In this report, a description of mine practices, the preparation of roof bolts for laboratory experiments, the results of tensile-strength determinations, and a discussion of results of these tests are presented. Certain restrictions are recommended for roof bolts subjected to repeated bending, and two methods of complying with these limitations imposed by the restrictions are presented. The practice of bending steel roof bolts for installation in areas where the height of the opening was less than the length of the bolts required to support the immediate roof adequately has been adopted recently in several coal mines in lieu of sectional rods designed for that purpose. In addition, a few of these same mines have been reclaiming the bent rods and reusing them numerous times. The purpose of this study was to determine if these practices decreased the strength of such bolts and thus jeopardized the safety of the men working in these mines.

Some segments of the mining industry, especially underground coal, have seen a large influx of inexperienced miners in recent years. It is anticipated that this trend will reach other mining segments over the next 10 years. This paper discusses the training needs of the younger generation of inexperienced workers who have just entered or are soon to enter the mines. Currently, many trainers are of the so-called Baby Boom generation. Can these different age groups learn to communicate across the generation gap? Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these new trainees.

It is estimated that 6,202,235,000 gallons .of- gasoline was produced during the year 1922. The crude light oil- output Burin- the same year is estimated at 111,000,000 gallons, or 1.8 per cent of the gasoline production. In fact, if all the coal mined were coked in by-product ovens, and the light oil recovered therefrom, this product would amount to only 15 to 20 per cent of the quantity of the petroleum gasoline now produced annually. It is obvious therefore, from these figures that the light oils by present coking processes can not assume great importance as a gasoline substitute in a national sense. However, the use of light oil as a motor fuel is of real importance in districts adjacent to by-product coking operations from which a reasonable proportion of the local motor fuel supply may be derived. The certainty of diminution of petroleum resources in the relatively near future demands the utmost utilization of gasoline substitutes from the distillation of coal as well as other sources. Motor benzol is a by-product from the destructive distillation of coal. From 11/2 to 3 gallons of refined motor benzol is obtained per ton of coal carbonized. The light oil vapors are extracted from the by-product coke-oven gas by passing it upward through a series of towers in which these vapors are absorbed in a descending current of "wash" oil (petroleum distillate). The light, oil is recovered from this wash oil by distillation with live steam, the resulting crude light oil consisting of a mixture of benzol, toluol, xylol, solvent naphtha, and a small amount of other substances (unsaturated hydro-carbons, carbon disulphide, and other sulphur compounds, phenols and pyridines) is then transferred to an intermittent still and fractionated into crude motor benzol, which includes the toluol and a part of the xylol or light solvent naphtha. The crude, motor benzol is yellow in color, contains sulphur compounds which corrode copper and brass, and also contains unsaturated bodies which oxidize and polymerize on standing, producing sediment and forming gummy deposits highly objectionable when the benzol is used in motors. As part of the work of serving as Chairman of Subcommittee 3, Health and Industrial Requirements, of the American Society of Mechanical Engineers' Committee on Air-Pollution Controls, the author assembled the following information on accepted maximum permissible concentrations of air pollutants from the standpoints of health, damage to vegetation, damage to property, and requirements of industrial processes. A search in technical literature was made followed by direct inquiry to all State governments as to their regulations. The subcommittee membership - G. D. Reduce longwall shearer operator's dust exposure by selecting the best drum water spray sys-tem for minimizing dust generated durinq cutting. Approach Three of the most commonly-used drum water spray systems were installed on the same set of shearer drums and compared to determine which system best suppresses dust. The spray systems studied were: ? pick-point flushing ? cavity filling ? water-through-the-it Instantaneous and gravimetric sampling instruments were used to measure the respirable dust exposures of the shearer operators and dust concentrations downwind of the shearer. The Three Systems: Longwall shearer drums are routinely equipped with internal drum spray systems since these systems have been shown to be more efficient than external systems in terms of dust suppression per gallon of water applied. All U.S. longwall shearer faces utilize some type of internal water delivery spray system. The two most common systems are bit-or pick-point flushing and cavity filling. Pick-point flushing uses nozzles mounted in the bit blocks or in special blocks immediately in front of the bits. Cavity filling utilizes spray nozzles installed in a pipe manifold mounted on the drum hub between the scrolls or along the edge of the vane scrolls; water is sprayed radially from the manifold towards the adjacent vane scroll.

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests. A goal of the U.S. Department of the Interior, Bureau of Mines, is the advancement of minerals technology through the development of improved metals and minerals processing. In support of this goal, the Albany Metallurgy Research Center has developed atomic absorption spectrographic methods for the rapid analysis of A1203, CaO, Fe203, MgO, MnO, and Si02 in steelmaking slags. The application of these methods is discussed using an inexpensive pressure dissolution system. The overall coefficient of variation is 5 pct. The accuracy is the same as the reproducibility.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. U.S. supply and demand data for utility electricity by States and regions were tabulated for the years 1960 and 1965. Estimates are provided of State-by-State quantitative data for the utility electricity industry that can be integrated into State and regional energy balances by source, form, and major consuming sectors, and used to determine basic flow-patterns. The difficult problem of compiling interstate and interregional shipments of electricity was resolved by (a) assuming the negligibility of interregional shipments and (b) deriving a theoretical line loss percentage used for determining interstate shipments. The data developed were able to show an estimated total supply of utility electricity available for consumption. The tables also report the distribution of the supply among the major consuming sectors (household and commercial, industrial, and transportation). To compare the various energy sources of utility electricity, quantities were converted to their British thermal unit (Btu) equivalents. The Federal Power Commission, Edison Electric Institute, and Bureau of Mines are the sources of the data used in this study.

"Scientific, engineering, and biomedical research teams synergystically developed major topical research areas in the Respirable Dust Center. Descriptions of their interactions and resulting accomplishments demonstrate how cooperative research within and among these study groups benefits the overall respirable dust research and practical application needs of the mineral industries.The development of a state-of-the-art small animal inhalation exposure facility suitable for studies of fresh and aged coal mine dust, a major goal of this research group, will contribute toward the GTCRD goal of advancing the understanding of causative mechanisms for the occupation-related lung impairments and the airway diseases of mine and mill workers. Such understanding includes improved definition of the role of various aspects of the lung environment (e.g., surfactant and the mucociliary system) in the disposition and toxicity of respirable dust, comprehensive characterization of the role of the pulmonary alveolar macrophage (PAM) and its secretory products on the development of dust-related lung disorders, and an expanded search for methods to reduce the toxicity of respirable dust both before and after it enters the lung. The National Academy of Sciences has recommended, in Measurement and Control of Respirable Dust in Mines, that respirable dust research should include study of the behavioral and constitutional factors affecting individual susceptibility to workers' pneumoconiosis occupational disease and the development of methods for detecting the potential onset of pneumoconiosis earlier and more conclusively than can be done using X-ray methods. These recommendations have guided the research group in its goals of establishing and disseminating a scientific protocol for standardizing the inhalation testing for all research objectives within the Generic Center which involve small animal exposures and implementing the infrastructure necessary to make lung tissues obtained during inhalation studies available to all researchers within the Generic Center."

In conjunction -with the statistical survey of the lime industr-.r in 1939, by the Bureau of Hines, producing companies reported the lime-fuel ratios attained in their plants according to type of kiln and kind of fuel. Each ratio, expressed as the number of pounds of lime burned by a unit quantity of fuel, was weighted according to the tonnage of quicklime pro- . duced at the reporting plant and grouped with similar data from other plants, so that an average ratio for each type of fuel and,kiln could be calculated. By this method the variables trat affect ratios of individual plants are more or less equalized, and the computed average lime-fuel ratios provide a fair measure of kiln and fuel efficiencies during 1939.

A 3-inch pilot hole was directionally drilled to intercept the Freeport coalbed horizon horizontally at Mather, Pa., as part of a Bureau of Mines degasification project. The original concept was to continue the horizontal drilling into the coalbed, after the initial intercept, with a total of three horizontal holes eventually being completed. However, the erratic thickness (0.0 to 4.3 feet) of the Freeport coalbed at Mather was not sufficient to sup- port the horizontal drilling degasification technique, and the site was abandoned after six attempts to locate adequate continuous coal thicknesses. The drilling of coreholes in the immediate vicinity of proposed well paths to evaluate coal thickness is essential prior to future slant hole operations. Although mechanical failures of the new directional drilling equipment, mud pump and rig breakdowns, directional control problems, and exploratory horizontal drilling in the Freeport horizon more than doubled the anticipated cost of the pilot hole, continuing improvements in directional drilling equipment and techniques should significantly reduce the time and costs of future drilling operations.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Since 1991 the Pittsburgh Research Center (PRC formerly part of the U. S. Bureau of Mines) has been tapping u valuable resource-researchers have recorded extensive interviews will, 30 individuals who are recognized as experts in the area of mine emergency response. These veterans related stories and observations from events experienced during as many as 47 years of response activities. Overall, the response veterans averaged 29 years of mine emergency response experience and 35 years mining experience. Individuals [ ] interviewed included representatives from mining companies, the UMWA and state and federal government agencies. This information was gathered so dial it could he provided to today&apos;s miners and to tomorrow&apos;s emergency response personnel. It is hoped the collective wisdom that has been obtained can be used to help train new responders and guide those decisions which mill have to be made on the scenes of future events. During interviews file emergency response experts were asked to discuss lessons they had learned through experience. The interviewers asked them to tell what they had learned that would cause them to handle similar situations differently and to tell about things they saw at past events shat the would warn others not to do in the future. In response the experts discussed a variety of things. Most of their responses, however, touched on some of the same topics including: preparedness, experience people on-site mine rescue teams, and decision making. A summary of their responses provides alt overview of [lie lessons learned on-site at tile largest mine disasters in the country.

"INTRODUCTION AND CONCLUSIONSThe first three reports of investigations 5/ in this series, pertaining to the investigation of stemming at the Mount Weather Testing Adit dealt with the dust produced by blasting, the effect of stemming on gases generated by blasting, and the relative advantages and disadvantages of different types of stemming and no stemming when used with 60-percent ammonia gelatin dynamite.This report covers an investigation of the length of stemming material through which a primer will fire and detonate a charge of dynamite, such as a missed hole.The practice of drilling a new hole a foot from a missed hole to blast out the missed hole should be prohibited. It is dangerous, as is evidenced by the number of miners killed through drilling into missed holes. It is even more hazardous in a mine on a multiple-shift basis, in which the same miners do not drill succeeding rounds."

The Little Castle Creek chromite deposit was examined in February and May 1941, respectively, by W. O. Vandenburg and O. H. Metzger, engineers of the Bureau of Mines. The Federal Geological Survey started a magnetometer survey of the area in November 1940 and completed its work during April and May 1941. Field work by the Bureau of Mines was conducted during May and June 1941. The purpose of the Bureau of Mines investigation was to search for a continuation of the chromite mineralization. The property at one time was the largest chromite producer in California.

The work reported here was undertaken by the Federal Bureau of Mines to investigate new methods of preparing high-purity metal. Tungsten hexachloride was prepared by direct chlorination of scrap tungsten metal and by treating tungstic oxide with carbon and chlorine. The resulting tungsten hexachloride was purified by distillation and reduced win: sodium, magnesium, or hydrogen. The metal prepared by these techniques was at very high purity after arc melting but of variable quality prior to arc meIting. Metal recovery ranged from about 40 to 90 percent of theoretical values, It was found possible to deposit a smooth, dense coating of high-purity tungsten on the inside of a heated tube by vapor-phase reduction of tungsten hexachloride at reduced pressure.

Improve the strength and other properties of steel alloys. Approach Research by the U.S. Bureau of Mines indicates that steels melted and solidified under high nitrogen pressure acquire yield and tensile strengths that are up to four times the strengths of comparable stainless steel alloys without nitrogen. Fatigue strength, creep strength, and other mechanical properties are also improved. Strengthening occurs by two mechanisms: (1) increasing dissolved nitrogen in the lattice and (2) formation of dispersed metal nitride phases. Nitrogen Alloying Nitrogen alloying of a steel is generally done by introducing metal nitrides during melting of the steel. The concentration of nitrogen is limited to its equilibrium solubility at 1 atmosphere. For face-centered-cubic (fee) iron, that solubility is approximately 0.4 weight percent (wt%). For body-centered-cubic (bee) iron, solubility is 0.05 wt%. This solubility limitation can be overcome by melting the metal in a pressurized vessel. European steelmakers currently have metal-processing systems that can melt and pour tons of steel under nitrogen pressures exceeding 4 megapascals (MPa) (40 atmospheres). They have achieved nitrogen concentrations as high as 1.0 wt% in these (stainless) steels. The tensile strength is approximately twice the tensile strength of similar steels without nitrogen.

An analytical procedure developed by the Bureau of Mines was applied to the separation and characterization of a 370° to 535° C distillate from Swan Hills (south field), Alberta, Canada, crude oil. Investigators determined the general characteristics of the crude oil by the Bureau&apos;s routine method for crude oil analysis. Suitable fractions were prepared for instrumental analyses by utilizing such techniques as isothermal and molecular distillations, chemical treatment, silica-alumina gel chromatography, and gel permeation chromatography (GK). A detailed characterization of the 370° to 535° C distillate was possible by the application of GPC-mass spectrometry correlations and nuclear magnetic resonance spectrometry. Semiquantitative data based on mass Z series distributions were determined and are shown. The data will be valuable in developing future processing techniques and in calculating yields for converting high-boiling distillates into more useful energy forms.
