan Technological University (MTU) is also affiliated with the Center in the area of diesel particulates.The Center brings together experts concerned with particles causing potentially disabling or fatal diseases including pneumoconiosis (""black-lung""), silicosis, and asbestosis. The latter is of deep concern not just to workers in the mineral sector of the economy but also to the general populace. The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing fundamental understanding of all aspects of respirable dust associated with mining and milling, and the interaction of dust and lungs. The research program of the Generic Mineral Technology Center explores these scientific, engineering or medical concerns with the objective of refining existing strategies and developing new respirable dust control techniquesand technology that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. "It is well known by all who are familiar with the oil industry in America that the oil pipe line is as fundamentally a part of this industry as the railroad is of most other American industries. The oil pipe line was first introduced about 56 years ago, and since that time has so demonstrated its superiority as a means of carrying crude oil froze the well to the refinery, that this method of transportation has largely superseded all others. This has made possible the building of refineries in or near the large consuming centers, rather than at the wells, which are usually remote from the centers of population.The pipes for conveying the oil are laid on the surface of the ground, or at a depth varying from 18 inches to 3 feet beneath the surface, and the main lines are generally eight inches in diameter. The oil is forced through the pipes by means of pumps operated either by steam or by internal combustion engines. The pump stations are located from 1 1/2 to 90 miles apart, varying with the condition of the country through which the pipe lines extend, and the viscosity of the oil to be handled.Some of the larger pipe-line systems and hundreds of miles in length. It is estimated by the U. S. Geological Survey that the total mileage of oil trunk lines in the United States today is approximately 34,000, and that the gathering systems, which are a fundamental part of the trunk systems, aggregate about 11,500 miles in length, making a total of 45,500 miles.Using those figures as a basis, some general conclusions as to the investment represented will be made. At the time most of the lines were constructed, the average cost per mile based on eight-inch pipe was about $6,500. The cost of the average pump station at that time varied from $130,000 to $250,000. The cost at the present time, on account of the increase in price of labor and materials, would be much in excess of these figures. The fixed investment in pipe lines is, therefore, very extensive. It corresponds closely with the actual cost of the property, and is estimated to be approximately $500,000,000."
