In this report the importance of diffusion in controlling the emission of methane in mines is examined. An in-situ diffusion parameter is defined and calculated for a hypothetical unfractured lump of coal in the Pittsburgh and Pocahontas No. 3 coalbeds. The values obtained are similar to those obtained with lump coal in laboratory experiments.

Analysis of the size consist of broken coal has been extended in recent years beyond the mere representation of the relative quantities of the various sizes present in a given lot of the material. Fundamental characteristics of the coal related to the process of breakage fix the distribution of sizes, and it has been found by Rosin and Rammler4/ that a relatively simple law-governs this property. Benhett5/ has described a graphical method of expressing the relationship, and by its use considerable simplification in the expression of size distribution is possible.

The U.S. Bureau of Mines is investigating strata interactions associated with mining of multiple coal beds to provide the mining industry with improved methods of planning and developing multiple coalbeds, conserving resources, and increasing the safety of underground coal mining. This study involves analytical predictions and underground observations of longwall development ground control problems at a south-central Pennsylvania coal mine affected by subsidence induced by multiple-seam mining. As predicted, strata interactions were found in upper mine areas mined over lower mine gob. Observations revealed roof deterioration accompanied by excessive water inflows in the first 170 ft after crossing the gob line as mining entered and exited the subsided area (over the lower mine gob). In contrast, superimposed mine areas and areas mined a substantial distance out over the gob showed no signs of interaction with previous lower seam mining, again as predicted.

The Northwest experiment station of the Federal Bureau of Mines , at Seattle , Wash . , was established in December , 1916 , and is one of 13 mining experiment stations maintained by Act of Congress , under the direction of the bureau , in the various sections of the country . Under the terms of the organic Act (March 3 , 1915 ) , the province and duty of these experiment stations is to cake investigations and disseminate information with a view to decreasing waste and improving the efficiency in the production , treatment , and utilization of mineral substances . The investigations carried on at the Northwest experiment station attempt to cover the needs of the mineral industry of the States of the Pacific Northwest and of the coastal regions of Alaska . The most in ortant needs of this district are for work on coal washing , electrometallurgy , and ceramics . The electrometallurgical investigations are not necessarily limited to the Problems of the Northwest , but may be of general application . Problems other than those specified above are referred to other stations of the Bureau that specialize on the particular type of investigation required . The Northwest station closely cooperates with the State of Washington through the University of Washington and with the State of Oregon through the Oregon Bureau of Mines and Geology . The University of Washington at Seattle has donated the use of an entire building , which houses the station's administrative offices and chemical laboratory , and parts of two other buildings which are usea in conducting the experimental avestigations . Twenty-five thousand dollars is expended annually by the Federal Government , while the State of Washington each biennium appropriates $ 20,000 , and the State of Oregon from time to time appropriates various amounts for the conduct of work along cooperative lines . Also , the station cooperates with private organizations tht have problems similar to those in which the station is interested . For example , the Washington Electrochemical Co. is cooperating in the electrometallurgical research, and furnishes part of the supplies and technical assistance required .

Separation efficiency of a 4 percent divinylbenzene (DVB) resin is not altered over a wide range in temperature. A 12 percent DVB resin, however, exhibits a marked sensitivity to temperature. When flow rates are high at ordinary temperatures, 4 percent DVB resin exhibits higher efficiency, but at 200° F. both resins are equal in performance. Effective separation of rare-earth mixtures may be obtained with hydrogen as a retaining ion by maintaining column temperatures above the solubility of ethylenediaminetetraacetic acid (EDTA) in the free acid form. Slightly lower separation characteristics were obtained with this method as compared with copper as a retaining ion, Recovery of 99 percent of the EDTA from spent eluting solutions that contain copper has been accomplished by a calcium-copper displacement reaction followed by EDTA precipitation. Impurities in the product are correspondingly low. Recoveries of EDTA from holmium solutions with sulfuric acid are substantial; however, those from yttrium solutions are quite modest. Radiotracer experiments show the presence of approximately 0.1 percent yttrium contamina¬tion in the recovered material. The study presented is one phase of a broad research program designed to assist the technology of separating and purifying rare-earth elements.

In coal mining it is essential to maintain the roof over working places and roadways in the safest condition possible. To this end every effort should be made to win the coal with the least injury to the immediate roof strata, as broken strata certainly present a greater hazard than a sound roof. The chief causes of injury to the roof in mining are inherent in the method of development and recovery and the blasting practices followed. The first, which may produce severe stresses in the roof, weakening it over comparatively large areas has been discussed in previous papers3 and will not be treated here. The second cause is local in effect, but with the same general method of blasting being employed throughout a mine having uniform roof conditions, similar effects on the roof may be expected. In the Bureau's investigation of accidents caused by falls of roof and coal it has been necessary to make a careful study of blasting practices and their effect on the immediate roof. The purpose of this paper is to show the effect of the observed methods of blasting on different types of roof and to point out methods that have been proved to be least harmful to the roof strata. The data used in preparing this paper have been compiled from reports made by Bureau engineers engaged in the study of falls of roof and coal, and embrace mines opened in the Pittsburgh coal in Ohio and Pennsylvania and the Pittsburgh and Sewickley coals in West Virginia.

Systematic sampling, in reconnaissance fashion, of the continental shelves of the United States to define favorable areas of offshore mineral deposits, is one of the long-range marine mineral; programs of the U.S. Department of the Interior. In mid-1966 the Department of the Interior launched its Heavy Metals Program to stimulate domestic output of gold which is in serious short supply. The program is jointly conducted by the Geological Survey and the Bureau of Mines.

A drill unit designed by Bureau of Mines engineers for testing various types of rotary bits has been in use since April 1950 at the experimental oil-shale mine near Rifle, Colo. The unit has a hydraulic drill and feed system, which provides the wide range of operating conditions necessary for adequate testing of drill bits and for obtaining data needed for the design of production scale equipment. Through the use of this unit, it has been proved that rotary drilling of vertical holes for mining the benches of the oil-shale mine is much cheaper than percussion drilling, and it is believed that in the near future the rotary drilling of horizontal blast holes in the top heading of the mine will prove equally economical.

"INTRODUCTION During the years 1941 to 1945, the United States produced less than one-half of one percent of all primary nickel, whereas the nation's consumption of the metal amounted to nearly three-fourths of the world's supply. Although postwar nickel consumption probably will be less than wartime consumption, trade- estimates for the next 10 years are well above the average established during the 1930-1940 decade. The greatest consumption is expected in nickel alloys, particularly nickel-alloy steels. 3/ The greater use of nickel cast irons and nickel-clad metals also signifies an expanding nickel market. In anticipation of the postwar demand for nickel, and realizing the seriousness of the ""have not"" position of the United States with respect to this metal, the Bureau of Mines, sent an engineer 4/ into the lower Copper River region of Alaska during the summer of 1944 to investigate the nickel deposits near the head of Canyon Creek. Samples from the Spirit Mountain nickel prospect were sufficiently encouraging to justify more intensive exploration. As a result, a program of surface trenching, systematic sampling, and detailed mapping of the property was adopted and directed by a Bureau of Mines engineer 5/ in the summer of 1945."

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

A brief description is given of various Bureau of Mines research activities that have begun since July 1974 and are not being reported on by others at the Third West Virginia University (WVU) Conference on Coal Mine Electrotechnology. An essential feature of the various projects is that they are pragmatic. The projects are applied research and are carried out both by the Bureau in-house research group and by other research groups through contract research. Projects have been directed toward wired-type communications with a special effort to modify the wired systems so as to be more effectively used. The projects are in three groups: Pager phone systems, trolley line phone systems, and guided-wire wireless communications. Also, a brief sketch is given of research that is essential for further developments in mine communications. From the early results of these various projects, the Bureau has good reason to project that there will be improved performance of existing communication systems and that communications will be extended to other individuals working in areas that are excluded from present mine communication systems.

"Electron spin resonance (ESR) measurements show that grinding of quartz particles in air produces silicon-based (Si- and SiO-) radicals which decay with aging in air. ESR spin trapping measurements provide evidence for the generation of hydroxyl and possibly superoxide radicals from a suspension of fresh quartz particles. The hydroxyl radical generation potential of the fresh quartz particles decreases on storing in ambient air and on the addition of catalase, superoxide dismutase, desferoxamine, or DMSO. Silica-induced lipid peroxidation also decreases on storing the fresh particles in ambient air. These findings suggest that oxygenated radicals play a role in the biochemical mechanism of pneumoconiosis in general and acute silicosis in particular.INTRODUCTIONThis communication summarizes our electron spin resonance (ESR) investigation of the formation of oxygenated radicals by freshly crushed quartz particles in a cell-free aqueous medium, and its potential role in the biochemical mechanism of acute silicosis. This study was undertaken because the mechanisms by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrogenesis are still not well understood. 1-3 It is generally believed, however, that the action of quartz particles on the cell membrane is the starting point of the silicotic process. 1,4 Since the first step must involve surface reactions, characterization of the chemical structure of the surface of quartz particles has been the subject of several recent studies!-' For example, we reported that mechanical crushing of quartz under normal atmosphere generates silicon-based (Si• and SiO•) radicals which decay with time, and that these radicals are associated with a higher cytotoxicity of fresh quartz dust as compared to that of an aged dust from the same stock. 6,8 Independently Fubini and coworkers' have also reported on the formation of Si• and SiO• -type of radicals from quartz particles crushed under atmospheric conditions. Gulumian and van Wyk9 have reported that quartz particles react with hydrogen peroxide (H202) to generate hydroxyl (•OH) radicals. These authors9 suggested that this process might contribute to quartz's pathogenicity but the mechanism of the -OH radical formation was not clarified. Earlier, Gabor and Anca10 had suggested that the cytotoxicity of quartz particles might be associated with the generation of some factor or factors possessing the properties of a free radical and hence capable of promoting the peroxidative chain cleavage of polyunsaturated fatty acid moieties of the phospholipids in the cell membrane. More recently, Weitzman and Graceffa 11 reported that asbestos is able to catalyze the generation of -OH radicals from H2O2. Their later work12 indicated that lipid peroxidation might be one of the mechanisms of tissue injury by asbestos."

"INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The need of protecting mines from the danger of inflow of natural gas from neighboring wells has become more apparent each year since it was found that oil and gas underlie the productive coal measures of Pennsylvania, West Virginia, Ohio, Indiana, Illinois, Kansas, Oklahoma, Colorado, and Wyoming, and, to some extent, the coal measures of other States. The proximity of the known gas and oil areas in the United States to the coal fields and the manner in which the fields overlap in certain States are shown in the map comprising the frontispiece (Pl. I). As the result of many requests received from various sources a conference to consider the protective measures necessary to insure the safety of mining operations in gas and oil fields was called by the Director of the Bureau of Mines to assemble in Pittsburgh, Pa., Feb- ruary 7 and 8, 1913. To this conference were invited a considerable number of gas-well, oil-well, and coal-mine operators within conven- ient distance from Pittsburgh, as well as State geologists and State mine inspectors from a distance. Gas and oil wells are also found near other kinds of mines, such as shale and limestone mines in western Pennsylvania, but these cases are so few that for this and other reasons it was deemed best to con- fine the present inquiry to the consideration of the questions involved in connection with coal mines. It was also not thought advisable to consider the protection of mines from other kinds of bore holes than those for gas and oil, such as coal-prospecting holes, drilled either with churn or diamond drills, or salt wells and artesian wells, because little trouble has been ex- perienced in mining operations from these classes of wells. There- fore the following papers and discussions concern almost entirely the following relations between coal mines and gas and oil wells: (1) Protection of coal mines froin gas and oil wells penetrating -through: (a) Open workings; (b) inaccessible spaces or goaves; (c) pillars, or coal which may be left as pillars. (2) The manner of drilling gas and oil wells passing through workable coal beds so as to provide protection for future mining. The preliminary inquiries of the engineers of the bureau had dis- closed that there was no uniformity in the methods of protecting mines against the leakage of gas from wells, that thousands of wells in coal fields are abandoned yearly without adequate plugging, and without surveys or records being kept to show the location of the holes, from which the casings are generally pulled. According to the State geologist of Pennsylvania, as many as 3,000 wells are being drilled annually in Pennsylvania, 2,000 of these holes being aban- doned within a single year. It is such unplugged, uncharted wells that are the greatest menace in mining. The quantity of gas that the wells produce, although not sufficient to be commercially avail-

Nonmetal mines comprised 5.4% of all mining operations.1 • Nonmetal mining operations are located in all but seven states or territories (Alaska, Delaware, Maine, New Hampshire, Rhode Island, Puerto Rico, and the Virgin Islands). • The median number of operator employees per nonmetal mine was 6.1.2 • Mines producing common clay comprised 31.2% (n = 245) of all nonmetal mining operations.

This study presents a reservoir modeling approach to investigate the relative effects of different coalbed parameters on the migration of methane into development entries. A base coalbed reservoir model of a three-entry development section, where grids were dynamically controlled to simulate the advance of mining at a constant section advance rate, was created and calibrated for a Pittsburgh Coalbed mine in the Southwestern Pennsylvania section of the Northern Appalachian Basin. The values of coalbed parameters were varied to evaluate their effects on predicted methane emissions for various development distances. The results of these parametric simulations were then used to derive linear expressions relating these parameters to methane emissions into the workings. These models were analyzed to assess their significance and adequacy for predictive purposes. This work shows that coupling reservoir simulations with linear modeling yield a technique that can be applicable to different coalbeds. The reservoir parameters used by the linear models (coalbed thickness, pressure, sorption time constant, Langmuir parameters, permeability) can be determined by running relatively simple laboratory tests, such as adsorption equilibrium and permeability determination, on coal samples obtained either from the mining operation or from the exploratory boreholes drilled ahead of mining.

Coal is a combustible, carbonaceous, sedimentary rock that is formed by the accumulation, compaction, and physical and chemical alteration of vegetation [Simon and Hopkins 1981; Bates and Jackson 1987]. Coal is classified according to its type, grade, and rank. The type of coal relates to the plant materials from which the coal originated. The grade of coal refers to the purity of the coal-or the amount of inorganic material (including ash and sulfur) left after the coal is burned [Bates and Jackson 1987; Stefanko 1983]. The rank of coal indicates its degree of metamorphosis and roughly correlates to the geological age of the coal or the geological environment from which it has been mined [Bates and Jackson 1987]. Rank also indicates the percentage of carbon in dry, mineral-free coal [Whitten and Brooks 1973] and the degree to which the coalification process has progressed [Larsen 1981]. The geological process of coalification begins with organic materials (e.g., celluloses, lignins, and other plant compounds that are deoxygenated and then dehydrogenated) and ends with coal of various geological ages, from lignite to anthracite [Larsen 1981]. Table 3- 1 presents the American Society for Testing and Materials (ASTM) classification of coals by rank. According to Parkes [1982], high-rank coal includes anthracite and semianthracite coal ("hard coal," with 91% to 95% carbon); intermediate-rank coal includes low-, medium-, and high-volatile bituminous and sub-bituminous coal ("soft coal," with 76% to 90% carbon); and low-rank coal includes lignite (with 65% to 75% carbon or less). The rank of coal tends to increase from the western to the eastern United States, with anthracite occurring primarily in eastern Pennsylvania [Schlick and Fannick 1971]. Most of the coal currently mined in the United States is bituminous [Given 1984]. A classification of the coal in the United States is provided in Table 3-2.

This U.S. Bureau of Mines (USBM) report describes a chromatographic method that is used for rapid field determinations of carbon dioxide in natural gas streams at a USBM helium production facility. The method employs a commercially available portable gas chromatograph that is equipped with a 10-m fused-silica capillary column coated with a porous polymer. The instrument operating parameters permit determinations to be performed over a concentration range of 10 ppm to 10 pct with a frequency of 20 samples/h. The speed at which determinations can be performed is an important factor when evaluating efficiency or troubleshooting processes at the helium facility.
