This Bureau of Mines review focuses on the extent to which technologically and economically feasible programs in substitution, improved processing practices, including recycling, and design can achieve conservation of cobalt, chromium, manganese, and platinum-group metals, and thus reduce U.S. vulnerability to interruptions of supply. In addition, supply-side options--domestic and foreign resources, ocean minerals, and stockpiles--are identified. The report consolidates four major studies on these strategic and critical minerals sponsored entirely or partially by the Bureau in the last few years. These studies have been updated with further information from the recent literature.

Researchers at the Bureau of Mines have developed a technique for re- generating chromic acid-sulfuric acid etching solutions used in metal surface treatment operations. The technique utilizes a diaphragm cell equipped with a cation-selective membrane to oxidize cr3+ to cr6+ at the anode and to remove copper, the major metallic contaminant, at the cathode. Normally, spent etchant is discarded after approximately 3 days of use. Using the electrolytic cell, the etchant can be used for a year without replacement, From data obtained from industrial-scale cells, the installation of a regeneration cell with a 1,000-gal catholyte- holding tank has been estimated to save at least $240 per day, The payback period for the investment is estimated to be about 10 mo or less. Because the magnitude of these cost savings will vary at different locations, several graphs are presented to aid in calculating payback for a specific site. Using these graphs and the capital costs presented in this study, the payback period can be determined for installing a regeneration cell with a 500- or a 1,000-gal catholyte-holding tank in an existing surface treatment plant.

MINE PROTOTYPE The prototype chosen for application demonstration is from Kingery (1960). The mine and the ventilation plan is presented in Figure 11. A new coal mine is projected with entrance by slope 1,500 feet long. Nine train entries will be standard for development, five as intake and four as return. One return shaft is planned near the slope bottom. The slope will have an area of 150 square feet and a perimeter of 55 feet. The return shaft will be circular with a diameter of 18 feet and will be 500 feet deep. Two hundred feet of the shaft and 500 feet of the slope will be concrete lined. Will it be possible to operate five units per shift with amount of air at each unit not less than 25,000 cfm? Additionally, a shop at the slope bottom will require 10,000 cfm. The problem is completely worked out using standard ventilation formulas and simple manual calculations in the above reference and is reproduced here in Appendix II for ready reference. APPLICATION In this manual, four different applications of the PSU/MVS are outlined. An article by Stefanko et al (1972), outlines how one can move from a mine map to a network for the generation of computer input. Attention is drawn to Figure 12, which is the network line diagram of the mine ventilation system in Figure 11. Note that every roadway junction has been numbered. The exposure of mine workers to diesel particulate matter (DPM) and gases is an issue of great concern to the underground mining community in the United States. Approximately 30,000 underground miners are potentially exposed to high concentrations of DPM. In January of 2001, the U.S. Mine Safety and Health Administration (MSHA) promulgated rules setting compliance standards for both underground coal and metal / nonmetal mine workers. As industry works to achieve compliance with these standards, mine operators are looking for feasible methods for reducing DPM concentrations in their mines. In addition, the industry needs methods to accurately measure DPM to ensure that the control strategies they adopt are working successfully. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducts research to evaluate control technologies and monitoring instrumentation that can be used to reduce the diesel particulate matter (DPM) exposure of mine workers. An overview of the strategies being utilized in underground US mines to reduce DPM concentrations will be presented. Also, updates on the development of diesel monitoring instruments such as the continuous elemental carbon monitor or the Personal Dust Monitor for DPM measurement will be provided.

Heavy equipment manufacturers have made a long-term commitment to minimize operator vibration exposure for comfort, performance, and health reasons. Domestic and international guidelines/standards and EC laws dictate exposure limits based on measurement of vibration at the interface between the seat and the operator’s buttocks using seat-pad accelerometry.1-4 This is historically based on the assumption that the only major source of vibration is transmitted through the seat pan. However, vibration may also be imparted to the head and neck via the steering wheel and/or arm-rest controls and a relatively rigid upper body.5 Unfortunately, little is known regarding the influence of arm position on head and neck motion. The purpose of this study was to investigate relative head and trunk motions during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree-of-freedom vibration system. An 8-camera Vicon motion capture system operating at 200 frames per second, recorded the motion of reflective surface markers on 5th, 50th, and 95th percentile right-handed male subjects, using 3 seat and control configurations (steering wheel (SW), floor mounted armrest controls (FM), seat-mounted armrest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). The relative motions (change in distances) from the marker over the xiphoid process (caudal end of sternum) to markers over each shoulder, each mid-clavicle, the presternal notch, and to each of four markers on a tight band around the head were calculated (12,001 frames, 6-dof motion only). As a rigid body control, distances between markers on the head band were also monitored. The standard deviation (SD) of the 12,001 distances between pairs of markers was normalized by the mean (L) of the associated distances producing: SD/L which was used as a measure of motion. Error assessments were also performed by analyzing the motion between relatively fixed markers (on the headband). A repeated measures analysis of variance was used to evaluate the results. While five ride files were used, only one ride file containing significant lateral acceleration components was analyzed for comparing the effects of two armrest controls versus use of a steering wheel for this part of our study. Results Values of SD/L between the points on the relatively rigid head band were consistently small and similar to each other for all conditions with one exception due to treatment (SM v SW, p=0.0145). SD/L between the markers over the xiphoid process and the presternal notch, another region that should be relatively rigid, were also similar to each other for all conditions. Use of floor-mounted, arm rest controls versus a steering wheel produced a significant increase in the value of SD/L between the xiphoid process and: the right shoulder marker (92%, p=0.0316), the right mid-clavicle marker (47%, p=0.0478), and the right-front marker on the head band (28%, p=0.0182). This paper, which describes mining methods and costs at the Kearney zinc-lead mine, is one of a series being prepared by the Mining Division of the Bureau of Mines on mining practices, methods, and costs in varicus mining districts of the United States. The Kearney mine, which is owned by the New Mexico Consolidated Mining Co., a subsidiary of the Peru Mining Co. (Illinois Zinc), is situated a few miles southeast of the town of Hanover, in the northwest corner of sec. 27, T. 17 S., R. 12 W., in the Central Mining District, Grant County, N. Mex. (Figs. 1 and 2.) This report presents a brief history of the district, describes the geology, and outlines methods of prospecting and exploration, including eampling and estimation of tonnages and values. Development and mining methods are explained, and transportation, ventilation, drainage, safety measures, and organizatich are described. The wage scale and mining costs comprise the concluding sections of the report.

The industrial sand industry has been exploring new techniques to reduce dust. One company was experimenting with adding water during bagging operations to the surface of the hag, and into the product as it flowed into the bag. The Bureau of Mines, using instantaneous dust sampling instruments, measured the effectiveness of three methods of adding water. Results indicated that various types of water sprays applied in carefully controlled amounts could reduce dust up to 50% at worker locations at the bagging machine and inside a railroad boxcar. This report also discusses constraints such as product handling, customer acceptance, cold weather problems, dust collector performance, and other areas.

Ecuador's real gross domestic product (GDP) increased 6% in 1976 despite persistent shortages of electrical power and essential fuels, which caused factory slow-downs and shutdowns. Petroleum export earnings, which made up more than 50% of total export value in 19716, totaled $565 million, a 9% increase over those of 1975. A new 60,000-barrel-per-day oil refinery at Esmeraldas was scheduled to go on- stream in mid- 1 97 7, operating entirely on Ecuadorean crude. Corpración Estatal Petró1era Ecualtoriana (CEPE) started construction of a 600-kilometer network of product pipelines which was scheduled to be completed in 1977 to coincide with the completion of the refinery.

Underground and strip mining (6,7) produce different hydrologic environments. Many underground mines are below the zone that is completely saturated with water and the mine openings may cause new and continuous contact between sulfurous material and water which flows from the saturated zone to the workings. Strip mines are usually above the zone of continuous saturation and contact between sulfurous material and water is generally restricted to periods of precipitation. A full appreciation of the problem of water pollution caused by drainage from deep mines requires a basic understanding of occurrences and movement of water in the ground and the modes of ground water entrance into mining areas.

This report analyzes mobile equipment fires for all U.S. surface and underground coal and metal/nonmetal mining categories by state and 2 year time periods during 1990-1999. Risk rate values are derived, and ignition source, methods of fire detection and suppression, and other variables are examined. The data were derived from MSHA mine fire accident publications and verbal communications with mine personnel. The analyses will provide the National Institute for Occupational Safety and Health (NIOSH), the Mine Safety and Health Administration (MSHA), and the mining industry with a better understanding of the hazards associated with mobile equipment fires and will create a basis for future fire research programs.

Tar produced as a byproduct from low-temperature carbonization of coal contains only small amounts of valuable lower boiling tar acids but relatively high percentages of high-boiling tar acids. These high-boiling tar acids are characterized by a high degree of alkylation and can be converted into the lower boiling homologs by catalytic treatment to remove the alkyl groups or decrease their chain lengths.

One of the primary means of .control of health hazards from respirable contaminants in mine atmospheres is through design and operation of mines to meet mine health and safety regulations and recommended practices. A U.S. National Academy of Sciences study concluded that for significant progress in coal mine dust control, research should be directed more toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust. Theoretical and experimental studies on transport of dust in mine airways, particularly coordinated efforts to validate theory with practice, are scarce. Some empirical models, developed on the basis of experimental data, are available but these models cannot be applied to new .conditions. The purpose of this paper· is to present the results of theoretical and experimental studies on the transport and deposition of dust in mine airways. This study is a part of an on-going research project in the Generic Mineral Technology Center on Respirable Dust. In the paper, the assumptions of the modeling phase of the project and the development of a convection-diffusion equation for dust transport in mine airways will be outlined. The important aspect of the modeling effort.is the capture of the deposition phenomenon. The experiments performed under controlled conditions in a typical mine airway as well as under normal mine operating conditions will be discussed. The comparison of the model predictions ·with experimental results will be made to identify critical areas of agreements and deviations. The implications of the findings and areas for further research and development will be identified.

This paper describes mining and milling practices at the San Xavier mine of the Eagle- Picher Mining & Smelting Co. in Pima County , Ariz . It is one of a series being prepared by the Bureau of Mines on mining methods in various mining districts of the United States . The mine and the mine surface buildings are situated in sec . 11 , T. 17 S. , R. 12 E. , in the Sierrita Mountains in Pima County , 20 miles south by southwest from Tucson via the San Xavier Mission and Twin Buttes road ( fig . 1). A well-maintained dirt road continues southward toward Twin Buttes for 4 miles and then branches off northeasterly for 5-1/2 miles to Sahuarita , where the concentrator of the Eagle - Picher Mining & Smelting Co. is situated on the west slope of the Santa Cruz River Valley . Tho mill is connected by a railroad branch to the main line of the Southorn Pacific Railroad between Tucson and Nogales . It is generally assumed that the San Xavier silver - lead deposits became known to the Jesuits and Spaniards in the early part of the eighteenth century . However , no extensive mining operations were conducted by the Jesuits in what is now Arizona before the middle of the eighteenth century . The completion of the Southern Pacific Railroad from Los Angeles to El Paso in 1881 marked the beginning of intense activity in mining throughout the southern part of the State . The San Xavier mine produced 6,000,000 pounds of lead , considerable zinc ( exact figures not available ) and $200,000 in silver from 1897 to 1918 . The Eagle- Picher Mining & Smolting Co. re- opened the San Xavier mine in 1943 and built a 175-ton concentrator at Sahuarita . The capacity of the plant was increased in 1944 to 500 tons in order to take in custom ore . The surface rocks at the San Xavier mine are , in great part , of sedimentary origin . Limestones of various ages comprise most of the exposed sedimentaries , some quartzites and shales also being present . The sedimentaries rest upon coarse - textured , intrusive , igneous rocks comprised mainly of granite and granodiorite . The San Xavier deposit is composed of galena , sphalerite , chalcopyrite , and pyrite . Generally the individual ore bodies are small , discontinuous , and occur as irregularly spaced shoots or lenses . The present mine workings extend horizontally a distance of 2,700 feet and vertically 900 feet . Owing to ground weight, all mine openings are timbered on the levels and all stopes are square- setted and waste -filled .

This report describes a study designed to evaluate a proposed modification in the cap lamp battery cord intented to reduce the incidence of snagging and catching of the cord. A three phase evaluation as performed comparing a prototype with the standard, currently available cord. First, a "pull test" equipment was run. The second evaluation was a body conformity study. The third evaluation involved subjects performing common tasks in a low seam coal mine simulator. The results of these evaluations clearly demonstrated significant safety advantages of incorporating coiled cord into the design of the cap cord. The coil cord presented less of a snagging hazard, allowed the wearer more time to respond to a snag, and transmitted lower levels of force to the helmet when snagged. The research team recommended that cap lamp cords be commercially developed which incorporate coiled cord at the battery and helmet.

Mex . , is one of a series being prepared by the Mining Division of the Bureau of Mines on mining practices , methods , and costs in various mining districts of the United States . The mine and surface plant are situated in the west half of sec . 7 , T. 23 S. , R. 18 W. , about 3 miles by road southwest of the center of Lordsburg , near the old abandoned townsite of Valedon ( see fig . 1 ) . The main line of the Southern Pacific Railroad passes through Lordsburg , as does the paved eastwest U. S. Highway 70-80 . A spur line of the Southern Pacific ends near the mine . A good graded road connects the mine with Lordsburg . The following pages present a brief history of the district , describe the geology , and outline methods of prospecting and exploration, including sampling and estimations of tonnages and values . Development, and mining methods are explained , and transportation , ventilation , drainage ,. safety measures , and organization are described . THIS CHAPTER is new to the Minerals Yearbook and will appear regularly hereafter. Its purpose is to present statistics that reflect technologic trends in the minerals and metals industries (except fuels). Much useful information has been collected annually through the Bureau of Mines mineral commodity and employment and injuries canvasses. However, these data must be supplemented by further data to permit evaluation of the type, direction, and rate of technologic change, which are vitally important in long-term mineral planning. In addition to, and fully as important as, expanding the available data is the need to ascertain that the various items collected are obtained from identical reporting units, to enable direct comparisons to be made.

The Bureau of Mines conducted research to determine the safe operating conditions for using recycled (used) lubricating oil from mining equipment as a partial replacement for diesel fuel to make ANFO-type blasting agents. The use of recycled oil (RO) saves energy, reduces oil imports, and reduces mining costs. Low ambient temperatures may cause these recycled oils to become too viscous for proper absorption by ammonium nitrate (AN) prills and result in poor blast performance, safety hazards, and environmental problems. To help quantify and resolve these issues, viscosity, mixing, and performance tests were conducted at various temperatures. Diesel fuels No. 1 and No. 2 were studied separately and in blends with 25,50, and 75% RO. Good quality ANFO mixes (94-6) were produced with dry absorbent prills and blended fuel (No. 1 diesel plus RO) at temperatures as low as -40°F (-40°C) with 75% No. 1/25% RO, and at -20°F (-29°C) with 50/50. Diesel fuel No. 2 also made good mixes as low as -30" F (-34°C) with 75% No. 2/25% RO, and at 0°F (-18°C) with 50/50.

This report describes the development and application of a rail haulage simulator that is readily adaptable for the analysis of a wide variety of operating problems. Various gaming, options have been integrated into the model structure which permit trial and error solutions from a computer terminal prior to capital committment in the actual operation. The high level of information retrieval available allows engineers and managers to develop production data which fit individual needs. In this report, emphasis was placed on the problem of organizing and performing the sequence of operations that are necessary to accomplish a complete mine materials handling simulation. Here, the Rail Haulage Sub-assembly was linked to the Production Sub-system to mine and move coal from seven operating sections to the intermediate and main-line track. The analysis was devoted to the problems associated with how the operating system performs and what alternatives were available to minimize idle times and hence increase productivity. In order to have some objective means of evaluating which of the alter- native methods for production was most appropriate, the choice was to replace the intermediate track with belt conveyors. Since the attempt here was to demonstrate model flexibility and not to establish the goals or trade-offs between computing objectives with which systems judgement must contend, no further alternatives were tried. This is left to management with the data and a problem to solve. Rail haulage simulation is not new, and several, operationally tested models are being used in practice (Bucklen, et. al., 1968).

"INTRODUCTION Over the past several years a new type of cascade impactor that utilizes small nozzle diameters (micro-orifice nozzles) has been under development (Kuhlmey et al., 1981; Marple et al., 1981). The small nozzle dimensions allow for particles to be collected as small as 0.024 µm aerodynamic diameter on the last stage of the impactor. To obtain a reasonable flow rate of 30 I min - i through the impactor, a large number of nozzles (up to 2000) are required per stage.Furthermore, by locating the nozzles of multi-nozzle stages in a prescribed manner (described in detail by Marple et al., 1981) and rotating the impaction plates relative to the nozzle plates, uniform deposits can be achieved on the impaction plates. As described by Marple et al. (1981), the advantages of a uniform deposit impactor over the conventional impactor that collects particles only beneath stationary nozzles are: (1) maximum use of the impaction substrate surface, reducing both particle bounce (if substrates are greased) and tare weights of the substrates (if particle mass is measured gravimetrically); (2) deposited particles can be analyzed for elemental composition by X-ray fluorescence (Dzubay and Rieke!, 1978); and (3) the pressure in the impactor can be kept relatively high compared to low pressure impactors that depend on a large slip correction to achieve small particle collection (some types of particles may evaporate at low pressures). The work described in this paper investigates two additional advantages of a uniform deposit impactor. These are: (1) the possibility of collecting two separate deposits at one time on one stage for two types of analysis techniques, and (2) the possibility of utilizing piezoelectric quartz crystal impaction plates more effectively by eliminating the deposit location sensitivity nature of the crystals (Schulze-Frohlich, 1981 ).MICRO-ORIFICE UNIFORM DEPOSIT IMPACTOR (MOUDI)A photograph of an eight-stage MOUDI is shown in Fig. 1. Each stage body of the impactor supports the impaction plate for the stage above and the nozzle plate for the stage below as shown in Fig. 2. By rotating alternate stage bodies, while holding the other stage bodies stationary, the impaction plates (or nozzle plates) will be rotated relative to the nozzle plates (or impaction plates).Rotation of the alternate stage bodies is achieved by gears on these bodies that mesh with gears on an electrically driven drive shaft of a rotating mechanism (Fig. 1 ). The alternate stage bodies are restrained from rotation by pins that rest on the drive shaft."
